* WHAT…Dangerously cold wind chills expected. Blowing snow
ongoing. Wind chills as low as 45 below zero expected. Winds
gusting as high as 35 mph this afternoon.

* ADDITIONAL DETAILS…Widespread blowing snow could
significantly reduce visibility. The hazardous conditions
could impact the morning or evening commute. The dangerously
cold wind chills could cause frostbite on exposed skin in as
little as 10 minutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

A Wind Chill Warning means the combination of very cold air and
the wind will create dangerously low wind chill values. Frostbite
can occur quickly and even hypothermia or death if precautions
are not taken.

A Winter Weather Advisory for blowing snow means that
visibilities will be limited due to strong winds blowing snow
around. Use caution when traveling, especially in open areas.

Bismarck  (CSi)  On Thursday the North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP) have CLOSED I-29 northbound and southbound lanes from Fargo to the South Dakota border due to heavy snow and blowing snow creating near zero visibility and dangerous driving conditions. Road Closed means motorists are not allowed to travel on a closed road due to life threatening conditions. The road may be impassible or blocked. Motorists who drive past a road closure device may be fined up to $250.

As a reminder, the following closures and advisories remain in effect:

  • I-29 northbound and southbound CLOSED from Fargo to Grand Forks
  • ND Highway 13 eastbound and westbound CLOSED between I-29 and Wahpeton
  • I-94 eastbound lanes CLOSED from Jamestown to Fargo and I-94 westbound lanes CLOSED from Fargo to Valley City.
  • A No Travel Advisory is in effect for all of eastern North Dakota due to heavy snow and blowing snow which is creating near zero visibility and hazardous driving conditions. The No Travel Advisory includes Fargo, Wahpeton, Jamestown, Valley City, Grand Forks, Pembina and surrounding areas. A No Travel Advisory means conditions are such that motorists should not travel in these areas. Roads may become blocked at structures and sheltered areas due to heavy winds.

Please be advised that road condition information on 511 and the travel map is updated daily from 5 a.m. until 10 p.m. CDT. The road report is based upon the information available to the NDDOT at the time of preparation and is provided solely as a public service. Conditions may vary from those reported.

 

Bismarck  (NDDOT) Commercial Motor Vehicle parking is becoming limited at the interstate closure points in eastern North Dakota. Commercial Motor Vehicles should consider stopping prior to closure points. Jamestown especially has limited truck park available and commercial trucks should consider stopping in Steele or Bismarck.

Valley City  (CSi) Valley City Fire Chief Magnuson reminds residents to keep sewer vents open and clear of ice and snow to prevent sewer gas build up in the homes, and recommended contacting a plumber to have the vents cleared. He asks residents to keep icicles knocked down from structures, and to keep gas meter vents open.

The Fire behind 611 4th Ave NW video:  Ray Austin, Jr. was shoveling snow nearby and smelled smoke.  He and a friend found smoke and fire coming from the building located in the rear,  near the river,  See videos below.

Austin said he and his friend banged on the windows, but no one was home. City Fire Chief Jim Reuther says a possible explosion occurred before the building erupted into a fireball.

Austin said he could hear popping from the inside of the home, and said he believed there were guns were inside and that the sound was ammunition exploding.

Jamestown (CSi) A fire call early Thursday (12:21am) was at 1215 8th Ave NE (Dewey apartments) for Smoke. The Smoke was extracted from an apartment due to burned food.

(AP) — North Dakota’s Game and Fish Department has confirmed mountain lion tracks in the city of Lincoln, about a month after a lion wandered into the middle of Bismarck just a few miles away.Authorities shot and killed the lion in Bismarck in the interest of public safety. Wildlife officials believe that cat was traveling along the Missouri River in search of new territory and possibly followed a deer into the city, looking for a meal.Game and Fish furbearer biologist Stephanie Tucker says the tracks found in Lincoln indicate that lion moved through the community on its way south toward a wildlife management area along the Missouri.Mountain lion sightings outside of western North Dakota are uncommon, and sightings in the state’s cities are rare.

(AP) — North Dakota’s House is considering Republican-sponsored legislation that would prohibit local governments and law enforcement agencies from conducting firearm buyback programs.Primary bill sponsor Rep. Luke Simons told the Political Subdivisions Committee Thursday that government should have nothing to do with such programs that he says do nothing to increase public safety.Buyback programs are designed to give people a safe place to get rid of unwanted weapons.Justin LaBar, a fourth-grade teacher from White Earth, spoke in favor of the legislation. He says gun buyback problems are an “affront to the 2nd Amendment” and an effort by anti-gun groups “to remove guns from the public.”No one testified against the bill Thursday, and the committee took no immediate action.

NEW YORK (AP) — A judge has agreed to unseal part of the search warrant that authorized last year’s FBI raids on the home and office of President Donald Trump’s former personal lawyer, Michael Cohen. But Judge William H. Pauley III ruled Thursday that some parts of the documents should stay secret because making them public could jeopardize ongoing investigations, including those “arising from Cohen’s campaign finance crimes.”

 

UNDATED (AP) — Scientists think they have achieved the first gene editing inside the body, altering DNA in adults to try to treat a disease. But it’s too soon to know if the therapy works. Preliminary results released on Thursday suggest that two men with a rare disorder now have a corrective gene at very low levels. Doctors say tests later this year will reveal more.
