Jamestown   (CSi)  Jamestown Public Works informs residents that city crews will begin the full snow plowing program starting with the Emergency routes beginning approximately at 5:00 a.m., Thursday, February 7, 2019.

City crews will begin plowing residential areas at 11:00 a.m., Thursday, February 7, 2019.

Crews will continue work during the night with the Downtown district beginning at 11:00 pm.

City Ordinance Section 25-10 requires that a property owner keep the sidewalk adjoining the property clear of snow and ice. Do not deposit snow or ice on the city street after the city plow has cleared the street. These violations are class B misdemeanors under the general penalty and will result in a fine.

 

Valley City  (CSi)  Valley City Public Works crews go out at midnight Wednesday, with snow removal in the downtown area and schools.

Crews will  move  into the emergency routes.

Jeff Differding says residential areas will be started when the snow has falling.

At that time, crews will begin clearing the Northeast section of the city then moving clockwise to the Southeast area of the city.

 

 

ST. PAUL, Minn. – The U.S. Army Corps of Engineers, St. Paul District, began increasing releases from Baldhill Dam on the Sheyenne River near Valley City, North Dakota, Wednesday due to recent snow water equivalency measurements.
As of the morning, of Feb. 6, Lake Ashtabula’s pool elevation was 1,262.8 feet and releases were increased to 150 cubic feet per second, or cfs. Based on our operating procedures, we target a drawdown of the reservoir’s pool to 1,255 feet by April 1 to allow capacity for snowmelt. Releases from the dam will be increased gradually to 250 cfs. Additional releases to as much as 400 cfs may be necessary to reach the target pool elevation.

PUBLIC SAFETY: Everyone is urged to use caution if on the Sheyenne River, as the increase in flows from Baldhill Dam will change downstream ice conditions.

Jamestown (CSi)  Jamestown Police warns the public of a convicted sex offender residing in Jamestown

Allen Ray Kerns currently lives at 1530 6th Avenue, SW, upstairs apartment, Buffalo Motel, Jamestown, ND

Kerns is a 57 year old white male, six feet tall, weighing 195 pounds with blue eyes and gray hair.

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Offense: Surreptitious Intrusion as police received a report of a man looking through college dorm windows from a vehicle parked on the street, and when police arrived he was still looking through the windows with binoculars.

Conviction Date: August 2012, in Stark County District Court.

Disposition: Five years supervised probation.

Offense:  Sexual Assault, Carnal Abuse.  Kerns caused a nine year old girls to engage in oral sex with him.  He confessed after failing a polygraph about the allegation.

Conviction Date: March 1995,  in Lincoln District Court, in Nebraska.

Disposition, not available.

Kerns is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown  (CSi)  Another Marine Corps League meeting is set in Jamestown on Saturday February 16, at 11a.m. at the All Vets Club in Jamestown.

Jamestown ( CSi)  The James River Valley Library System invites the public to celebrate the Alfred Dickey Public Library’s Centennial, February 19-22, with 100 years of service to Jamestown and Stutsman County.

The celebration starts with a Ribbon Cutting Ceremony on Tuesday February 19, at 10-a.m., on the front steps of the Alfred Dickey Public Library, refreshments to follow inside.

Then at 10:45-a.m., it’s Storytime and Simple Craft in the Children’s Library.

NYNY is an eight-week wellness challenge that encourages participants to develop positive lifestyle changes.

NYNY is about exercising and eating right. It’s also about staying healthy. Don’t let achy joints get in the way of the last four weeks of NYNY.

Joints, tendons, ligaments and carpals go through much wear and tear, which can lead to conditions like carpal tunnel. Carpal tunnel commonly afflicts people who do repetitive hand motions or use awkward hand positions at work. It is a common occupational hazard for those who work as hairdressers, farmers, cashiers, bakers, janitors or around mechanics and machines.

JRMC Orthopedic Surgeon Dr. Timothy Volk said, “Carpal tunnel syndrome is the most common compressive neuropathy that often occurs with repetitive motion activities. Risk factors include obesity, female gender, pregnancy, hypothyroidism, alcoholism and smoking.”

Although there is no proven strategy to prevent carpal tunnel syndrome, individuals may minimize risk by relaxing their grip, taking a break to stretch and bend and ensure ergonomic health and posture.

BISMARCK, N.D. (AP) — North Dakota’s House has approved a bipartisan bill that expands the locations where a parent unable to care for a baby can leave the child.Representatives approved the bill 92-0 on Wednesday.Under current law, it’s illegal to abandon a baby under the age of 1 unless it happens at a hospital. A parent of the infant or a person given consent by the parent may leave an unharmed infant at a hospital without fear of prosecution.The measure expands the locations, such as at a police station or a social services office. The child must be left with someone on duty.State officials have pushed changes to the current law because many rural communities don’t have hospitals and they worry about infants literally being left out in the cold.

 

BISMARCK, N.D. (AP) — North Dakota residents would have control over their personal internet data under a bill considered by the state Legislature.

Fargo Republican Rep. Jim Kasper, the primary sponsor of the bill, said during a hearing Wednesday that the measure would allow the state residents to ask companies such as Google, Facebook and Amazon what personal data has been collected and how it has been shared. The measure also would allow residents to demand the data be deleted and not collected in the future, he said.

It also would forbid companies from punishing consumers who don’t want their data collected or sold.

“People have a right to know about what data is being collected,” Kasper said in an interview. “And they have a right to say ‘yes or no.'”

The measure comes amid growing worries worldwide about internet privacy.

Last year, the data privacy rules took effect in Europe. California also passed data privacy legislation last year and several states are considering new laws.

Kasper said his initial bill was patterned after California’s measure, but then amended it Wednesday to mirror one being considered in Washington state.

Officials representing the technology industry, including the Computing Technology Industry Association and the Cellular Telecommunications and Internet Association, or CTIA, testified against the North Dakota’s bill, and said they did not have enough time to consider Kasper’s amendment.

 

BISMARCK, N.D. (AP) — The company proposing to develop a controversial wind farm in Burleigh County is appealing a decision denying it permits for the project.

Pure New Energy USA has filed an appeal with the South Central Judicial District Court challenging the Burleigh County Commission’s recent decision to deny 30 special use permits. The Bismarck Tribune says the company argues it has “met any and all requirements for issuance” of the permits for the Burleigh-Emmons Wind Farm.

The county commission last month voted 4-1 to deny the permits in Morton Township as recommended by the county planning and zoning board. The project has elicited a strong response from community members, drawing more than 500 people to a recent four-hour public hearing.

 

In sports…

Jamestown  (uj.edu) The University of Jamestown football team started off National SIgning Day with the announcement of 25 committed recruits Wednesday.

“There is something special about the University of Jamestown,” said Jimmie head coach Brian Mistro. “I am excited to have these young men become a part of the Jimmie Family.”

UJ’s first wave of recruits include seven from California, six from Minnesota, and four from North Dakota. Three are from Arizona and Nevada, with one from Alabama and an international transfer from Italy by way of California.

“The work that this staff has done is tremendous,” Mistro said. “There is never a great time for a coaching transition, especially during recruiting season, but our guys put the effort in to bring in a class we look forward to seeing develop into great Jimmies.”

Wide receiver and linebacker feature the most signings so far. The group includes eight wide receivers, seven linebackers, three defensive linemen, and one each at quarterback, fullback, running back, offensive line, defensive tackle, defensive back, and safety. There are thirteen defensive players signed and twelve on the offensive side of the ball.

“We feel like we recruited young men that are going to impact us early in their career,” Mistro said. “We are not done yet. We are going to keep working to find guys that are the right fit for our university and our program.”

UJ will once again have an 11-game schedule in 2019, with nine conference games and non-conference matchups against Valley City State (N.D.) and Dickinson State (N.D.). The Jimmies open the season August 29 at Valley City State, then host Dickinson State on September 7.

The Jimmies were 3-8 in 2018, including a 2-7 mark in their first season of Great Plains Athletic Conference competition.

RICHMOND, Va. (AP) — The woman whose sexual assault allegations against Virginia’s lieutenant governor surfaced this week is speaking publicly about the encounter. Virginia Lt. Gov. Justin Fairfax has repeatedly denied her allegations, saying the encounter was consensual. Vanessa Tyson issued a statement Wednesday saying Fairfax forced her to perform oral sex in 2004 during the Democratic National Convention. Fairfax issued a statement saying the woman expressed no discomfort at the time, or the years afterward.NEW YORK (AP) — The racist photo found on the Virginia governor’s yearbook page has reopened the long history of bigotry in American medicine. The photo that shows a man in blackface and another in a Klan robe was published just as Ralph Northam was finishing medical school on his way to becoming a pediatrician. The revelations about the governor gave many black people a new reason to be distrustful of doctors. Northam denies he’s in the photo but admits wearing blackface another time.CUCUTA, Colombia (AP) — The Venezuelan military has barricaded a bridge at a key border crossing, Colombian officials said Wednesday, in an apparent bid to block humanitarian aid from entering the country. The Tienditas International Bridge was blocked a day prior by the Venezuelan National Guard with a giant orange tanker, two large blue containers and makeshift fencing near the border town of Cucuta in Colombia.BOSTON (AP) — A prosecutors’ office says it will ask the trial court to impose the jail sentence for a woman convicted of involuntary manslaughter for encouraging her boyfriend to kill himself. A Bristol County District Attorney spokesman says the office will file a motion in the coming days asking the court to impose Michelle Carter’s 15-month sentence. Massachusetts highest court upheld her involuntary manslaughter conviction on Wednesday. Her lawyers say they may appeal to the U.S. Supreme Court.VATICAN CITY (AP) — The Vatican is clarifying comments by Pope Francis about a case of what he called “sexual slavery” within a French congregation of nuns, saying he was referring to an abuse of power within the congregation that was reflected in instances of sexual abuse. Francis cited the case in responding to a question about the overall problem of abuse of nuns by clergy during a press conference Tuesday en route home from the United Arab Emirates.
