Jamestown (CSi) Jamestown City crews began the full snow plowing program starting with the Emergency routes beginning approximately at 5:00 a.m., Tuesday, February 12, 2019.
City crews will begin plowing residential areas at 11:00 a.m., Tuesday, February 12, 2019.
Crews will continue work during the night with the Downtown district beginning at 11:00 pm.

City Ordinance Section 25-10 requires that a property owner keep the sidewalk adjoining the property clear of snow and ice. Do not deposit snow or ice on the city street after the city plow has cleared the street. These violations are class B misdemeanors under the general penalty and will result in a fine.

Jamestown  (CSi)  The Jamestown Rural Fire Department, and Knights of Columbus 11th Annual Ice Fishing Tournament is set for Saturday February 16, at Pelican Point.

Registration starts at 9-a.m. at Pelican Point, Smokey’s Landing. No vehicles will be allowed on the ice as the tournament officially gets underway at 1-p.m..

Proceeds will go toward the Rural Fire Department’s equipment purchases.  In addition to the fishing, there will be a raffle and an evening burger basket feed at the Jamestown Civic Center.

Raffle prizes will include a GMC Truck, Electric Ion 8 inch auger in addition to other prizes donated by sponsors.

After the fishing  the Rural Fire Department hosts a burger basket feed at the Jamestown Civic Center, with the raffle drawing.

The Tripwire band performs at 8-p.m.

The event is funded in part by Jamestown Tourism.

Washington (Sen Hoeven’s Office) – North Dakota Senators John Hoeven and Kevin Cramer introduced legislation to transfer the title for the Oakes Test Area, an irrigation research site, from the Bureau of Reclamation to the Dickey-Sargent Irrigation District. The local irrigation district continues to make use of the facility, but is unable to make modifications due to the required federal approval process.

Hoeven’s legislation would remove this hurdle by allowing the Dickey-Sargent Irrigation District to purchase the facility and its infrastructure, bringing the project to its full potential and adapt it for local needs. Hoeven said, ultimately this will reduce costs to taxpayers and prevent the facility from being abandoned.

 

GRAND FORKS, N.D. (AP) — Police have identified the person who died in a snow-removal accident in Grand Forks over the weekend.Authorities say 61-year-old Robert Coons slipped off the front of a skid steer loader and fell under the wheels of the vehicle Saturday.First responders attempted to revive Coons, but he was pronounced dead at the scene. Police say he was part of a snow removal crew. Foul play is not suspected.Devils Lake  (NDHP) – On Mon Feb 11, at approximately 12:05 pm, a 2013 Kenworth towing a livestock trailer driven by Garrett Hoopman of Dunseith, ND, was traveling east on US Highway 2, approximately 3 miles west of Devils Lake.A truck tractor passed Hoopman, leaving him in a cloud of snow fog. Hoopman was unable to see the roadway and ran off the road and into the snow filled median.The Kenworth hit an embankment in the median, causing the livestock trailer to overturn onto its right side. The livestock trailer contained 83 head of cattle destined for the Devils Lake sale barn. A total of 16 cattle were killed in the crash.

The driver was not wearing a seatbelt and sustained minor injuries, he denied medical attention. The North Dakota Stockmen’s Association assisted at the scene.

 

BISMARCK, N.D. (AP) — The Republican-led Senate has killed a Democrat measure for an appointed non-partisan commission to draw a new map for North Dakota’s legislative districts.

The Senate defeated the bill 36-10, along party lines on Monday.

The measure was sponsored by Democratic legislative leaders.

North Dakota now has 47 legislative districts, each of which is represented by a senator and two House members.

Legislative redistricting is normally done after each federal census, which happens every 10 years. The last one was done in 2011 by a Republican-controlled committee of lawmakers over five months.

BISMARCK, N.D. (AP) — Several mothers with children in their arms joined women’s groups Monday at the Statehouse in lobbying for the removal of what they describe as outdated language in North Dakota’s breastfeeding law.

Women may breastfeed in public in the state if they do so “in a discreet and modest manner.” A bipartisan bill is aimed at removing that language and also would make it illegal and punishable by up to a $1,000 fine to prohibit a mother from breastfeeding.

North Dakota’s Republican-led House is expected to vote on the measure Tuesday. The measure got a “do not pass” recommendation by the chamber’s judiciary committee last week.

Republican Rep. Karen Karls of Bismarck was the only woman of four on the 14-member committee who voted against the proposal. No male lawmaker on the committee voted for it.

Karls told The Associated Press that she breastfed her four children but felt the law in place was sufficient. “I like the discreet and modest part,” she said.

Karls will carry the bill on the House floor, where it will be debated by her colleagues. Only 30 of the Legislature’s 141 members are women.

 

 

BISMARCK, N.D. (AP) — North Dakota’s Senate has passed legislation that would waive burial fees for a veteran’s spouse and dependents at the state Veterans Cemetery south of Mandan.Belcourt Democratic Sen. Richard Marcellais is the lead sponsor of the bill that would waive the $550 fee for spouses and dependents. Veterans already may be buried there at no cost.The Senate gave unanimous support to the bill on Monday.The legislation would set aside $250,000 in the next two-year budget cycle to fund the burials.The measure now moves to the House for consideration. 

FARGO, N.D. (AP) — Canola production in North Dakota set a record last year.The federal Agriculture Department in its annual crop production summary says a record yield and record acreage resulted in 3.1 billion pounds of canola in the state, up 24 percent from the previous year.Other crops that saw production increases in North Dakota in 2018 were soybeans, oil sunflowers, flaxseed, dry peas, lentils, safflower and alfalfa hay.

Crops that saw decreases included corn, potatoes, sugar beets, non-oil sunflowers and dry beans.

 

BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum has announced that his chief operating officer is leaving her job.Burgum says Jodi Uecker is retiring in June and will help lead a search for her replacement.Burgum created the position of COO after he was elected in 2016. The position is comparable to chief of staff in past governors’ administrations.She is paid $150,000 annually.Burgum is known in North Dakota as the godfather of software for building Fargo’s Great Plains Software into a billion-dollar business, which he later sold to Microsoft.Uecker also worked at Great Plains Software and Microsoft.

 

BISMARCK, N.D. (AP) — A Phoenix woman who has publicly admitted to vandalism along the route of the Dakota Access oil pipeline in two states is asking a judge to dismiss her as a defendant in a $1 billion federal racketeering lawsuit filed by the pipeline developer.

Ruby Montoya was one of millions of people around the world who shared a “common purpose” of stopping the $3.8 billion pipeline built to move North Dakota oil to Illinois, and Texas-based Energy Transfer Partners has failed to show any link between her and a criminal enterprise, said defense attorney Lauren Regan with the Civil Liberties Defense Center.

“Advocating for the protection of the climate through a reduction in fossil fuel infrastructure is on its face constitutionally protected, and not a basis for a RICO claim,” Regan wrote in a recent court filing.

ETP sued Earth First, BankTrack and Greenpeace in August 2017, alleging they worked to undermine the pipeline project and the company. A judge later dismissed both Earth First and BankTrack as defendants and criticized the lawsuit for being vague. The company added five individuals as defendants in August 2018 , including Montoya and Jessica Reznicek.

Karl-Anthony Towns had 24 points and 10 rebounds for Minnesota, while Dario Saric had 19 points to help the Wolves withstand a 45-point eruption by Clippers reserve Lou Williams.The Milwaukee Bucks continue to maintain a one-game lead over Toronto for the top seed in the NBA’s Eastern Conference.Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh) scored 29 points and had 17 rebounds in the Bucks’ seventh win in eight games, 112-99 at Chicago. Lin plans to sign with Raptors

UNDATED (AP) — One of Jeremy Lin’s agents says the veteran NBA guard is in the process of having his contract bought out by the Atlanta Hawks so he can join the playoff-contending Toronto Raptors.

Toronto will become Lin’s eighth NBA franchise, after stints with Golden State, New York, Houston, the Los Angeles Lakers, Charlotte, Brooklyn and Atlanta. He started just one of his 51 games this season, averaging 10.7 points on nearly 47 percent shooting.

In other NBA news:

— The Cavaliers have signed well-traveled guard Nik Stauskas for the rest of the season. Stauskas last week went from Portland to Cleveland to Houston and to Indiana before the Pacers waived the 25-year-old, allowing the Cavs to pick him up again. He averaged 6.1 points, 1.8 rebounds and 1.4 assists in 44 games off the bench for the Trail Blazers.

— The league has determined that Golden State’s Kevin Durant should have been called for a discontinued dribble on the Warriors’ final possession of what became their 120-118 win over Miami on Sunday. Golden State made a pair of free throws on that possession to pull out the victory. The league opted not to fine Heat coach Erik Spoelstra (SPOHL’-strah) for his postgame comments about the officiating.

— The NBA is going to investigate whether league rules were broken when Philadelphia’s Ben Simmons inquired about meeting with Los Angeles Lakers president Magic Johnson for playing tips. The Basketball Hall of Famer revealed over the weekend that Simmons expressed a desire to meet, through an intermediary. Johnson indicated that he would be willing to partake in such a session with the 76ers’ starting point guard if all parties involved granted permission, but Philadelphia general manager Elton Brand says the request was denied.

 

TOP 25 MEN’S BASKETBALL-SCHEDULE

Cavs outlast Heels

UNDATED (AP) — Fourth-ranked Virginia faced a tough test in their first game since losing to Duke on Saturday.

The Cavaliers avoided their first losing streak of the season as Kyle Guy scored 20 points, including back-to-back 3-pointers in the final two minutes of a 69-61 victory over eighth-ranked North Carolina. Guy and his teammates rallied from seven down in the final eight minutes to snap UNC’s seven-game winning streak.

De’Andre Hunter also had 20 points as the Cavaliers improved to 21-2 overall and 9-2 in the ACC.

Coby White scored 17 points to lead the Tar Heels, who shot just 35 percent and fell to 19-5.

The other top-25 game of the night had No. 14 Kansas holding off TCU, 82-77 in overtime. Devon Dotson capped his 25-point performance with six free throws in the final 40 seconds as the Jayhawks won their second straight while starting four freshmen.

Dotson also had 10 rebounds for one of the three double-doubles for Kansas.

Browns take chance on Kareem Hunt

UNDATED (AP) — The Cleveland Browns are giving Kareem Hunt a second chance to play in the NFL.

The Browns have signed the running back, three months after he was cut by the Kansas City Chiefs. Hunt was dropped after a video showed him pushing and kicking a woman the previous February. He was placed on the NFL’s commissioner’s exempt list hours before the Chiefs released him.

The Browns feel comfortable giving the Cleveland native an opportunity to make amends. Hunt has sought treatment and counseling, but he could still be suspended by the league under its personal conduct policy for the incident and two others that surfaced after he was released by the Chiefs.

Hunt was in his second season with Kansas City and was one of the team’s most productive players as it won the AFC West the last two years. He led the NFL with 1,327 yards rushing as a rookie in 2017 and logged 824 yards on the ground through 11 games last year before he was cut.

— Heisman Trophy-winning quarterback and MLB first-round pick Kyler Murray says he will pursue a career in the NFL. Murray tweeted that he is firmly and fully committing his life and time to becoming an NFL quarterback, adding that football has been his love and passion his entire life. Murray was drafted ninth overall by the Oakland Athletics last June before throwing for 4,361 yards and 42 touchdowns for Oklahoma, leading the Sooners to the CFP semifinals.

— The Panthers have re-signed safety Eric Reid to a three-year contract that runs through the 2021 season. Reid joined the Panthers in Week 4 of last season and started all 13 games played, recording 73 tackles, five pass breakups, one interception and a sack. Reid has an ongoing lawsuit against the NFL owners for colluding to keep him out of the league following his decision to kneel for the national anthem while with the 49ers.

Former NFL referee Red Cashion has died at 87. Known for his vociferous calls of “FIRST DOWN,” Cahsion retired from the NFL in 1997 after officiating for 25 years, 21 as a referee. He worked two Super Bowls.

Capitals, Pens win

UNDATED (AP) — The Washington Capitals moved closer to the Metropolitan Division lead, while the Pittsburgh Penguins gave themselves breathing room in the Eastern Conference playoff race.

Evgeny Kuznetsov (kooz-NEHT’-sahv) continued his hot streak with two goals and two assists as the Capitals downed the Kings, 6-4. Kuznetsov has six goals and six assists in six games since the All-Star break to help the defending Stanley Cup champions go 4-1-1 on their longest homestand of the season. He had just 10 points in 18 games prior to the hot streak.

Alex Ovechkin scored his NHL-leading 38th goal and had two assists as the Caps pulled within three points of the first-place New York Islanders. The Isles have a game in hand.

Meanwhile, the Penguins received a 50-save performance from Matt Murray in a 4-1 win at Philadelphia. Murray stopped 28 shots in the second period alone and blanked the Flyers until Shayne Gostisbehere (GAHS’-tihs-behr) scored on a power play with 4:34 remaining.

Jake Guentzel (GEHNT’-sul) notched his 27th goal, Sidney Crosby scored his 24th and Kris Letang (leh-TANG’) added a goal and an assist as the Pens moved into a tie with Columbus in the East, three points ahead of Carolina for the last two conference playoff berths.

Elsewhere on NHL ice:

— The Sharks now top the Pacific Division and Western Conference standings after Evander Kane scored twice and five other San Jose players had two points in a 7-2 rout of the Canucks. Tomas Hertl, Melker Karlsson and Joe Pavelski each had a goal and an assist, while Martin Jones turned back 25 shots to help the Sharks move one point ahead of Calgary.

Kings trade Thompson to Canadiens

UNDATED (AP) — The Los Angeles Kings have traded forward Nate Thompson and a fifth-round pick to the Montreal Canadiens for a fourth-round choice.

Each pick is in the 2019 draft.

Thompson has four goals and six points in 53 games this season, winning 53.3 percent of his faceoffs. The 34-year-old is a pending free agent who carries a $1.65 million salary-cap hit for the rest of the season.

— The Blackhawks have worked out a three-year extension with Collin Delia. The rookie is 6-2-3 with a 2.98 goals-against average for the suddenly-surging Hawks, who’ve won seven in a row.

Cole, Astros complete arbitration hearing

UNDATED (AP) — Houston Astros pitcher Gerrit Cole has asked for a $13.5 million contract through arbitration for 2019

The Astros countered with an offer worth just over $11.4 million.

Cole received $6.75 million last year while going 15-5 with a 2.88 ERA for the AL West champions.

Players and teams have split six decisions, including a victory for Astros shortstop Carlos Correa.

In other signing developments ahead of spring training:

— Brad Brach and the Cubs have finalized a one-year contract that guarantees the reliever $3 million and could be worth $8 million over two seasons. The right-hander had 12 saves and a 3.59 ERA in 69 games for Baltimore and Atlanta last season.

— Free agent catcher Stephen Vogt (voit) is returning to the Bay Area, agreeing to a minor league contract with the Giants. Vogt played 4 ½ of his six seasons with the Athletics and is a career .251 hitter with 57 home runs and 218 RBIs.

— The Pirates have announced a minor league contract with outfielder Melky Cabrera, who will report to major league spring training. Cabrera has a .286 average in 14 seasons with seven big league teams.

— Catcher Nick Hundley has accepted a minor league deal with the Athletics and an invitation to big league camp. Hundley batted 241 with 10 home runs and 31 RBIs in 96 games for the Giants last season.

— Lefty reliever Zach Duke has signed the one-year deal he accepted from the Reds last week. Duke split last season between the Twins and Mariners, going 5-5 with a 4.15 ERA.

Lefty takes 5th at Pebble Beach

PEBBLE BEACH, Calif. (AP) — Phil Mickelson finished off a 7-under 65 to win the AT&T Pebble Beach Pro-Am and match the tournament record with his fifth victory.

Mickelson had a three-shot lead over Paul Casey with two holes to play when it was too dark too finish Sunday night because of delays from rain and a hail storm. He hit a 7-iron to 8 feet on the par-3 17th and played it safe down the par-5 18th, making a 6-foot birdie.

Mickelson finished at 19-under and joined Tiger Woods as the only players to surpass $90 million in earnings.

Casey birdied the 18th for a 71 to finish alone in second, three shots back. He won the pro-am portion of the tournament with Don Colleran, the chief sales officer for FedEx.

(AP)  The NCAA Division I Basketball Committee slated Duke as the No. 1 overall seed in its initial tournament rankings over the weekend. Voters in the AP Top 25 stuck with Tennessee as their top team.The Vols received 40 of 64 first-place votes from a media panel in the poll released Monday, remaining ahead of Duke for fourth straight week. The No. 2 Blue Devils had 24 first-place votes.No. 3 Gonzaga and No. 4 Virginia, the other top seeds in the NCAA’s initial rankings on Saturday, rounded out the top five with Kentucky.Tennessee (22-1, 10-0 SEC) moved to the No. 1 spot in the AP poll after Duke (21-2, 9-1 ACC) lost to Syracuse on Jan. 14.The Vols continued winning, stretching their school-record streak to 18 games with wins over Missouri and Florida last week.Committee chair Bernard Muir said the decision for the top overall seed was close, but Blue Devils edged the Vols based on strength of schedule.Tennessee was No. 1 in the South Region.“I want these guys to enjoy what they’re doing and I’m probably not the easiest guy to let that happen because I’m always thinking of ways we can get better, and I want to do it right now,” Vols coach Rick Barnes said. “I appreciate how hard they’re competed and the fact that they want to get better.”

Duke won both of its games last week, rolling over Boston College by 25 before winning a rematch with Virginia 81-71 on Saturday. The Blue Devils needed overtime to beat the Cavaliers the first meeting and shot them out of the gym in the second, making 13 of 21 from the 3-point arc.

“We were just in our zone and it’s great to see when our team is like that,” said Duke’s R.J. Barrett, who had 26 points and was 6 for 10 on 3s.

Virginia dropped one spot from No. 3 after losing to the Blue Devils.

BIG 12 RACE

Kansas State moved back into the poll this week at No. 18.

Perhaps more importantly, the Wildcats are in control of the Big 12 race after knocking off rival Kansas and Baylor last week.

The Wildcats (18-5) are 8-2 in the Big 12, putting them 1 1/2 games ahead of the 14th-ranked Jayhawks, No. 15 Texas Tech and No. 23 Iowa State. Kansas State plays Texas and Iowa State this week.

Kansas will need to make a late-season run for the second straight year if it is going to stretch its record run of conference titles to 15. The Jayhawks play TCU and West Virginia.

ZIGGING ZAGS

Gonzaga moved up a spot in the AP poll this week, was selected as the top overall seed in the West by the NCAA’s selection committee and crushed WCC rival Saint Mary’s 94-46 on Saturday.

It wasn’t all good news for the Zags last week.

Gonzaga forward Killian Tillie did not play against the Gaels and is out indefinitely after suffering a torn ligament in his right foot against San Francisco on Thursday. He missed the first two months of the season due to a foot injury and has played just nine games.

MOVING UP

No. 17 Florida State had the biggest jump in this week’s poll, climbing five spots after beating Syracuse and Louisville, which remained at No. 16 despite the loss.

No. 9 Houston and No. 12 Purdue each moved up three spots.

MOVING DOWN

No. 22 Virginia Tech had a precipitous drop this week, falling 11 spots after losses to Louisville and Clemson.

DROPPING OUT

A week after moving into the poll at No. 25, Cincinnati dropped out beating Memphis and losing to Houston last week.

CANBERRA, Australia (AP) — Hundreds of supporters carried welcome signs and sang “You’ll Never Walk Alone” as they greeted refugee soccer player Hakeem al-Araibi at Australia’s Melbourne Airport Tuesday. Al-Araibi had fled Bahrain because of political repression and had feared being tortured if he were forced to return. He was detained in Thailand during his honeymoon in November, but al-Araibi has refugee status in Australia, which pushed for his release.

 

IRVINE, Calif. (AP) — It’s been four decades since the Islamic Revolution in Iran overthrew the U.S.-backed shah, prompting tens of thousands of people to flee to the United States. Many thought they would eventually return. But years later, they have put down roots and are finding ways to pass their love of Iranian culture to their American children and grandchildren even as the Trump administration’s travel ban separates them from family in Iran.
