BISMARCK, N.D. (AP) — The state of North Dakota will sue the federal government to try to recoup the $38 million it spent policing the prolonged protests against the Dakota Access oil pipeline. The U.S. Department of Justice declined comment. Attorney General Wayne Stenehjem thinks the state has “a solid claim” against the Army Corps of Engineers. But an expert on civil litigation with the federal government thinks North Dakota’s case is “a long shot.”

BISMARCK, N.D. (AP) — North Dakota’s Republican-led House has passed a measure that would outlaw sobriety checkpoints in the state. The House voted 79-14 to approve the bill that requires “reasonable suspicion for certain traffic stops.” Bismarck GOP Rep. Rick Becker was the measure’s primary sponsor. He says sobriety checkpoints are ineffective and don’t act as a deterrent.

BISMARCK, N.D. (AP) — Republican Gov. Doug Burgum says he’s not giving up on the idea changing North Dakota’s higher education governance structure. The House killed legislation supported by Burgum Tuesday that would have the state change its higher education governance from one board to two. Burgum says multiple boards would make North Dakota’s 11 colleges and universities to be “more accountable to their governing boards and taxpayers.”

— LaMarcus Aldridge scored 22 points, including San Antonio’s final seven, as the Spurs broke a four-game losing streak with a 108-107 victory over the Memphis Grizzlies. NBA-SIMMONS-JOHNSON

NBA says no rules broken in Simmons-Johnson meeting request

NEW YORK (AP) — The NBA says Los Angeles Lakers president Magic Johnson did not break any league tampering rules when he spoke about Philadelphia 76ers point guard Ben Simmons earlier this week.

The NBA’s relatively quick-moving investigation was initiated after it was revealed that Simmons wanted to meet with Johnson to talk about the art of being an elite point guard. Johnson complimented Simmons publicly on Sunday.

“I love his game. I love his vision,” Johnson said.

But since that was in response to a media inquiry, the NBA says Johnson was permitted to make such comments.

The Lakers have been fined for tampering violations twice since 2017, those violations costing the team a combined $550,000.

In world and national news…

WASHINGTON (AP) — President Donald Trump is signaling he plans to scrounge up money for his promised U.S.-Mexico border wall by raiding federal coffers to deliver on the signature promise of his campaign. Trump appears to be grudgingly leaning toward accepting an agreement that would head off a threatened second government shutdown but provide just a fraction of the $5.7 billion he wants for a wall. Lawmakers have tentatively agreed to a deal that would provide about $1.4 billion for border barriers.NEW YORK (AP) — The convicted drug trafficker known as “El Chapo” is scheduled to be sentenced in June for smuggling enormous amounts of narcotics into the U.S and having a hand in dozens of murders. And experts say they’d be surprised if Joaquin Guzman were not sent to the federal government’s “Supermax” prison in Florence, Colorado, to do his time. In Mexico, Guzman escaped two high-security prisons before his ultimate capture and extradition to the U.S. Supermax is the most secure prison in the U.S.WARSAW, Poland (AP) — The United States and Poland are kicking off an international conference on the Middle East amid uncertainty over its aims and questions about what it will deliver. Initially it was billed as an Iran-focused meeting, but the organizers significantly broadened its scope to include the Israeli-Palestinian conflict, the fight against the Islamic State group, Syria and Yemen. Yet the agenda for the discussions contains no hint of any concrete action that might result.

BEIJING (AP) — U.S. and Chinese trade envoys are due to hold two days of trade talks beginning Thursday that will help decide whether President Donald Trump will go ahead with a March 2 tariff hike on $200 billion of imports from China. Businesspeople and economists say the talks over Beijing’s technology ambitions will allow too little time to resolve a wide range of disagreements, though China may manage to persuade Trump to push back his deadline.
