The Health Department says it’s been changed to Friday.Medical Marijuana Division Director Jason Wahl says the facility didn’t pass final city inspection until Wednesday, and it still needs to undergo the final stages of a state inspection Thursday. The Botanist will sell medical marijuana produced by a Bismarck manufacturing facility. Wahl says that initially it will have dried leaves and flowers and two types of concentrates. Those are two of six forms allowed under state law. The dispensary will add more forms later.Voters approved medical marijuana in November 2016. The state hopes to have dispensaries operating in North Dakota’s eight major cities by fall.

BISMARCK, N.D. (AP) — North Dakota’s Republican-led House has passed a resolution urging Congress to follow the state’s lead and ban abortions after 20 weeks of pregnancy.Representatives passed the resolution 77-11 on Wednesday.North Dakota passed a law in 2013 that outlaws abortions after 20 weeks of pregnancy, based on the disputed premise that a fetus can feel pain by then. The Red River Clinic in Fargo is the state’s sole abortion clinic. Officials at the clinic say the ban is unconstitutional but it does not apply to North Dakota because no abortions are performed at the clinic after 16 weeks.
BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum is not backing down on his proposal to change the state’s higher education governance from one board to two.Burgum told the Senate Education Committee on Wednesday that the one-board “does not go far enough to meet the needs of higher education within the 21st century.”Burgum says multiple boards would allow the North Dakota’s 11 colleges and universities to better react to issues. But the House earlier this month disagreed and defeated the idea of two boards by a 74-19 vote.Burgum says the two-board idea will have a better chance with voters, who must ultimately approve any changes to the higher education board.

BISMARCK, N.D. (AP) — The warden of the state women’s prison in southwestern North Dakota is questioning an audit critical of her lockup that she believes was stacked to favor Gov. Doug Burgum’s plan to shutter the facility and move the inmates to Bismarck.

Dakota Women’s Correctional and Rehabilitation Center Warden Rachelle Juntunen called the timing and results of the audit done last month at the New England facility “suspicious.”

The audit done by the North Dakota Corrections Department and obtained by The Associated Press found a number of “deficiencies” that ranged from inadequate record-keeping and programs to building maintenance.

Burgum spokesman Mike Nowatzki said the governor did not call for the audit.

FARGO, N.D. (AP) — Soil moistures supplies in North Dakota appear to be in decent shape as spring planting season nears. The federal Agriculture Department says in its monthly crop report that 80 percent of subsoil moisture supplies and 89 percent of topsoil moistures supplies are rated adequate to surplus.Stock water supplies in the state are rated 83 percent adequate to surplus.About two-thirds of North Dakota’s winter wheat crop is rated in good condition. Cattle and calf conditions are about the same, with the death loss mostly average to light.

WICHITA, Kan. (AP) — The nation’s farmers are struggling to pay back loans after years of low crop prices and export markets hit by President Donald Trump’s tariffs, with a key government program showing the highest default rate in at least nine years.

Many agricultural loans come due around Jan. 1, in part to give producers enough time to sell crops and livestock and to give them more flexibility in timing interest payments for tax filing purposes.

“It is beginning to become a serious situation nationwide at least in the grain crops — those that produce corn, soybeans, wheat,” said Allen Featherstone, head of the Department of Agricultural Economics at Kansas State University.

While the federal government shutdown delayed reporting, January figures show an overall rise in delinquencies for those producers with direct loans from the Agriculture Department’s Farm Service Agency.

Nationwide, 19.4 percent of FSA direct loans were delinquent in January, compared to 16.5 percent for the same month a year ago, said David Schemm, executive director of the Farm Service Agency in Kansas. During the past nine years, the agency’s January delinquency rate hit a high of 18.8 percent in 2011 and fell to a low of 16.1 percent when crop prices were significantly better in 2015.

BISMARCK, N.D. (AP) — A judge has ruled a North Dakota law that defines oil and gas ownership under Lake Sakakawea is constitutional.

But, East Central Judicial District Judge John Irb determined the 2017 law requires the state to refund too much money. Rep. Marvin Nelson and former gubernatorial candidate Paul Sorum and others challenged the law and sought to prevent the state Board of University and School Lands from “giving away” up to $2 billion in oil and gas mineral rights in coming years.

The Bismarck Tribune reports attorneys for the state said the law is not a giveaway, but a process to define the boundary of the state’s mineral interests. The legislation clarifies ownership of minerals under Lake Sakakawea through a review of the historic ordinary high water mark of the Missouri River as it existed before the Garrison Dam.

Rockies’ Arenado says ‘my heart was here’ after $260M deal

UNDATED (AP) — Colorado Rockies slugger Nolan Arenado says he wants to emulate Todd Helton and Derek Jeter by spending his entire career with one team. He says he gave up a chance to become a free agent after this season because his heart was with Colorado.

The deal’s $32.5 million average annual value is second behind the $34.42 million for pitcher Zack Greinke in a $206.5 million contract with Arizona that began in 2016. Arenado’s deal allows him to opt out after the 2021 season and become a free agent.
