Today… lows drop below zero across the north and down into the James River valley, with dangerous cold wind chills.

Those traveling need to have a winter survival kit in their vehicle.

By early Thursday mostly dry with a slight chance of snow across the north Thursday.

Conditions remain dry and temperatures generally seasonably warm through early next week.

 

Tuesday morning, The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP)  issued a Travel Alert for portions of northeastern North Dakota due to strong winds and blowing snow which is creating reduced visibility and creating hazardous driving conditions. Cities included in the Travel Alert are Grand Forks, Cavalier, Pembina, Drayton and surrounding areas. ATravel Alert means conditions are such that motorists can still travel in these areas, but should be advised of rapidly changing conditions. Motorists are encouraged to reduce speeds and drive according to the conditions. 

 

Jamestown  (CSi)  The Jamestown City Council met in Regular Session Monday evening at City Hall.

All members were present.

 

HEARING FROM THE AUDIENCE:  No One Spoke

 

James River Valley Library System Director Joe Rector, gave an update on planned and past projects including information on the Alfred Dickey Public Library’s Centennial Initiative.

He said the refurbishing of the library has led the way, including funding from the Friends of the Library.

He pointed out the new electronic scrolling sign installed outside the library.

He said, electrical circuit boxes are being installed, and landscaping will be completed in the spring.

An Alfred Dickey display will be added to the Louis L’Amour Family display’s interactive kiosk, and room.

The bookmobile stops have been expanded within the city limits, along with an upcoming parks program.

Some Jamestown Public Schools will have visits from the bookmobile.

The Centennial Celebration week, will be February 19-22, 2019.

 

CONSENT AGENDA ITEMS DISCUSSED SEPARATELY…

Item H, was removed by Council Member Brubakken,  a Resolution to approve and modify the garbage and recycling collection routes in specific areas from alley to curbside collection, as recommended by Jamestown Sanitation staff and by Recycle North Dakota, and to transition to a four (4) day collection schedule, with the date to be determined by the City Administrator and staff, was approved.

Before the vote, he asked if residents affected by the changes in pick up location have been notified.

Mayor Heinrich said those being affected will be notified after City Council action.

Council Member Phillips questioned if the property owner, or renter will be notified.

City Administrator Hellekson said, the “occupant,” will be notified.

The four days route pick up days for garbage and recycling pick ups will be announced, and residents should continue with the present pick up schedule.

Also to be announced will be the changes, where determined, to move alley garbage and recycling collections to curbsides.

The information on the revised map indicating where the pick up locations will be,  have been sent to affected property owners.

 

Item  G. was removed by Jerry Demore, a beekeeper, honey producer concerning a Resolution to approve and authorize entering into a three-year agreement with Airborne Custom Spraying for aerial spraying of pesticides of approximately 11,640 acres of the city at the direction of City staff.  He asked about being contact about spraying.

City Administrator Hellekson said there will be notification with the spraying to take place, at dusk.

Demore will speak with city officials about spraying times saying bees should be sprayed in the morning hours.

The City Council approved the agreement with Airborne Custom Spaying.

 

REGULAR AGENDA

RESOLUTIONS:

Considered was the agreement with New Phase Energy for a feasibility study,  to study the gas emitted from  the Wastewater Treatment Facility at a reduced cost, not to exceed 22,500, and authorize the City Attorney, Mayor and City Administrator  to meet with, representatives of New Phase Energy.

If the city goes forward with the project the city will pay additional dollars above the minimum.

New Phase Energy said Fargo is currently doing a similar gas capture from their landfill.

The Jamestown study involves capturing so called Green Gas, or bio-gas emitted from the plant, and sent by pipeline to a utility that will transform the gas to be used for other purposes.  Mayor Heinrich said on a recent Wayne Byers Show on CSi Cable 2, that it’s estimated the City of Jamestown could be in line for about $1-million annually in the sale of the gas.

The City Council approved the agreement.

The City Council approved  the agreement with CPS to provide the 2018 Annual Municipal Solid Waste Landfill Groundwater Monitoring Report and additional consultation regarding the City’s Groundwater Monitoring Plan.

MAYOR AND COUNCIL MEMBER’S REPORT:

Council Member Buchanan reported on the Battle of the Badges Blood Drive, as Jamestown Police Chief said, over 200 individuals gave blood, as the Jamestown Fire Department won the competition based on votes from blood donors.

Council Member Steele reported that  The Heading South T.V. program that was videoed in Jamestown has been completed.

He added volunteers are assisting children within crosswalks at Lincoln Elementary School.

Mayor Heinrich was joined by Council member Brubakken in saying city crews did a good job in cleaning snow from streets following the recent blizzard.

OTHER BUSINESS:

Considered approval of the Code of Conduct to ensure efficient, fair, and professional administration of federal grant funds and programs in compliance with the U.S. Office of Management and Budget and other applicable federal and state standards, regulations, and laws.

Mayor Heinrich explained that the Code of Conduct includes all city employees and contractors in which the city does business. Approval helps clear the way to received various grants.

The City Council approved the Code of Conduct language.

Approved the agreement with Interstate Engineering to provide engineering services for the 2019 Water Main Improvement District included in the Drinking Water State Revolving Fund (DWSRF) priority list, as budgeted for 2019 in the Water Utility Fund.

The meeting was shown live on CSi Cable 67 followed by replays.

 

 

Jamestown  (CSi)  Jamestown Mayor Dwaine Heinrich points out that a little time remains for those qualifying for the Homestead Property Tax Credit.

On Monday’s Wayne Byers Show on CSi cable 2, he said, the program is for property owners 65 years old and older, or disabled with an annual income of $42,000 or less.

More information by contacting the city or county assessors.

He said the tax dollars are reimbursed to the city from the state.

He added that the North Dakota legislature will be taking up the “Prairie Dog Bill.”

He said the bill aims to distribute dollars to non-oil producing counties for purposes of infrastructure improvements including roads, sewers and other needs.

The Mayor pointed out that the distribution is based on population, and that the City of Jamestown is in line for $2.4 million annually under the bill, which is designed to be an on-going distribution.

On our show, Mayor Heinrich added that the two traffic signals, part of the upgrade on Highway 281 South at the I-94 interchange will be installed in the next few weeks.  The city will have more information on the exact dates of installation.

 

Jamestown  (Cassie DuBray)  The Jamestown United Way presented a laptop computer on Monday to Isabella Sandstrom at the JRMC.

Isabella Sandstrom is the 11 year old child who was struck by a car this fall by Lincoln Elementary School. The Jamestown United Way learned that due to her injuries and being hospitalized, she was unable to communicate with her teachers, unable to write, or complete her homework. The Jamestown United Way  voted to purchase a brand new laptop computer to give to her.

Valley City  (VCSU)  The annual Rotary Club Pancake Feed will be held Jan. 22 from 5-7 p.m. at the VFW in Valley City. Part of the proceeds go to the V-500 Scholarship program.

 

GRAND FORKS, N.D. (AP) — Police are investigating the death of a man whose body was found in a vehicle in Grand Forks.

Authorities say officers were called to check on the man sitting in a vehicle near Interstate 29 Monday about 5:30 p.m. When police arrived they discovered the man was dead. His identity has not been released.

KFGO says the investigation is ongoing.

 

BISMARCK, N.D. (AP) — A federal judge is allowing four Native American tribes in the Dakotas to challenge the recent conclusion of federal officials that a Dakota Access oil pipeline spill wouldn’t unfairly affect them. It will further prolong a lawsuit that the Standing Rock, Cheyenne River, Yankton and Oglala Sioux filed 2 ½ years ago against the $3.8 billion pipeline that’s now moving North Dakota oil to Illinois.

 

BISMARCK, N.D. (AP) — A new revenue forecast for North Dakota is expecting oil prices to rise. The Legislature got the forecast Monday from its own economic consultancy as it prepares to work up a budget in the new legislative session. Legislators voted two years ago to get a private forecast as a backup to the state’s own forecast. The consultant’s forecast was largely in line with the $2.9 billion in revenue that the state estimated. Gov. Doug Burgum used that estimate to craft a two-year, $14.3 billion budget.

Valley City –  Mark Potts, VCSU – The 102nd Barnes County Boys Basketball Tournament has been set as follows:

Eight teams will converge on Valley City State University for the annual tournament in early January.

The quarterfinals of the tournament will be played on Tuesday, Jan. 8.

The semifinals are on Thursday, Jan. 10.

The tournament concludes with the championship and placing games on Saturday, Jan. 12.

Enderlin High School has been named the top seed for this year’s tournament and will open with the 3 p.m. game against Finley-Sharon/Hope-Page on Jan. 8. Griggs County Central is the No. 4 seed and faces defending tournament champion Maple Valley at 4:30 p.m. in the opening round.

On the other half of the bracket, LaMoure/Litchville-Marion is the No. 2 seed and takes on No. 7 Sargent Central at 6 p.m. Milnor/North Sargent is seeded No. 3 and plays No. 6 Barnes County North at 7:30 p.m.

BISMARCK, N.D. (AP) — A Facebook Live fish-off involving tourism spokesmen for two top ice-fishing destinations in the Upper Midwest turned into a whopper of a competition.

The friendly daylong contest Thursday involving Tanner Cherney at North Dakota’s Devils Lake and Joe Henry at Minnesota’s Lake of the Woods ended with 85 fish being caught by those two and others.

Lake of the Woods came out the winner, with a windfall of 71 fish.

The main goal of the Walleye War was to showcase the two lakes that are popular destinations for anglers.

 

FARGO, N.D. (AP) — National champion North Dakota State tops the final Football Championship Subdivision polls of the season.NDSU beat Eastern Washington on Saturday for its record seventh FCS title. The Bison finished No. 1 in both the coaches and media polls released Monday.Eastern Washington is second and South Dakota State third in both the American Football Coaches Association poll and the STATS media poll. Kennesaw State and Maine flip-flop the final two Top Five positions in the polls.

 

VCSU to celebrate Women’s Sports…

Valley City  (VCSU)   The Valley City State University athletic department is inviting all former female student-athletes and coaches back to campus in February as we celebrate the 50th season of women’s athletics at VCSU.

Although the history of Valley City State women’s athletics dates back to the early 1900’s, the 2018-19 season marks the 50th season of continuous intercollegiate women’s athletics on the VCSU campus. Valley City fielded intercollegiate teams in women’s basketball and softball during the 1969-70 school year and has been doing so ever since.

The February reunion weekend kicks off a yearlong celebration of events recognizing our tradition and just how far VCSU has traveled in five decades of women’s athletics.

Join us for an athlete/coach social on Friday, Feb. 15, followed by an afternoon luncheon and program on Saturday, Feb. 16. All former athletes and coaches back on campus will also be recognized during a basketball game on Feb. 16.

Clemson rips Alabama to win CFP championship

SANTA CLARA, Calif. (AP) — Clemson is the national champion in college football for the second time in three years after handing Alabama its most lopsided loss under head coach Nick Saban.

Trevor Lawrence passed for 347 yards and three touchdowns as the Tigers blasted the Crimson Tide, 44-16 in the College Football Playoff national championship game at Santa Clara, California. Lawrence threw TD passes to Travis Etienne, Tee Higgins and Justyn Ross to help undefeated Clemson become the first team in the AP poll era starting in 1936 to win 15 games in a season.

Etienne had three first-half TDs for Clemson, which actually trailed 16-14 in the second quarter before forging a 31-16 advantage by halftime. He finished with 86 yards on 14 carries.

A.J. Terrell brought back an interception 44 yards for a touchdown on Alabama’s opening drive. Heisman Trophy runner-up Tua Tagovailoa (TOO’-ah tuhng-oh-vy-LOH’-ah) threw a second interception and was 22 of 34 for 295 yards with two first-quarter TDs, along with minus-9 yards rushing.

Clemson is the first opponent to beat the Tide by more than 14 points since Saban became coach in 2007.

Alabama was seeking its sixth national championship in the last 10 seasons.

Haskins is leaving school for NFL draft

UNDATED (AP) — Ohio State quarterback Dwayne Haskins is giving up his remaining college eligibility to enter the upcoming NFL draft.

The third-year sophomore said on Twitter he would forgo his final year of eligibility “after many thoughts and prayers with family and close friends.”

Haskins smashed most Ohio State and Big Ten single-season passing records in 2018, throwing for a nation-leading 50 touchdowns and finishing third in Heisman Trophy voting.

His decision comes after he completed 25 of 37 passes for 251 yards and three touchdowns in the Rose Bowl, which also was the last game for retiring coach Urban Meyer.

In other college football news:

— The College Football Playoff is not expanding anytime soon despite calls from at least one league commissioner to increase the number of participants. Conference commissioners and university presidents who constitute the playoff brain trust met Monday at the Fairmont Hotel in downtown San Jose and quelled the speculation. Mississippi State President and CFP board of managers chairman Mark Keenum says it’s much too soon to know if there’s even the possibility of expanding the number of teams.

— Texas quarterback Vince Young and Notre Dame speedster Raghib (rah-HEEB’) Ismail have been selected for induction into the College Football Hall of Fame, along with 11 other players and two coaches. The rest of the players are Arkansas running back Darren McFadden, Oklahoma defensive back Rickey Dixon, John Carroll linebacker London Fletcher, Texas A&M defensive lineman Jacob Green, North Carolina State receiver Torry Holt and Arizona State quarterback Jake Plummer, along with USC defensive back Troy Polamalu (poh-lah-MAH’-loo), Wisconsin offensive tackle Joe Thomas, Michigan State running back Lorenzo White and Mississippi linebacker Patrick Willis. Dennis Erickson and Joe Taylor were selected for induction as coaches.

Packers hire Titans OC to replace McCarthy

UNDATED (AP) — The Green Bay Packers have found their new head coach.

A person familiar with the decision says Titans offensive coordinator Matt LaFleur has accepted Green Bay’s offer to become the next head coach of the Packers.

LaFleur would replace Mike McCarthy, who was fired during the season after a stunning home loss to Arizona. LaFleur was offensive coordinator with the Rams in 2017, leading a group that paced the NFL in scoring was 10th in total offense.

Offensive coordinator Joe Philbin went 2-2 to close out the season as the Packers failed to reach the playoffs for the second straight year. The 6-9-1 record was also the second straight under .500 for the storied franchise.

Also in the NFL:

— Cody Parkey’s missed 43-yard field goal attempt on Sunday has been officially ruled a block by the league. The kick would have given the Chicago Bears an 18-16 win over the Eagles in an NFC wild-card game, but the ball bounced off the upright and hit the crossbar. Video showed Philadelphia’s Treyvon Hester tipped the ball.

— The Chargers have added tight end Hunter Henry to the roster, less than eight months after he suffered a knee injury during an offseason workout. The team’s second-round pick in 2016 tore the anterior cruciate ligament in his right knee while running a route during a non-contact drill on May 22, the first day of organized team activities. He returned to practice on Dec. 17 and took part in team drills last week as the Chargers prepared for their AFC wild-card game at Baltimore.

— The league has carried over its increase in viewers from the regular season over to the playoffs. The NFL said on Monday that there was an average of 28.4 million viewers for the four wild-card round games, which is a 12 percent increase over last year.

Spurs dump Pistons for fifth win in row

UNDATED (AP) — The San Antonio Spurs have their longest winning streak of the season after knocking off the Pistons in Detroit.

DeMar DeRozan poured in 26 points and LaMarcus Aldridge added 25 as the Spurs earned a 119-107 victory. San Antonio trailed by nine until a 23-2 run bridging the first two quarters put the Spurs ahead, 45-33.

It was the Spurs’ fifth straight win and the 1,221st of coach Gregg Popovich’s career. Popovich is tied with Jerry Sloan for third on the all-time wins list, behind only Don Nelson and Lenny Wilkens.

San Antonio has won 13 of 17 since an 11-14 start.

— Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh) had 30 points and the Bucks improved to 28-11 by topping the Jazz, 114-102. Malcolm Brogdon scored 21 and Thon Maker added a season-high 15 points off the bench for the league’s best team. Donovan Mitchell scored 26 points and Rudy Gobert (goh-BEHR’) had 14 points and 15 rebounds for the Jazz, who lost guard Ricky Rubio to a right hamstring injury less than five minutes into the game.

— The Rockets made it 12 wins in their last 14 games as James Harden scored 32 points, Clint Capela added a career-high 31 in a 125-113 verdict over the Nuggets. P.J. Tucker set a career high with seven 3-pointers and scored a season-high 21 points, while Gerald Green delivered 18 of his 21 points from beyond the arc. Nikola Jokic scored 24 points for Denver, which had a five-game winning streak snapped.

— Jusuf Nurkic (YOO’-suhf NUR-kihch) had 20 points and eight rebounds to help the Trail Blazers win for the fourth time in five games, 111-101 over the Knicks. — Kyrie Irving returned from a two-game absence to score a team-high 17 points and lead eight Celtics in double-figures during a 116-95 rout of the Nets. Irving was back on the court after scratching both corneas in a collision Dec. 31 at San Antonio. Brooklyn ended a three-game winning streak and lost for just the fourth time in 12 games despite Rodions Kurucs (ROH’-dee-ahnz KOO’-ruhks), who shot 5-for-8 from beyond the arc and finished with a game-high 24 points.

— The Lakers outscored the Mavericks 32-13 in the third quarter and handed Dallas just its fourth loss in 20 home games, 107-97. Brandon Ingram scored 29 points and Lonzo Ball added 21 as the Lakers won for just the second time in seven games since LeBron James left the lineup with a groin injury. Rookie Luka Doncic (DAHN’-chihch) scored 27 points for the Mavs, who committed 11 turnovers in the second half while shooting 11-for-43.

— De’Aaron Fox had 20 points and Sacramento snapped a four-game losing streak by thrashing Orlando, 111-95. Bogdan Bogdanovic had 15 points and seven assists for the Kings, who led by 28 going into the final period after blowing fourth-quarter leads in each game during their skid. Terrence Ross hit five 3-pointers and scored 20 points for the Magic, losers in eight of its last eleven games.

— The Pelicans earned a 114-95 victory over sputtering Memphis as Anthony Davis contributed 36 points, 13 rebounds and three blocked shots. Second-year pro Frank Jackson scored a career-high 17 points for New Orleans, which has won two straight for the first time since a three-game run in mid-November. Mike Conley had 22 points and 10 assists in the Grizzlies’ sixth consecutive loss.

Love says he’s weeks away from playing

UNDATED (AP) — Cavaliers All-Star forward Kevin Love says he’s still weeks away from getting on the court as he recovers from surgery on his left foot.

Love played in just four games before undergoing surgery on Nov. 2 to relieve pressure around his big toe. He was recently cleared by doctors to begin some “select basketball activities,” but Love said Monday he’s not ready to run on the foot, which he injured in Cleveland’s exhibition opener.

— The Bulls have waived Michael Carter-Williams after acquiring him and cash considerations from the Rockets Monday for a protected second-round pick in the 2020 draft. The 27-year-old Carter-Williams saw limited playing time in his first season in Houston, appearing in just 16 games and averaging 4.3 points. The 11th overall pick in the 2013 draft has averaged 11.1 points, 4.5 rebounds and 4.7 assists in a six-year career.

— Tomas Hertl provided the tiebreaking goal midway through the second period and Erik Karlsson had three assists in the Sharks’ 3-1 win over the Kings. Joonas Donskoi also tallied and Joe Thornton added an empty-netter as San Jose won for the fifth time in six games to pull within three points of the Pacific Division-leading Flames.

 

Nashville blanked the Maple Leafs in Toronto, 4-0 as Pekka Rinne (PEH’-kuh REE’-nay) handled 18 shots in his third shutout of the season and 54th of his career. Mattias (mah-TEE’-uhs) Ekholm, Kevin Fiala (fee-AH’-lah) and Colton Sissons each had a goal and an assist for the Predators, who have won four of five since their losing skid.

It was the Maple Leafs’ second 4-0 loss since December 29 and keeps them 10 points behind Tampa Bay for first place in the NHL’s Atlantic Division.

Ex-Arizona assistant to plea out

UNDATED (AP) — Former Arizona assistant coach Emanuel Richardson has reached an agreement with New York prosecutors to plead guilty to one count of federal funds bribery at a hearing later this month.

Richardson’s attorney said the plea agreement for the Jan. 22 hearing contains a stipulated sentencing guidelines range of 18 to 24 months, though the sentence is up to the judge and doesn’t guarantee testimony against others.

Richardson was among 10 people arrested as part of a federal probe into college basketball recruiting practices in September 2017, including assistant coaches at four prominent schools.

Former Southern California assistant coach Tony Bland pleaded guilty to conspiracy to commit bribery last Wednesday. Former Auburn assistant coach Chuck Person and another man are scheduled to go on trial next month.
