Jamestown (CSi) The Jamestown City Council met in Special Session, Tuesday at 4-p.m., at City Hall. All members were present.
A Public Hearing was held concerning the performance of the City of Jamestown in carrying out its community development responsibilities related to the $94,000.00 Community Development Block Grant (CDBG) for the ASI/Dewey Apartment project and to obtain citizen views and to respond to proposals and questions. No one appeared at the hearing.
A Resolution was also approved pertaining to the 2019 Seal Coat, Patching, Construction and Reconstruction District No. 19-41:
- To create the district.
- To direct the preparation of a preliminary engineering report concerning the district.
- To approve the preliminary engineering report on the district.
- To declare it necessary to construct the district and direct the City Administrator to publish notice of a public hearing concerning the district.
Bids will be opened at the end of April this year.
The district includes the area, in Northeast Jamestown north of Highway 20, including the airport road, and school parking lot, at a total cost of $1.8 million.

Jamestown (CSi) The Jamestown City Council’s Finance & Legal Committee, Building, Planning & Zoning Committee, Civic Center & Promotion Committee, Police & Fire Committee, Public Works Committee met Tuesday evening at City Hall. All members were present.
A proclamation was declared for the City of Jamestown as a Main Street City.
Considered was the re-establishment of suggested sales prices on City owned lots for the year 2019.
The committee recommends approving the amended schedule provided, removing an area in McElroy Addition being not for sale, pending any sales approval by the City Council.
With economic development topics:
A request was recommended for approval from the JSDC for $250,000 in Flex PACE interest buy down funds for 2019 from the Economic Development Fund with the City Share to be $200,000, and paid from the City Sales Tax Fund and changing the repayment policy.
The committee recommended for approval the request from the JSDC for $5,687.79 from the Economic Development Fund to reimburse the Center for Economic Development building loss for 2018 with the City Share to be $5,119.01, and paid from the City Sales Tax Fund.
Recommended for approval, was a request from the JSDC for reimbursement for 2018 JSDC Real Estate & Special Assessment costs from Economic Development Funds, in the amount $6,467.01, with the City Share to be $5,820.30 and paid from the City Sales Tax Fund.
The committee considered the JSDC Board of Directors’ recommendation to approve the purchase of 18 iPads and covers at a cost not to exceed $10,000 to replace the iPads purchased in 2012 for Board members and staff.
CEO Connie Ova said the present iPads are no longer able to be updated.
The committee recommends, approval.
BUILDING, PLANNING & ZONING COMMITTEE
The committee considered the final plat of Steidl Subdivision, Lot 1, Block 1, a re-plat of Lots 5 and 6 of Lakeshore Addition within the NW ¼ of Section 13, T140N, R64W extraterritorial jurisdiction of the City of Jamestown, Midway Township, North Dakota. The property is located at 3964 4th Ave NW, on the west side of Jamestown Reservoir to build garages.
The committee recommends, approval.
CIVIC CENTER AND PROMOTION COMMITTEE

POLICE & FIRE COMMITTEE
The committee recommends, approving entering into a memorandum of understanding with Stutsman County to maintain and regulate the law enforcement shooting ranges.
Chief Edinger said the county has approved the MOU.
THE PUBLIC WORKS COMMITTEE
The committee recommends approval of a Change Order to Burski Excavating, Inc., for a time extension from September 15, 2018 to September 27, 2018, per request from the ND Department of Health.
The committee recommends entering into an agreement with Interstate Engineering, Inc., for engineering services on the Sanitary Sewer Lift Station System Improvements (Lift Station No. 11, Lift Station No. 20 and the Main Lift Station).
A Change Order No. 2, to Border States Paving, Inc., for construction on 5th Street NE (12th Ave to 27th Ave NE), Paving Improvement District #16-42, and a Change Order No. 3, to Scherbenske Inc., for construction on NW Water Main Replacement Project District 17-61 (11Blocks), were moved to the February City Council meeting without recommendation pending further information.
With Garbage collection and recycling updates, the change to alley to curbside collection, where indicated and a four day collection schedule, Monday through Friday starts on February 4, 2019.
Letters indicating the changes and dates, of collections, and maps have been mailed to residents.

Jamestown (CSi) The Jamestown Public Schools, Activities Director Jim Roaldson spoke to the School Board on Monday saying that an athletic emergency action plan is a priority of the school district.
He was joined by JRMC, Physical Rehabilitation Department Manager, Tracy Anderson talking about a Safe Sport accreditation process with the National Athletic Trainers Association.
Roaldson pointed out that last year, a systemic emergency action plan for all situations was developed. The three-year certification improves school liability protection along with protecting students health and safety.
It involves updating emergency action plans, preparing coaches and staff, and making essential information available electronically to mobile accounts.
The Safe Sport process covers the area of what to do and what not to do in an emergency.
The certification includes the areas of psycho-social and nutritional aspects. He said, school counselors are needed to be involved in the support process in an emergency or tragedy.

Bismarck – (Prairie Public Radio) North Dakota Governor Doug Burgum has proposed a new state hospital in Jamestown but the House minority leader says there may be another option.
Representative Josh Boschee says he isn’t in favor of building a new state hospital in Jamestown. He says he would rather see more funding for regional and local behavioral health treatment.
Burgum proposed a new state hospital, converting the current hospital into prison space. Men would be moved there from the Missouri River correctional Center in Bismarck. Women would then move into that space from the Women’s Correctional Center in New England.
North Dakota’s present seat belt law was approved by the 1993 Legislature. Advocates of the primary-enforcement measure have been rebuffed repeatedly in the Legislature.
BISMARCK, N.D. (AP) — North Dakota Republican and Democratic legislative leaders are pushing an emergency bill that would offer no-interest loans to any federal worker in the state who is working and not being paid during the partial government shutdown.
The measure was filed late Monday, just prior to the deadline for lawmakers to file bills.
The legislation would offer the interest-free loans through the state-owned Bank of North Dakota.
Senate Majority Leader Rich Wardner says legislative hearings on the measure should be held this week. He says it should reach Gov. Doug Burgum’s desk in a few days.
Warder estimated there are about 500 federal workers in North Dakota who are affected by the shutdown. He says the bill has no fiscal impact to the state because the money would be paid back.

BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum is bringing out-of-state VIPs to lobby lawmakers on his proposal to commit public money to a presidential library for Theodore Roosevelt in the western badlands.
The first-term Republican governor Tuesday night will host Theodore Roosevelt V, the 26th president’s great-great-grandson, and former Walmart chairman Rob Walton and his wife, Melani, a graduate of Dickinson State University. Burgum also invited lawmakers to a reception at the governor’s residence on the state Capitol grounds.
Burgum has proposed dedicating $50 million of interest money from North Dakota’s voter-approved savings account for oil and gas taxes for the library. The state money would be matched by $100 million in private fundraising, under the proposal.
The governor said the library in Medora would elevate North Dakota’s reputation around the globe. But lawmakers are generally lukewarm on the proposal, saying the state has more pressing needs.

Bismarck (CSi) North Dakota Game and Fish reports that mountain lion hunting during the late season in Zone 1 is closed immediately. The zone’s late-season harvest limit of either seven total cats or three females was reached after the seventh cat was taken.
A conditional season in Zone 1 will open Jan. 28 for hunters to pursue the additional six mountain lions that were not taken during the early season. The Zone 1 early season harvest limit was eight cats, and only two were taken.
The conditional season will close March 31 or immediately once the sixth cat is taken. Early season regulations apply, which means hunters are not allowed to use dogs. In addition, hunters who harvested a lion during the early or late season are not eligible to participate.
Zone 1 includes land south of ND Highway 1804 from the Montana border to the point where ND Highway 1804 lies directly across Lake Sakakawea from ND Highway 8, crossing Lake Sakakawea then south along ND Highway 8 to ND Highway 200, then west on ND Highway 200 to U.S. Highway 85, then south on U.S. Highway 85 to the South Dakota border.
The mountain lion season in Zone 2, which is the rest of the state outside Zone 1, has no harvest limit and is open through March 31.
The Toronto Raptors have regained a half-game lead in the NBA’s Eastern Conference despite being four percentage points behind the Milwaukee Bucks.
Kyle Lowry and Fred VanVleet each scored 19 points in the Raptors’ 10th consecutive home win, a 120-105 rout of the Kings. Pascal Siakam (see-AH’-kam) chipped in 18 points to help Toronto win for the eighth time in nine games overall despite playing without Kawhi (kah-WY’) Leonard.
Serge Ibaka (ih-BAH’-kah) contributed 15 points and 10 rebounds while Leonard was given the first of two straight games off to rest his legs.

— The Mavericks knocked off the Clippers, 106-98 as Dennis Smith Jr. had 17 points and eight rebounds in his return after a week away from the team amid trade talk. NBA-MAVERICKS-DONCIC FINED
DALLAS (AP) — Dallas Mavericks guard Luka Doncic has been fined $10,000 for kicking the ball into the stands, which led to his ejection from a game against Indiana.
Doncic kicked the ball after a basket by the Pacers late in the third quarter of their 111-99 victory over the Mavericks on Saturday night. Because he received a technical earlier in the game, his second technical resulted in the first ejection of his career.
Meanwhile, Mavericks point guard Dennis Smith has returned after a week away from the team amid trade rumors and his reduced role amid the emergence of Doncic. Rick Carlisle wouldn’t get into reasons for Smith’s absence Tuesday, but he said during his radio show last week that he believed the second-year player was being told to stay away while the team listened to offers.

Wolverines win on late shot
UNDATED (AP) — Fifth-ranked Michigan barely managed to escape their second straight loss since a 17-0 start.
Charles Matthews nailed a baseline floater at the buzzer to lift Michigan to a 59-57 win over Minnesota. The basket came after the Golden Gophers scored 10 straight points to tie the game.
Izzy Brazdeikis (braz-DAY’-kihs) scored 13 of his 18 points in the second half after being held scoreless in Saturday’s loss to Wisconsin.

— Zion Williamson hit his first 10 shots on his way to 25 points in second-ranked Duke’s 79-64 win at Pittsburgh. Fellow freshman RJ Barrett scored 26 for the 16-2 Blue Devils, while Williamson finished 11 of 13 from the floor to go with seven rebounds and seven assists.
— Third-ranked Virginia coasted to a 68-45 win over Wake Forest after opening the game on a 25-3 run. Kyle Guy and Jay Huff each had 12 points as the Cavaliers rebounded from their only loss of the season Saturday at Duke.
— PJ Washington scored 21 points on 9 of 15 from the field and grabbed six rebounds as eighth-ranked Kentucky ripped No. 22 Mississippi State, 76-55. Tyler Herro shot 3-for-3 from beyond the arc and 5-for-5 from the line to finish with 18 points and help the Wildcats improve to 5-1 in the SEC.
— No. 14 Texas Tech dropped its third in a row as Barry Brown Jr. had 15 points and Dean Wade had 13 to send Kansas State to a 58-45 victory over the Red Raiders. The Wildcats held Texas Tech to 33-percent shooting and never let the Red Raiders get their offense rolling.
— Noah McCarty gave Northern Illinois a 77-75 upset win over No. 15 Buffalo by banking in a game-winning basket with two seconds to play. Dante Thorpe scored 23 points and Eugene German added 20 for the Huskies.
— Felipe Haase drained a 3-pointer with 30.3 seconds left to put South Carolina ahead for good in an 80-77 win against No. 16 Auburn. Chris Silva had a career-high 32 points for the Gamecocks, who blew a 10-point lead in the second half and trailed by two until Haase hit his go-ahead shot.
— Eric Paschall (PAS’-kul) scored 23 points and 18th-ranked Villanova made 12 3-pointers to pull away from Butler, 80-72. Phil Booth added 17 points as the Wildcats earned their seventh straight win since falling to Kansas on Dec. 15.
— John Petty scored 15 points off the bench and Donta Hall added a double-double with 11 points and 10 rebounds as Alabama hammered No. 20 Mississippi, 74-53. The Crimson Tide closed the first half on a 17-3 run to carry a 16-point lead into the break.
HALL OF FAME
Rivera unanimous; Halladay, Edgar, Mussina voted to HOF
NEW YORK (AP) — Baseball’s all-time saves leader has become the game’s first unanimous Hall of Fame selection.
Former New York Yankees closer Mariano Rivera received all 425 votes in balloting by the Baseball Writers’ Association of America announced. He had 652 regular-season saves during his 19-year career spent entirely with the Yanks. He was at his best in October, getting 42 saves with a 0.70 ERA over 16 postseasons, including 11 saves in the World Series.
The Hall’s Class of 2019 also includes Roy Halladay, Mike Mussina and Edgar Martinez.
Halladay was an ace with the Toronto Blue Jays and Philadelphia Phillies, going 203-105 with a 3.38 ERA. The right-hander received 85.4 percent of the vote and will be the first posthumous inductee since Deacon White in 2013 and Ron Santo in 2012.
Mussina was a steady right-hander for the Yankees and Baltimore Orioles who went 270-153 with 2,813 strikeouts over 18 seasons. He received 76.7 percent, getting seven more votes than the 319 required for election.
Martinez was a .312 hitter with 309 home runs and 1,261 over 18 seasons with Seattle. He got 85.4 percent in his 10th and final try on the writers’ ballot.
The quartet will be enshrined in Cooperstown along with Today’s Game Era Committee selections Harold Baines and Lee Smith on July 21.
Barry Bonds and Roger Clemens made gains but again fell short in their seventh time on the ballot. Bonds got 59.1 percent and Clemens 59.5.

Markakis stays with Braves
UNDATED (AP) — All-Star outfielder Nick Markakis (mahr-KAY’-kihs) has accepted a significant pay cut to remain with the Atlanta Braves, accepting a one-year, $6 million package with a club option for 2020. The 35-year-old Markakis made the 2018 All-Star game and earned both Gold Glove and Silver Slugger honors last season, hitting .297 with 14 homers and 93 RBIs while starting all 162 games in right field. He took a package with a $4 million salary this season and a $2 million buyout after receiving only minor interest on the open market.

— A person familiar with the deal tells The Associated Press that the Rangers and free agent infielder Asdrubal (as-DROO’-bul) Cabrera have worked out a one-year, $3.5 million contract. The 12-year veteran split last season between the Mets and Phillies in 2018, hitting .262 with 23 home runs and 75 RBIs.
— Infielder Gordon Beckham has agreed to a minor league contract with the Tigers and was invited to major league spring training.
— The Athletics have claimed right-hander Parker Bridwell off waivers from the Angels. The 27-year-old Bridwell went 1-0 with a 17.55 ERA in five games with the Angels last season, missing four months over two stints with an inflamed right elbow.

Sources say NFL to consider expanding replay reviews
NEW YORK (AP) — Two people with direct knowledge of the NFL’s plans tell The Associated Press that the league’s competition committee will consider expanding replay reviews to include certain penalties, including pass interference.
Officiating once more became a hot topic during Sunday’s NFC championship game. Sharks’ skid ends, Caps’ slide continues
UNDATED (AP) — Not even a hat trick by Alex Ovechkin (oh-VEHCH’-kihn) can save the Washington Capitals these days.
The defending Stanley Cup champions suffered their season-high sixth straight loss by blowing a two-goal lead in the third period of a 7-6 overtime setback against the Sharks. The Caps were one second away from a regulation victory until Evander Kane scored his second goal of the night. Tomas Hertl completed his own hat trick by beating Braden Holtby 1:48 into OT.
Joe Pavelski provided a goal and three assists, while Logan Couture had a goal and three points as San Jose ended a three-game losing streak.
Ovechkin’s league-leading 36th goal put the Caps ahead 6-4 with 14:08 left in regulation. It was his 23rd career three-goal game.

— The Flames pulled out a 3-2 win over the Hurricanes on Mikael Backlund’s goal just 15 seconds into overtime. Backlund also assisted on Jankowski’s go-ahead goal in the second period, but Sebastian Aho (AH’-hoh) tied it with 44 seconds left in regulation before Calgary moved to 8-0-1 in its last nine games.
— Jonathan Toews (tayvz) and Dylan Strome (strohm) each scored power-play goals before Toews and Patrick Kane tallied in a shootout to send the Blackhawks past the Islanders, 3-2. Matthew Barzal and Valtteri Filppula (val-TEHR’-ee FIHL’-poo-luh) scored for the Isles, who ended a five-game winning streak but increased their lead in the Metropolitan Division to three points over Washington and Columbus.
— Luke Glendening scored twice and the Red Wings ended a two-game skid by beating the Oilers, 3-2 at Edmonton. Dylan Larkin also tallied and Jimmy Howard made 32 saves as Detroit handed Edmonton its third consecutive loss.
— Vinnie Hinostroza scored twice and assisted on Derek Stepan’s (STEH’-pahnz) eventual game-winner as the Coyotes downed the Senators’ 3-2 at Ottawa. Darcy Kuemper (KEHM’-pur) stopped 25 shots in helping Arizona improve to 6-1-1 in its last eight games.

Karlsson might compete in skills competition
WASHINGTON (AP) — There is still a chance San Jose Sharks defenseman Erik Karlsson takes part in NHL All-Star Weekend despite missing the final three games before the break with an injury.
Sharks coach Peter DeBoer (deh-BOHR’) says Karlsson went back to California for more tests on what the team is calling a lower-body injury. DeBoer says Karlsson wants to take part in the skills competition Friday and the All-Star 3-on-3 tournament Saturday night but won’t risk doing any more damage to the injury.

Serena ousted by Pliskova…Osaka reaches semis
MELBOURNE, Australia (AP) — Serena Williams’ bid for a record-tying 24th career Grand Slam will have to resume at the French Open.
One point from a berth in the semifinals, Williams dropped the last six games in a 6-4, 4-6, 7-5 loss to seventh seed Karolina Pliskova (PLIHSH’-koh-vah) of the Czech Republic at the Australian Open.
Williams had match point when she turned her left ankle, giving Pliskova new life. Pliskova also fought off four match points in continuing a quest for her first major championship.
The meltdown ruined a shot at a U.S. Open final rematch between Williams and Naomi Osaka.
The fourth-seeded Osaka reached the semis at Melbourne for the first time with a 6-4, 6-1 victory over No. 6 Elina Svitolina. Osaka used her aggressive style and big hitting to compile a 31-11 edge in winners, including eight aces.
The other women’s semifinal will be two-time Wimbledon champion Petra Kvitova (kuh-VIH’-toh-vah) against unseeded American Danielle Collins.
In other action:
— Novak Djokovic advanced to the Australian Open semifinals when Kei Nishikori retired in the second set after less than an hour of play. Djokovic was leading 6-1, 4-1 when the eighth-seeded Nishikori let the umpire know he couldn’t continue. Nishikori, the 2014 U.S. Open runner-up, played three matches that went to five sets in his first four rounds. Two of those went to the new fifth-set super tiebreaker introduced at the Australian Open this year.
— Lucas Pouille has reached the Australian Open semifinals for the first time with a 7-6 (4), 6-3, 6-7 (2), 6-4 win over 16th-seeded Milos Raonic, a major reversal of form at Melbourne Park after losing in the first round here in the previous five years.

Search resumes to find soccer player after plane disappears
LONDON (AP) — The search to find missing Argentine soccer player Emiliano Sala and his pilot resumed today with authorities in the Channel Islands looking at whether the pair may have landed safely and been unable to make contact.
The Piper PA-46 plane disappeared from radar Monday night near the island of Guernsey as it was flying from the French city of Nantes to Cardiff, where Sala was due to start playing for the city’s Premier League club.
Authorities said Tuesday they did not expect to find any survivors, but the latest search is focused on possibly finding a life raft.
