A significant winter storm impacting the central to northern plains over the weekend.

Some light snow possible in our far south on Thursday, otherwise

Ordinance

City Commissioners  approved the second and final reading of, an Ordinance relating to the annexation of a tract of land located southeast of I-94 and Exit 292, (described as Parcel 1B-1 and Parcel 1B-2 in Section 28, Township 140N, Range 58W, County of Barnes, State of North Dakota (parcels #41-2840415, 41-2830335)). City Attorney Martineck there were no changes from the First Reading.

Resolution

Approved was a  Resolution Adopting Updated Hydrology for the Sheyenne River from the 2012 US Army Corps of Engineers Feasibility Study of Flood Protection.  KLJ reported that under permanent flood protection, the study is being revised.

Approved a Resolution Creating Sanitary Sewer District No. 64.

City Commissioners approved a Resolution Creating Storm Sewer District No. 52

New Business

The City Commission Approved a NDDOT Cost Participation, Construction, and Maintenance Agreement for Project No. SU-SS-2-990(053)057 (Wintershow Road, 4th Avenue, 8th Avenue SW and I-94 Exit 292 NE Ramp) Storm Drain, Manholes, Inlets and Seeding.  KLJ said state dollars will go toward the project along with a local share, handled through the NDDOT, with construction slated for later this year.

Approved was the  purchase of new hooklift and hoist truck/trailer for Sanitation Department. City Administrator Schelkoph said while not being the low bid the unit is the best fit for the garbage department.

City Updates & Commission Reports

City Fire Chief  Scott Magnuson praised his department during recent calls.

He added that fire fighters have been busy digging out fire hydrants from under snow banks.

City Building Inspector, Dave Andersen said to prevent water line freeze ups to let a faucet run at a trickle about the circumference of a pencil.

Mayor Carlsrud thanked the city employees who work out in the cold weather, for being out there.

Jamestown  (CSi)  The Stutsman County Commission Tuesday unanimously approved paying $6,489 in dues to the South Central Dakota Regional Council.

Regional Council Executive Director Stacy Bowerman, said  the council is not in compliance with financial standards, however it is working to come in to compliance.

On Monday the Jamestown City Council approved paying  the city’s share of $11,045 will be paid from the city’s sales tax fund,  forwarded by the JSDC.

 

Jamestown (CSi)  On Tuesday’s Wayne Byers Show on CSi Cable 2 The National Buffalo Museum’s  in Jamestown  Director, Ilana Xinos updated viewers on recent developments at the Museum.

She pointed out that the Museum is in the final phase of updates including the renovated exhibit space along with programming updates.  That’s in addition to the addition of the Bison videos and video room for visitors to learn more about the history of animal.

The National Buffalo Museum is open during the winter months Monday through Saturday from 10-a.m., to 5-p.m., then seven days a week with expanded hours from Memorial Day through Labor Day.

In addition, on our show was Rachel Johnson, who recently came on board as the National Buffalo Museum’s Collection Manager.

She said she’s been working with Ilana Xinos to inventory the present museum collections, and will be planning exhibits, and programming.

Jamestown Tourism Executive Searle Swedlund on our show added that the National Buffalo Museum is an important element in enhancing the visitors experience in Jamestown.

He added, this month the Tourism Grant Board will review requests for Capital Improvement Grants. Requests will be made by Jamestown Parks and Recreation for new Jack Brown Stadium bleacher seating along the first base line.  Another request will be from Jamestown Soccer for updated equipment.

Those requests submitted are heard twice a year, and due for submission by March 1, and October 1.

 

Jamestown (CSi)  The Jamestown Public School Board  on an 8-0 vote, has approved the salary schedule for support staff, for the 2019-20 school year recommended by the Finance Committee.

Board Member Heidi Larson was not present.

Superintendent, Robert Lech said, recruitment and retention of quality support staff warrant the salary increase.

Starting salaries for cashiers, dishwashers, paraeducators and some secretarial positions will jump from $11.98 to $12.83 per hour.

Assistant custodians and assistant cooks increased from $12.74 to $13.74 per hour starting, while head custodians, groundskeepers, head cook and cashier manager positions increased from $14.21 to $15.22 per hour.

Three other higher support staff had similar wage increases. All wages have a step increase.

In other business Superintendent Lech said he along with the capital construction committee along  with Consolidated Construction put together a priority list for annual projects if the building fund were expanded by an additional 10 mills, or about $684,000 of the school district valuation.

Plans for the first year of the project includes a roof and two elementary school boilers, with the Gussner Elementary School boiler taking the entire second year budget with additional asbestos abatement.

 

Jamestown (CSi) – Polar King in Jamestown will close its doors for the final time on March 24, with the close of business at 8-p.m.  The building and property have been sold.

The business has been owned by Tom and Deb Stroh since 1991 when they took over from her mom and dad, who just before that owned the store starting in 1984.

Prior to that, the business that began as Tastee Freeze, became the first Polar King location between 1964 and 1969, where Northwest Tire is now located on Business Loop West, before moving to the present Northeast Jamestown location.

Concurrently they owned and operated The Blue Jay Inn, that was located on 10th Street Southeast, now the location of China Garden.

Deb says this building and property were recently sold with the building to house a non-restaurant business.

Deb will be a guest on an upcoming Wayne Byers Show on CSi Cable 2 at 8:25 a.m.

Jamestown (Cassue DuBray)   The North Dakota Region VI Homeless Coalition is partnering with regional businesses and organizations to provide bags of essential care items to people experiencing homelessness and or other hardships. The drive collections sites will be open March 6-April 21,

The Homeless Coalition is asking for donations of travel sized personal care items such as facial tissue, wet wipes, nail clippers, lip balm, Listerine, shampoo, toothpaste, toothbrushes, deodorant, comb, etc., nonperishable snacks such as granola bars, crackers, gum, mints, etc . athletic socks, mittens, Small first aid kits, and feminine hygiene products.  Financial donations can be made on the Facebook online fundraiser page located at https://www.facebook.com/donate/371891753625967/.

BISMARCK, N.D. (AP) — Another American Indian tribe is challenging North Dakota’s voter identification requirements, which many Native Americans allege discriminate against them and suppress their vote.

The Standing Rock Sioux has signed on to a lawsuit that the Spirit Lake Sioux filed just days before last November’s general election.

The heart of the dispute is the state requirement that a voter ID include a provable street address. The state maintains the requirement aims to prevent fraud. Tribes say it disenfranchises members who live on reservations where street addresses are uncommon or unknown and where post office boxes are the primary addresses.

The most recent lawsuit was prompted by an October U.S. Supreme Court ruling in a similar lawsuit by Turtle Mountain Band of Chippewa members. The ruling was favorable to the state.

 

 

BISMARCK, N.D. (AP) — North Dakota’s House has passed a resolution that would remove the names of universities and colleges from the state constitution.

Representatives approved the resolution 56-32 on Tuesday.

GOP Rep. Rick Becker of Bismarck sponsored the resolution, which now goes to the Senate for consideration.

Opponents have long argued that removing universities and colleges from the state constitution is a thinly veiled attempt to close some of them.

The Legislature passed a similar resolution in 1997 but state voters the following year resoundingly defeated it, with two-thirds of voters rejecting it.

Another attempted resolution failed to make it out of the Legislature in 2013.

 

 

FARGO, N.D. (AP) — Food pantry operators in the Fargo area say there is an increase in the number of people seeking help with groceries.

The Emergency Food Pantry says the number of people needing help usually drops after December, but the last few months have been busy.

KVRR-TV reports the program’s executive director, Stacie Loegering, says more than 100 families came in to get food on three separate days in February.

The Great Plains Food Bank says it served a million more meals last year than it did in 2017, and that demand continues to increase.

Becker County’s Food Pantry says they’ve seen a surge in the number of people requesting its services. Officials say the program provides food for 1 out of 11 families in the county.

 

 

BISMARCK, N.D. (AP) — North Dakota’s Agricultural Products Utilization Commission is considering funding requests from six projects this quarter.

The group better known as APUC funds developers of North Dakota farm products. The money is typically used for research, marketing, farm diversification, ag tourism and technology.

The commission is meeting later this month in Bismarck to review grant requests totaling nearly $419,000.

The largest request of $132,000 is from a tomato operation in Underwood that wants to do marketing and feasibility research. North Dakota State University has two grant requests, for projects at its Carrington research center and its plant sciences department.

 

 

FARGO, N.D. (AP) — A man convicted in 2012 of stealing the identities of 38,000 people in a massive credit card scheme has been sentenced to an additional 10 years in prison on a separate charge of obstruction of justice.

A federal jury in North Dakota in October found Michael Adeyemo guilty of lying about his name, date of birth and other parts of his background.

Adeyemo was previously sentenced in 2012 to 18 years in prison for what authorities called high-tech bank robbery that cost banks millions of dollars. The case wound up in North Dakota because U.S. Bank, one of the victims, is based in Fargo.

Prosecutors say they later discovered Adeyemo created a fictional version of himself under a different name and used that to successfully argue for a lesser sentence.

 

 

BISMARCK, N.D. (AP) — Top Republicans in the Legislature are supporting a proposal that clarifies oil tax distributions but doesn’t reimburse a pair of school funds that may have been shortchanged.

Land Commissioner Jodi Smith believes that more than $120 million in state revenue from the oil-rich Fort Berthold reservation should have been deposited over the past decade in two constitutional funds that benefit schools. Smith thinks the money went elsewhere.

Senate Majority Leader Rich Wardner and House counterpart Chet Pollert say they believe the state’s share of taxes from the reservation were correctly distributed based on guidance from the attorney general’s office in 2012.

Republican leaders are drafting legislation that clarifies how the distributions are to be made.

 

MANDAN, N.D. (AP) — Residents of Mandan will be allowed to raise chickens on their property.

The city commission Tuesday night voted to allow up to four chickens per lot with a $100 permit. Roosters won’t be allowed because of the noise.

The Bismarck Tribune says the local ordinance includes some restrictions for chicken owners. All coops and runs must be located in a back or side yard and away from the street.

Commissioner Amber Larson cast the only dissenting vote, questioning whether the city has the staff to enforce the ordinance. She also wondered about the cost of the permit, saying $100 was a lot for some eggs.

TUCSON, Ariz. (uj.edu) — The University of Jamestown baseball team rallied for two runs in the bottom of the eighth on the way to a 5-3 win over No. 7 Antelope Valley (Calif.) on Monday. 

Tanner Roundy (SR/Henderson, NV)’s sacrifice fly brought home Nick Wrigg (JR/Helena, MT) with the go-ahead run, then Kaleb Binstock (SR/Grand Forks, ND) scored an important insurance run to give UJ a two-run cushion heading to the ninth.

Jamestown trailed 3-0 in the sixth before Cameron Martin (JR/Seattle, WA) drove in Grant Okawa (JR/Mississauga, ON) with a sacrifice fly, then Roundy followed with a two-run single to tie the game.

Dru Fitz (JR/Gresham, OR) worked the first six innings on the mound but did not figure in the decision. He allowed three runs on eight hits and struck out three. Andrew Reed (JR/Woodinville, WA) was credited with the win, striking out four in 2 2/3 innings of scoreless relief.

Drake Pilat (SR/Winnipeg, MB, Canada) had two of the Jimmies’ seven hits in the game.

In Monday’s second game, UJ led Arizona Christian 4-1 after three innings before the Firestorm broke through with a six-run fourth. ACU held on for an 8-6 victory.

Lincoln Trujillo (JR/Cheyenne, WY), Jaden Yackley (SR/Lynnwood, Wash.), and Drake Pilat all doubled and Grant Okawa added a two-run triple, finishing with three RBI in all. Tanner Roundy racked up three stolen bases while Trujillo stole another.

On Tuesday, Benedictine-Mesa (Ariz.) scored the winning run in the bottom of the ninth to take a 4-3 victory.

Jaden Yackley and Matt Meraz (JR/Aurora, CO) each had first-inning RBI as UJ took a 2-0 lead. Grant Okawa‘s double made it 3-0 in the third, and the score stayed that way until Benedictine-Mesa scored twice in the bottom of the fifth, then tied the game in the seventh.

Yackley and Zach Zurbrugg (SR/Bremerton, WA) both had two hits each. Tanner Roundy scattered nine hits over 5 2/3 innings in his first start of the season, giving up only two runs while striking out six.

Jamestown has an off day Wednesday before returning to action on Thursday with a doubleheader against Waldorf (Iowa) at 10:00 a.m. Central.

TUCSON, Ariz.  (uj.edu)Miriah Yoder (SR/Devils Lake, ND) was 3-for-3 with a home run, five RBI, and three runs scored to help power the 24th-ranked University of Jamestown softball team to a 17-0 five-inning win over Waldorf (Iowa) Tuesday.

Meghan Ramage (SR/Grand Forks, ND) had a pair of hits and drove in three runs, while Allie McCain (SR/Duvall, WA) and Mariah Wick (SO/Jamestown, N.D.) also recorded multiple-hit games.

Jamestown scored three times in the first and tacked on four runs in each of the second and third innings. The Jimmies added six more runs in the bottom of the fourth for good measure.

Katie Merchant (FR/South Haven, Minn.) pitched a two-hitter for her first career shutout and struck out six to earn the win.

Runs were harder to come by for UJ against Missouri Valley. Jamestown jumped out to a 1-0 lead on Meghan Ramage‘s first-inning single, but were kept off the scoreboard until the seventh.

Trailing 5-1, the Jimmies scored a pair of runs on a dropped fly ball and found themselves down just two with one out and a runner at second. Missouri Valley was able to retire the final two UJ hitters and come away with a 5-3 victory.

Katie Reisdorfer (SO/Fresno, CA) had two hits and six other Jimmies each had one. Kat Miska (SO/Pequot Lakes, MN) took the loss in the circle, giving up five runs (four earned) on five hits in six innings. She walked three and struck out six.

Jamestown (11-6) will play Presentation (S.D.) College at 2:30 p.m CST Wednesday, then will face Dakota State (S.D.) University at 4:30 p.m.

 

Jamestown  (uj.edu)  The University of Jamestown men’s basketball team will face Southeastern (Fla.) today at 10:15 a.m. in the Liston Bracket of the 2019 NAIA Division II Men’s National Basketball Championship.

The 32-team, single-elimination tournament will be held at the Sanford Pentagon in Sioux Falls, S.D., March 6-12.

Jamestown (28-5) is making its tenth trip to nationals in program history and first since 2013. The Jimmies are 5-9 all-time at the national tournament. Southeastern, from The Sun Conference, is 20-9 this season and will be making their second trip to nationals. The Fire went 3-1 and finished third in their only other appearance in 2014.

UNDATED (AP) — JJ Redick hit six 3-pointers and scored 26 points to break out of a slump and lead the Philadelphia 76ers to a 114-106 win over the Orlando Magic on Tuesday night.

Orlando entered the game in the mix with Charlotte and Miami for the eighth seed in the Eastern Conference playoffs. The Magic have been one of the more baffling teams of late, holding recent wins over Toronto, Golden State and Indiana and losing to Chicago, Cleveland and New York.

— Ryan Johansen scored the lone goal in a shootout and the Nashville Predators beat Minnesota 5-4 for their second win against the Wild in three nights. Johansen also got the game-winner in the fourth round of a shootout Sunday at Minnesota. This time, he scored after Kyle Turris, Ryan Ellis and Filip Forsberg all were stopped. Ryan Donato had one last chance, only to see Predators goalie Pekka Rinne stop his shot.

 

UNDATED (AP) — Jordan Eberle and Mathew Barzal scored in the shootout and the New York Islanders beat the Ottawa Senators 5-4 Tuesday night, giving coach Barry Trotz his 800th win.

Brock Nelson, Anders Lee, Devon Toews and Ross Johnston scored in regulation to help the Islanders recover after giving up a two-goal lead in the third period and snap a two-game skid. Robin Lehner stopped 21 shots before leaving with an injury late in the third period. Thomas Greiss came on, stopped both shots he faced through overtime and denied Thomas Chabot and Bobby Ryan in the shootout.

In other Tuesday action:

— Carey Price tied Jacques Plante for most career wins by a Montreal Canadiens goalie, making 26 saves in a 3-1 victory over the Los Angeles Kings. Price won his 314th game in 611 appearances for Montreal, matching the total Plante had in 556 games with the team.

— Ben Bishop made 28 saves in his 28th career shutout, John Klingberg scored a second-period goal and the Dallas Stars beat the New York Rangers 1-0. Dallas won its third straight to move one point ahead of Minnesota for the first wild card from the Western Conference. Three of Bishop’s four shutouts this season have been by a 1-0 score. Alexandar Georgiev had 31 saves for New York, which hasn’t won in five games.

— Nikita Kucherov tied the Tampa Bay Lightning’s single-season points record with a pair of assists to lead Tampa Bay to a 5-2 victory against the Winnipeg Jets. Kucherov’s two points give him 108 on the season to tie the single-season mark set by Vincent Lecavalier in the 2006-07 season when he finished with 52 goals and 58 assists.

— Nathan MacKinnon scored 2:29 into overtime and also had an assist to help the Colorado Avalanche rally past the skidding Detroit Red Wings 4-3. MacKinnon’s 34th goal of the season gave Colorado two valuable points in the Western Conference wild-card chase.

 

— Adam Henrique and Troy Terry scored power-play goals in the third period, and the Anaheim Ducks ended Arizona’s NHL-long six-game winning streak with a 3-1 victory over the Coyotes. Jakob Silfverberg had a goal and an assist for the Ducks, who had scored only seven goals while losing five of their previous six.

— Ryan Johansen scored the lone goal in the shootout, and the Nashville Predators beat Minnesota 5-4 for their second straight win against the Wild in three nights. Johansen also scored the game-winner in the fourth round of a shootout in the last game in Minnesota.

— Nikita Kucherov tied the Tampa Bay Lightning’s single-season points record with a pair of assists to lead Tampa Bay to a 5-2 victory against the Winnipeg Jets. Kucherov’s two points give him 108 on the season to tie the single-season mark set by Vincent Lecavalier in the 2006-07 season.

— Jake Guentzel scored on a breakaway 2:44 into overtime to lift the Pittsburgh Penguins past the Florida Panthers 3-2. Guentzel took a lead pass from Sidney Crosby and slipped a backhand by Roberto Luongo for his second goal of the night and 33rd this season. Pittsburgh picked up two vital points in its pursuit of a playoff berth.

— David Krejci (KRAY’-chee) scored 1:36 into overtime to lift the Boston Bruins to a 4-3 win over Carolina, ending the Hurricanes’ five-game winning streak. Jake DeBrusk had a goal and an assist, setting up the game-winner after making a steal in the corner and sending a crossing pass to Krejci in the slot.

Canucks’ Brandon Sutter needs surgery, likely out for season

VANCOUVER, British Columbia (AP) — Vancouver Canucks center Brandon Sutter will have sports hernia surgery again and is likely done for the season.

The team said Tuesday his recovery is expected to last six to eight weeks.

Vancouver entered Tuesday eight points out of a wild-card spot in the congested Western Conference. Its regular season ends April 6.

Sutter hasn’t played since a Feb. 9 victory over Calgary.

— Minnesota Twins third baseman Miguel Sano will likely miss the first month of the season, following another procedure to repair a severe cut above the heel on his right foot. Sano saw a plastic surgeon to undergo an operation to remove damaged tissue or foreign objects from a wound. Sano suffered the gash in late January during the celebration of his team’s winter league championship in the Dominican Republic.

 

PEORIA, Ariz. (AP) — Padres outfielder Travis Jankowski will miss the first couple months of the season after breaking a bone in his right wrist while diving to catch a fly ball against Texas.

Padres manager Andy Green said an MRI revealed the fracture and Jankowski will have surgery this week. Jankowski was poised to be a fourth outfielder and defensive replacement.

Jankowski missed almost all of 2017 with a broken bone in his right foot. He hit .259 in 117 games last season, but his biggest value came with his defense and speed. He stole 24 bases in 31 chances.

In other news from spring training:

— Royals catcher Salvador Perez will undergo Tommy John surgery to repair a torn ligament in his right elbow, keeping the six-time All-Star off the field for the entire 2019 season. The decision was made after Perez received a second opinion Tuesday from the Los Angeles Dodgers’ team physician. Perez hurt the elbow during a workout last week.

— New York Yankees right-hander Luis Severino has been scratched from his first scheduled spring training start due to right shoulder discomfort. Severino was slated to face the Atlanta Braves on Tuesday but was replaced by Stephan Tarpley. New York manager Aaron Boone has said that Severino was expected to the opening-day starter against the Baltimore Orioles on March. 28.

— Pitcher Clay Buchholz and the Toronto Blue Jays have finalized a $3 million, one-year contract. The 34-year-old right-hander is expected to join a starting rotation that includes Marcus Stroman and Aaron Sanchez. A two-time All-Star, Buchholz is 84-64 with a 4.78 ERA in 12 big league seasons for Boston (2007-16), Philadelphia (2017) and the Diamondbacks. He pitched a no-hitter against Baltimore in his second major league start.

— The Detroit Tigers have assigned top draft pick Casey Mize to minor league camp. Mize, the No. 1 selection in last year’s draft, pitched two innings Monday for the Tigers against St. Louis. He struck out the first two batters of a 1-2-3 seventh, then allowed a run in the eighth after walking two.

 

— Cody Bellinger and the Los Angeles Dodgers have agreed to a one-year contract that pays a $605,000 salary in the major leagues, a $20,000 raise from last year. A unanimous pick as NL Rookie of the Year in 2017, the outfielder/first baseman hit .260 with 25 homers and 76 RBIs last year, down from a .267 average, 39 homers and 97 RBIs in his debut season. His salary would drop to $292,500 this year in the unlikely event he is sent to the minor leagues.

 

NFL-COLTS-HUNT SIGNS

Colts re-sign Hunt, keep starting DT off free-agent market

UNDATED (AP) — Defensive tackle Margus Hunt has re-signed with the Indianapolis Colts, keeping him off the free-agent market.

The 6-foot-8, 298-pound lineman started 15 games with Indy last season, primarily at tackle after starting the season as an end. He posted career highs with 30 tackles, 13 for loss, and five sacks. He also forced one fumble and recovered another.

In other NFL news:

— The Chicago Bears have released linebacker Sam Acho. An eight-year veteran, Acho made 25 starts in four seasons with the Bears and had four sacks, three pass breakups and three forced fumbles. He missed the final 12 games last year because of a torn pectoral muscle.

In NFL news:

— Former Denver Broncos backup quarterback Chad Kelly has pleaded not guilty to first-degree criminal trespassing after being accused of entering a couple’s suburban Denver home uninvited. KDVR-TV reports that Kelly entered the plea on Monday in Arapahoe County District Court.

— The New York Giants didn’t put a franchise tag on three-time Pro Bowl safety Landon Collins. The Giants’ leading tackler in each of his four seasons with the team, Collins has thanked the organization for “4 great years” in a tweet and said he was looking forward to the next chapter of his football career.

Cornerback Kevin Johnson has been released by the Houston Texans. Johnson was a first-round pick in 2015 but never lived up to his high draft status in a career that was plagued by injuries. He got a concussion in a preseason game last season and after a second one in the first week of the regular season he was placed on injured reserve and didn’t return.

WASHINGTON (AP) — The House intelligence committee is calling former Donald Trump lawyer Michael Cohen back to Capitol Hill for a fourth day of testimony before a congressional committee. Cohen spent three days last week either in public or in private answering questions about his work for the businessman-turned-president. Cohen’s appearance Wednesday will be behind closed doors and could deal with Russian election interference, foreign financial dealings and obstruction of justice.TOKYO (AP) — The former chairman of Nissan Motor Co., Carlos Ghosn, has left a Tokyo detention center after posting 1 billion yen ($8.9 million) bail. Ghosn left the facility in disguise, wearing a surgical mask, glasses, a hat and a construction worker’s outfit. But his identity was apparent, especially after he was seen on TV smiling after he removed his mask and hat. Ghosn was arrested in November and is charged with falsifying financial reports and breach of trust.BEAUREGARD, Ala. (AP) — The extent of the damage following Sunday’s monster tornado in Alabama that killed 23 has left many residents shaken. Cousins Cordarrly and Demetria Jones say they lost 10 family members. Bernard Reese, a distant relative, says he found more than a half-dozen bodies or fatally injured residents along hard-hit Lee County 39. And friend Dexter Norwood says he hasn’t been able to sleep since finding three more bodies and the severed leg of a woman. He was also injured.CHICAGO (AP) — In his first interview since being charged with sexually abusing four people, including three underage girls, R. Kelly says he “didn’t do this stuff” and he’s fighting for his life. Kelly gave the interview to Gayle King of “CBS This Morning,” with excerpts airing Tuesday and more of the interview airing Wednesday and Thursday. Kelly, who is out on bail, tells King that rumors of him having sex with and abusing underage girls are, “Not true.”SEOUL, South Korea (AP) — Reports say North Korea has recently begun restoring a long-range rocket launch site that it dismantled last year as part of disarmament steps. The reports by foreign experts and a South Korean lawmaker follow the breakdown of nuclear talks last week between North Korean leader Kim Jong Un and U.S. President Donald Trump. Dismantling parts of the facility was among several steps North Korea took when it entered nuclear talks with Washington last year.
