BISMARCK, N.D. (AP) — North Dakota lawmakers are set to consider bills that range from abortion restrictions to felons on school boards to abandoned babies. They’re in session Monday despite the Martin Luther King Jr. holiday.
Among the top issues in play:
ABORTION
The abortion debate is resurfacing at the North Dakota Capitol.
The House will hear testimony on two new abortion bills Monday, six years after passing some of the nation’s strictest laws on the procedure, some of which never took effect or were blocked in court.
One bill would require abortion providers to inform women undergoing drug-induced abortions that it’s possible they could still have a live birth if they change their mind.
Abortion-rights groups claim there is no medically accepted evidence that a drug-induced abortion can be interrupted.
A second bill would ban an abortion procedure commonly used in the second trimester that opponents describe as “human dismemberment abortion.”
Abortion-rights groups say banning the dilation and evacuation method of abortion — commonly called “D&E” — is unconstitutional because it interferes with private medical decisions.
FELONS ON SCHOOL BOARDS
The Senate is considering legislation that would bar felons from serving on school boards in North Dakota.
The bill is being sponsored by Republican Nichole Poolman, a school teacher from Bismarck, and Richard Marcellais, a Democrat from Belcourt and a member of the Turtle Mountain Band of Chippewa.
Poolman says the legislation came at the request of the state Indian Affairs Commission.
Director Scott Davis says the bill applies to all schools but tribal leaders are increasingly concerned about school board candidates who have a criminal past.
Davis says none of the state’s five tribes allow a convicted felon to serve on a tribal council. But he says they can on local school boards.
MINOT, N.D. (AP) — A high percentage of ticks found in North Dakota are carrying potentially deadly diseases, according to the second annual state Department of Health study of the parasites.
Four zoos, 37 veterinarians, and state and federal wildlife officials participated in the 2018 study, the Minot Daily News reported.
“They all submitted ticks, which was a huge help,” said Laura Cronquist, NDDOH division of disease control. “We had more coverage throughout the state in 2018, which was real nice.”
The state was divided into eight regions for the tick surveillance survey that started in 2017. Pools of up to 20 ticks from each region were inspected for the existence of several diseases.
The most common tick in North Dakota is the American dog tick, which is a close relative of the Rocky Mountain wood tick. Both are known for carrying the dreaded Rocky Mountain spotted fever virus which, if left untreated, can be deadly.
American dog ticks and Rocky Mountain wood ticks made up 176 pools, with 106 testing positive for disease carrying pathogens.
Deer ticks, which are known carriers of Lyme disease, were found in 22 of the 25 counties surveyed.
Rancher John Heiser, of Grassy Butte, contributed nearly half of all the 13,640 ticks that were collected and sent to the state laboratory for disease testing.

COLLEGE BASKETBALL NEWS

UNDATED (AP) — Florida forward Keith Stone will have season-ending surgery after tearing the ACL in his left knee during Saturday’s win at Georgia.

NHL….
UNDATED (AP) — The surprising New York Islanders have expanded their lead in the NHL’s Metropolitan Division with their fifth straight win and 15th in their last 18 games.
Cal Clutterbuck scored twice in the first 10 minutes to support Robin Lehner’s 19-save performance as the Islanders blanked the Ducks, 3-0. Clutterbuck notched a power-play goal 4:56 after the opening faceoff and added his sixth tally of the season five minutes later.
Lehner claimed his third shutout of the season and lowered his league-leading goals-against average to 2.02.
New York now paces its division by three points over the Capitals and Blue Jackets, thanks to a little help from Jonathan Toews (tahvz) and the Blackhawks.
Toews had three goals and two assists as Chicago dealt Washington its fifth straight loss, 8-5. Brandon Saad (sahd) and Alex DeBrincat (deh-BRIHN’-kat) also scored and Dylan Strome (strohm) added an empty-netter as last-place Chicago stopped its own five-game slide.
John Carlson scored twice in the third period for the Caps, whose goals all came from defensemen.
Elsewhere on NHL ice:
— Vinnie Hinostroza (hihn-oh-STROH’-zah) snapped a 2-2 tie in the third period as the Coyotes downed the Maple Leafs, 4-2. Clayton Keller, Mario Kempe and Lawson Crouse also scored as Arizona won for the fifth time in the last seven games. John Tavares notched his 30th goal of the season for the Leafs, who have dropped seven of their last 10.

AUSTRALIAN OPEN
Svitolina, Osaka, Pliskova advance
MELBOURNE, Australia (AP) — Serena Williams faced her first real test at this year’s Australian Open and emerged with a 6-1, 4-6, 6-4 victory over No. 1-ranked Simona Halep to reach the quarterfinals. Williams gained control for good after saving three break points in a monumental game to hold for 3-all in the third set. She then broke for a 4-3 lead and finally was on her way. The 37-year-old American is trying to win an eighth championship at Melbourne Park and record-tying 24th Grand Slam title overall. Williams next meets 2016 U.S. Open runner-up Karolina Pliskova.
American Madison Keys has been ousted in the fourth round of the Australian Open.
Sixth-seeded Elina Svitolina has advanced to the quarterfinals with a momentum-swinging 6-2, 1-6, 6-1 win over the 17th-seeded Keys.
Svitolina will next play U.S. Open champion Naomi Osaka, who was a 4-6, 6-3, 6-4 triumph against No. 13 Anastasija Sevastova.
Seventh seed Karolina Pliskova (PLIHSH’-koh-vah) advanced to the quarterfinals for the third consecutive year with a 6-3, 6-1 victory over former No.1 Garbine Muguruza (GAHR’-been moo-gah-ROO’-thah). Pliskova made only three unforced errors during the 60-minute match in which she dominated Muguruza in their baseline duels.
The men’s quarterfinals will include No. 16 Milos Raonic (ROW’-nihch), who polished off fourth seed Alexander Zverev (zVEHR’-ehv) with a 6-1, 6-1, 7-6 victory.
Lucas Pouille has beaten No. 11-seeded Borna Coric 6-7 (7-4) 6-4 7-5 7-6 (7-2) to move into an Australian Open quarterfinal against Raonic.
Top-seeded Novak Djokovic overcame a couple of tumbles to the court and a series of energy-sapping baseline exchanges — one point lasted 42 strokes! — to get back to the Australian Open quarterfinals for the first time since 2016 by beating No. 15 Daniil Medvedev 6-4, 6-7 (5), 6-2, 6-3.
Djokovic has won six of his 14 Grand Slam titles at Melbourne Park and is into his 10th quarterfinal at the hard-court tournament.
But he exited in the fourth round last year and the second round in 2017.
After edging Medvedev in a 3-hour, 15-minute struggle, Djokovic joked during an on-court interview: “Since I guess my next opponent is watching, I’m feeling fantastic. I’ve never felt fresher in my life.”
His next opponent is No. 8 Kei Nishikori, whose own fourth-rounder was even more grueling, going to a fifth-set tiebreaker and lasting 5 hours, 5 minutes.
Kei Nishikori reached the Australian Open quarterfinals after clinching a fifth-set tiebreaker that had No. 23-seeded Pablo Carreno Busta screaming in anger as he left Margaret Court Arena.
Nishikori rallied after dropping the first two sets and had a chance to serve out at 5-4 in the fifth but was broken. Nishikori, who eventually won 6-7 (8), 4-6, 7-6 (4), 6-4, 7-6 (8), was trailing 8-5 in the tiebreaker when a contentious call changed the momentum and prompted the angry response from Carreno Busta.
