…RAIN, FREEZING RAIN AND SNOW DEVELOPING SOUTH THURSDAY AND CONTINUING THURSDAY NIGHT INTO FRIDAY…

Rain and snow will spread across southern North Dakota Thursday, with

some freezing rain or sleet possible far southwest. As temperatures rise this afternoon some of the snow will return to rain.

By Thursday night the rain should change to all snow along and north of

Interstate 94 and east of the Missouri River. Generally, one to

three inches of snow is expected. As temperatures rise Friday

morning precipitation will return to a rain and snow mix.

Southwest North Dakota will see a mix of rain, freezing rain,

sleet and snow, with little to no ice or snow accumulation.

Travelers Thursday and Friday should expect various winter road

conditions including snow, sleet, freezing rain, and rain. Slow

down and allow extra time to reach your destination.

 

Another round of accumulating snow is possible across western and

central North Dakota late this weekend into early next week.

Considerable uncertainty exists, check back for updates.

 

 

Jamestown  (CSi)  The All Vets Club in Jamestown will host the Annual Patriots Dinner/Fundraiser Auction on Thursday October 18th.  The Social is at 5:30-p.m., the meal is at 6-p.m., followed by the live and silent auctions.

On another topic he said, officials with the first Veterans National Cemetery in North Dakota say they should begin accepting burials by late spring or early summer of 2019.

Construction on the cemetery at Harwood, North Dakota, started earlier this year on the 5-acre site. The VA purchased the property two years ago.

The Fort Snelling National Cemetery in Minneapolis is overseeing the project. It will have more than 3,000 gravesites for eligible veterans and family members, as well as a memorial wall.

He also pointed out that The President’s Marine Corps Band will perform free of charge on Saturday October 13th at Sheyenne High School in West Fargo, at 7:30-p.m.  Ticket holders will be seated by 7:15-p.m., non ticket holders will be admitted at 7:15-p.m., on a first come first served basis.  For security purposes, items larger than a purse will not be permitted.

Jamestown  (CSi)   Measure number one on the November  Stutsman County  ballot is a question on approving an increase of up to 50 cents per month per line to the 9-1-1 tax for the Stutsman County Communications Center and 911 services, from $1 to up to $1.50.

Stutsman County Emergency Manager, and 9-1-1 Coordinator Jerry Bergquist says, if  voters approve the measure, the addtional tax would reduce the amount of property tax money used to keep the Communications Center operating.

Information provided by Bergquist  to CSiNewsNow.com says:

  • It costs approximately $650,000 annually to operate the Communications Center, assuming there are no equipment updates needed
  • Stutsman County has charged $1.00 per communications connection since November 3, 1998. The ballot measure passed by a 78.9% margin
  • Beginning July 1, 2017, an additional $0.50 was legislatively mandated to be paid directly to the State of North Dakota for the State Interoperable Radio Network (SIRN) fund
  • 10% of the first dollar is remitted to ND Association of Counties for statewide 9-1-1 contracted services
  • By law, another 5% of the entire amount collected may be kept by the telephone providers to cover their costs of collecting the fees. However, not all phone companies take their 5%
  • The County currently receives $0.85 to $0.90 for each $1.50 it collects which includes the $0.50 paid directly to the State

In 2017, the revenue generated from the current 9-1-1 fee at $1.00 per line, both wire and cell, totaled $234,397 which only paid for 30% of the operational costs, with hardly any money set aside for equipment replacement, and a greater burden placed on other county general fund to make up the difference.

  • In years past, the annual 9-1-1 fees generated close to $450,000 that paid for about 50% of the operational costs of the Center with excess 9-1-1 funds set aside for dispatch equipment replacement. The remaining operational costs came from the county general fund
  • The 9-1-1 funds produced from the current $1.00 fee on both landline and cellular phones has slowly been declining resulting in less revenue to apply toward rising operational costs

Friday night’s debate between Democratic Sen. Heidi Heitkamp and Republican Rep. Kevin Cramer has been postponed.

AARP North Dakota, sponsor of  the Prairie Public debate, said in a tweet Thursday morning, that  it was working to reschedule.

The postponement is due to the Senate’s pending votes on Judge Brett Kavanaugh’s Supreme Court nomination with a procedural vote.

GRAND FORKS, N.D. (AP) — Authorities have identified a Grand Forks Air Force Base airman who died in a crash on U.S. Highway 2 in northeastern North Dakota.The Air Force says 23-year-old David Pharaoh was assigned to the 319th Security Forces Squadron. He was a native of Atascocita, Texas.The Highway Patrol says Pharaoh was driving a pickup truck that rear-ended an empty sugar beet semitrailer Monday night. He was pronounced dead at the scene, about 5 miles west of the city of Grand Forks. The semi driver wasn’t injured.
MINOT, N.D. (AP) — A Minot man has pleaded not guilty to trying to kill a confidential informant whose testimony got him convicted of delivering marijuana.The Minot Daily News reports that 44-year-old Travis Yoney faces several charges including attempted murder.He’s accused of firing a rifle into the confidential informant’s home in August, then forcing his way into the home and firing a second round before being tackled and subdued by the man. No one was hurt.A pretrial conference is scheduled Dec. 5.Yoney received a deferred imposition of sentence in the drug delivery case last year. 

MANNING, N.D. (AP) — Investigators say they’re developing leads, but still have no answers about the death of a missing Montana woman whose remains were found in western North Dakota.

Ranchers stumbled across the remains of Darlene Billie last month in Dunn County. The 55-year-old Billie had been missing from the Flathead Indian Reservation since last fall.

The Dunn County sheriff’s investigators say the remains were found in extremely rough terrain about 3 miles from a public road. Lead investigator Timothy Sul says the location of the remains is suspicious, but there are no signs of foul play.

Sull tells KXMB-TV his investigators are working with the Mackenzie County Sheriff’s Department, Flathead Tribal Police and the FBI.

 

BISMARCK, N.D. (AP) — Bismarck State College says it’s changing its mission to better reflect the workforce needs in North Dakota.

The State Board of Higher Education has approved the college’s plan to become a four-year polytechnic institution, or one that specializes in the technology, engineering and science fields.

The Bismarck Tribune says college officials will set up a task force of students, faculty and staff members to talk about whether the school should rebrand itself. College president Larry Skogen says that would likely mean a name change.

Skogen says he expects the polytechnic program offerings to slowly grow in the future. He says college officials will continue to meet with industry leaders to determine workforce needs.

Jamestown Jimmies defeated Presentation in volleyball,  26-24, 25-8, 25-13

Jamestotwn  (uj.edu)  If Wednesday’s first set was any indication, the University of Jamestown volleyball team was going to have its hands full against Presentation (S.D.) College.

The Jimmies took a back-and-forth first set by a score of 26-24, but found another level in set number two. UJ won 25-8 to go up 2-0 in the match, then finished off the Saints 25-13 to complete the sweep at Harold Newman Arena.

Jamestown (15-4) was led by Ellie Michaletz (SO/Aitkin, Minn.) and Isabel Wedell (JR/Ellendale, N.D.), who had eight kills each. Kori Buchanan (SR/Colfax, Wis.) had seven kills and hit .778 on the night, and Jayla Ritter (SO/Forest Lake, Minn.) added six kills.

Miranda Lowman (JR/Mandan, N.D.) handed out 20 assists while Jackie Meiklejohn (FR/Dickey, N.D.) chipped in with 13.

Twelve different players registered digs on defense, led by Julina Niemeier (SR/Jamestown, N.D.)’s 16. Ritter’s three total blocks were a team high.

UJ heads to Nebraska for a pair of Great Plains Athletic Conference matches this weekend. The Jimmies are at Doane on Friday, then face No. 14 Hastings on Saturday.

Freeman practicing again

UNDATED (AP) — The banged-up Atlanta Falcons finally have good news on the injury front.

Running back Devonta Freeman has been cleared to play after missing three games with a sore right knee. Freeman has been the Falcons’ leading rushing the last three seasons and should give the team an offensive boost for Sunday’s game against the Steelers.

Meanwhile, Atlanta’s defense will be without four starters versus Pittsburgh. Coach Dan Quinn says defensive tackle Grady Jarrett will be held out with an ankle sprain suffered late in last week’s 37-36 loss to Cincinnati.

Atlanta is already without starting safeties Keanu Neal and Ricardo Allen due to season-ending injuries. Linebacker Deion Jones is out at least eight weeks.

Elsewhere in the NFL:

— The Rams have signed kicker Cairo Santos this week instead of rushing All-Pro Greg Zuerlein (ZWUR’-lyn) back from injury. Zuerlein isn’t quite ready to return from a groin injury, but the Rams weren’t happy with Sam Ficken after he missed two of his three field goal attempts in last Thursday’s win over the Vikings.

— The Raiders have placed right tackle Donald Penn on injured reserve with a groin injury. The three-time Pro Bowl offensive lineman was hurt in the third quarter of Sunday’s 45-42 overtime win against the Browns.

— Linebacker Vontaze Burfict has rejoined the Bengals after completing a four-game ban for violating the NFL’s policy on performance-enhancers. Burfict practiced on Wednesday and is expected to play on Sunday against the Dolphins.

— Jets wide receiver Robby Anderson will not be suspended by the league for two arrests in an eight-month span. The league says it completed its investigation into the incidents and the matter has been addressed, and no suspension is being issued.

— The Jaguars have formally ruled out running back Leonard Fournette, four days before the team’s game at Kansas City. Fournette re-injured his right hamstring in Sunday’s 31-12 victory against the Jets and is now expected to be sidelined until after Jacksonville’s bye week in November.

— LeSean McCoy’s ex-girlfriend says in a new court filing that the Bills running back physically abused her during their nearly two-year relationship. Delicia Cordon has filed an amended lawsuit against McCoy alleging physical abuse and also directly accusing him of arranging a July 10 home invasion that left her bloodied. McCoy continues to proclaim his innocence following the amended suit, which seeks more than $50 million in damages.

Jordan misses China trip

DALLAS (AP) — New Dallas Mavericks center DeAndre Jordan missed the team’s trip to China for two exhibition games for unspecified personal reasons.

Jordan and fellow starter Harrison Barnes stayed behind when the team left for China this week. Barnes injured a hamstring in practice and could miss all the preseason games.

Koepka gutted over wounded fan, denies fight with Johnson

ST. ANDREWS, Scotland (AP) — Brooks Koepka (KEHP’-kuh) says he is heartbroken to hear a woman struck by his tee shot at the Ryder Cup might lose vision in her right eye.

Koepka’s wild tee shot on the sixth hole at Le Golf National hit Corine Remande in the head last Friday. According to French media reports, doctors say she has lost sight and she is considering legal action.

Koepka says his stomach sank when he learned of her condition upon arriving at the Dunhill Links Championship. Koepka says he is trying to reach out to the woman.

Koepka also says he and Dustin Johnson did not have an argument or a fight during a party after the Ryder Cup. He says the two have never raised their voice at each other.

 

COLLEGE FOOTBALL-PLAYER COLLAPSES

Mother says Tennessee State linebacker slowly improving

UNDATED (AP) — The mother of the Tennessee State linebacker who collapsed on the sideline during a game says her son has had some body movement she calls “baby steps” as he remains in critical condition.

Staci Abercrombie said at a news conference Wednesday that the family is asking for prayers as they hope for a full recovery for her son, Christion. She said they’ve been playing different music for her son, including gospel, and seen him respond by raising his hand or rubbing her nails during different songs.

The linebacker went to the sideline during the first half of the Tigers’ loss to Vanderbilt last Saturday. He told trainers he had a headache, then required oxygen on the sideline before being taken to Vanderbilt University Medical Center with a head injury for emergency surgery.

In other college football news:

— Texas Tech freshman quarterback Alan Bowman has been released from a hospital four days after sustaining a partially collapsed lung against West Virginia. Bowman was injured in the second quarter of a 42-34 loss to the Mountaineers when he was sandwiched on hits from Ezekiel Rose and Keith Washington as he threw a pass. Red Raiders coach Kliff Kingsbury hasn’t offered a timetable for Bowman’s return, but has said he didn’t expect an extended absence because Bowman didn’t have any broken ribs.

— Former Clemson running back C.J. Fuller has died at age 22. Fuller was part of the Tigers’ 2016 national championship team and was on three straight ACC title teams that advanced to the College Football Playoffs. There was no immediate cause of death.

 

DIVING-SEXUAL MISCONDUCT

Harvard coach accused of sexual misconduct

CAMBRIDGE, Mass. (AP) — Harvard University’s diving coach has been accused of soliciting female athletes at an Indiana diving camp for nude photos and sending them nude photos of himself.

Chris Heaton is among the instructors described in a class-action suit filed Sunday in Indianapolis federal court against USA Diving, the sport’s governing body.

The lawsuit claims the athletes at Ripfest Diving complained in 2015 that Heaton was soliciting them for the photos and sending them pictures of his penis. The women say program officials dismissed the complaints.

Harvard spokeswoman Rachel Dane said the university wasn’t aware of the allegations when it hired Heaton in August.

School officials say Heaton was placed on leave Tuesday.

 

In world and national news…

 

WASHINGTON (AP) — The White House says it has received the FBI’s supplemental background investigation into Supreme Court nominee Brett Kavanaugh and senators have enough time to review it and vote.

Senate Judiciary Committee Chairman Chuck Grassley tweeted early Thursday he also had received the file. Grassley is expected to read it Thursday morning, followed by his colleagues.

White House spokesman Raj Shah says senators “have been given ample time to review this seventh background investigation” into Kavanaugh, who denies accusations of sexual misconduct when he was in high school and college.

Shah says the White House is “confident the Senate will vote to confirm” Kavanaugh.

Democrats argue Republicans have been rushing to confirm him.

The full Senate is preparing to weigh in on Kavanaugh’s nomination with an initial vote on Friday.

 

 

 

WASHINGTON (AP) — All 100 senators, and a handful of Senate staff, will be able to read the FBI’s new report on sexual misconduct allegations against Supreme Court nominee Brett Kavanaugh. But it’s unclear if the public will see it.

Background checks are routine in a nominee’s vetting process and are generally delivered to the Senate without much fanfare. This background check is different, requested by a trio of senators who are undecided on Kavanaugh’s confirmation.

It’s expected that many senators will want to read or be briefed on the supplemental background check. To guard the sensitive information, the FBI’s report is expected to be held in a secure room normally reserved only for classified matters.

 

 

 

PALU, Indonesia (AP) — Australia’s first delivery of urgent supplies will arrive soon in Indonesia to help up to 10,000 people displaced by the earthquake and tsunami.

Royal Australian Air Force Capt. Bryan Parker says the military transport plane will reach central Sulawesi late Thursday from Darwin.

The plane was loaded with what he described as family kits — clothing, bedding, food-making equipment, tarpaulins and tools for building shelters.

Parker says Australian officials are ready to help the Indonesians transfer the aid further in the disaster zone. He says how many plane loads of aid fly from Darwin will depend on future Indonesian requests for help.

The aid is part of a $3.6 million relief commitment, including more than 50 medical professionals, that Australia made on Wednesday.

 

 

 

LONDON (AP) — The Dutch defense minister says Russia’s military intelligence unit attempted cybercrimes targeting the U.N. chemical weapons watchdog and the investigation into the 2014 Malaysian Airlines crash over Ukraine.

Defense Minister Ank Bijleveld said the GRU’s hacking attempts on the Organization for the Prohibition of Chemical Weapons, which she said took place in April, were disrupted by authorities. Four Russian intelligence officers were immediately expelled from the Netherlands, she said.

Speaking about Russia’s hacking attempts into the MH17 crash investigation Thursday, she said: “We have been aware of the interest of Russian intelligence services in this investigation and have taken appropriate measures.” She added that “We remain very alert about this.”
