The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP) has OPENED I-29 from Fargo to the South Dakota Border Also ND Highway 13 eastbound and westbound OPEN between I-29 and Wahpeton. I-29 from Grand Forks to Fargo now OPEN.
OPENED is I-94 from Jamestown to Fargo.
A Travel Alert is in effect for Grand Forks and surrounding areas due snow covered roads. A Travel Alert means means conditions are such that motorists can still travel in these areas, but should be advised of rapidly changing conditions. Motorists are encouraged to reduce speeds and drive according to the conditions.
All travelers are encouraged to monitor road conditions as weather conditions occur. For road information, call 511 from any type of phone or go to the Travel Information Map at www.dot.nd.gov. Motorists should check surrounding states for their current road condition information.
The NDDOT works hard to keep travelers informed of road conditions. However, the road conditions are not reported 24 hours a day but updated every day from 5 a.m. to 10 p.m. Central Time, including holidays. It’s important to remember that the conditions may vary from what is being reported.
Jamestown (JRMC) – For the sixth year in a row, Jamestown Regional Medical Center (JRMC) has been named one of the Top 100 Critical Access Hospitals within the United States by iVantage Health Analytics and The Chartis Center for Rural Health.
“This achievement is very gratifying and validates JRMC’s commitment to being the best rural hospital for patients to receive care, employees to work and providers to practice,” said JRMC Chief Nursing Officer and Intermin CEO, Trisha Jungels.
Across the United States, 1,332 hospitals qualify as a Critical Access Hospital (CHA), a designation Congress created in 1997 to improve healthcare access in rural areas. JRMC has maintained its critical access designation since 2009.
The INDEX measurement was designed as a model and analysis for critical access hospitals to model and measure their performance.
Trisha Jungels says that JRMC works to exceed industry standards, and one example of that is exceptional patient care.
She adds, “JRMC may be a small facility, but we offer big results. Every employee – from doctors and nurses to therapists, techs and admissions clerks – is a piece of the patient experience. We are grateful for them.”
JRMC has most recently won this award in 2014, 2015, 2016, 2017, 2018 and now 2019.
VALLEY CITY, N.D. (AP) — A man accused of trying to hire someone to kill his wife and one of his employees has been sentenced 12 years in prison by a Southeast District Court judge.
Alexander Lail was earlier found guilty of two counts of attempted murder. Prosecutors say the 50-year-old New Rockford man took steps to arrange the murder of his wife, Donna Lail, and Tyler Schnase, who worked at Central Plains Restoration, a business owned by Lail.
Authorities say Donna Lail and Schnase were providing law enforcement with information regarding possession of stolen property and use of methamphetamine.
The Minot Daily News says the state maintained that Lail had offered $30,000 to several people for killing his wife, including specific instructions on how to carry it out and burn down Donna Lail’s home. Prosecutor say Lail had a similar plan to kill Schnase.
BISMARCK, N.D. (AP) — North Dakota Republican Gov. Doug Burgum said Thursday he dislikes a proposal by top GOP House members that would tap some earnings from the state’s voter-approved oil tax savings account for income tax relief.
“I don’t think it’s good policy,” Burgum told reporters.
Burgum said earnings from the Legacy Fund, which voters enacted in 2010, should be used for programs that he called “transformative,” including using $300 million for education loans and grants, and projects that include a $50 million Theodore Roosevelt Presidential Library in western North Dakota.
Rep. Craig Headland, who chairs the House Finance and Taxation Committee, said he disagrees with Burgum that his bill is bad policy, and that its primary intent is to allow residents to directly share in the Legacy Fund by lowering their tax burden. He said the measure also could help repel potential initiated measure attempts to drain the fund that currently holds more than $6 billion.
House Majority Leader Chet Pollert and GOP Rep. Jeff Delzer, who chairs the powerful House Appropriations committee, are among the measure’s co-sponsors.
Despite disagreement on that bill, the first-term governor told reporters that he believes his relationship with lawmakers has improved, after a clash last session over vetoes.
BISMARCK, N.D. (AP) — North Dakota legislators are considering a ban on public firearm buyback programs, which local governments and law enforcement agencies even in some gun-friendly conservative states commonly use to voluntarily remove weapons from the street.
Republican state Rep. Luke Simons, the primary sponsor of the bill, told a House committee Thursday that firearm buybacks do nothing to increase public safety and shouldn’t be subsidized by taxpayer money. His proposed ban wouldn’t apply to programs sponsored by private entities.
“The state should not be in the business of buying back guns. Ever,” Simons, a Dickinson Republican, told the Political Subdivisions Committee, of which he is a member.
Rep. Mary Adams, a Grand Forks Democrat, questioned the need for such a ban.
BISMARCK, N.D. (AP) — North Dakota’s Game and Fish Department has confirmed that a mountain lion passed through the city of Lincoln about a month after a lion wandered into the middle of nearby Bismarck and was killed by police in the interest of public safety.
Two lion confirmations in such a short period is probably a first for the capital city area, but they are likely an anomaly and no cause for public concern, according to the state’s lion expert.
Lions rarely attack people, and even though their main habitat is in western North Dakota, they are at times found outside the Badlands, Game and Fish furbearer biologist Stephanie Tucker said Thursday.
“Wildlife can turn up anywhere in North Dakota, any day of the week,” she said. “Mountain lions are often found along major river corridors, and Bismarck just happens to be along a river corridor.”
The young male lion that was shot and killed by police at a municipal ballpark near Bismarck’s downtown on Jan. 8 likely was traveling along the Missouri River in search of new territory and possibly followed a deer into the city, looking for a meal, according to state Wildlife Chief Jeb Williams.

Pruss put the Jimmies on the scoreboard at 14:09 of the first on assists by Michael Pruss (JR/Red Deer, Alberta) and Kyle Baron (JR/Abbotsford, British Columbia).
Baron would set up Pruss again at 3:39 of the second, breaking a 1-1 tie. It was the second two-goal game for Pruss this season, and his fourth goal in his last four contests.
The lead grew to 3-1 as McElroy-Scott scored on assists by Cayle Bell (JR/Fort St. John, British Columbia) and Ned Simpson (JR/Kitchener, Ontario). The goal was McElroy-Scott’s third of the season.
Colorado would pull within one at 13:37 of the third, and later pulled goaltender Jake Cerullo for an extra attacker with 1:24 left.
Tyson Brouwer (JR/Lethbridge, Alberta) made 32 saves in the win. Cerullo finished with 30 stops.
Jamestown was 1 for 6 on the power play while Colorado went 0 for 3.
The Jimmies are off Friday before a weekend series with Williston State College. Saturday’s game is set for 7 p.m. while Sunday’s start time is 2 p.m.

A flurry of trades before the deadline
UNDATED (AP) — The Raptors made a major move at the NBA trade deadline as they try to catch the Milwaukee Bucks for the top seed in the Eastern Conference.
The Raptors have picked up Marc Gasol (gah-SAHL’) from Memphis in a trade that sends Jonas Valanciunas (YOH’-nuhs val-ehn-CHOO’-nihs) to the Grizzlies. Gasol is averaging 15.7 points, 8.6 rebounds and 4.7 assists in 53 games this season. Valanciunas has started just 10 of his 30 games this season but is averaging 12.8 points and 7.2 boards.
The Raptors also sent CJ Miles and Delon Wright to Memphis, along with a second-round pick in 2024.
In other NBA moves:
— Former No. 1 overall pick Markelle Fultz has been dealt by the 76ers to the Magic for Jonathan Simmons, a 2020 first-round pick and a second-rounder this year. Fultz has played in only 33 games since being taken No. 1 overall in the 2017 draft, averaging 7.7 points and 3.4 rebounds.
— The Pelicans have agreed to trade forward Nikola Mirotic (NEE’-koh-luh MEER’-uh-tihch) to Milwaukee as part of a three-team deal that sends the Bucks’ Jason Smith and Detroit’s Stanley Johnson to New Orleans. The Pelicans also receive multiple second-round draft choices.
— The Knicks have waived Enes Kanter and Wesley Matthews, allowing them to sign with other teams for a playoff run. The Knicks were unable to find a trade before Thursday’s deadline for Kanter, their former starting center who had fallen out of the rotation.
— A person familiar with the negotiations says Nik Stauskas and Wade Baldwin are going from the Rockets to the Pacers in their third move this week. Stauskas and Baldwin have been members of the Trail Blazers, Cavaliers, Rockets and Pacers since Monday, and aren’t guaranteed of staying with Indiana.
— A person with knowledge of the move says the Clippers are sending Michael Beasley and Ivica Zubac (EE’-vihts-uh ZOO’-nahts) to the Lakers for Mike Muscala. The deal opens a roster spot for the Lakers if they have interest in signing free-agent forward Carmelo Anthony.
— A person familiar with the terms says Shelvin Mack is going from the Grizzlies to the Hawks for Tyler Dorsey. Mack averaged 7.9 points in 53 games with the Grizzlies this year.
— A person with information on the negotiations says the 76ers are adding James Ennis from the Rockets for draft considerations. Philadelphia will become the sixth club for the well-traveled Ennis, who averaged 7.4 points for the Rockets this season.
— A person with knowledge of the deal tells The Associated Press that the Celtics have traded Jabari Bird and cash to the Hawks.

UNDATED (AP) — The NBA All-Star game rosters are set following selections made by team captains LeBron James and Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh).
James chose Kevin Durant with the first overall pick for the second straight year and picked former Cavaliers teammate Kyrie Irving. They’ll be joined in the Team LeBron starting five by Kawhi (kah-WY’) Leonard and James Harden.
Antetokounmpo will start Stephen Curry, Joel Embiid (joh-EHL’ ehm-BEED’), Paul George and hometown favorite Kemba Walker for the Feb. 17 game in Charlotte.
James took Anthony Davis among his reserves, along with Klay Thompson, Damian Lillard, Russell Westbrook, LaMarcus Aldridge, Karl-Anthony Towns and Bradley Beal. UNDATED (AP) — Fourth-ranked Gonzaga has reeled off 13 consecutive victories since a two-game skid dropped them from the top of The Associated Press men’s basketball poll.
Brandon Clarke had 20 points, 16 rebounds and five blocks as the Bulldogs clobbered San Francisco, 92-62. Zach Norvell scored 13 straight Gonzaga points to give his team a 41-30 lead.
Rui Hachimura added 17 points and Norvell Jr. 16 in Gonzaga’s 16th consecutive win over the Dons.

Frank Robinson dies at 83
UNDATED (AP) — Hall of Fame outfielder Frank Robinson has died at 83.
Robinson is the only player to earn the MVP award in both leagues and became the first black manager when he took over the Cleveland Indians in 1975. He took MVP honors while helping the 1961 Reds win the NL pennant, then earned another MVP plaque while winning the Triple Crown and a World Series with the 1966 Orioles.
The menacing slugger ranked fourth in major league history with 586 home runs when he retired as a player in 1976. He worked in Major League Baseball’s front office and also served as manager of the Giants, Orioles, Expos and Nationals.
Robinson has been in failing health and in hospice care at his home in the Bel Air section of Los Angeles.

— The Phillies have acquired All-Star catcher J.T. Realmuto (ree-al-MOO’-toh) from the Marlins for catcher Jorge Alfaro, two pitching prospects and $250,000 in international signing bonus pool allocation. The 27-year-old Realmuto was a first-time All-Star last season before ending the year hitting .277 with career highs of 21 homers, 74 RBIs and an OPS of .825. The Phillies also give up their top pitching prospect in 20-year-old right-hander Sixto Sanchez, along with left-hander Will Stewart.
— The Orioles have agreed to a one-year, $800,000 package with right-hander Nate Karns, who hasn’t pitched since 2017. Karns missed all of last year with an elbow injury after having his 2017 season with Kansas City cut short by surgery.
— Outfielder Hunter Pence, catcher Devin Mesoraco and infielder Ryan Flaherty all accepted minor league contracts and invitations to spring training. Pence signed with the Rangers, Mesoraco stayed with the Mets and Flaherty hooked up with the Indians.
— Major League Baseball is changing the name of its disabled lists to injured lists. Deputy Commissioner Dan Halem says the change is being made at the suggestion of advocacy groups for the disabled, including the Link20 Network.

The St. Louis Blues continued to improve their Stanley Cup playoff chances by handing the Tampa Bay Lightning their first shutout loss of the season.
Brayden Schenn (shehn) beat Andrei Vasilevskiy (va-sih-LEHV’-skee) 4:01 into overtime to give the Blues their fourth straight win, 1-0 at Tampa. Vasilevskiy had stopped 38 shots before Schenn moved St. Louis a season-high three games over .500.
Rookie Jordan Binnington made 32 saves against the NHL’s top team en route to his second shutout in 13 games this season.
The outcome leaves the Blues eighth in the NHL’s Western Conference standings.
Tampa Bay fell to 39-11-4.

— Josh Bailey tallied in the fourth shootout round and Mathew Barzal notched his 17th goal of the season as the Islanders outlasting the Devils, 2-1. Newton mending shoulder
UNDATED (AP) — Cam Newton is recovering from shoulder surgery and says the most disheartening part of last season was his inability to throw deep.
The Carolina Panthers quarterback says the injury left him exposed to opposing defenses, leading him to undergo arthroscopic surgery to clean out cartilage around the labrum and rotator cuff.

— The Cardinals have signed cornerback Robert Alford to a three-year contract Thursday, two days after he was released by the Atlanta Falcons. The 30-year-old Alford spent six seasons with the Falcons, starting all 15 games he appeared in last season.

Lefty in hunt after 66
PEBBLE BEACH, Calif. (AP) — Phil Mickelson hit every fairway while firing a 6-under 65 in the first round of the Pebble Beach Pro-Am.
According to the PGA Tour, it was the seventh time Mickelson has hit every fairway in a single round and the first time since Torrey Pines 21 years ago. The accurate performance leaves him one stroke behind co-leaders Brian Gay and Scott Langley.
