MANDAN, N.D. (AP) — A syringe exchange program in Mandan is growing faster than officials expected, enrolling 108 people since opening in January.

Jodie Fetsch, director of nursing at Custer Health, told The Bismarck Tribune that the initial goal of the Good Neighbor Project was to enroll about 25 people in the first year. The program provides free sterile syringes and education to prevent the spread of HIV and Hepatitis C.

“We knew there was an IV drug use problem in Bismarck-Mandan, but I don’t think we knew the extent,” Fetsch said.

The program has seen more methamphetamine use than opioid addiction, she said.

Participants can receive as many as 20 clean syringes once a week if they abide by the program’s rules and return used syringes. Participants must meet with a nurse each time and receive education on harm reduction, such as how to prevent an overdose. Nurses offer recommendations for substance abuse treatment, medical services or other assistance.

BISMARCK, N.D. (AP) — Backers of legalizing marijuana in North Dakota have high hopes that voters will approve the drug’s use for anyone old enough to drink alcohol. But they could be in for a bummer because opponents have spent far more money against the proposal. Critics say it would mean big problems for law enforcement and society. It comes as North Dakota still is setting up a medical marijuana system that voters approved by a wide margin two years ago.

A look at the measure that’s on the ballot on Nov. 6:

The measure would make it legal for people 21 and older to grow, possess, use and distribute marijuana. It would also seal the records of anyone convicted of a marijuana-related crime that, under the measure, would have been legal. And it would expunge tens of thousands of criminal records of those previously convicted of marijuana-related crimes.

Nine states and Washington, D.C., have legalized recreational marijuana. Supporters think that, plus the state’s 2016 vote for medicinal marijuana, suggests they can win in conservative North Dakota.

BISMARCK, N.D. (AP) — North Dakota’s first approved medical marijuana manufacturing facility says it will have products to sell in December or January.

The Bismarck Tribune reported Friday that Pure Dakota is one of two companies that state health officials selected to operate growing centers. But the other facility based in Fargo has yet to receive final state approval.

Pure Dakota says its 20,000-square-foot facility is still under construction, but areas where the plants are growing have been completed. The facility will house 1,000 plants, the limit under state law.

North Dakota residents can begin applying for medical marijuana registry cards Monday.

BISMARCK, N.D. (AP) — The outcome of one of the nation’s most critical Senate races could come down to an unrelated question: how North Dakota residents feel about blocking noncitizens from voting.

It’s already illegal for noncitizens to vote, but a leading Republican has put the issue on the November ballot in hopes of getting bringing out a flood of conservative voters. The idea is to help Republican Kevin Cramer to victory in his close Senate race with Democratic Sen. Heidi Heitkamp.

The tactic is also on display in California, where Republicans hope a proposal to repeal a gas tax increase attracts the kind of voter who will help them hang on to some House seats.

In other states, marijuana legalization measures could boost turnout for Democratic candidates.

EPPING, N.D. (AP) — About 7,140 gallons of produced water spilled in Williams County when a third-party contractor doing trenching work struck a pipeline. The state Health Department says the incident happened Thursday about 2 ½ miles southwest of Epping. Pipeline owner Polar Midstream reported it the same day.Produced water is a mixture of saltwater and oil that can contain drilling chemicals. State officials say the spill was contained within the trench, and most of it was quickly recovered. The Health Department is working with the company on remediation.

MINOT, N.D. (AP) — Minot State University is offering a new Bachelor of Science in entrepreneurship this fall.

The Minot Daily News reports that students in the new entrepreneurship program are required to take the university’s fundamental business courses, in addition to 30 credit hours focused on entrepreneurship. Minot State is also offering a certificate in entrepreneurship.

Tracey Mays is an assistant professor of entrepreneurship at Minot State. Mays says up to 10 students have declared the major so far. She says entrepreneurship students are required to write a business plan and develop a final project that demonstrates their knowledge of how to start and grow a business.

Mays says the classes aren’t only for individuals who want to start their own business. Graduates will also learn to manage a small business and to practice entrepreneurship in a corporate setting.

LOS ANGELES (AP) — The Boston Red Sox won their fourth World Series championship in 15 years, beating the Los Angeles Dodgers 5-1 in Game 5 Sunday night behind David Price’s pitching and Steve Pearce’s power.

After posting a team-record 108 wins in the regular season and romping through the AL playoffs, the Red Sox finished off a one-sided Series.

Price threw three-hit ball into the eighth inning. Pearce hit two home runs, a night after his homer and double spurred a late rally.

PITTSBURGH (AP) — Survivors are recounting the terror of hiding in a dark closet during the massacre that killed 11 at a Pittsburgh synagogue and asking why the gunman blames them for the world’s problems.

Suspect Robert Gregory Bowers is expected to appear in federal court Monday. Authorities say he expressed hatred toward Jews during the rampage Saturday morning and in later comments to police.

U.S. Attorney Scott Brady says federal prosecutors intend to pursue the death penalty.

Barry Werber says members of the synagogue’s New Light Congregation were in the basement and beginning to pray when they heard crashing coming from upstairs. They looked out and saw a body on the staircase.

Werber says he called 911 but was afraid to say anything for fear of making noise as gunshots echoed upstairs.

SAO PAULO (AP) — French far-right leader Marine Le Pen has sent a message of encouragement to Brazilian President-elect Jair Bolsonaro.

Le Pen wished Bolsonaro “good luck” via her official Twitter account Monday.

She said he will have to “rectify the very fragile economic, security and democratic situation of Brazil.”

She also interpreted the results as a rebuke by Brazilians of “the widespread corruption and terrifying crime that flourished under far-left governments.” Le Pen has had consistent praise for populist leaders around the world.

The spokesperson for French President Emmanuel Macron’s centrist party in parliament, Aurore Berge, meanwhile, tweeted a warning over the Brazilian election results that “no democracy is safe.”
