The strongest winds shift into central North Dakota Saturday night as they begin to decrease in the west.
Widespread chances of rain to develop Saturday afternoon and continue into Saturday evening, tapering off later Saturday night.
Rain may mix with snow over eastern portions of central North Dakota late Saturday night as the precipitation begins to taper off.
A cooling trend and modest chances of rain and snow next Monday night and Tuesday.
Jamestown (CSi) The Jamestown Stormwater Committee met Thursday evening at City Hall.
The committee heard from Kevin Smith of AE2S. All members were present.
Smith gave a scope overview and brought the committee update.
He said right now the street and engineering department is funding the current stormwater management, at about $500,000 in 2019.
A stormwater utility would be funded separately.
He said stormwater management needs have been reviewed with city officials, along with the rate structure, and generating enough dollars in the utility fees for the proposed utility.
As an example he said the city hall building’s fee would be $10 per month.
The fee would be $3 to $4 per month for the typical single family residential property.
State Hospital and Jamestown Regional Airport rates are being studied.
More meetings will be held with the higher rate payers.
No recommendations were made from the Stormwater Subcommittee to implement a storm water utility program.

Jamestown (CSi) The Jamestown City Council’s Police & Fire, and Public Works Committee also met Thursday evening at City Hall. All members were present.

PUBLIC WORKS COMMITTEE:
A recycling collection update was given by Recycle North Dakota’s Ralph Freibel. He said the recycling center is now located at the former Coke Plant in Southeast Jamestown. He said the equipment to separate the recyclables is still in the installation process. He said parking will be adjusted at the east side of the building as time goes on.
Then, a Garbage collection update was given by sanitation foreman Roger Mayhew.
He presented a map out-ling alleys where collection is problematic concerning safety issues with the new larger automated garbage trucks. He said recycling has also been notified of the map. Council Member Brubakken said the effected property owners will be notified of a meeting with garbage and recycling officials.
With implementing the optional walk up garbage pick up, the cost is $20 per month, collected at curb side. The service is geared for residents not able to move their garbage containers to the street or alley. Recycling issues with walk up are yet to be determined.
In other business:
The committee recommend approving Change Order No. 1, to Strata Corporation, for the 2018 Safe Routes to School Sidewalk District 18-21 (PCC Sidewalk, ADA Curb Ramps, and Incidental Items), for a net increase in the contract price of $2,219.88, and extending the completion date of the project by one day for the additional work.
The committee recommends approving considered Change Order No. 2, to Strata Corporation, for the 2018 Safe Routes to School Sidewalk District 18-21 (PCC Sidewalk, ADA Curb Ramps, and Incidental Items), for a net increase in the contract price of $4,446.20, to be completed in October or November, weather permitting.
Travis Dillman from Interstate Engineering gave an update on projects.He said the river cleaning is completed, along with the Safe Street to Schools project and the 5th Street project is completed, along with the Northwest watermain project. He added that the new wall has finished installation at Frontier Village.

Jamestown (CSi) The Jamestown Arts Center will host Open Mic Night on Thurs Oct 25 at 7:30pm with Steve Kuykendahl. All performers are welcome to share your talent with the community at our monthly open mic night. There will be a sign up sheet at the door.
Please limit your piece to 10 minutes. A P.A. system, bass amp, guitar amp and music stands will be provided and facilitated by local musician Steve Kuykendall. The Open Mic night event will be moved back into The Arts Center gallery starting in September. If you haven’t yet found the courage to get up on stage, you are welcome to just sit back and enjoy the local talent.
There is no cost to participate or simply enjoy.

The 54th JFAA Annual Art Show will be exhibiting through November 3rd.
This show is incredibly diverse. Showing works from sixty-seven artists with 141 pieces on display.
The largest category is painting followed closely by photography. This year also saw an increase in ceramics, mosaics and encaustics.
The public can vote on for the People’s Choice Award.

BISMARCK, N.D. (AP) — The North Dakota Oil and Gas Division says two brine spills have been reported in the western parts of the state.
Both spills were reported Wednesday. Berenergy Corp. reported that 37,800 gallons of brine were released due to a pump leak at the Martha Thompson salt water disposal well northeast of Glenburn in Renville County.
The product was contained on-site and the entire spill has been recovered. A state inspector has been to the site and will monitor any additional remediation.
A second spill of 12,600 gallons of brine was reported at the Two Shields Butte oil and gas well, east of Mandaree in Dunn County.
Rimrock Oil and Gas Williston LLC says the brine was released due to a tank leak. Product was contained on-site, and cleanup is underway.
BISMARCK, N.D. (AP) — Bismarck State College will continue its partnership with Saudi Arabia to provide energy sector training despite international condemnation of the slaying of Saudi journalist Jamal Khashoggi, the school’s president said.
President Larry Skogen on Tuesday called Khashoggi’s death concerning, but said the school will maintain its agreement with the Saudi government to train youth at the National Power Academy in Dammam, the Bismarck Tribune reported.
Khashoggi, a Washington Post columnist and critic of the Saudi kingdom, died Oct. 2 at the Saudi Consulate in Istanbul, Turkey. Saudi officials have claimed that the writer’s death was accidental, but Turkish officials allege the killing was planned.
The Saudi narrative of what happened to Khashoggi shifted on Thursday, as Saudi prosecutors said that Turkish evidence shows the slaying was premeditated.
“We just have to watch carefully as these things unfold and whatever lead the United States and federal government, who’s in charge of foreign policy, whatever they’re doing,” Skogen said.
The college launched the program in September after months of negotiations. Bismarck State signed a five-year contract to provide curriculum and training to male high school graduates in Saudi Arabia, which is estimated to generate about $20 million for the school.
Skogen said the college received a $500,000 prepayment this fall and will receive its first quarterly payment in December.
The college aims to enroll about 200 students at the National Power Academy this year.
“We’re focused on educating the youth that we’ve been contracted to educate,” Skogen said.

Baldelli will be the 14th manager for the Twins since the franchise relocated from Washington in 1961, only their fourth manager since 36-year-old Tom Kelly took over in 1986 and their first manager hire outside the organization since Ray Miller in 1985.
Cash, who is 40, is the next-youngest manager behind Baldelli. The Twins under Falvey and Levine over the last two years have dived much more deeply into the data-driven era of the grand old game, with a particular admiration for what the Rays have pioneered. They hired Rays pitching analytics expert Josh Kalk as a senior analyst before the 2018 season, during which the Twins began copying Tampa Bay’s experiment of starting games with relief pitchers to maximize matchup advantages.
