Update….

Jamestown (CSi)  Jamestown Public Works says that city crews have begun the full snow plowing program Thursday morning starting with the Emergency routes.

City crews will begin plowing residential areas at 11:00 a.m., today-Thursday, February 21, 2019.

Crews will continue work during the night with the Downtown district beginning at 11:00 pm.

City Ordinance Section 25-10 requires that a property owner keep the sidewalk adjoining the property clear of snow and ice. Do not deposit snow or ice on the city street after the city plow has cleared the street. These violations are class B misdemeanors under the general penalty and will result in a fine.

PLEASE NOTE:

The above schedule is contingent upon changing weather conditions and snow accumulation totals.

Valley City  (CSi)  Valley City public works crews are removing  snow.  All vehicles must be removed from snow emergency routes  in Valley City or will be removed at the owners expense.

Crews clearing snow from residential areas beginning in the Southwest section of the city and moving clockwise.

Fargo, ( NDHP)   –    The North Dakota Highway Patrol, Southeast Region on February 20th, 2019 between 6:00 am and 6:00 pm,   investigated twenty crashes that occurred on I-29 and I-94 in Cass, Barnes and Stutsman Counties.  Sixteen of the crashes occurred in Cass County.  Luckily, only two of the crashes involved minor injuries.

The news release, pointed out  some notable crashes from this time period:

8:20 am:  Two multiple vehicle property crashes occurred between the Sheyenne Street (Exit 346) and Veteran’s Boulevard (Exit 347) exits on eastbound I-94.  I-94 was blocked and closed at this location for approximately 15 minutes until one lane could be opened for traffic.  In addition to the two crashes, approximately 8 other vehicle spun out and entered the median or ditch at this location.  The NDHP was assisted by West Fargo PD and Fargo FD at this location.

11:15 am:  A 2019 Freighliner semi-truck, towing a van trailer, jack knifed southbound on I-29 near MM 68.  The truck jack knifed completely off the road and did not create any travel issues.  Both occupants were uninjured.

4:00 pm:  A commercial motor vehicle (CMV) jack knifed eastbound on I-94 near MM 310, about 3 miles east of Tower City.  The CMV came to rest in the median, blocking the eastbound passing lane.  A pickup took evasive action while the CMV jack knifed and rolled over in the ditch at this same location.  There were no injuries in either crash.  The passing lane of eastbound I-94 was closed for about 90 minutes.

Valley City (NDHP)  The North Dakota Highway Patrol reports, on February 20th at approximately 3:32 pm, a 2004 Mack NDDOT snow plow was clearing snow from the eastbound I-94 passing lane at MM 293 when a 2015 Chevrolet Silverado drove into the snow fog created by the snow plow, and rear ended the snow plow.  This crash took place at Valley City.

The news release says, the Chevrolet was driven by 28 year old Matthew Klar,  of, Hinckley, MN.  Klar was  not injured in the crash.  He was cited for Following Too Close.  The Chevrolet was totaled.

The 54 yeat old  male NDDOT snow plow operator was not injured.  This is the second time this winter he has been struck.  The Mack snow plow had minor damage.

The NDHP would remind motorists to give NDDOT snow plows the space necessary to safely remove the snow and ice from our roadways.  Snow plows continue being struck statewide this year.

NDDOT snow plows and other snow removal equipment have emergency lighting to make traffic aware of their location.  Blowing snow and snow fog may obscure these lights and the NDDOT equipment at times.

Always slow down when approaching a snow plow and pass safely when you are can clearly see around the snow plow and the snow plow operator would be able see you.

If your vision is obscured by the snow fog a plow is creating, stay back, slow your speed, turn on your hazard lights and wait for the plow operator to pull over to allow traffic to pass.

Don’t ever blindly drive into a snow fog without slowing down.  In addition, do not become distracted while driving and never drink and drive.

BISMARCK, N.D. (AP) — North Dakota’s House has endorsed a plan aimed at rebuilding infrastructure projects outside of the state’s oil patch.Representatives voted 80-12 on Wednesday for the bill aimed at providing $280 million in every two-year budget cycle for counties, cities and airports in non-oil producing areas. The proposal by the Legislature’s Republican majority leaders has been called “Operation Prairie Dog.” It follows some grumbling by non-oil producing lawmakers that the western part of the state was getting too large a share of the money from oil produced there. They wanted a bigger share of oil tax revenues for their projects back home. The legislation assumes that that oil production and prices will hold at the current levels. The measure now heads to the Senate for consideration.
BISMARCK, N.D. (AP) — North Dakota’s House has killed legislation that seeks to decriminalize possession of small amounts of marijuana.Representatives voted 47-43 to reject the measure on Wednesday.Fargo GOP Rep. Shannon Roers Jones sponsored the bill that sought to fine someone $200 for possessing an ounce or less of pot. Currently, it’s a misdemeanor punishable by up to 30 days in jail and a $1,500 fine.Republican Attorney General Wayne Stenehjem (STEHN’-juhm) has said he supports decriminalizing possession of small amounts of marijuana.

BISMARCK, N.D. (AP) — North Dakota’s House has approved legislation that would require a criminal conviction before authorities can seize cash or valuables they believe to be ill-gotten.The civil asset forfeiture bill passed 57-33 on Wednesday. It also seeks to establish a reporting system on seized and forfeited property.Representatives approved the measure the same day the Supreme Court ruled unanimously that the Constitution’s ban on excessive fines applies to the states. That’s an outcome that could help efforts to rein in police seizure of property from criminal suspects. The House bill now moves to the Senate for consideration. Senators killed a similar bill in 2017.
BISMARCK, N.D. (AP) — North Dakota’s Republican-led House reconsidered and passed legislation Wednesday that would allow legal betting on college and professional sports, reflecting a relaxation of anti-gambling attitudes in recent years in the highly conservative state. The bill got the support of representatives Wednesday morning but fell two votes short of the 48 needed for approval. The measure passed 52-38 on a second vote in the afternoon, before lawmakers were set to adjourn for their midsession break. It now heads to the GOP-controlled Senate for consideration.A separate bill that would allow gambling on professional sports only was defeated by a wide margin Wednesday.North Dakota is one of many states attempting to capitalize on the U.S. Supreme Court’s lifting last year of a federal ban on sports gambling. Legislatures in Nevada, New Jersey, Delaware, West Virginia, Mississippi, Pennsylvania and Rhode Island already have legalized sports betting. And several states have pre-filed sports betting bills for early 2019, including Kentucky, Missouri, Ohio, Tennessee and Virginia.

FARGO, N.D. (AP) — More than 150 employees of North Dakota’s two largest universities have applied for buyouts.
