Jamestown  (CSi)  City Streets remain very icy this morning, from yesterday’s snowfall, and then cold temperatures settling in.

The Jamestown Police  Major Justin Blinsky says between 12:30 and 5:30 PM, Tuesday authorities responded to 21 traffic incidents.

One injury reported, but not serious.

 

This morning streets are  extremely icy and sand has been placed on many streets, but wind has caused most of the sand to be pushed away, leaving ice covered roads in the city.

Jamestown  (CSi)  Voter turn out on election day, Tuesday at the Stutsman County polls at the Jamestown Civic Center, was termed, “heavy.’

Josh Smagge says, early in the day, the lines to vote were the longest he’s ever seen.

2,836 people had voted early in Stutsman County with 1,162 through absentee voting, for a total of 3,998 votes.  The absentee numbers may increase, if received after election day, with a postmark no later than November 5.

Total votes cast in the 2018 General Election 9703.

33.6 percent voted either Early Voting or Absentee Ballot.

 

The June primary election had a total of 3,528 voters.

The Secretary of State’s Office says 150,894 people cast ballots in early voting at poll sites or through absentee and vote-by-mail ballots.

The total surpassed those from 2012 and 2016 — both presidential election years in which voter turnout is traditionally higher than in midterm elections like the one this year. In 2016, the number was 134,805. In 2012, it was 136,685.

Voting results on election night are unofficial. The Stutsman County Canvassing Board will certify the election on Tuesday November 13, at 10 a.m. at the Stutsman County courthouse.

 

BISMARCK, N.D. (AP) — Republicans once again had their way in North Dakota, punctuated by Kevin Cramer’s victory over Heidi Heitkamp in a highly charged U.S. Senate race and Kelly Armstrong’s quieter but convincing win to fill Cramer’s U.S. House seat.

It didn’t end there. The GOP — along with Republican-turned-independent Secretary of State Al Jaeger — once again swept the state offices and saw a noncitizen voting measure pass after it was put on the ballot in part to counter turnout for an initiative to legalize marijuana.

And the pot measure went down, just two years after voters said yes to medicinal marijuana.

The Democrats were clinging to a couple of bright spots heading into Thursday. A government ethics measure that the Democrats have tried to pass in various forms was leading and Republican House Majority Al Carlson was in third place in the race for two south Fargo spots as the final votes were tallied.

 

U.S. SENATE

Both the winner and loser in one of North Dakota’s most expensive political battles used similar expressions to summarize their political exploits.

Cramer says the victory was the “honor” of his life. Heitkamp says serving in the Senate was the “highest honor” of her life.

Cramer won by persuading North Dakota voters that his emphatic conservatism would serve them better than her occasional independence from her own party. Heitkamp portrayed herself as an independent who wasn’t afraid to vote against her own party or vote with President Donald Trump.

Heitkamp raised more than $27 million for her re-election campaign. That was almost five times as much as Cramer, who called it a “bunch of money to push a bad message.”

Although the so-called “anti-corruption” measure is sponsored by a bipartisan group, it’s something Democrats have fought unsuccessfully for years to do.

Backers say the measure will add transparency and accountability to government. They raised more than $400,000 to push it, with much of the money coming from left-leaning out-of-state groups.

Opponents argued the state has no ethics problem. In the Republican-led Legislature, leaders said the measure isn’t needed because lawmakers already follow high standards of conduct. The American Civil Liberties Union opposed the measure, saying it restricts political speech and advocacy.

Jolene Vidal, 43, Bismarck, who works for the state Department of Transportation, voted in favor of the measure because she wants to know where “campaign funding is coming from.”

 

Voters passed a proposal to amend the North Dakota Constitution to explicitly bar non-U.S. citizens from voting. The document already defines a voter as a U.S. citizen, but supporters argue the wording is ambiguous and needs to be clarified.

Gary Emineth, a former state Republican Party chairman, acknowledged that one goal of his proposal was to attract conservative voters to balance liberal voters that might be drawn to the marijuana issue.

Darren Schaefer, 45, who works unloading trucks in Bismarck, voted in favor of the proposal, noting: “I can’t go up to Canada and vote in their elections.”

 

Republicans hold supermajorities in both chambers of the Legislature, and that wasn’t likely to change Tuesday, even with a possible change at the top. Carlson was third behind Republican Michelle Strinden and Democrat Pamela Anderson in District 41.

Republicans to win re-election to state offices were Attorney General Wayne Stenehjem, Agriculture Commissioner Doug Goehring. Tax Commissioner Ryan Rauschenberger and Public Service Commission members Randy Christmann and Brian Kroshus.

 

BISMARCK, N.D. (AP) — Some Native Americans in North Dakota had issues Tuesday complying with the state’s voter identification requirements, but advocacy groups and state officials say they are not immediately aware of any widespread problems. A U.S. Supreme Court ruling last month allowed the state to continue requiring street addresses on voter IDs, as opposed to addresses such as post office boxes that many Native Americans have long relied on.

Jamestown  (CSi)  A Jamestown man has pleaded guilty to shooting his ex-wife, last May, as she sat in her car in a Southeast  Jamestown apartment parking lot.

27 year old Kevin Michael Hoff, entered the plea in front of  Southeast District Court Judge Troy LeFevre in Jamestown.  He is charged with Class AA murder in the death of  25 year old Nicole Gututala,  May 12, 2018.

A pre-sentence investigation has been ordered.

Hoff’s court appointed attorney, Russell Myhre informed the court this week that Hoff was to waive his preliminary hearing and enter the guilty plea.

 

Jamestown  (CSi)  Plans continue to expand the camping experience at lakeside camping grounds in Jamestown.

On Tuesday’s Wayne Byers Show on CSi Cable 2, Jamestown Tourism Director, Searle Swedlund said the expansion includes an improved recreational site, providing a destination for campers and tourists for the Jamestown area.  He added that funding is being sought through grants and other funding options.

He pointed out that this past summer tourist numbers at the Frontier Village and the National Buffalo Museum were up slightly.

He added that state tourism funds are not coming in as before, due to decreases in all state funds.

He said the tourism goal is to not only continuing to make Jamestown a tourist destination, but also keeping tourists in Jamestown for a longer period of time.  He pointed out a well attended Tennis Bubble event last weekend, hosted by the Two Rivers Activity Center in Jamestown, also drawing out of town visitors.

He said upcoming events will continue to attract visitors, for overnight stays,  including the upcoming National Women’s Wrestling Tournament and Hockey Day, along with the Basketball Shootout.

The University of Jamestown and other members of the community organized and UJ will host the majority of those events, on campus.

Lloyd Nelson asked why citizens were not able to vote on the StreetScape project.

Commissioner Powell said the issue was too complicated to be put on a ballot.

Commission Bishop  also stated that the item is an infrastructure issue, and the StreetScape project to be voted on would set a precedence.

He asked why Public Comments are limited.   Mayor  Carlsrud said the public comment time allows adequate time.

ORDINANCE

City Commissioners approved the  second and final reading of an Ordinance Repealing Title 15.1 and Reenacting Title 10, Stormwater Management. City Attorney Schoenack pointed out minor changes

 

RESOLUTION

Approved a Resolution Amending the Master Fee Schedule to add fee for a Class G, Microbrewry amending the fee schedule.

 

 

Approved a Resolution Awarding Bids for Paving Improvement District No. 116 Central Avenue, Project UGP-SU-2-990(057)  including curb and gutter, lighting improvements among other times.

Commissioner Bishop questioned the costs, as Mayor Carlsrud pointed out added funds went into the project, such as from economic development, and the Municipal Utilities Fund, and the Image Enhancement program.

From the audience Lloyd Nelson suggested tabling the issue, and put it to a vote of the people.

Gary Schlagel was opposed.

George Dutton a business owner is in favor of the project.

An unidentified business owner was also in favor of the project.

 

 

The vote was 4-1 to approve with Commission Erickson voting in opposition.

NEW BUSINESS

The City Commission approved the appointment of Scott Magnuson as Fire Chief of Valley City Fire Department effective January 1, 2019.  City Administrator Schelkoph said nine applications were received.

He pointed out Magnuson’s experience qualifications and dedication to the Fire Department over the years, plus the backing of his fellow firefighters.   Commissioner Magunson recused himself from the vote.

Approved the Valley City-Barnes County Development Corporation request of up to $35,000 to assist with implementation of Streetscape project from City Sales Tax Funds.  Commissioner Erickson was opposed.

 

Approved Valley City-Barnes County Development Corporation request of $150,000 for the Regional Technology Center from the City Sales Tax Fund.  Jennifer Feist said the dollars will be used in part to pay back a loan, and return a portion to the city.

 

Approved the annual NDDOT Maintenance Certification for Urban Federal Aid Projects.

 

Approved an Amendment to Owner-Engineer Agreement to include Final Design of PFP Phase 2A – Bettin Pump Station and Floodwalls in an amount not to exceed $20,000.

 

City Commissioners approved the Preliminary Engineering Agreement for Two Permanent Flood Protection Erosion Sites (Riverview Drive & Woodland Park) with KLJ in amount of $45,500.

 

Approved a Change Order Request for Sanitary Sewer Improvement District No. 62 (NE Quarter& Central Avenue) in the amount of $56,237.

 

CITY ADMINISTRATOR SCHELKOPH’S REPORT:

He said the Public Works Department budget is nearing completion, with a public hearing on the budget coming later.

Winter hours are now in effect at the landfill, transfer station.  He added th 24 hour drop off site is working well, including for trees and will be open through the winter.

City Fire Chief Retterath pointed out the annual dance will be held the night after Thanksgiving on the 23rd.

Commissioner Powell said those involved with the StreetScape project did their due diligence in the planning process.

Jamestown     Jamestown High School has hired Marissa Drenth  as the new  Activities director Jim Roaldson announced that she was formerly assisting coach Mike Soulis for the Blue Jays over the past three seasons.

Drenth graduated from Jamestown High in 2015, where she played volleyball, basketball and softball. Drenth’s slated to receive her diploma from the University of Jamestown in May of 2019 with a degree in exercise science and business administration.

McCollum too much for Bucks

UNDATED (AP) — The Milwaukee Bucks were a hot team entering Tuesday’s game at Portland, but CJ McCollum was a bit hotter.

McCollum poured in 40 points on 17-for-26 shooting as the Trail Blazers dumped the Bucks, 118-103. McCollum entered shooting well below his career average before lighting up Milwaukee, torching the Bucks for 19 points in the third quarter.

Evan Turner had 16 points and 11 rebounds off the bench for the 8-3 Blazers.

Giannis Antetokounmpo (YAH’-nihs an-the-toh-KOOM’-poh) provided 23 points and nine rebounds for the Bucks, who lost for just the second time in 10 games this season.

Kemba Walker delivered 29 points and seven assists as the Hornets beat the Hawks, 113-102 to improve to 6-5. Walker has scored at least 25 points in seven of Charlotte’s first 11 games. Marvin Williams had 20 points, who trailed by seven late in the first half.

— The Nets won for the third time in four games as Caris LeVert scored 26 points in a 104-82 thumping of the Suns in Phoenix. Devin Booker led Phoenix with 20 points but made just 6 of 21 shots in the Suns’ eighth loss in nine games.

— The Mavericks’ six-game losing streak is over after Luka Doncic scored 23 points and Dennis Smith Jr. made three key plays down the stretch in a 119-100 win over the Wizards. Wesley Matthews finished with 22 points and Harrison Barnes added 19 with 13 rebounds as Dallas beat Washington for the 16th time in their last 17 meetings.

Westbrook to sit at least one out

UNDATED (AP) — Russell Westbrook is on the shelf once again, but this could be a short-term absence.

The Oklahoma City Thunder guard will miss Wednesday’s game against the Cleveland Cavaliers because of a sprained left ankle suffered in Monday’s win over New Orleans. A Thunder spokesman says team wants to see how the ankle responds to treatment for the next few days before providing another update.

The former league MVP is averaging 24.1 points, 8.9 assists and 8.3 rebounds in seven games this season, missing the first two games while recovering from right knee surgery.

In other NBA news:

— Celtics point guard Kyrie Irving has been fined $25,000 by the league for throwing a basketball into the stands after Monday’s loss at Denver. Irving was mad that Nuggets point guard Jamal Murray took a 3-point-shot with the clock winding down when Denver already had put away the game.

— Cavaliers forward Sam Dekker could be out a month with a sprained left ankle suffered in Monday’s loss at Orlando. Dekker’s injury is another blow to the Cavaliers, who are 1-9 this season and are playing at least six weeks without All-Star forward Kevin Love.

— Veteran center Tyson Chandler has signed with the Lakers after reaching a buyout agreement with the Suns two days ago. UNDATED (AP) — The Sharks squandered a 3-1 lead in the third period before Barklay Goodrow scored in a 4-3 win against the Wild. Marcus Sorenson had a goal and two assists for San Jose.

 

The Tampa Bay Lightning continue to own the best record in the NHL’s Eastern Conference following a 5-2 victory against the visiting Edmonton Oilers.

Nikita Kucherov (KOO’-cheh-rahv) scored twice and had an assist as the Lightning improved to 10-3-1, keeping them one point ahead of second-place Toronto in the Atlantic Division. Linemate Steven Stamkos furnished a goal and two assists to back Andre Vasilevskiy (va-sih-LEHV’-skee), who stopped 33 shots in winning for the eighth time in 11 starts.

The Maple Leafs kept pace with the Lightning with a 3-1 win over the Golden Knights in Toronto. Connor Brown opened the scoring 5 ½ minutes into the game and assisted on Nazem Kadri’s (NA’-zehm KA’-dreez) empty-netter.

— Anthony Duclair’s power-play goal late in the first period put the Blue Jackets ahead to stay in a 4-1 win against the Stars. Sergei Bobrovsky (boh-BRAHF’-skee) made 27 saves in one of his better games this season.

— The Rangers earned their fourth straight win as Mike Zibanejad (MEE’-kah zih-BAN’-eh-zhad) scored a tiebreaking, short-handed goal with 1:48 left in a 5-3 comeback over the Canadiens. Zibanejad also set up Neal Pionk’s game-tying goal 56 seconds before giving New York its only lead of the night.

— The Senators blew out the Devils 7-3, as Mark Stone delivered two goals and three assists. Thomas Chabot had a goal and two assists in Ottawa’s first game since video surfaced showing seven Senators insulting the team and assistant coach Martin Raymond during an Uber ride last month.

 

— Ryan O’Reilly’s first career hat trick was the difference in the Blues’ 4-1 win against the Hurricanes. Robby Fabbri scored his first goal since tearing an ACL in his left knee 21 months ago.

— The Kings were winners in their first game under coach Willie Desjardins (day-zhahr-DAN’) as Ilya Kovalchuk (KOH’-vul-chuhk) supplied a goal and two assists to lead a 4-1 verdict over the Ducks. Dustin Brown and Kyle Clifford scored first-period goals to support Jack Campbell’s 30-save performance.

— Dylan Larkin scored the only goal in a shootout to give the Red Wings a 3-2 comeback victory over the Canucks. Jimmy Howard stopped 40 shots before denying all three Vancouver shootout attempts.

Quenneville dismissed by Blackhawks

CHICAGO (AP) — The second all-time winningest head coach in NHL history has been shown the door.

Joel Quenneville (KWEHN’-vihl) has been dismissed after 10-plus seasons, three Stanley Cups and 452 wins with the Chicago Blackhawks. He was replaced by Jeremy Colliton, who was promoted from Rockford of the AHL to become the team’s 38th head coach.

Quenneville was a major part of the greatest decade in franchise history, winning three Cups from 2010-2015 to double the team’s all-time total. The 60-year-old Quenneville is 890-532-77 behind an NHL bench, trailing only Scotty Bowman on the all-time wins list.

Colliton was in his second season as head coach of Rockford. He led the IceDogs to a 40-28-4-4 record and a third-round appearance in the playoffs last season.

Niners give Mullens another start

UNDATED (AP) — The San Francisco 49ers are sticking with Nick Mullens as their starting quarterback for Monday night’s game against the New York Giants.

Mullens led the Niners to a win over the Raiders last Thursday while recording the highest quarterback rating in an NFL debut since the 1970 merger. The undrafted free agent joined Hall of Famers Jim Kelly in 1986 and Fran Tarkenton in 1961 to throw for at least 250 yards and three touchdowns with an interception in their debuts.

— Steelers quarterback Ben Roethlisberger sat out practice on Tuesday to give his broken left index finger a rest. However, he is expected to play Thursday night against Carolina in Pittsburgh.

— The Lions have released running back Ameer Abdullah, cutting ties with their seldom-used, second-round pick from the 2015 draft. Detroit also signed running back Zach Zenner and receiver Bruce Ellington.

Sabathia stays put

UNDATED (AP) — The New York Yankees are hanging onto CC Sabathia (sah-BATH’-ee-uh).

A person familiar with the negotiations tells The Associated Press the lefty has accepted a one-year, $8 million contract. The 38-year-old Sabathia went 9-7 with a 3.65 ERA in 29 starts this year, his 10th with the Yankees.

Sabathia is 129-80 for New York.

Also in the majors:

— Houston Astros right-hander Lance McCullers Jr. will miss the entire 2019 following Tommy John surgery yesterday. The 25-year-old was 10-6 with a 3.86 ERA in 22 starts and three relief appearances this year, striking out 142 in 128 1/3 innings. He was 10-4 before the All-Star break, but he missed much of the final two months of the regular season due to elbow discomfort.

— The Reds filled out part of manager David Bell’s staff by hiring away hitting coach Turner Ward from the Dodgers and getting former Brewers pitching coach Derek Johnson. Ward spent the last three seasons as the Dodgers’ hitting coach as the club set franchise records for homers, extra-base hits and slugging percentage each of the last years.

— Paul Davis has been hired by the Mariners as hitting coach after five seasons in the Cardinals organization. Last season, Davis was the Cardinals’ manager of pitching analytics and worked with pitchers at all levels of the St. Louis organization.

Corruption probe launched into Russian biathlon doping

LAUSANNE, Switzerland (AP) — The International Biathlon Union has launched an investigation into allegations Russia bribed its way out of doping cases, months after police raids led the IBU president to step down.

The IBU says its investigation will cooperate with Austrian and Norwegian authorities on the bribery allegations, but will go further by probing whether the vote to give Russia the 2021 world championships was “tainted by corruption.”

That 2016 vote was later overturned following protests by the World Anti-Doping Agency, and the event relocated to Slovenia.

Austrian police raided IBU headquarters in April, with prosecutors alleging $300,000 in bribes were paid to cover up Russian doping. The IBU’s longtime president and secretary general, Anders Besseberg and Nicole Resch, both left their posts soon after.

WASHINGTON (AP) — Democrat Stacey Abrams says votes remain to be counted in the tight Georgia governor’s race and vows to wait for them all. Abrams told supporters at her election night party that they would “have a chance to do a do-over” in her race against Republican Brian Kemp, implying a runoff. Kemp has a narrow lead in the vote count, but it was still possible the race could go to a runoff. In Georgia, a race goes to an automatic runoff if neither candidate receives more than 50 percent of the vote.

 

 

WASHINGTON (AP) — With the loss of the Republican majority in the House, President Donald Trump is facing the prospect of endless House investigations and fresh questions about the resilience of his unorthodox political coalition. Still, he celebrated GOP success hanging on to the Senate and distanced himself from any blame. Later Wednesday, Trump plans to hold a post-election news conference at the White House.

 

 

WASHINGTON (AP) — Democrats have won a House majority, gaining power to investigate President Donald Trump and help shape the nation’s political agenda for the next two years. Democrats picked up at least two dozen House seats Tuesday, capturing the 218 seats needed to break Republicans’ eight-year hold on the House that began with the tea party revolt of 2010.

 

 

ATLANTA (AP) — Georgia’s hotly contested and potentially historic governor’s race may not be over yet. Democrat Stacey Abrams and Republican Brian Kemp are awaiting the final accounting of absentee and provisional ballots. With reported votes approaching 3.8 million, Kemp is just shy 51 percent, but Abrams and her campaign say there are enough ballots outstanding to spur a runoff in December. Kemp is expressing confidence in an eventual victory.

 

 

WASHINGTON (AP) — Three races for the U.S. Senate remain too close to call. In Montana, Democratic incumbent Jon Tester is battling Republican Matt Rosendale. Arizona’s open seat pits Republican Martha McSally and Democrat Kyrsten Sinema. And in Florida, Republican Rick Scott is challenging Democratic incumbent Sen. Bill Nelson.
