On Wednesday, a clipper system makes its way into the area bringing

snow chances to the state, mainly over northern locations.

Any amounts should remain on the lighter side. Breezy

conditions will develop. Cold air moving in with the clipper will lead to a chilly night Wednesday night.

Quiet weather is then expected through the remainder of the week

into the weekend with a slow gradual warming trend.

ORDINANCE

The City Commission approved the Second & Final Reading of, an Ordinance Recodifying the Revised Ordinances of the City of Valley City and Repealing & Re-enacting Title 1, General Provisions.

City Attorney Schoenack explained how she changed the language, concerning wording, and definitions.

 

Approved was the Second & Final Reading of an Ordinance Amending Various Sections of Valley City Municipal Code (V.C.M.C.)  City Attorney Schoenack said, this is the final Ordinance of the recodification process, with the draft to be prepared over the next few months.

 

RESOLUTION

City Commissioners approved a  Resolution Amending & Recreating Storm Sewer Improvement District No. 50.  KLJ said various drainage issues were addressed, including along 10th Street and Winter Show Road.  A new list of properties affected has been drawn up.

 

NEW BUSINESS

Approved was the Urban Roads Project Submittal List for Fiscal Year 2020-2023. KLJ said this is a yearly process in December of each year.

Approved was the Amended Employee Policy & Procedure Manual as drawn up by City Attornery Schoenack.

 

CITY ADMINISTRATOR’S REPORT

David Schelkoph said the preliminary 2019 Public Works budget has been approved, with zero rate increases for 2019.

He pointed out the new city website that is now on line, adding that it is more user friendly.

The public is invited to give additional ideas to include, or not working correctly.

StreetScape II has made a recommendation of KLJ to perform the work for the city.

Three firms were interviewed.

 

 CITY UPDATES & COMMISSION REPORTS

City Attorney Schoenack said, a new binder will be included in the recodified Ordinance, with the former ones from the 60’s and 80’s.

Building Inspector Dave Andersen reminded residents of removing snow from sidewalks with 24 hours of a new snow fall event.

He added asbestos is being removed from the old power house, with demolition slated to start next week.

Gary Retterath reminded residents to be careful with heating devices.

The meeting was shown live on CSi Cable 68 followed by replays.

 

 

Jamestown  (CSi)  Jamestown Tourism Director, Searle Swedlund says digital technology will be implemented moving away from distributing brochures, and the North Dakota Tourism web site.

On Tuesday’s Wayne Byers Show on CSi Cable 2, Swedlund said, the time line for implementation is May of 2019, as tourists typically use a 30 to 60 day window for planning trips.

The Tourism Board has approved re-allocating $8,500 in the Tourism budget for the project.

He added that three businesses are being considered, for the project, as best for knowledge of the area in offering tourist sites to visitors.

Also on our show, Swedlund added that he’s a member of the North Dakota Rural Leadership program.

Over two years, members travel the state, and other locations sharing information concerning jobs, along with agriculture issues, as they network. Eight classes are held, with the 20 members.

He said 18 locations are on the agenda to visit, including a visit early next year to Chile.

Previous visits were to Bowman, North Dakota, along with out of state trips to Washington, DC and the Twin Cities.

There will be no December meeting of either the executive or full board.

The Tourism Annual Meeting  is January 14, 2019, at 5:15-p.m., at the Holiday Inn Express in Jamestown.

Jamestown (CSi)  The Jamestown Salvation Army, is seeking more bell ringers at their locations.

Major Tim Nauta says the goal of raising $168,000 this years, is still far off.

Each bell ringing shift is two hours.

There are six kettle locations in Jamestown.

He adds, another match in dollars collected is this week and in to receive the match, more volunteer bell ringers area needed.

MINOT, N.D. (AP) — A Glenburn man is dead after a crash on an icy gravel road in Renville County.The Highway Patrol says the 53-year-old man lost control of his pickup truck about 4:45 p.m. Monday and it spun into the ditch, where it came to rest on its top.The crash happened about 3 miles northwest of Minot Air Force Base. The victim’s name was not immediately released. 

BISMARCK, N.D. (AP) — Republican Gov. Doug Burgum is going to ask the Legislature to rein in spending in the next two-year budget and to replenish state reserves that were used to balance previous budgets, an aide said.

During his address to a joint session of the Legislature on Wednesday, Burgum will discuss possible raises for state workers and a plan to invest interest from an oil tax-funded reserve account known as the Legacy Fund, which holds more than $6 billion, said his spokesman, Mike Nowatzki, who declined to discuss specifics of the governor’s spending priorities.

North Dakota’s coffers are fatter than had been projected due to record drilling in the western oil patch, with oil and gas revenue already exceeding expectations by more than $934 million in the current two-year budget cycle, state budget director Joe Morrissette said. Meanwhile the general fund’s revenue, which is funded largely by state taxes on income, sales and energy, is ahead of projections by more than $178 million, he said.

But the state’s economic picture isn’t all rosy. Despite the record production, oil prices have weakened in recent months due to oversupplied domestic markets and global uncertainty. And farmers are being hit with falling crop prices and lost sales overseas due to Trump administration tariffs imposed on key U.S. trading partners.

 

MANDAN, N.D. (AP) — A man who police say was high on drugs when he stripped naked and climbed into the holy water font during Mass at a North Dakota church has pleaded not guilty to an indecent exposure charge.

Authorities say 21-year-old Zachary Burdick was asked to leave the Spirit of Life Catholic Church in Mandan on Oct. 9 because he was trying to bless congregants. He later returned, took off his clothes, climbed into the fountain then walked down the aisle performing a lewd act in front of the congregation that included preschool children.

KFYR-TV reports that Burdick pleaded not guilty Monday to felony indecent exposure and misdemeanor disorderly conduct. A trial date has not been set.

The felony charge against him carries a maximum punishment of five years in prison.

SEA ISLAND, Ga. (AP) — The National Hockey League is expanding to Seattle.

The NHL Board of Governors unanimously approved adding Seattle as the league’s 32nd franchise on Tuesday. Play will begin in 2021 to allow enough time for arena renovations. The as-yet unnamed franchise will be the Emerald City’s first major winter sports team since the NBA’s SuperSonics left town in 2008.

Seattle Mayor Jenny Durkan said at a watch party in Seattle: “I got a call from a mole in the room and it was a unanimous vote. We’re getting hockey.”

The decision was widely expected after the Seattle Hockey Partners group impressed the board’s executive committee in October and had all the ingredients the NHL was looking for. Strong ownership led by billionaire David Bonderman and producer Jerry Bruckheimer, a downtown arena in a sports-crazed city and a season-ticket drive that drummed up 10,000 orders in 12 minutes all cleared the way for the NHL to add another team less than three years after approving a franchise in Las Vegas.

The owners will pay a $650 million expansion fee, up from the $500 million the Vegas Golden Knights paid to join the league.

WASHINGTON (AP) — Former Senate Majority Leader Bob Dole has saluted President George H.W. Bush at the casket of the late president. Like Bush, Dole is a World War II veteran. He arrived in the Capitol rotunda in a wheelchair pushed by an aide. At the casket’s side, the aide lifted Dole, 95, into a standing position. Once steadied, Dole saluted. Bush died last week in Houston at age 94.WASHINGTON (AP) — The special counsel in the Russia investigation is set to give the first public insight into how much information President Donald Trump’s former national security adviser has shared with prosecutors. Robert Mueller’s team is facing a Tuesday court deadline to file a memorandum recommending a sentence for retired U.S. Army Lt. Gen. Michael Flynn. Flynn pleaded guilty last year to lying to the FBI about his contacts with Russia in the weeks before Trump took office. 

BRUSSELS (AP) — The Russian Foreign Ministry is denying U.S. and NATO allegations that Russia is violating a landmark nuclear that banned an entire class of weapons. Foreign Ministry spokeswoman Maria Zakharova said: “Russia strictly complies with the provisions of the treaty, and the American side is aware of that,” U.S. Secretary of State Mike Pompeo announced at a NATO meeting in Brussels Tuesday that Washington would suspend its obligations under the 1987 pact in 60 days due to Russia’s alleged “cheating.”

 

MADISON, Wis. (AP) — Wisconsin Republican Gov. Scott Walker elicited boos and howls of protest as he threw the switch lighting the state Christmas tree. Walker presided over the ceremony in the Wisconsin Capitol rotunda on Tuesday. It came as Republican lawmakers prepared to vote on lame-duck session measures to weaken powers of the incoming Democratic governor.

Bond prices are rising, driving yields sharply lower.
