A neighbor stated he smelled smoke coming from the building located in the rear near the river.  It was also reported the building involved in the fire contained apartments.  The address given for the fire call was 607 4th Ave NW.

City Fire Chief Jim Reuther says a possible explosion occurred before the building erupted into a fireball.

WDAY reports Jamestown resident Raymond Austin Jr. said he was  helping a friend shovel an elderly woman’s driveway when they saw the flames.

Austin said he could hear popping from the inside of the home, and said he believed there were guns were inside and that the sound was ammunition exploding.

Austin said he and his friend ran over to the house and banged on the windows, but no one was home.

The fire remains under investigation.

Jamestown   (CSi)  Jamestown Public Works informs residents that city crews will begin the full snow plowing program starting with the Emergency routes beginning approximately at 5:00 a.m., Thursday, February 7, 2019.

City crews will begin plowing residential areas at 11:00 a.m., Thursday, February 7, 2019.

Crews will continue work during the night with the Downtown district beginning at 11:00 pm.

City Ordinance Section 25-10 requires that a property owner keep the sidewalk adjoining the property clear of snow and ice. Do not deposit snow or ice on the city street after the city plow has cleared the street. These violations are class B misdemeanors under the general penalty and will result in a fine.

 

Valley City  (CSi)  Valley City Public Works crews go out at midnight Wednesday, with snow removal in the downtown area and schools.

Crews will  move  into the emergency routes.

Jeff Differding says residential areas will be started when the snow has falling.

At that time, crews will begin clearing the Northeast section of the city then moving clockwise to the Southeast area of the city.

 

 

ST. PAUL, Minn. – The U.S. Army Corps of Engineers, St. Paul District, began increasing releases from Baldhill Dam on the Sheyenne River near Valley City, North Dakota, Wednesday due to recent snow water equivalency measurements.
As of the morning, of Feb. 6, Lake Ashtabula’s pool elevation was 1,262.8 feet and releases were increased to 150 cubic feet per second, or cfs. Based on our operating procedures, we target a drawdown of the reservoir’s pool to 1,255 feet by April 1 to allow capacity for snowmelt. Releases from the dam will be increased gradually to 250 cfs. Additional releases to as much as 400 cfs may be necessary to reach the target pool elevation.

PUBLIC SAFETY: Everyone is urged to use caution if on the Sheyenne River, as the increase in flows from Baldhill Dam will change downstream ice conditions.

 

Jamestown (CSi)  Jamestown Police warns the public of a convicted sex offender residing in Jamestown

Allen Ray Kerns currently lives at 1530 6th Avenue, SW, upstairs apartment, Buffalo Motel, Jamestown, ND

Kerns is a 57 year old white male, six feet tall, weighing 195 pounds with blue eyes and gray hair.

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Offense: Surreptitious Intrusion as police received a report of a man looking through college dorm windows from a vehicle parked on the street, and when police arrived he was still looking through the windows with binoculars.

Conviction Date: August 2012, in Stark County District Court.

Disposition: Five years supervised probation.

Offense:  Sexual Assault, Carnal Abuse.  Kerns caused a nine year old girls to engage in oral sex with him.  He confessed after failing a polygraph about the allegation.

Conviction Date: March 1995,  in Lincoln District Court, in Nebraska.

Disposition, not available.

Kerns is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

MINOT, N.D. (AP) — A man and woman from Minot are facing possible charges of child neglect after a toddler was found alone in their vehicle in sub-zero temperatures.Minot police say the 24-year-old man and 21-year-old woman were intoxicated when they walked through Marketplace Foods and ate food as they shopped Tuesday. When they got to the front of the store, they didn’t have money to pay for their items and left.Police were called and found the two in the parking lot. Officers say the child had been left unattended in the cold vehicle for about 15 minutes.Both were taken to the Ward County Jail. The child was turned over to a family friend.

 

UNDATED (AP) — President Donald Trump’s State of the Union call for a ban on late-term abortions is unlikely to prevail in Congress with Democrats controlling the House. But Republican legislators in several states are pushing ahead with tough anti-abortion bills of their own that they hope can pass muster with the Supreme Court. Several of the bills propose to outlaw abortions after a fetal heartbeat is detected, as early as six weeks into a pregnancy.

(AP) — More than 800 state-level criminal cases stemming from the prolonged protest in North Dakota against the Dakota Access oil pipeline are mostly wrapped up, and the last scheduled trial has concluded. An organization of volunteer attorneys that formed to represent protesters says it has concluded its work. And the Water Protector Legal Collective is shifting focus to other potential battles including the Keystone XL pipeline and President Donald Trump’s southern border wall.

 

BISMARCK, N.D. (AP) — North Dakota’s House wants a contest for a replacement state logo. Representatives voted 78-14 on Wednesday to have the Commerce Department hold the contest and have a logo awarded in time for the 2020 state travel guide. The action comes after a new “Be Legendary” logo was awarded to a Minnesota firm. The business was awarded the $9,500 job without competition because it came in below the $10,000 threshold required for additional bids.

 

BISMARCK, N.D. (AP) — North Dakota’s House has approved a bipartisan bill that expands the locations where a parent unable to care for a baby can leave the child. Under current law, it’s illegal to abandon a baby under the age of 1 in North Dakota unless it happens at a hospital. The measure would expand the locations, such as a police station or a county social services office.

Jamestown (uj.edu) The University of Jamestown football team started off National Signing Day with the announcement of 25 committed recruits Wednesday.

“There is something special about the University of Jamestown,” said Jimmie head coach Brian Mistro. “I am excited to have these young men become a part of the Jimmie Family.”

UJ’s first wave of recruits include seven from California, six from Minnesota, and four from North Dakota. Three are from Arizona and Nevada, with one from Alabama and an international transfer from Italy by way of California.

“The work that this staff has done is tremendous,” Mistro said. “There is never a great time for a coaching transition, especially during recruiting season, but our guys put the effort in to bring in a class we look forward to seeing develop into great Jimmies.”

Wide receiver and linebacker feature the most signings so far. The group includes eight wide receivers, seven linebackers, three defensive linemen, and one each at quarterback, fullback, running back, offensive line, defensive tackle, defensive back, and safety. There are thirteen defensive players signed and twelve on the offensive side of the ball.

“We feel like we recruited young men that are going to impact us early in their career,” Mistro said. “We are not done yet. We are going to keep working to find guys that are the right fit for our university and our program.”

(VCSUViking.com) – The Valley City State University football program has signed 41 student-athletes who will join the Vikings for the 2019 season.

Head coach Dennis McCulloch and his staff announced the additions on Wednesday. All 41 have signed letters of intent to continue their education and football careers at VCSU this fall.

“Excitement is always high on days like today, when we get a glimpse at the future of Viking Football,” said McCulloch. “We can’t wait to start working with these guys this fall and welcome them into our program. Our coaching staff worked extremely hard in recruiting this year and did a fantastic job of finding players that fit the culture of our program and our campus.”

The 2019 class so far spans 10 different states and includes 11 players from North Dakota, nine from Washington, seven from Minnesota, four from Alaska, two each from South Dakota, California, Texas and Arizona, and one each from Florida and Wyoming.

Three of the student-athletes are transferring in from other colleges, while 38 are currently high school seniors. The class is heavy on linemen, with 21 of the signees checking in as offensive or defensive line.

McCulloch says recruiting in ongoing, and the Vikings will continue to grow their incoming class for 2019. A complete list of the signed recruits is below.

Valley City State University is a member of the National Association of Intercollegiate Athletics (NAIA) and plays in the North Star Athletic Association (NSAA) conference. VCSU is coming off a 6-4 season in 2018 and a second-place finish in the North Star Athletic Association with a 5-2 conference record.

(AP) — Vinnie Shadid scored 21 points, including a go-ahead layup that sparked a game-changing run, and North Dakota State beat rival North Dakota 74-70 on Wednesday night and swept the season series.Tyson Ward scored 12 points with eight rebounds and Deng Geu added 11 points for the Bison (12-12, 6-4 Summit League), who shot 53 percent and made eight 3-pointers to the Fighting Hawks’ three. Sam Griesel added 10 points.

Filip Rebraca’s jumper put the Fighting Hawks up 36-34 early in the second half and the lead traded hands until Shahid’s go-ahead layup sparked a 10-0 run for a 65-56 Bison lead. The Fighting Hawks closed to 68-64 on Cortez Seales’ 3-point play with 2:59 left, but got no closer. Cameron Hunter’s four free throws in the final 20 seconds sealed it.

Griesel’s jumper broke open back-and-forth play, Shahid hit a 3 and the Bison led 30-27 at halftime.

Marlon Stewart scored 22 points and Seales had 21 with seven rebounds for North Dakota (10-14, 4-7), which has lost five of its last six. Kienan Walter had 12 points and seven boards.

Tim Hardaway Jr. scored 12 points in his Dallas debut after the blockbuster deal that brought Kristaps Porzingis from the New York Knicks. Two people with knowledge of the deals say Dallas is sending Barnes to Sacramento.

— Donovan Mitchell scored 21 points and Joe Ingles had a career-high 11 assists, leading the Utah Jazz to a 116-88 victory over the Phoenix Suns. Rudy Gobert added 16 points and 12 rebounds as Utah won for the fifth time in seven games. Ingles and reserve Royce O’Neale each finished with 15 points.

AP Source: Bucks trade center Thon Maker to Pistons

UNDATED (AP) — A person familiar with the situation says the NBA-leading Milwaukee Bucks have agreed to trade center Thon Maker to the Detroit Pistons for forward Stanley Johnson.

Johnson and Maker are both recent lottery picks who have struggled to make a consistent impact. Now, they’ll both have a change of scenery.

Johnson’s averaged 7.5 points a game this season but he’s just a 29-percent shooter from 3-point range for his career.

The 7-foot-1 Maker was the 10th pick in 2016. He started 34 games as a rookie in 2016-17 but has mostly come off the bench since then.

In other NBA news:

— A person familiar with the negotiations said late Wednesday that Washington has agreed to trade Markieff Morris to the New Orleans Pelicans for Wesley Johnson.

— A person with knowledge of the negotiations says the Phoenix Suns have agreed with the Miami Heat on a deal that will include Tyler Johnson. Johnson is in the third year of a four-year deal, one that is paying him about $19 million this season and again next season. He’s averaged 10.8 points in 44 games for Miami this season.

— A person familiar with the situation says the Chicago Bulls have acquired Otto Porter Jr. from the Washington Wizards for Jabari Parker and Bobby Portis.

— The Philadelphia 76ers have agreed to acquire Los Angeles Clippers forward Tobias Harris as the centerpiece of a six-player, four-draft pick trade. That’s according to a person familiar with the trade, who says the Sixers also acquired center Boban Marjanovic and forward Mike Scott as part of the deal. The Sixers sent rookie guard Landry Shamet and four draft picks to the Clippers, and traded forwards Wilson Chandler and Mike Muscala to them.

— The Los Angeles Lakers have acquired Reggie Bullock from the Detroit Pistons for rookie guard Svi Mykhailiuk (svee mih-KAH’-lehk). Bullock is averaging 12.1 points per game and hitting 38.8 percent of his 3-point attempts this season for the Pistons. Mykhailiuk averaged 3.2 points in 39 games.

— The New York Knicks are worth $4 billion, making them the most valuable NBA team for the fourth straight year. In its annual rankings, Forbes says the Knicks’ value increased 11 percent from last year. Forbes says the Los Angeles Lakers remain in second place with a value of $3.7 billion, up 12 percent.

— A person with knowledge of the negotiations says Miami’s deal with Phoenix also includes Wayne Ellington and Ryan Anderson. Ellington would be going to the Suns, and Anderson to the Heat. Tyler Johnson was previously known to be part of the Heat-Suns deal.

— Two people with knowledge of the deal say Houston, Sacramento and Cleveland are finishing a trade that will most notably send Iman Shumpert from the Kings to the Rockets. Houston is sending Brandon Knight and Marquese Chriss to the Cavaliers. Alec Burks will go from the Cavaliers to the Kings. In a separate deal, the Cavs will send Nik Stauskas and Wade Baldwin to Houston. Both were acquired from Portland this week in the deal that sent Rodney Hood to the Trail Blazers.

UNDATED (AP) — Freshman forward Saddiq Bey scored a career-high 17 points, senior guard Phil Booth hit key baskets down the stretch and No. 14 Villanova remained perfect in Big East play by beating Creighton 66-59 in overtime.

Booth finished with 14 points and eight rebounds while Eric Paschall scored 15 and Collin Gillespie had 13 for the Wildcats, who have won their first 10 Big East games for the first time in program history.

Rielly scores winner, Maple Leafs beat Senators 5-4

UNDATED (AP) — Morgan Rielly broke a tie midway through the third period and the Toronto Maple Leafs beat the Ottawa Senators 5-4.

Rielly started a rush after an Ottawa turnover, passed to Zach Hyman, and took Hyman’s backhand pass alone in front of the goal for his 14th of the season.

— Tony DeAngelo scored the decisive goal in the seventh round of the shootout and the New York Rangers rallied from two goals down in the third period to beat the Boston Bruins 4-3. Mika Zibanejad, Kevin Hayes and Filip Chytil scored for New York and Alexandar Georgiev finished with 27 saves. The Rangers won for the second time in five games after a stretch in which they won four of five.

Predators make 2 trades to add Boyle, bring back McLeod

NASHVILLE, Tenn. (AP) — The Nashville Predators have made a pair of trades, adding Brian Boyle from the New Jersey Devils and bringing back forward Cody McLeod from the New York Rangers.

The Predators swapped a second-round pick in June’s NHL draft for Boyle and will send the Rangers a seventh-round pick in the 2020 NHL draft for McLeod in Wednesday’s trades.

Also, general manager David Poile said Wednesday that forward Zac Rinaldo will have season-ending surgery for an injured shoulder.

— Pittsburgh Penguins goaltender Matt Murray has missed practice while being evaluated for an upper-body injury. Murray played in a 4-0 loss to Carolina on Tuesday night. Pittsburgh coach Mike Sullivan described Murray as “day to day.”

— Minnesota Wild captain Mikko Koivu will miss the rest of the season after tearing a ligament and cartilage in his right knee. Koivu tore his anterior cruciate ligament and meniscus, and is expected to have surgery Friday, the Wild announced Wednesday.

— Andre Boudrias, the former Vancouver Canucks captain and Montreal Canadiens assistant general manager, has died. He was 75. The Canadiens said Boudrias died Tuesday in Whistler, British Columbia.

Falcons cut kicker Bryant, team’s all-time scoring leader

ATLANTA (AP) — The Atlanta Falcons are releasing kicker Matt Bryant, ending the 10-year run of the team’s all-time leading scorer.

The decision Wednesday to not renew the team’s option on the 43-year-old Bryant comes despite another strong season in 2018, when he made 20 of 21 field goals and 33 of 35 extra points. His only missed field goal was from 53 yards at Green Bay.

Bryant missed three games with a hamstring injury.

— Baker Mayfield got one postseason trophy. The Browns quarterback, who finished second to Giants running back Saquon Barkley in voting for NFL Offensive Rookie of the Year, was named Cleveland’s top professional athlete at the Greater Cleveland Sports Awards on Wednesday night. Reliever Ryan Tepera goes to arbitration with Blue Jays

UNDATED (AP) — Reliever Ryan Tepera has gone to salary arbitration with the Toronto Blue Jays.

Tepera asked for $1.8 million during Wednesday’s hearing and the team argued for $1,525,000. A decision by arbitrators Mark Burstein, Howard Edelman and Edna Francis is expected Thursday.

Tepera, a 31-year-old right-hander, was 5-5 with a 3.62 ERA last year.

Players lead 3-1 in decisions this year. Seven players remain scheduled for hearings through Feb. 15.

— The Colorado Rockies announced that infielder Mark Reynolds is among the team’s non-roster invitees to major league spring training. The 35-year-old Reynolds spent 2016 and ’17 with the Rockies before joining Washington last season.

— A person familiar with the deal tells The Associated Press the Kansas City Royals have agreed to a $2.2 million, one-year deal with reliever Brad Boxberger. The 30-year-old right-hander, a former All-Star with the Tampa Bay Rays, had a 4.89 ERA and 32 saves with the Diamondbacks last season.

— Utility infielder Nick Franklin has agreed to a minor league contract with the Pittsburgh Pirates and will attend big league spring training. The 27-year-old Franklin is a career .214 hitter, appearing in 301 games for four different teams since making his debut in 2013 with Seattle.

— A person familiar with the negotiations says right-hander Jeremy Hellickson and the Washington Nationals have agreed in principle on a $1.3 million, one-year contract. The deal is pending a successful physical exam. Hellickson could earn up to $4 million in performance bonuses.

— Reliever Junichi Tazawa has finalized a minor league contract with the Chicago Cubs and will report to big league spring training. If added to the 40-man roster, Tazawa would receive a one-year contract paying $800,000 while in the major leagues. The 32-year-old right-hander was with a 7.07 ERA in 31 games last season for Miami and the Los Angeles Angels.

The governor is facing calls to resign over a racist photo in his 1984 yearbook. The state’s attorney general confessed Wednesday to putting on blackface in the 1980s and a woman separately went public with detailed allegations of sexual assault against the lieutenant governor.

 

RICHMOND, Va. (AP) — Virginia has become more diverse and socially liberal in recent years. But the state continues to struggle with mindsets shaped by its turbulent racial history. When a blackface photo was discovered last week on Gov. Ralph Northam’s 1984 medical school yearbook page, it was but the latest reminder of the state’s hateful past. Statues of Confederate leaders line Richmond’s Monument Avenue and the state legislature still honors Confederate generals Robert E. Lee and “Stonewall” Jackson.

 

DUBAI, United Arab Emirates (AP) — Satellite images suggest Iran has attempted a second satellite launch despite U.S. criticism of its program. Iran has not acknowledged conducting a launch. Images from DigitalGlobe show a rocket at Iran’s launch pad on Tuesday was gone the next day with apparent burn marks left behind. The U.S. believes such launches violate a U.N. Security Council resolution, which Iran disputes.
