BISMARCK, N.D. (AP) — North Dakota’s House has killed legislation that would bar drivers from smoking in the car if they have a passenger younger than 9.Fargo Democratic Rep. Pamela Anderson’s measure would have allow police to pull over anyone seen smoking with young children in the car and fine them $25.The House defeated the bill on 57-31 on Monday. The American Lung Association says at least eight states have similar laws.

BISMARCK, N.D. (AP) — The foundation working to develop a Theodore Roosevelt Presidential Library and Museum in the western North Dakota Badlands is negotiating with Dickinson State University to resolve issues arising from the termination of a campus land lease. Here’s a look at the discord over a parcel less than half a square mile in size and the months-long attempt to resolve the dispute.

Dickinson State’s Theodore Roosevelt Center since 2011 has been digitizing Roosevelt’s papers by the tens of thousands, and it also has hosted an annual Theodore Roosevelt Symposium for a decade. North Dakota lawmakers in 2013 took those efforts a step further, approving $12 million to help build a library for the nation’s 26th president at the university, which is in western North Dakota where Roosevelt ranched and hunted before moving on to the White House. The nonprofit foundation pursuing the project negotiated a 99-year, dollar-a-year lease in 2016 for a 27-acre site that at the time housed the school’s rodeo grounds. DSU currently uses a county rodeo facility outside town.

In world and national news…

WASHINGTON (AP) — Sen. Kamala (KAH’mah-lah) Harris is running for president.

The California Democrat tells ABC’s “Good Morning America” that she’s entering the increasingly crowded field of candidates seeking the Democratic nomination. If successful, she’d be the country’s second African-American president and the first woman to hold the office.

Harris is a daughter of immigrant parents who grew up in Oakland, California. She’s portraying herself in a campaign video as a fighter for justice, decency and equality — values she says are “all on the line.”

Harris is a first-term senator and former California attorney general known for her rigorous questioning of President Donald Trump’s nominees. She’s 54.

She launches her bid as the nation observes what would have been the 90th birthday of the slain civil rights leader Martin Luther King Jr.

COLUMBIA, S.C. (AP) — As Americans commemorate Martin Luther King Jr.’s contributions to the nation, Democratic presidential hopefuls are fanning out across the country to honor the civil rights leader.

Democratic Sen. Kamala Harris of California used the holiday to announce she’s running for president.

Two other senators expected to seek the White House, New Jersey’s Cory Booker and Vermont’s Bernie Sanders, are attending a rally observing King’s birthday in Columbia, South Carolina.

In Washington, former Vice President Joe Biden and former New York Mayor Michael Bloomberg are set to speak at a King holiday event. Both are weighing presidential bids.

Two Democrats who have already taken a first step toward a presidential campaign, Sens. Elizabeth Warren of Massachusetts and Kirsten Gillibrand of New York, are appearing at King-centered events.

WASHINGTON (AP) — A weekend offer that President Donald Trump says is a compromise with Democrats doesn’t appear to be on track to ending the partial government shutdown, now in Day 31.

Democrats haven’t changed their initial reaction to the offer, which was an outright rejection. Democratic Sen. Mark Warner says negotiations should start with reopening the government.

Trump offered on Saturday to temporarily extend protections for young immigrants brought to the country illegally as children and those fleeing disaster zones in exchange for $5.7 billion for his border wall.

House Speaker Nancy Pelosi turned down the offer. In response, Trump tweeted Sunday that Pelosi is a “radical” and acting “irrationally.”

Some conservatives aren’t happy with Trump’s proposal either, likening it to “amnesty.” Trump denies that’s the case, noting the protections are temporary.

CARACAS, Venezuela (AP) — Officials in Venezuela say they’ve arrested 27 members of the National Guard accused of launching an uprising against the government.

Socialist party chief Diosdado Cabello says more arrests could come.

Tensions are thick in Venezuela, where the political opposition leaders have called for nationwide protests on Wednesday aimed at driving President Nicolas Maduro from office.

Opposition leader Juan Guaido is urging the armed forces to abandon Maduro and return Venezuela to constitutional rule.

Officials say that national guardsmen in the capital of Caracas took captive a captain in charge of a police station and stole a cache of weapons from another outpost on Monday.

The disturbance sparked street protest in the neighborhood of the police station, which other security forces subdued by shooting tear gas.

Jamestown  (CSi)  TSA screener sick-outs hit 10 percent over holiday weekend.

The percentage of TSA airport screeners missing work has hit 10 percent as the partial government shutdown stretches into its fifth week.

The Transportation Security Administration said Monday that Sunday’s absence rate compared to 3.1 percent on the comparable Sunday a year ago.

The workers who screen passengers and their bags face missing another paycheck if the shutdown doesn’t end early this week. According to TSA, many of them say the financial hardship is preventing them from reporting to work.

TSA says the national average waiting time in airport checkpoint lines is within the normal limit of 30 minutes, but there are longer lines at some airports.

The agency has dispatched extra screeners to airports in Atlanta, Miami, and Newark, New Jersey.
