Jamestown (CSi) Parts of Jamestown were without power Tuesday evening.
Residents in Southeast Jamestown report that the power was out for varying lengths of time.
One area between the river and 10th Street Southeast was down between 7:25-p.m., and 7:40-p.m.
Some residents reported what sounded like a transformer popping.
Residents report the power was out in the Oxbow and Elmwood areas between 6:20-p.m., and 10:15 p.m.
The exact cause and the area and customers affected will be available when the report is available from Otter Tail Power.
Jamestown (CSi) (Sept 18, 2018) Jamestown Police is warning the public about a convicted sex offender who has changed his Jamestown address.
36 year old Clifford Rockwell Moody now lives at 610 14th Avenue, SE Jamestown, ND
He presently has no vehicle.
Moody is a 36 year old white male, five feet ten inches tall, weighing 175 pounds with brown eyes and brown hair.
He has been assigned a high risk assessment by the North Dakota Risk Level Committee, of the North Dakota Attorney General’s Office.
Offense: Luring minors by computer, communicating with an undercover officer posing as a 14 year old female, discussing sexual acts with the victim.
Conviction Date: September 2015, in Burleigh County ND, District Court.
Offense: Sexual contact with a female under 16 years old.
Conviction Date: January 2001 in Walworth, SD, District Court.
Disposition: 60 days in jail, with 50 days suspended.
Moody is currently on probation with North Dakota Parole and Probation, and is currently on GPS Monitoring.
Moody is not wanted by police at this time and has served the sentence imposed by the court.

FINANCE & LEGAL COMMITTEE
Discussed was revising license fees for radio antennas on City-owned, or maintained, or operated water towers. City Attorney Leo Ryan said the average license agreement with other cities in North Dakota area between $1,000 and $2,400 per year.
Council Member Brubakken moved for a yearly license fee of $1,500, with an escalator clause, effective January 1, 2019, on a calendar year basis, and approved on a case by case basis as suggested by Ryan.
The committee recommended approving the motion.
Considered was the recommended JSDC support to fund the Small Business Development Center (SBDC) position and release the 63% city share of budgeted 2018 South Central Dakota Regional Council dues in the remaining amount of $16,141.
The committee recommends to approve.
Considered was the UPG-2-052(043)264 Cost Participation and Maintenance Agreement for the $3,100,000 City of Jamestown Urban Grant Program Project, for which the City must match ten percent of the project costs. (The Main Street Road Diet Proposal’s implementing document to accept the dollars.)
Mayor Heinrich said questions remain to be resolved on specifics on the dollars, and project usage for such items as bump outs.
The committee agreed to move the acceptance to the October Finance and Legal Committee meeting for further discussion and recommendation.
The committee considered the request to approve financial support for the Jamestown Regional Airport Authority in the form of a commitment to a bond issuance and a general tax levy in 2019 to assist in financing the Runway and Taxiway Resurfacing Project.
Airport Director Sam Seafeldt said some project dollars are covered by federal grants.
The committee recommends the request move to the City Council without recommendation subject to additional documents to be reviewed.
Tuesday, the Stutsman County Commission unanimously approved loan criteria from the state of North Dakota regarding a runway and taxiway project at Jamestown Regional Airport.
The loan was the airport authority portion of the $2.5 million project with the remainder from the Federal Aviation Administration and the North Dakota Aeronautics Commission.

City Commissioners approved an Application for a Property Tax Exemption for Improvements to Residential Building at 264 14th Street NE. City Assessor Hansen explained the policies and procedures for the property tax exemption and improvements as a reminder to the public, who also recommended the approval.
Commissioners approved the Preliminary & Design Engineering Agreement for the NW Storm Sewer Project – Phase I with KLJ in an amount not to exceed $132,000.
CITY ADMINISTRATOR’S REPORT
City Administrator David Schelkoph said there is no increase in electrical rates from Missouri River Energy Service, in the power distribution to Valley City.
He said the State Water Commission will meet in October and will hear requests for funding from Valley City.
He added, the state water coalition meeting will be held later this month, with Valley City requests for funds for Phase Four of the Permanent Flood Control project.

Valley City (VCSU) Valley City State University has set an enrollment record with a total headcount of 1,547 students and an undergraduate headcount of 1,404 students, according to the official fall term 2018 figures released by the university.
The total enrollment figure of 1,547 exceeds the previous record of 1,522 set in the fall of 2017, while the undergraduate mark of 1,404 surpasses the previous record of 1,372, also set in the fall of 2017.

BISMARCK, N.D. (AP) — State officials say a recount in North Dakota’s secretary of state primary race cost about $5,000.
The state Supreme Court ordered the recount which gave the Libertarian candidate, Roland Riemers, one more vote. Secretary of State Al Jaeger initially declined the recount because Riemers was the only Libertarian running for the seat. Riemers failed to get the 300 votes needed to move on to the November election.
All 53 counties in North Dakota have submitted requests for reimbursement of expenses related to the recount. The Bismarck Tribune says they range from $7.25 for Sheridan County to $434.52 in Cass County.

Jamestown (CSi) 13 new members will join the Jamestown High School Athletic Hall of Fame this year.
The induction will take place on Friday September 28, at the Homecoming Pep Rally, and they will be introduced during half time of the Homecoming football game that evening, as the Blue Jays take on the Valley City High School Hi-Liners.
The luncheon to which the inductees have been invited, will be at the Knights of Columbus Hall, will be planned before or after the pep rally, depending on when it’s scheduled.

Valley City (VCSUVikings.com)- The Viking volleyball team held leads midway through every set Tuesday night, but the University of Jamestown rallied late in every set to earn a non-conference victory against VCSU.
Jamestown, which is receiving votes in this week’s NAIA Top 25 Coaches’ Poll, pulled away late in all three sets to win 25-21, 25-19-25-22.
“All in all, it was a pretty good match,” said VCSU head coach Adam Longmore. “There was some high-level volleyball played on both sides. For most of the match, we played right with them.”
Late runs by Jamestown made the difference in Tuesday’s match. The Vikings led 18-17 in set one before Jamestown scored three straight points and closed the set on an 8-3 run. In set two, a serving ace by Morganne Eppard gave the Vikings a 17-14 lead before Jamestown scored 10 straight points to take the set.
The Vikings again built a lead in set three with strong early play to take a 17-13 advantage. Jamestown scored the next four points to pull even and the teams traded points down the stretch. Tied at 22-22, Jamestown closed out the match with three straight points.
Despite hitting .069 in the match, the Vikings kept things close with strong serving play. VCSU served nine aces and committed seven errors, while the Jimmies served five aces and committed 11 errors. Jamestown hit .296 as a team, including .324 in the decisive third set.
Autumn Johnson posted a team-high seven kills for the Vikings and hit .250. Ellie Winter had five kills while Clarissa Olson, McKinley Putnam and Paige Benson all recorded four kills.
Morganne Eppard led the serving attack with four aces. Hailie Wilds served three aces and Reagan Ingstad had two. Wilds posted 11 digs for the Vikings while Charlotte Huschka had nine and Eppard totaled six digs.
Leah Ruter posted 13 assists and Reagan Ingstad added 10.
Isabell Wedell led Jamestown’s attack with 11 kills and a .688 hitting percentage. Kennedy Conzemius had 10 kills and Julina Niemeier posted 23 digs.

UNDATED (AP) — — Tyler Austin drove in three runs and Chris Gimenez (HIH’-meh-nehz) homered as the Twins downed the Tigers, 5-3. Austin’s two-run double gave Minnesota a 5-0 lead in the seventh. Jake Odorizzi (oh-dah-REE’-zee) gave up two runs and four hits over 6 1/3 innings to get the win.
— Paul DeJong (deh-YUHNG’) hit a two-run homer and the Cardinals held onto the second NL wild card by pounding the Braves, 8-1. Austin Gomber gave up a run and six hits over five innings of the Redbirds’ third straight win. Atlanta has dropped four in a row since a season-high six-game winning streak, leaving the Braves with a magic number of seven over Philadelphia for taking the NL East title.
— Jorge Alfaro belted a three-run homer to cap a five-run sixth in the Phillies’ 5-2 verdict over the Mets. Justin Bour (bohr) doubled home the tying run and scored on Alfaro’s blast. New York wasted a nice outing by Stephen Matz, who homered for the second straight start and held Philadelphia to two hits over five shutout innings.
The New York Yankees prevented the Boston Red Sox from wrapping up a third straight division title.
Neil Walker belted a three-run homer in the bottom of the seventh to lift the Yankees past the Red Sox, 3-2. Walker’s 10th round-tripper of the season erased a 1-0 deficit and prevented Boston from clinching the AL East.
Red Sox starter Nathan Eovaldi (eh-VAHL’-dee) left the game with a 1-0 lead after limiting the Bombers to two hits over six shutout innings. Brandon Workman replaced Eovaldi and walked Aaron Hicks and Gary Sanchez before Walker went deep off Ryan Brazier.
The Bosox scored once in the ninth on an error and had the tying run at second before Ian Kinsler grounded into a game-ending double play.
J.D. Martinez lifted a sacrifice fly in the third inning for the Red Sox, giving him a major league-leading 123 RBIs.
Yankees outfielder Aaron Judge went 0-for-4 in his first game since breaking his right wrist against Kansas City on July 26.

— Josh James picked up his first big league win by holding the Mariners to four hits while fanning seven in the Astros’ 7-0 shutout. Marwin Gonzalez hit a two-run homer and Tyler White doubled home a run as Houston improved to 13-3 this month. The Astros stretched their lead in the AL West to five games over Oakland.
— The Athletics lost their third in a row as Kaleb Cowart launched a go-ahead grand slam in a six-run fifth that powered the Angels to a 9-7 win at Oakland. Mike Trout also homered and Cowart added an RBI triple as Los Angeles dropped the A’s 2 ½ games behind the Yanks for the first AL wild card.
— The Indians were 5-3 winners over the White Sox as Corey Kluber struck out 11 over eight innings of his career-high 19th win. Kluber allowed eight hits, including homers by Daniel Palka and Omar Narvaez (nahr-VY’-ehz). Jason Kipnis hit a solo homer in the fifth and Yandy Diaz added a two-run single later in the inning to put the AL Central champs ahead, 5-0.
— Blake Snell is the majors’ first 20-game winner after limiting the Rangers to one hit over five innings of Tampa Bay’s 4-0 shutout. Snell improved to 20-5, lowered his American League-leading ERA to 1.97 and helped Tampa Bay move a season-high 18 games over .500. Willy Adames (ah-DAH’-mehs) slammed a two-run homer and Joey Wendle was 4-for-5 with an RBI and a run scored.
— Chris Taylor’s walk-off, solo homer in the 10th inning gave the Dodgers a 3-2 victory over the Rockies and a 1 ½-game lead over Colorado atop the NL West. Taylor also singled home the tying run in the fifth, a half-inning after Charlie Blackmon’s homer put the Rockies up 2-1. Los Angeles ace Clayton Kershaw settled for a no-decision after yielding only one earned run and three hits over seven innings.
— Javier Baez and Daniel Murphy each furnished two-run homers in the Cubs’ fifth victory in six games, a 9-1 thumping of the Diamondbacks. Mike Montgomery allowed a run and four hits with a season-high eight strikeouts in six innings for his first win since Aug. 7. Arizona has dropped four straight and nine of 11 to fall six games back in both the NL West and NL wild-card races.
— The Cubs now lead in the NL Central to 3 ½ games over Milwaukee following the Brewers’ 3-1 loss to Cincinnati. Jose Peraza smacked a two-run homer and Scott Schebler doubled home the insurance run. Milwaukee managed just three hits and lost for the third time in four games.
— Pinch-hitter Ryan Lavarnway singled home the winning run in the bottom of the 11th to send the Pirates past the Royals, 2-1. Pittsburgh almost wasted a strong outing by Jameson Taillon (TY’-ahn), who struck out 11 and scattered four hits over seven shutout innings.
— Stephen Strasburg fanned 11 over six innings of the Nationals’ 4-2 victory at Miami. Anthony Rendon (rehn-DOHN’) drove in two runs with a single and a sacrifice fly. Bryce Harper was walked in each of his five plate appearances.
— The Blue Jays earned their fourth straight win by scoring four unearned runs in the seventh inning of a 6-4 comeback over Baltimore. The Blue Jays tied the game by scoring twice on an error by third baseman Steve Wilkerson before Lourdes Gurriel (gur-ee-EHL’) hit a two-run single. The Orioles blew a 4-0 lead and absorbed their 108th loss, the most since the franchise moved to Baltimore after the 1953 season.
— Chris Shaw provided a go-ahead, two-run single in the eighth inning to push the Giants past the Padres, 5-4. Hunter Pence crushed a two-run homer and had three RBIs for San Francisco, which has won four of five since an 11-game skid.

UNDATED (AP) — White Sox slugger Jose Abreu (ah-BRAY’-oo) is missing Chicago’s three-game series against the Indians because of an infection in his right thigh.
Manager Rick Renteria says Abreu was hospitalized in Cleveland on Tuesday, where he had the infection “cleaned up.”
The 31-year-old spent three weeks on the disabled list after undergoing surgery to repair a testicular torsion. He was activated on Sept. 10 and is hitless in his last 20 at-bats.

— The Rockies are hoping All-Star shortstop Trevor Story can return to the lineup in a few days. Story left Monday’s game with inflammation in his right elbow, but a subsequent exam showed no structural damage.
— The Cubs say closer Brandon Morrow will be shut down for rest of the year because of an injured right elbow that has been slow to heal. The announcement comes a week after Chicago reliever Pedro Strop (strohp) suffered a hamstring injury that is causing him to miss the rest of the regular season.
— Trevor Bauer threw to hitters for the first time since breaking his right leg last month and hopes to be back on the mound for Cleveland in time for the postseason. The right-hander pitched three simulated innings of about 17-to-19 pitches per inning. He has been sidelined since he was struck on the lower leg by a line drive off the bat of Chicago’s Jose Abreu (ah-BRAY’-oo) on Aug. 11.
MIAMI (AP) — Players joining the Washington Nationals from their Triple-A affiliate will have to take some redeye flights the next two seasons.
The Nationals announced Tuesday that they’ve signed a two-year player-development contract with the Fresno Grizzlies of the Pacific Coast League.
Fresno replaces Syracuse as the Nationals’ Triple-A club. Syracuse signed a deal with the New York Mets, who bought the minor league club earlier in the season.
Several other major league clubs have shuffled their Triple-A affiliates, and on Tuesday the Texas Rangers reached a deal with Nashville, leaving Fresno as the Nationals’ best option.
Fresno becomes the Nationals’ fourth Triple-A affiliate since the franchise moved to Washington in 2005. The Grizzlies were previously part of the San Francisco Giants’ and Houston Astros’ farm systems.
The Rangers and Triple-A Nashville Sounds announced Tuesday that the organizations have entered into a four-year player development contract through the 2022 season.
That announcement came a day after the Rangers said their eight-year affiliation with the Round Rock Express was ending. The team in suburban Austin, Texas, is owned in part by Hall of Famer Nolan Ryan, and is expected to become Houston’s Triple-A team. Ryan works as a consultant for the Astros, whose president is son Reid Ryan.
Before the eight years with Round Rock, the Rangers were affiliated with Oklahoma City from 1983-2010.
The Sounds had been affiliated with the Oakland Athletics since 2015, when the team opened a new ballpark in downtown Nashville.
The Las Vegas 51s professional baseball team of the Pacific Coast League (PCL) and the Oakland Athletics, member of the American League West Division, announced a two-year Player Development Contract (PDC), through the 2020 season.
The 51s, on September 3, completed their 36th season in the PCL and final campaign as the Triple-A affiliate of the New York Mets. The Mets purchased Triple-A Syracuse on October 20, 2017 and will begin play in the International League in 2019.

Vikings ink kicker Bailey
UNDATED (AP) — The Minnesota Vikings have signed kicker Dan Bailey as the replacement for rookie Daniel Carlson, who missed field goal attempts of 48, 49 and 35 yards in Sunday’s 29-29 tie at Green Bay.
Bailey is the second-most-accurate field goal kicker in NFL history at more than 88 percent, hitting 186 of 211 attempts. He was released by the Dallas Cowboys on Sept. 1.

— The Cowboys have re-signed veteran receiver Brice Butler, who had left Dallas in free agency last spring but was released by the Arizona Cardinals before the season. Dallas released rookie safety Tyree Robinson on Tuesday to make room on its roster.
— The Raiders promoted linebacker Shilique Calhoun from the practice squad to the 53-man roster. The Raiders waived defensive tackle Brian Price on Tuesday to make room for Calhoun, who was a third-round pick in 2016. He has played 20 games over three years.
— The Titans have brought back cornerback Kenneth Durden and promoted running back Dalyn Dawkins from the practice squad. The Titans waived linebacker Aaron Wallace to create a roster spot.
— The Lions have waived offensive lineman Jamil Demby and released safety Marcus Cromartie from injured reserve. Cromartie injured his hip during Detroit’s final preseason game.
— The Bills have signed cornerback Ryan Lewis off their practice squad to address a position depleted after Vontae Davis abruptly left the team on Sunday. The Bills initially claimed Lewis off waivers on Sept. 2 after he spent last season on the New England Patriots practice squad.
— Pittsburgh Steelers coach Mike Tomlin wants to talk to Antonio Brown about the Pro Bowl wide receiver’s social media usage. Tomlin says he plans to talk to Brown directly following Brown’s latest outburst. Brown responded to criticism on Twitter by a former team employee by suggesting the Steelers trade him.
— Chargers defensive tackle Corey Liuget (LEE’-jiht) has sued the trainer who he says is responsible for his four-game suspension for using a performance-enhancing substance. Liuget filed suit against Ian Danney and his Arizona-based business in Los Angeles, asking for a jury trial and no less than $15 million in damages. The suit says Danney injected Liuget with a substance banned by the FDA and the NFL.

Hall of Fame members threaten boycott
UNDATED (AP) — A group of Pro Football Hall of Famers is demanding health insurance coverage and a share of NFL revenues or else those former players will boycott the induction ceremonies.
In a letter sent to NFL Commissioner Roger Goodell, NFLPA Executive Director DeMaurice Smith and Hall of Fame President David Baker — and obtained by The Associated Press — 21 Hall of Fame members cited themselves as “integral to the creation of the modern NFL, which in 2017 generated $14 billion in revenue.”
Among the signees were Eric Dickerson, who is listed as chairman of the newly created Hall of Fame Board the group has formed, Jim Brown, Jerry Rice, Joe Namath, Lawrence Taylor, and Sarah White, the widow of Reggie White.

Brand is Sixers’ new GM
UNDATED (AP) — A person familiar with the situation says the Philadelphia 76ers have made Elton Brand their new general manager, replacing Bryan Colangelo.
Brand had worked for the Sixers as vice president of operations and also served as the general manager of the Delaware Blue Coats, the 76ers’ G League affiliate.
Brand was the No. 1 pick of the 1999 draft by the Chicago Bulls and played two stints with the Sixers.
Colangelo resigned in June as the 76ers’ president of basketball operations after what an investigation concluded was “careless and in some instances reckless” sharing of sensitive team information on Twitter.

— Heat guard Dion Waiters will begin this season on the sidelines as he continues his recovery from left ankle surgery. Waiters underwent the procedure in mid-January and was expected to be sidelined up to 10 months.
— Timberwolves center Justin Patton is out indefinitely following surgery for a broken right foot. Patton broke the same bone in his right foot last season.
— Commissioner Adam Silver and National Basketball Players Association executive director Michele Roberts have sent a letter to players reminding them that help with their mental health is available. Several players including All-Stars Kevin Love and DeMar DeRozan last season revealed and detailed their struggles with mental health.
— Michael Jordan is donating $2 million dollars to assist residents affected by Hurricane Florence. The former NBA star says the destruction caused by Hurricane Florence to his hometown of Wilmington, North Carolina, prompted him to act quickly.
OSAKA RETURNS
US Open champion Osaka dominant on return to action in Japan
TOKYO (AP) — U.S. Open champion Naomi Osaka made a winning return to action in her homeland on Wednesday, overpowering Dominika Cibulkova 6-2, 6-1 to reach the quarterfinals of the Pan Pacific Open.
Playing in her first tournament since winning the U.S. Open, third-seeded Osaka was in control from the outset, breaking Cibulkova in the first game at a sold-out Tachikawa Arena in Tokyo.
The local favorite raced out to a 4-0 lead before Cibulkova finally held serve to win her first game. Osaka hit three aces to close out the first set.
The 20-year-old Osaka broke her opponent three more times in the second set to win in just over an hour.
Osaka became the first Japanese player to win a Grand Slam singles title, upsetting 23-time Grand Slam champion Serena Williams on Sept. 8 in New York.
KOREAS-2032 JOINT BID
North and South Korea say they plan bid for 2032 Olympics
PYONGYANG, North Korea (AP) — North Korean leader Kim Jong Un and South Korean President Moon Jae-in say that the countries plan to jointly bid for the 2032 Summer Olympics.
At a major summit, the two leaders gave no details of which cities might host certain events at the games, or how advanced the plans were.
The International Olympic Committee traditionally does not announce host cities until seven years ahead of the games. That would give the Koreas until 2025 to put together a joint bid.
Germany, with a multi-city bid, Brisbane, Australia and Jakarta, Indonesia are among those who have indicated they would bid for the 2032 Games. The India Olympic Committee has also said it could bid for 2032, as has South Africa’s Olympic committee in an attempt to bring the Olympics to Africa for the first time.
