MINNEAPOLIS (AP) — Interstates reopened Sunday morning in North Dakota and South Dakota after a winter storm dumped more than a foot (0.3 meter) of snow in parts of the Upper Midwest.

North Dakota transportation officials on Sunday reopened Interstate 94 from Bismarck to Fargo. I-29 was reopened from Grand Forks in North Dakota to Watertown in South Dakota.

In South Dakota, officials reopened a stretch of I-90 between Wall and Mitchell.

The National Weather Service says Jamestown Saturday received 6 inches of snow, with .12 of an inch of moisture.  Valley City recorded 7 and an a half inches of new snow.

Several churches and other services were cancelled.

MOORHEAD, Minn. (AP) — Snow buildup has caused a section of the roof to collapse at a Moorhead church, but no one was hurt.

The collapse at St. Francis de Sales Catholic Church was reported just after noon Sunday. Deputy Moorhead Fire Chief Benton Hicks tells KFGO Radio it was a “miracle” no one was hurt.

Church services were canceled due to snow, and only two people were in the church. Both got out safely.

The roof collapsed on the kitchen area, where coffee would have been served to church members.

Hicks estimates a 50- to 75-foot length (15- to 23-meter length) of the church roof crashed “flat to the ground.” Firefighters had to shovel snow out of the center area of the church where the collapse occurred to close the doors.

More than a dozen people working at a railroad service company in West Fargo, North Dakota escaped injury when the roof gave way under the weight of heavy snow.

Firefighters shut off gas meters at RJ Corman Sunday and checked for gas leaks following the roof collapse. West Fargo Fire Chief Dan Fuller says the biggest issue following a roof collapse is the potential for an explosion. Fuller says heating and cooling units on similar buildings are usually on the roof.

Also in West Fargo Sunday, a partial roof collapse at a trailer manufacturer touched off a fire when a gas line was sheared. Officials say the collapse caused significant damage to the offices at Trail King Industries. No one was in the building at the time.

Bismarck (CSi) North Dakota Attorney General Wayne Stenehjem joined attorneys general nationwide in urging the US Senate to enact the Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act, legislation to curb illegal robocalls and spoofing.

The news release says, these illegal calls have been the number one consumer complaint reported to Stenehjem’s office in each of the last three years.

The coalition of fifty-four attorneys general sent the letter earlier this week to the US Senate Committee on Commerce, Science, and Transportation, in support of the TRACED Act. The legislation is sponsored by Sens. John Thune and Ed Markey. In their letter, the attorneys general state that the TRACED Act enables states, federal regulators, and telecom providers to take steps to combat these illegal calls.

BISMARCK, N.D. (AP) — The Legislature is set to get new revenue projections this week that will be used to write North Dakota’s upcoming two-year budget.

Lawmakers have been holding off on major appropriations bills this session until they think they know how much money they have to spend.

State budget analysts and the economic consultancy Moody’s Analytics are scheduled to unveil their revenue forecast on Monday. The Legislature’s own economic consultancy will present its prediction on Tuesday.

The new forecasts may show rosier-than-expected revenue predictions due to upticks in oil prices since those budgets were crafted.

Other highlights this week include more work on ethics legislation, a bill to repeal Sunday shopping restrictions and a measure aimed at fixing some oil tax distributions for constitutional funds that benefit schools.

MINOT, N.D. (AP) — Combining two major projects in Minot, a new city hall and a technical center, could allow both to move forward with federal government funding after devastating flooding.

Minot City Manager Tom Barry says the Department of Housing and Urban Development has published the city’s waiver in the Federal Register, allowing a new city hall the chance to bring the two National Disaster Resilience projects together.

The Minot Daily News reports the federal agency had rejected the city’s waiver in 2016, citing the city hadn’t made satisfactory improvement at that time in fulfilling the needs of the vulnerable population.

Barry says the career and technical center was struggling due to insufficient funding. He said the $1.5 million allotted was not enough to carry the project.

The National Disaster Resilience program currently provides $3.75 million for the city hall building.

BISMARCK, N.D. (AP) — An idea developed by indigenous peoples and environmentalists in Canada to protest an oil pipeline in 2015 has been embraced recently by climate change activists in the U.S.

They call themselves valve turners, because they break onto private pipeline property and turn above-ground emergency shut-off valves to protest fossil fuels. They’re willing to go to jail. But laws aren’t uniform, so sometimes they do, sometimes they don’t.

The energy industry and its advocates say the fledgling protest tactic amounts to domestic terrorism. Nothing has happened federally, but several states are trying to stiffen penalties for targeting “critical infrastructure” such as pipelines.

Valve turners say they won’t be deterred because the planet is in jeopardy if they can’t raise awareness of a pending climate change catastrophe.

SHAH ALAM, Malaysia (AP) — Indonesia’s government says its continual high-level lobbying resulted in the release of the Indonesian woman who was charged with the murder of North Korean leader Kim Jong Un’s half brother in Malaysia.

The foreign ministry said in a statement Monday that Siti Aisyah was “deceived and did not realize at all that she was being manipulated by North Korean intelligence.”

It said Aisyah, a migrant worker, believed that she was part of a reality TV show and never had any intention of killing Kim Jong Nam.

The ministry said Malaysia’s attorney general used his authority under Malaysia’s criminal procedure code to not continue the prosecution.

WASHINGTON (AP) — President Donald Trump’s new budget is returning to an old fight over spending on a border wall with Mexico.

The president’s proposal, set for release Monday, also seeks to increase spending for the military but cut back sharply on money for domestic programs in the name of fiscal responsibility.

Trump’s acting budget chief, Russ Vought, says the administration has “prioritized reining in reckless Washington spending.”

Democrats aren’t buying it. The chairman of the House Budget Committee, congressman John Yarmuth of Kentucky, calls the proposed cuts to essential services “dangerous.”

Congress’ top Democrats, House Speaker Nancy Pelosi and Senate leader Chuck Schumer, predict that Trump’s latest demand for border wall money will result in another defeat for the president. They say the money would be better spent on rebuilding the country.

Sens. Cory Booker of New Jersey and Kamala Harris have been to small-town South Carolina. Vermont Sen. Bernie Sanders crossed Iowa this weekend.

Minnesota Sen. Amy Klobuchar already has been to a tiny town in general election battleground Wisconsin.

Rural America gives President Donald Trump and Republicans their most intense support.

But there are Democrats and persuadable voters there who are important to picking the Democratic nominee. And cutting into Republican advantages in the general election could help flip several swing states that gave Trump his 2016 victory

Democratic candidates say rural outreach also should be required of anyone who wants to lead such a diverse nation.

BAGHDAD (AP) — Iraqi television says Iranian President Hassan Rouhani has arrived in Iraq, making his first official visit to the neighboring nation that Tehran once fought a bloody war against and later backed in the battle with the Islamic State group.

Rouhani landed in Baghdad on Monday. He is scheduled to meet with both President Barham Salih and Prime Minister Abdel Abdul Mehdi, as well as visit other politicians and Shiite leaders.

Rouhani’s visit comes as Iran faces a maximalist pressure campaign from President Donald Trump after he pulled America out of Tehran’s nuclear deal with world powers.

So far, Iraq has said it will stand by Iran.

The visit underlines how much has changed since the 1980s, when Saddam Hussein invaded Iran, sparking an eight-year war that killed 1 million people.
