Northwest winds may gust to around 50 mph  central North Dakota

Jamestown  (CSi)  The Jamestown Stormwater Committee met Thursday evening at City Hall.

The committee heard from Kevin Smith of AE2S.  All members were present.

Smith gave a scope overview and brought the committee update.

He said right now the street and engineering department is funding the current stormwater management, at about $500,000 in 2019.

A stormwater utility would be funded separately.

He said stormwater management needs have been reviewed with city officials, along with the rate structure, and  generating enough dollars in the utility fees for the proposed utility.

As an example he said the city hall building’s fee would be $10 per month.

The fee would be $3 to $4 per month for the typical single family residential property.

State Hospital and Jamestown Regional Airport rates are being studied.

More meetings will be held with the higher rate payers.

No recommendations were made from the Stormwater Subcommittee to implement a storm water utility program.

The meeting was shown live on CSi Cable 67 followed by replays.

 

Jamestown  (CSi)   The Jamestown City Council’s Police & Fire, and Public Works Committee also met Thursday evening at City Hall.  All members were present.

PUBLIC WORKS COMMITTEE:

A recycling collection update was given by Recycle North Dakota’s Ralph Freibel. He said the recycling center is now located at the former Coke Plant in Southeast Jamestown. He said the equipment to separate the recyclables is still in the installation process.  He said parking will be adjusted at the east side of the building as time goes on.

Then, a Garbage collection update was given by sanitation foreman Roger Mayhew.

He presented a map out-ling alleys where collection is problematic concerning safety issues with the new larger automated garbage trucks.  He said recycling has also been notified of the map. Council Member Brubakken said the effected property owners will be notified of a meeting with garbage and recycling officials.

 

With implementing the optional walk up garbage pick up, the cost is $20 per month, collected at curb side. The service is geared for residents not able to move their garbage containers to the street or alley.  Recycling issues with walk up are yet to be determined.

The committee recommend approving Change Order No. 1, to Strata Corporation, for the 2018 Safe Routes to School Sidewalk District 18-21 (PCC Sidewalk, ADA Curb Ramps, and Incidental Items), for a net increase in the contract price of $2,219.88, and extending the completion date of the project by one day for the additional work.

The committee recommends approving considered Change Order No. 2, to Strata Corporation, for the 2018 Safe Routes to School Sidewalk District 18-21 (PCC Sidewalk, ADA Curb Ramps, and Incidental Items), for a net increase in the contract price of $4,446.20, to be completed in October or November, weather permitting.

Travis Dillman from Interstate Engineering gave an update on projects.He said the river cleaning is completed, along with the Safe Street to Schools project and the 5th Street project is completed, along with the Northwest watermain project. He added that the new wall has finished installation at Frontier Village.

Jamestown  (CSi)  Jamestown Mayor Dwaine Heinrich has announced the the Mayor’s Prayer Breakfast will be at 7 a.m. Monday, October  29, at the Knights of Columbus Hall.

The free event is open to the public.

The opening prayer will be by the Rev. Steve Berntson with the closing prayer by the Rev. Jeff Wiedenmeyer.

The speaker will be Bette Grande of Fargo.

 

Bismarck  (CSi)  On Saturday, October 27, National Drug Take Back Day will encourage people to bring unused prescription drugs to one of over 160 drop-off locations in the state.

North Dakota offers two free year-round programs to dispose of unwanted or unused prescription drugs and over the counter medications. All locations and the programs can be found at www.takeback.nd.gov.

North Dakota Attorney General Wayne Stenehjem says, “Let’s all do our part to keep these dangerous drugs from getting into the wrong hands. I encourage everyone to round up all the expired, leftover, or unwanted medications in the house, and get rid of them safely by dropping them off at a disposal site on Saturday.”

Since implemented in 2009, more than twelve tons of drugs have been collected from the Take Back containers at local law enforcement agencies and safely destroyed.

STANLEY, N.D. (AP) — A Seattle man who robbed a bank in North Dakota has been sentenced to serve 22 years in prison.

Forty-four-year-old Jeremy Maines earlier reached a plea deal with prosecutors on several felony charges related to the April 2017 robbery of American Bank Center in Stanley. Authorities said Maines brandished a pistol and threatened to shoot four female employees. He was arrested after a car and foot chase with police.

The Minot Daily News reports Maines was sentenced Thursday to 20 years in prison with eight years suspended for the robbery, and an additional 10 years for terrorizing.

He was given credit for about 1 ½ years already spent in custody and will be eligible for parole after serving 85 percent of his sentence.

 

 

BISMARCK, N.D. (AP) — Attorneys for Dakotas-based Sanford Health and Bismarck’s Mid Dakota Clinic will make a last-ditch effort next month to merge.

The two agreed to merge last year but a federal judge blocked the move. The judge ruled in favor of the Federal Trade Commission and the North Dakota Attorney General’s Office, which argued that the merger could result in antitrust law violations.

The health care providers appealed. The Bismarck Tribune reports that arguments are scheduled before a three-judge panel of the 8th U.S. Circuit Court of Appeals on Nov. 13 in St. Paul, Minnesota.

A decision typically takes a few months. Court documents indicate that Sanford and Mid Dakota will abandon their plan if the injunction blocking the merger is upheld.

 

WILLISTON, N.D. (AP) — A Williston man is jailed and accused of threatening to kill a co-worker and his family.

A judge has ordered 50-year-old Charles Cage held on $50,000 on three felony terrorizing charges. Authorities say Cage argued with a colleague at work Wednesday, went out to his vehicle, returned and acted as if he had a weapon tucked in his waistband. KEYZ reports officials say he grabbed the co-worker by the neck and threatened to kill him, his wife and 7-year-old daughter.

Cage was arrested at his home later Wednesday. It was not immediately clear if Cage has hired an attorney.

 

FARGO, N.D. (AP) — A week of mostly good weather helped North Dakota farmers with their late-season harvest.

The federal Agriculture Department in its weekly crop report says the potato harvest is at 90 percent complete. Sugar beets are at 79 percent, soybeans at 53 percent, sunflowers at 30 percent and corn at 21 percent.

Winter wheat seeding in the state is 90 percent complete.

Sixty-one-percent of subsoil moisture supplies and 76 percent of topsoil moisture supplies are rated adequate to surplus, down slightly over the week.

Stockwater supplies are rated 72 percent adequate to surplus, and pastures are rated 38 percent in good to excellent condition.

 

BELCOURT, N.D. (AP) — For many Native Americans in North Dakota, getting identification that allows them to vote under recently tightened state rules is a hurdle. That’s led to accusations of voter suppression, a lawsuit that ended up before the U.S. Supreme Court and a heightened effort to ensure reservation residents can vote in November. And it’s not just North Dakota _ voters in at least eight states will face more stringent voting laws than they did in the last federal election.
BISMARCK, N.D. (AP) — The president of Bismarck State College says the school will continue its partnership with Saudi Arabia to provide energy sector training despite international condemnation of the slaying of Saudi journalist Jamal Khashoggi. The Bismarck Tribune reports that College President Larry Skogen on Tuesday called Khashoggi’s death concerning, but said Bismarck State will maintain its agreement with the Saudi government to train youth at the National Power Academy in Dammam.CANNON BALL, N.D. (AP) — Singer Dave Matthews and actor Mark Ruffalo are headlining a weekend event on the Standing Rock Indian Reservation to encourage tribal members to vote. The concert event comes weeks after the U.S. Supreme Court declined to vacate a lower court ruling on North Dakota’s voter ID law.FARGO, N.D. (AP) — The University of North Dakota is bringing a hockey game against their longtime rivals to Las Vegas, home of a family that has been the program’s biggest donor. The group that runs the Ralph Engelstad Arena won a successful bid to host the annual U.S. Hockey Hall of Fame game and decided to bring it and longtime rivals Minnesota to Vegas, where Engelstad owned the Imperial Palace casino. He died in 2002. The game is scheduled Saturday but the event includes a two-day tailgating party.

VALLEY CITY  (VCSU.com)  – The Valley City State men’s basketball team ran into a hot-shooting Minot State team Thursday night as the Vikings fell 97-64 in an exhibition contest.

Minot State, an NCAA Division II school, shot 79 percent in the first half and 67 percent in the game en route to the victory. The game was an exhibition contest for both teams.

The Vikings held their own early against the Beavers. Valley City State held an 18-15 lead after seven minutes of play. From there, Minot State blistered the nets and outscored the Vikings 36-15 to close the first half with a 51-33 lead.

Valley City State finished the game shooting 38 percent overall (20-53), 28 percent on 3’s (5-18) and 68 percent on free throws (19-28).

Minot State’s hot shooting night culminated in a 66 percent performance overall (40-60), 53 percent from 3-point range (8-15) and 64 percent at the line (9-14).

VCSU had 12 turnovers, eight assists and two steals. Minot State finished with 12 turnovers, 11 assists and seven steals. The Beavers held a 35-20 advantage on the glass.

Logan Nelson and Jake Skelly both scored 11 points to lead the Viking offense. Christian Kvilvang finished with 10 points and both Chris Morgan and Connor Entzi had eight.

Minot State had six players reach double figures, including 18 points by Dorian Aluyi and 17 by Max Cody.

Up next: Valley City State (1-1) hosts Bemidji State on Saturday at 3 p.m.

 

WOMEN…

VCSU  67- Minot State 66

VALLEY CITY  (VCSU.com)  – Mackenzie Huber scored the game-winning basket with 1:02 remaining Thursday night as the Valley City State women’s basketball team defeated Minot State University.

Huber’s offensive rebound and basket inside gave the Vikings a 67-65 lead, and they held off Minot State over the final minute for a 67-66 win.

On paper, the game was an exhibition contest for both teams, but on the floor it was anything but that. With an on-court intensity rivaling postseason play, the teams battled back-and-forth throughout the game with 17 lead changes and 10 ties.

VCSU opened up its largest lead of the game at 61-53 on Hannah Schlecht‘s layup with 4:39 to go. The Beavers came storming back on a 12-2 run that included three straight 3-pointers and a run-capping 3-point play by Anna Counts – putting Minot ahead 65-63 with 1:51 on the clock.

Huber responded with two free throws to tie the game at 65-65. After a Minot State turnover, Huber pulled down an offensive rebound on the other end and put it back in with 1:02 remaining to give VCSU a 67-65 advantage. Minot State would add a free throw with 36 seconds left, but VCSU’s defense held on to the one-point lead in the final seconds.

Thursday night’s contest was the first of the season for Minot State – an NCAA Division II school – and it was the first real test of the season for the Vikings, who won their opener last week by 60 points.

“I’m extremely proud of how hard we played on both ends of the floor,” said VCSU head coach Vanessa Keeler-Johnson. “We had players step up and make big plays down the stretch, and we were able to get stops when we needed them the most. This was a great team win.”

Four Vikings scored in double figures, led by Huber’s 14 points and eight rebounds. She scored VCSU’s final six points of the night and had 12 of her points in the second half. Emily Schafer finished with 11 points and four assists. Hannah Schlecht knocked down two 3-pointers and finished with 10 points and five rebounds. Alli Vandal filled up the stat sheet with 10 points, six rebounds, four assists and two steals.

The Vikings shot 42 percent from the field (21-50), 40 percent from 3-point range (8-20) and 68 percent at the line (17-25). Minot State finished the game at 39 percent overall (24-62), 32 percent on 3’s (7-22) and 79 percent on free throws (11-14).

VCSU held a 35-30 rebounding advantage. The Vikings finished with 14 assists, seven steals and 15 turnovers. Minot State had 15 assists, eight steals and 17 turnovers.

Mariah Payne had a game-high 17 points to lead Minot’s offense. Anna Counts and Madison Wald each added 12 points off the bench.

An intense first half featured six ties and six lead changes. The Vikings led by as many as five points in the first half after Kaitlin Connor‘s free throw put VCSU up 21-16 midway through the second quarter. Minot State closed the half with a 16-7 run – including a buzzer-beating layup by Kari Clements – to take a 32-28 lead into the locker room.

Valley City State regained the lead by scoring the first seven points of the second half, and from there the teams went back and forth. The lead changed hands seven times in the third quarter with VCSU holding a 48-43 advantage entering the fourth. The Vikings opened the lead up to 61-53 before Minot’s big run set up the game’s exciting final two minutes.

Up next: Valley City State, ranked No. 16 in the NAIA, travels to No. 2-ranked Dakota Wesleyan University on Tuesday, Oct. 30. Tip off is at 6 p.m. in Mitchell, S.D.

 

College hockey…

FARGO, N.D. (AP) — Ralph Engelstad and his family have been the biggest donors to the University of North Dakota hockey program since the Las Vegas casino owner played for the team decades ago, including building a $110 million arena on campus that’s one of the top facilities in the country.

Now the school is bringing the hockey team to them, in Las Vegas.

The independent group that runs the Ralph Engelstad Arena in Grand Forks won a successful bid to host the annual U.S. Hockey Hall of Fame game this Saturday, with North Dakota playing longtime rival and fellow hockey powerhouse Minnesota.

Engelstad, who died in 2002, was a goaltender for North Dakota from 1948-1950 and later owned the Imperial Palace casino in Las Vegas. His daughter is now a trustee for the Engelstad Family Foundation, a nonprofit that has donated hundreds of millions of dollars to causes focusing on education, health care and childhood issues.

“They’ve always come to us,” said Jody Hodgson, director of the Ralph Engelstad Arena. “We thought, ‘Let’s take something to Vegas.'”

The event benefits the U.S. Hockey Hall of Fame Museum in Eveleth, Minnesota. The U.S. Olympic team has played in the event, but the annual game has usually featured college teams since the inaugural event in 1974. North Dakota was awarded the game in 2016, as well as 2020 and 2022, which Hodgson said is due in no small part to the program’s ability to finance it.

Harden to miss at least 2 games

UNDATED (AP) — The Houston Rockets will spend some time without their reigning MVP as they try to rebound from their 1-3 start.

James Harden will miss at least two games because of a hamstring injury suffered in Wednesday’ loss to Utah. General manager Daryl Morey said Thursday that Harden had a Grade 1-Plus hamstring strain and that he’d sit out on Friday and Tuesday against Portland before being re-evaluated.

Harden scored 29 points Wednesday night.

In other NBA news:

— Bulls forward Bobby Portis will miss four to six weeks because of a moderately sprained medial collateral ligament in his right knee. The fourth-year pro was averaging 10.5 points this season before his injury in Wednesday’s win over Charlotte. He joins a lengthy list of injured Bulls players, including guard Kris Dunn, Lauri Markkanen and Denzel Valentine.

— Cavaliers All-Star Kevin Love missed the Pistons game with a sore left foot. Love is averaging 19.0 points and 13.5 rebounds but is shooting just 32.3 percent from the field.

UNDATED (AP) — The Wild  earned a 4-1 win over the sputtering Kings as Eric Fehr (fehr) and Jonas Brodin scored their first goals of the season. Devan Dubnyk (DOOB’-nihk) stopped 23 shots and had an assist to help Minnesota send Los Angeles to its sixth straight loss.

 

The Nashville Predators have continued their strong start by erasing three one-goal deficits in New Jersey.

Kyle Turris capped the comeback by scoring 3:35 into overtime to give the Predators a 4-3 win over the Devils. Filip Forsberg tied it for the final time by netting a power-play goal with 6:20 left in regulation before Turris allowed Nashville to improve to 8-2-0.

— Patric Hornqvist and Phil Kessel each scored twice in the Penguins’ 9-1 blowout over the Flames in Calgary. Sidney Crosby, Bryan Rust, Jack Johnson, Jake Guentzel (GEHNT’-sul) and Matt Cullen also tallied to help Pittsburgh improve to 3-0-0 on its four-game Canadian trip.

— The Sabres beat the Canadiens, 4-3 on Kyle Okposo’s (ah-POH’-sohz) power-play goal with 61 seconds to play. Sam Reinhart also had a third-period goal, Jason Pominville scored twice and Jeff Skinner had three assists in the Sabres’ third straight win.

— Zdeno Chara (zuh-DAY’-noh CHAH’-rah) provided a pair of goals as the Bruins blanked the Flyers, 3-0 to improve to 9-0-1 in their last 10 meetings with Philadelphia in Boston. Jaroslav Halak (YAH’-roh-slahv hah-LAHK’) handled 26 shots in his second shutout of the season and 44th of his career.

— Alex DeBrincat had a goal and an assist as the Blackhawks dumped the Rangers, 4-1. Nick Schmaltz set up Alexandre Fortin’s tiebreaking goal in the second period and Corey Crawford made 18 saves in Chicago’s third win in four games.

— Evan Bouchard notched his first NHL goal for the Oilers in a 4-1 win against the Capitals. Ryan Nugent-Hopkins had a goal and an assist for Edmonton, which also received tallies from Alex Chiasson and Connor McDavid in halting a two-game slide.

 

— Boone Jenner and Anthony Duclair each scored twice and the Blue Jackets rallied from a two-goal deficit to beat the St. Louis Blues, 7-4. Josh Anderson had a goal and an assist as Columbus stopped a two-game skid.

— The Stars knocked off the Ducks, 5-2 as Jason Dickinson had two goals and an assist in his first multipoint game. Anaheim wasted Ryan Getzlaf’s (GETS’-lafs) two goals and dropped its fourth in a row.

— Clayton Keller and Brad Richardson scored during Arizona’s three-goal third period before Lawson Crouse added an empty-netter to cap a 4-1 victory over the Canucks. Alex Goligoski (goh-lih-GAHS’-kee) scored in the second period for the first goal by a Coyotes defenseman this season.

Wilson’s suspension stands

UNDATED (AP) — NHL Commissioner Gary Bettman has upheld the 20-game suspension that was given to Washington Capitals forward Tom Wilson for an illegal check to an opponent’s head in a preseason game.

Bettman determined that the initial ruling by the Department of Player Safety on Oct. 3 “was supported by clear and convincing evidence.” The union handled Wilson’s appeal last week and felt his hit didn’t merit a suspension since it didn’t break a rule.

Wilson’s fourth ban in less than 13 months is costing him nearly a quarter of the 82-game regular season

In other NHL news:

— Rangers forward Matt Beleskey has been assigned to Hartford of the American Hockey League after clearing waivers. Beleskey has appeared in just one game with New York since he was acquired in the February trade that sent Rick Nash to Boston. The 30-year-old Beleskey has 75 goals and 82 assists in 473 NHL games.

Twins, Jays get skippers

UNDATED (AP) — The Minnesota Twins and Toronto Blue Jays have completed their managerial search. Both clubs have taken members of Kevin Cash’s coaching staff in Tampa Bay.

Rocco Baldelli replaces Paul Molitor as the Twins’ skipper following a four-year stint as a Rays coach. The 37-year-old Baldelli was drafted by the Rays in 2000 and hit .278 with 60 home runs and 262 RBIs in 519 major league games from 2003-10. He also spent four years as a special assistant to the Rays.

Charlie Montoyo is replacing John Gibbons in Toronto after serving as Tampa Bay’s bench coach this season. The 53-year-old Montoyo moved to the bench following a three-year run as Tampa Bay’s third base coach.

Montoyo won seven International League South Division titles and two Governors’ Cup championships with Durham of the International League.

— Darnell Coles resigned as Milwaukee’s hitting coach and the Brewers fired bullpen coach Lee Tunnell and head trainer Dan Wright. General manager David Stearns said Coles informed the team of his desire to seek other opportunities after four years as Milwaukee’s hitting coach.

Staying away in droves

LOS ANGELES (AP) — This year’s World Series hasn’t been a ratings winner.

An average of 13,442,000 people tuned to Fox for Boston’s 4-2 win over the Los Angeles Dodgers on Wednesday night, down 13 percent from Houston’s 7-6, 11-inning win over the Dodgers in the second game last year. This was the lowest Game 2 viewership since 12,917,000 for Kansas City’s 7-2 victory over San Francisco in 2014.

The Red Sox have a two-games-to-none lead in the Fall Classic following 8-4 and 4-2 wins.

Also at the series:

— Red Sox manager Alex Cora says no decision has been made on whether slugger J.D. Martinez will start Game 3 of the World Series after serving as the club’s designated hitter Tuesday and Wednesday. Cora said Martinez got treatment for his sore ankle during Thursday’s travel day and would receive more on Friday. If Martinez plays the outfield Friday, Cora has ruled out using Mookie Betts at second base.

— Joc Pederson will return to the top of the Dodgers’ batting order in Game 3 after Dodgers skipper Dave Roberts used Brian Dozier as his leadoff hitter in the first two games. Pederson is 3 for 17 during the postseason when at the top of the lineup.

— Rich Hill has been selected by Dodgers manager Dave Roberts to start Game 4 on Saturday. Hill has compiled a 2.61 ERA in four games this postseason, including three starts.

JACKSON, Miss. (AP) — Cameron Champ is the first-round leader at the Sanders Farms Championship in Mississippi.

Wozniacki has rheumatoid arthritis

SINGAPORE (AP) — Former top-ranked women’s tennis player and reigning Australian Open champion Caroline Wozniacki says she was diagnosed with rheumatoid arthritis ahead of this year’s U.S. Open.

She made the announcement after being eliminated from the year-end competition following a 5-7, 7-5, 6-3 loss to Elina Svitolina in her third round-robin match at the WTA Finals.

WASHINGTON (AP) — President Donald Trump claims he’s being blamed for the mail bombs addressed to some of his most prominent critics. Trump says in a tweet sent before dawn Friday it’s funny how CNN and others can criticize him “at will, even blaming” him for the current spate of bombs, yet when he criticizes them “they go wild and scream, ‘it’s just not Presidential!'” A pipe bomb was sent to CNN for ex-CIA director John Brennan, who has said Trump should “try to act Presidential.”

 

NEW YORK (AP) — The wave of mail-bombs targeting prominent Democrats _ though yet to claim any victims _ has angered and dismayed some of the people personally affected by past acts of political violence in the United States. Looking only at the past 60 years, there have been scores of deadly incidents motivated by some sort of ideology. Perpetrators have ranged from Ku Klux Klan racists to members of the far-left Weather Underground to anti-abortion extremists who killed abortion-providing doctors.

 

WASHINGTON (AP) — Pipe bombs sent to prominent Democrats right before the midterm elections have hardly made a ripple on the campaign trail, with attack ads still on the air and attack lines still in stump speeches. Aides at the national Democratic and Republican Senate campaign arms say they’re seeing nothing to suggest candidates are adjusting their messages because of the explosive-devices scare. But many candidates are beginning to move into their closing election messages, which typically are more positive.

 

ISTANBUL (AP) — The Turkish president says Saudi Arabia’s chief prosecutor will arrive in Turkey on Sunday as part of the investigation into the killing of Saudi journalist Jamal Khashoggi. President Recep Tayyip Erdogan said Friday that the Saudi official will meet Turkish prosecutors during his visit.

 

LUBUMBASHI, Congo (AP) — The Associated Press visited more than 20 hospitals in one Congolese city and found that all but one detained patients if they failed to pay their bills. It’s illegal, but a Ministry of Health official notes that “health officials cannot be everywhere.” Administrators, doctors and nurses openly discuss the detentions, but more than a dozen major international donors and agencies that invest billions of dollars in the country told the AP they didn’t know about it.
