Warmer temperatures with strong southerly flow will boost highs Tuesday into the mid and upper 30s. This is ahead of our next strong Colorado upper low

which ejects east then northeast and looks to have a greater

impact on central and eastern ND, with rain then possibly heavy

snow Tuesday through Thursday.

Bismarck  (National Weather Service 3-7-19) This Spring Flood and Water Resources Outlook is for the  James River basins of North Dakota and covers the period from mid-March through the middle of June. This outlook is the last in the Spring Flood and Water Resources Outlook series and we will revert back to the regular monthly issuance on the fourth Thursday of each month.

…Flood Outlook Highlights…

The probability of flooding across western and central North Dakota

has generally trended upward over the past few weeks. Received

snowfall, and that in the near-term weather forecast, have

increased the SWE (snow-water equivalent) that will be available

for the eventual springmelt season. This is particularly true

south of I-94.

 

In eastern North Dakota including the James River Basin, the headwaters

area down to Jamestown and Pipestem dams continue to have below

normal to near normal risk of at least some Minor flooding.

Downstream of Jamestown though is a different story. Wet, frozen

soils and an ever growing SWE ranging from 3 to well above 4 inches

across large areas are responsible for a now above normal risk of

Minor flooding on the James River near Lamoure. The risk of

overland flooding and high water on the smaller creeks and streams

across the area are also greater than normal. Were it not for the

protection afforded by Jamestown and Pipestem dams, flood risk

along the James south of Jamestown would be considerably higher.

 

The Prairie Pothole region, including at least parts of Sheridan,

Wells, Kidder, Stutsman, Logan, McIntosh and Dickey counties

suggests overland flooding will be a concern going

into spring.

Importantly, the probabilities do not include the risks associated with icejam related flooding. Icejams defy mathematical predictions, but are known to increase during early and rapid spring runoffs where the ice becomes mobilized, only to get stuck at some downstream constriction such as bridges and bends in the river.

The forecast may also be updated due to the weekend and next week’s snow storms containing a good amount of moisture.

 

Jamestown (CSi 3-7-19) The Police Department is warning residents about a convicted sex offender who has again changed addresses with the city of Jamestown.

Garrett Alan Loy now resides at 1604 16 Ave, SW, #1-B Jamestown, ND.

His  vehicle is a red 2007 Pontiac4 door, ND License, 879 ARL.

Loy is a 33 year old white male six feet one inch tall, weighing 200 pounds with brown eyes and hair.

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the Attorney General’s Office.

In November 2005 Loy was convicted in Grand Forks County, District Court, of Gross Sexual Imposition involving a 12 year old female.

Disposition was 10 years, five years suspended, three years supervised probation.

In May of 2004 Loy was convicted in Grand Forks County District Court of Gross Sexual Imposition involving a 14 year old female.

Disposition was 18 months, 12 months suspended, three years supervised probation.

He is currently on probation with North Dakota Parole and Probation.

Loy is not wanted by police at this time and has served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender. Attempts to harass, intimidate or threaten these offenders, or their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi 3-7-19)  Jamestown Police warns Jamestown residents of a convicted sex offender who has changed his Jamestown address.

Rico Harland has been assigned high risk assessment by the North Dakota Risk Level Committee, of the Office of the North Dakota Attorney General.

Harland is now living at 106 4th Ave SW Jamestown, ND

He is a 27 year old American Indian male 5-feet-4-inches tall weighing 138 pounds with Brown eyes and Brown hair.

He presently has no vehicle.

Offense: convict of Gross Sexual Imposition involving a 14 year old female, on more than one occassion.

Conviction Date: July 2013,  in Towner County, ND  District Court.

Disposition: 8-years, 3 years suspended, 214 days credit, 10 years supervised probation.

Offense:  Convicted of Gross Sexual Imposition.  When he was 17 years old involving a 13 year old female.

Conviction Date: March 2009, in Towner County Juvenile Court.

Disposition: Custody of DIS.

Harland is currently on probation with ND Probation and Parole.

He is on GPS Monitoring.

Harland is not wanted by police, at this time and has served the sentence imposed by the court.

 Jamestown  (Chamber)  Members of the Jamestown Area Chamber of Commerce Ambassador Committee and the Young Professionals of Jamestown presented the Customer Service Award for March to Ally Herman of Downtown Dental for her outstanding customer service.  The chamber honors individuals who demonstrate a consistent commitment to delivering products or services that satisfy customers by exceeding their requirements or expectations.

Ally’s letter of nomination stated, “Ally is a dental hygienist at Downtown Dental and I think she really shines with younger patients. As a parent, I get so nervous about how my kids will do at the dentist. Ally put me at ease and made both of my kiddos feel so comfortable. She takes the time to talk to them and help them understand the entire process. She answered all of my five year old’s questions, which is a lot of questions. She went above and beyond to make my kids’ experience great, which in turn made my worries disappear. I would love for the ambassadors to honor Ally with the Customer Service Award for putting this worried parent at ease.”

WYNDMERE, N.D. (AP-NDHP) — A worker with the U.S. Department of Agriculture’s Wildlife Services program and a contractor suffered minor injuries in a plane crash in southeastern North Dakota.

The Highway Patrol says the plane went down in a field near Wyndmere, 15 miles west of Colfax, ND.  The Richland County Sheriff’s Office and Wyndmere Fire and Rescue also responded to the scene, on Thursday morning at 8:46. Federal Aviation Administration spokeswoman Elizabeth Isham Cory said it was a single-engine Piper 18 PA-18.

USDA spokeswoman Tanya Espinosa says the plane belonged to a contractor working with Wildlife Services. She says the two men aboard were taken to Sanford Hospital in Fargo “for evaluation of minor injuries.”

The names of the men weren’t immediately released.

Espinoza says the agency is working with state and the Federal Aviation Administration (FAA) determine what happened.

BISMARCK, N.D. (AP) — The Plains farm aid nonprofit Farm Rescue is accepting applications for spring crop-planting assistance.Farm Rescue provides free physical labor for farmers and ranchers dealing with an injury, illness or a natural disaster. It relies on volunteers from around the country, donations and corporate sponsors.It was launched in North Dakota in 2006 and has since expanded to South Dakota, Minnesota, Iowa, Montana and Nebraska. Its services include crop planting and harvesting, haying, and livestock feeding.It has helped nearly 600 farm families through the years.

 

BISMARCK, N.D. (AP) — Bismarck police have arrested a teller at BNC Bank on suspicion of embezzling from her employer.

Authorities suspect the 24-year-old woman embezzled about $8,000. Investigators say the woman admitted taking the money over the last two months to support her heroin habit.

Authorities she was taking money from her cash drawer and altering records so the drawer would appear to balance at the end of the day. She’s facing a felony theft charge and possessing drug paraphernalia. Police say she had a device for using heroin tucked in her bra.

 

BISMARCK, N.D. (AP) — North Dakota’s House has rebuffed another attempt at changing the state’s seat belt law.

The House voted 54-38 to kill the proposal to allow police to pull over drivers if they see them not wearing seat belts. The fine would be $50.

The Senate approved the bill earlier.

North Dakota’s current law says drivers and front-seat passengers have to wear seat belts. But a driver can’t be ticketed for it unless he or she is pulled over for another traffic violation first.

North Dakota’s present seat belt law was approved by the 1993 Legislature. Advocates of the primary-enforcement measure have been rebuffed repeatedly in the Legislature.

 

BISMARCK, N.D. (AP) — North Dakota’s Senate is crafting legislation that would begin steering some oil tax money into school funds that may have been shortchanged.

Land Commissioner Jodi Smith believes that more than $137 million in state revenue from the oil-rich Fort Berthold reservation should have been deposited over the past decade in two constitutional funds that benefit schools.

A hearing on the legislation is expected next week, and Majority Leader Rich Wardner says the bill may be amended to do nothing.

Senate Minority Leader Joan Heckaman says Democrats will push to have the funds reimbursed.

The state Democratic Party has criticized state Treasurer Kelly Schmidt over the distributions, but GOP leaders say she handled them correctly based on advice from the attorney general’s office.

 

 

FARGO, N.D. (AP) — Add central and southern Minnesota and western Wisconsin to the snow-packed regions where forecasters are warning of possible spring flooding.

The National Weather Service says the flood threat has risen in the past two weeks as snow on the ground increased to near historic highs. The weather service’s warning came even as two more significant snowstorms are in the region’s forecast into next week.

The weather service estimates at least a 50 percent chance of major flood stage on the Minnesota, Crow, St. Croix and Mississippi rivers. The Mississippi threat is from St. Paul southward.

The weather service says flooding depends on how fast the snow melts.

 

BISMARCK, N.D. (AP) — Flooding shouldn’t be a big concern this spring in much of the Souris River basin in northern North Dakota.

The National Weather Service says in its latest flood outlook that there’s an above-normal risk of mostly minor flooding downstream of Minot, but the risk upstream is below normal. The outlook doesn’t include risks associated with ice jam flooding.

The river loops down from Canada, through North Dakota’s fourth-largest city. A June 2011 flood caused by heavy spring snowmelt and rains damaged or destroyed thousands of buildings in Minot and prompted the evacuation of more than 11,000 people. The flood caused an estimated $1 billion in damage in the region.

TUCSON, ARIZ.  (VCSU. com)– The Viking offense erupted for 23 hits and 25 runs Thursday afternoon as the Valley City State baseball team slugged its way to a 25-15 victory over North Central University.

The Vikings batted .451 (23-51) in the high-scoring game and scored in each of the first four innings to build an 10-1 lead they would not relinquish. VCSU posted another eight runs in the sixth inning to go up 18-5 before North Central cut the deficit to 18-12 after the eighth inning. The Vikings put the game away for good with seven more runs in the top of the ninth inning.

VCSU finished with 25 runs on 23 hits and six North Central errors. North Central totaled 15 runs on 16 hits and four Viking errors.

“It was a wild game,” said head coach Casey Olney. “The ball was flying all over the field with some help from the wind. Our hitters maintained focus and did not give away any at bats and a lot of good things happened for them. A lot of guys played and were able to contribute, which is a great thing early in the season.”

Thirteen different Vikings collected hits in the game, including four that had three hits each. Austin Smith went 3-for-4 with two runs and two RBIs. Xavier Merritt was 3-for-5 with three runs and an RBI. Sal Avila homered as he went 3-for-5, scored three runs and drove in three. Jorun Hamre had a big game as well, going 3-for-3 with a run and four RBIs. Kody Lane had a pair of hits and drove in three.

Freshman Marcus Niemann started on the mound for VCSU and was solid. Niemann lasted 4 1/3 innings, allowing four hits and four runs. He walked three and struck out one. Aaron Schuster pitched 2 2/3 innings in relief to pick up the win. Schuster gave up four hits and three earned runs. He walked one and struck out four. Nathan Demarais, normally a position player for the Vikings, ate up the final two innings on the mound with VCSU holding a big lead.

Up next: Valley City State (2-6) plays two games on Friday in Tucson. The Vikings face Dakota Wesleyan at 4 p.m. CST in a 7-inning game, and then play Northwestern College at 7:30 p.m. in a 9-inning game.

TUCSON, Ariz. (uj.edu) — Runs came early and often for the No. 24 University of Jamestown softball team Thursday against Bethel College.

The Jimmies set a program record for runs in a game, defeating the Pilots 22-3 in five innings.

Lorigan Steuben (FR/Yacolt, Wash.) was 4-for-5 with a pair of doubles, three runs scored and three RBI to lead the UJ offense. Katie Reisdorfer (SO/Fresno, CA) rapped a pair of doubles among her three hits. Mariah Wick (SO/Jamestown, N.D.), Sydney Prussia (SO/Detroit Lakes, MN), Santina Zito (FR/Boise, Idaho), and Steph Cota (FR/Tucson, Ariz.) all had a pair of hits.

Jamestown pushed home six runs in the first and fifth innings, added three in the second and third, then scored four more in the fourth.

The last time the Jimmies tallied 20 runs in a game was on April 19, 2015, against Presentation (S.D.) College in a 20-1 victory. Jamestown had scored double digits just once in its first 14 games this season, but have accomplished the feat four times in their last six games in Arizona.

Katie Merchant (FR/South Haven, Minn.) (7-3) pitched two scoreless innings before yielding to Meghan Ramage (SR/Grand Forks, ND) for the final three frames.

UJ finished the sweep on Thursday with a 6-1 victory over Madonna (Mich.) University.

Katie Reisdorfer, Allie McCain (SR/Duvall, WA), Mariah Martinez (FR/Visalia, Calif.), and Morgan Geiszler (SO/Horace, ND) drove in runs as Jamestown erased a 1-0 deficit with a four-run fourth. The Jimmies added two more runs on a fielding error in the bottom of the sixth.

Kat Miska (SO/Pequot Lakes, MN) struck out six over seven innings to get the win. She scattered five hits and allowed just one run to improve her record to 6-2.

Martinez was 2-for-3 while McCain, Geiszler, Sydney Prussia, Meghan Ramage, Katie Reisdorfer, and Mariah Wick also had hits.

Jamestown (15-6) finishes its Tucson trip with a single game against Park (Mo.) University Friday morning at 10 a.m.

Brendan Perlini tied the game 7:57 into the third period, 37 seconds after Kyle Okposo (ah-POH’-soh) gave Buffalo its last lead.

— Andreas Athanasiou (ath-a-nah-SEE’-oo) had a goal and an assist in regulation and provided the lone shootout tally as the Red Wings topped the Rangers, 3-2. Jimmy Howard made 32 saves for Detroit.

— Ryan Nugent-Hopkins scored 62 seconds into the second period to give the Oilers a 3-0 lead in a 3-2 victory over the Canucks. Alex Chiasson (CHAY’-sahn) and Zack Kassian also scored and Connor McDavid had two assists in the victory.

UNDATED (AP) — — Ethan Happ had 21 points and 14 rebounds in his final home game to help No. 21 Wisconsin hammer Iowa 65-45. Fellow senior Khalil Iverson added 11 points and 11 rebounds for the 21-9 Badgers, who held the Hawkeyes to a season low for points. Jordan Bohannon paced Iowa in points with just eight.

The 12th-ranked Houston Cougars have wrapped up at least a share of the American Athletic Conference regular-season title by rebounding from their second loss of the season.

Armoni Brooks nailed six 3-pointers and finished with 20 points and 10 rebounds as the Cougars toppled SMU, 90-79. Corey Davis Jr. added four treys and 17 points for Houston, which shot 53 percent overall and 12-for-29 from beyond the arc.

Houston improved to 28-2 overall and 15-2 in the conference. The Cougars tied the school record for victories set by the Elvis Hayes-led 1967-68 squad.

— B.J. Taylor scored 22 points and 25th-rated UCF held Cincinnati to 37.1 percent shooting in a 58-55 victory against the 19th-ranked Bearcats. Taylor broke a tie with two free throws with 1:16 left and made it 57-53 with a layup with 17 seconds to go. Tacko Fall added 10 points and six rebounds in helping the Knights move to 23-6 overall and 13-4 in the American Athletic Conference.

Wade mum on Yahoo report

UNDATED (AP) — LSU men’s basketball coach Will Wade is declining comment on a Yahoo report detailing a phone conversation recorded by the FBI in which Wade discusses his efforts to lure a recruit to the Tigers.

The report says the FBI recording is of a conversation with Christian Dawkins, who is one of several people convicted in October of conspiracy to commit wire fraud for funneling illegal payments to families of recruits to Louisville, Kansas and North Carolina State. The report also states that it is not clear if the offer Wade discusses would violate NCAA rules, or if the player and his family knew of or accepted the offer.

In the report, Wade is described expressing his frustration with an unidentified third party handling the recruitment of player referred to only as “Smart.” LSU has a freshman guard named Javonte Smart who is a former Louisiana high school player of the year.

— Syracuse men’s basketball head coach Jim Boeheim (BAY’-hym) will not be charged in last month’s fatal highway accident that killed Jorge Jimenez as Boeheim tried to avoid a disabled car. Onondaga County District Attorney William Fitzpatrick says Boeheim was “not reckless” and added that he declined to file charges after reviewing the police accident report. Jimenez had exited the car and was standing near the guardrail when he was accidentally hit by Boeheim on Feb. 20.

MLB wants notice of lineups before stadium announcement

UNDATED (AP) — The new wave of legal gambling is prompting Major League Baseball to closely monitor starting lineups.

Ballclubs this season must notify the commissioner’s office of their lineups before they are announced at stadiums. The decision comes in response to the Supreme Court ruling last spring that has led to more widespread legal gambling.

In other baseball news:

— Carlos Gomez is back with the Mets, 3½ years after a trade fell through that would have sent him from Milwaukee to New York. The Mets say the 33-year-old outfielder has agreed to a minor league contract and will report to big league spring training. The two-time All-Star hit .208 with nine homers and 32 RBIs in 118 games last year for Tampa Bay.

— Bryce Harper homered for the second straight day in a simulated game against Phillies minor leaguers. Harper had an opposite-field homer to left in the first of 12 plate appearances Thursday at the team’s minor league complex.

— Hall of Fame pitcher Tom Seaver has been diagnosed with dementia and has retired from public life. The family of the 74-year-old says Seaver will continue to work in the vineyard at his home in California. Seaver has limited his public appearances in recent years. He didn’t attend the Baseball Writers’ Association of America dinner in January when members of the New York Mets’ 1969 World Series championship team were honored.

UNDATED (AP) —The Associated Press has learned through a person with knowledge of the deal that the Washington Redskins are acquiring quarterback Case Keenum from the Denver Broncos for a swap of 2020 draft picks.

The parameters of the pending deal include a reworking of Keenum’s contract, with the Broncos paying him a $500,000 restructuring bonus and picking up half of the $7 million he was guaranteed in 2019. The Redskins would also get a seventh-round pick and send a sixth-rounder to the Broncos.

In other NFL news:

— The Steelers have signed Pro Bowl center Maurkice Pouncey and left guard Ramon Foster to new deals, retaining two of Ben Roethlisberger’s (RAHTH’-lihs-bur-gurz) best blockers. Foster agreed to a two-year deal that will pay him $8.25 million and lets him stay with the club for which he’s made 131 starts since 2009. Pouncey will receive $11 million in 2020 and 2021 after having two years added to the contract that expires after this season.

— Pierre Garcon will become a free agent after the San Francisco 49ers declined his contract option. San Francisco exercised contract options for 2019 on fullback Kyle Juszczyk, defensive lineman Cassius Marsh, linebacker Dekoda Watson and cornerback K’Waun Williams.

— Titans punter Brett Kern has agreed to terms on a multi-year contract extension. Kern earned his second straight Pro Bowl invitation last year and posted the second-best net average in franchise history.

— The Dolphins are releasing defensive end Andre Branch and guard Ted Larsen as they pare payroll in advance of free agency next week. Branch had only 1½ sacks in 14 games last year, and Larsen struggled on an offense that ranked next to last in the NFL in yards.

— The Jets have tendered a second-round qualifying offer to wide receiver Robby Anderson, who could become a restricted free agent next week. The 25-year-old led the Jets last season with 50 receptions, 752 yards receiving and six touchdown catches.

— The Ravens have signed pending unrestricted free agent tight end Nick Boyle to a three-year package. Boyle was suspended twice during his first two seasons for violating the NFL’s performance-enhancing drug policy, but played in 31 of 32 games over the last two years.

—The Giants have re-signed Pro Bowl placekicker Aldrick Rosas (ROH’-sahs), who hit 32 of 33 field goal attempts and 31 of 32 extra point attempts last sesaon. His .970 percentage on field goals was a franchise record and just slightly behind NFL leader Robbie Gould (gohld), who made 33 of 34 attempts.

— Vikings running back Roc Thomas has been charged with felony possession of marijuana. A criminal complaint says Thomas’ apartment in a Twin Cities suburb was searched Jan. 16 and officers found about five ounces of marijuana, drug paraphernalia and $16,000 in cash.

ORLANDO, Fla. (AP) — Rafa Cabrera Bello fired a 7-under 65 in his Arnold Palmer Invitational debut to take a two stroke lead over Keegan Bradley at Bay Hill.

Cabrera Bello opened with four birdies in six holes in the morning chill and put together another run of birdies that included consecutive putts from the 30-foot range.

Phil Mickelson and Bubba Watson are in a five-way tie for third at minus-4, along with Graeme McDowell, Patrick Rodgers and Bill Horschel.

ALEXANDRIA, Va. (AP) — Former Trump campaign chairman Paul Manafort has been sentenced to nearly four years in prison for tax and bank fraud related to his work advising Ukrainian politicians, much less than what was called for under sentencing guidelines.

Manafort, sitting in a wheelchair, had no visible reaction as he heard the 47-month sentence. While that was the longest sentence to date to come from special counsel Robert Mueller’s probe, it could have been much worse for Manafort. Sentencing guidelines called for a 20-year-term, effectively a lifetime sentence for the 69-year-old.

Manafort has been jailed since June, so he will receive credit for the nine months he has already served. He still faces the possibility of additional time from his sentencing in a separate case in the District of Columbia.

 

 

WASHINGTON (AP) — The House has passed a resolution condemning anti-Semitism and other bigotry. Democrats are trying to push past a dispute that has overwhelmed their agenda and exposed fault lines that could shadow them through next year’s elections.

The one-sided 407-23 vote belied the emotional infighting over how to respond to freshman Rep. lIhan Omar’s recent comments suggesting House supporters of Israel have dual allegiances. For days, Democrats wrestled with whether or how to punish the Minnesota lawmaker, arguing over whether Omar, one of two Muslim women in Congress, should be singled out, what other types of bias should be decried in the text and whether the party would tolerate dissenting views on Israel.

Republicans generally joined in the favorable vote, though nearly two-dozen opposed the measure, one calling it a “sham.”

 

 

CARACAS, Venezuela (AP) — Much of Venezuela remains engulfed by darkness amid one of the largest power outages in years, raising tensions in a country already on edge from ongoing political turmoil.

The blackout hit 22 of 23 states by some accounts. It struck the capital Caracas, which until now has been spared the worst of a collapse in the nation’s grid, at the peak of rush hour Thursday.

Thousands of commuters flooded into the streets because subway service was stopped. A snarl of cars jammed the streets amid confusion generated by blackened stoplights. Others had to walk long distances to get home.

The blackout continued into early Friday.

 

 

BAHAWALPUR, Pakistan (AP) — Popular support for militant groups in southern Pakistan is complicating Prime Minister Imran Khan’s latest crackdown.

Khan has ordered the takeover of assets and property of dozens of banned militant organizations that operate in Pakistan, including Jaish-e-Mohammad, a U.N.-designated terror group that recently pushed nuclear-armed India and Pakistan to the brink of war.

Many of the groups are popular among the poor in Pakistan’s southern jihadist heartland because they operate networks of charities. Some groups have also enjoyed support from the military and intelligence services.

Pakistan’s counter-terrorism agency says the government has outlawed 68 militant groups. This includes Jaish-e-Mohammad and other Pakistan-based groups that seek to wrest control of Indian-controlled territory in the disputed Kashmir region, which has been the flashpoint of two wars between the South Asian neighbors.

 

 

TUXTLA GUTIERREZ, Mexico (AP) — Authorities in the southern Mexico state of Chiapas say at least 25 Central American migrants have died when the truck they were traveling in overturned.

The Chiapas state prosecutor’s office said in a statement late Thursday that 29 others were injured in the accident. It appears the driver lost control of the truck around 6 p.m. near the town of Francisco Sarabia in the municipality of Soyalo.

The injured were transported to hospitals. Authorities did not provide the nationalities of the victims, and say the investigation continues.

Chiapas is the historic entry point for Central American migrants arriving in Mexico from Guatemala. The normal migratory flow has attracted additional attention will the arrival of several large migrant caravans from Central America during the past year.
