* WHAT…Blizzard conditions expected. Total snow accumulations of
10 to 15 inches expected in the James River Valley, with isolated higher amounts possible.
Total snow accumulations of 6 to 10 inches possible for eastern North
Dakota and parts of northwest Minnesota. Ice accumulations of a
light glaze will be possible in far southeast North Dakota and
west central Minnesota. Winds could gust as high as 65 mph.

PRECAUTIONARY/PREPAREDNESS ACTIONS…
A Blizzard Warning means severe winter weather conditions are
expected or occurring. Falling and blowing snow with strong winds
and poor visibilities are likely. This will lead to whiteout
conditions, making travel extremely dangerous. Do not travel. If
you must travel, have a winter survival kit with you. If you get
stranded, stay with your vehicle.

Wednesday evening through Thursday the worst conditions favoring the
James River Valley.
Very strong northerly winds Wednesday evening. In conjunction with
the very strong winds will be heavy snowfall, especially over the
James River Valley where 10 to 15 inches along with wind gusts to
60 mph are forecast.
The exact track of the storm is yet to be determined, which will determine how much snow will accumulate, and where, and what areas will have snow or rain.
Jamestown (CSi) Jamestown Public Schools will NOT have school this Thursday, March 14, 2019. Governor Burgum has given the school district forgiveness for the February 7th storm day. The school district is still required to makeup on April 22, 2019 and May 24, 2019 for scheduled storm days.
Bismarck (CSi) Jamestown Regional Airport boarding numbers in February this year were down from a year ago.
The North Dakota Aeronautics Commission reports in February 894 passengers enplaned in Jamestown compared to 1,036 in February of 2018.
Year to date boardings in Jamestown showed 1,686 passengers flying out of Jamestown through February compared to 1,956 through February 2018.
Inclement weather led to some cancellations of flights, and some connecting flights.
Jamestown (CSi) The Jamestown/Stutsman Development Corporation at its monthly meeting approved the 2019-21 Strategic Plan.
On Tuesday’s Wayne Byers Show on CSi Cable 2, JSDC, Business Development Director, Corry Shevlin said, three committees will remain, and goals have been updated to achieve over the next two years.
He added the JSDC continues to work on developing projects, and properties.
The JSDC also approve a FlexPace interest buydown for Iridium Properties of Valley City, which is planning a fertilizer and seed sale business near Spiritwood Energy Park to be purchased from the JSDC.
The buydown reduces the mortgage interest to one percent, through the Bank of North Dakota.
Also approved is a $86,000 JSDC loan.
Jamestown (UJ/NAIA) Jamestown will host the 2019 NAIA Women’s Wrestling Invitational, on March 15-16, 2019 on the University of Jamestown campus, in Harold Newman Arena.
The NAIA added women’s wrestling as an invitational sport beginning the 2018-2019 academic year after the National Administrative Council (NAC) unanimously approved the motion at the NAIA National Convention in Kansas City, Mo., in April 2018.
The NAIA is the first intercollegiate athletics association to officially recognize women’s wrestling.
NAIA president and CEO, Jim Carr says, “The NAIA is thrilled to have the University of Jamestown host the 2019 Women’s Wrestling National Invitational. This is a milestone event for women’s wrestling and we are confident that Jamestown will deliver an exceptional experience for student-athletes, coaches, and fans.”
Twenty-five NAIA institutions – including Jamestown — were anticipated to field women’s wrestling teams during the 2018-2019 season, up from 19 the year prior. Women’s wrestling will be eligible for championship status after two years of competition as an invitational sport, and 40 institutions sponsor a varsity women’s wrestling team.
University of Jamestown President Dr. Polly Peterson says, “The University of Jamestown looks forward to hosting this tournament. We have been committed to women’s wrestling for a decade and are pleased that it is now an NAIA sport. The University and the Jamestown community look forward to welcoming the athletes and their fans. The University is appreciative of the support and participation that it received from the community as we moved through the site selection process.”
University of Jamestown Director of Athletics Sean Johnson adds, “We are proud to host the first NAIA Women’s Wrestling National Invitational.It’s a terrific opportunity to showcase Harold Newman Arena, our community and our state. This is the sixth NAIA wrestling national championship we’ve hosted here in Jamestown and one of the big reasons is our strong wrestling community. By hosting this event, we hope to grow women’s wrestling in our state and region.”

Harold Newman Arena will be the site for the event. The $16 million building opened September 29, 2017, and has already been the host to a college conference basketball championship tournament, high school regional basketball game, and many state, local and regional events. The 61,000 square foot facility features a private meeting room overlooking the floor, which combined with the lobby, can seat 350 people. There are 8 locker rooms, two concession stands, a game day athletic training room and conference room.
Harold Newman Arena is connected by a hallway to a brand new, state of the art athletic training center and the school’s 6,000 square foot wrestling room, recently renovated 5,500 square foot weight training center with adjacent locker room space.

Jamestown (CSi) The Jamestown City Park Board has under its strategic plan, approved Jack Brown Stadium renovations, and an outdoor pool area vendor.
On a 3-1 vote the board approved completing the JBS renovations by next fall.
Renovations included demolition the first base bleachers and press box, and installing new bleachers and press box. The new seating will be accessible under ADA guidelines.
This is the first major repair work at the stadium since the late ‘60’s. Last year the new dugouts were constructed and put into use.
Parks and Recreation Director, Doug Hogan said, with no major baseball tournament slated for two years this is the right time to do the work, adding that there’s no concern with seating capacity for any games that may occur during the construction period.
Private donations will be sought for the project along and a request for $50,000 in Capital Construction funds from the Jamestown Tourism Grant and Executive Board which will act on the request this Wednesday, at the meeting at 11:30-a.m., at the CSi Technology Center, at Historic Franklin School. The Park Board also unanimously approved a Phase II splash deck committee vendor recommendation for Waterplay, an aquatic play solutions company based in Canada and Australia.
The foundation director for Dakota College at Bottineau, Leslie Stevens completing her master’s degree in leadership this summer through the University of Jamestown said, that she would assist Parks and Recreation in developing a strategic plan process, this summer.
Bismarck (NDDOT) Seasonal load restrictions are planned to be placed on some North Dakota state highways as early as next week. The North Dakota Department of Transportation (NDDOT) normally places load restrictions on some state highways from March to May, depending on weather.
Motorists are encouraged to check the load restriction map daily as restrictions may change quickly due to weather. Statewide seasonal load restriction information is available by calling 511 or online at www.dot.nd.gov/travel-info. The award was presented on March 5th, 2019 at the Upper Midwest Aviation Symposium held in Bismarck. The award is sponsored by the North Dakota Aeronautics Commission in partnership with the Airport Association of North Dakota. This award is for excellence in maintaining safety, project management, and community awareness.
Presenting the award was Kyle Wanner, Executive Director of the North Dakota Aeronautics Commission. Accepting the award for the Dickinson Airport included: Kelly Braun – Airport Director and Markus Powell – Dickinson Municipal Airport Authority Member.
Currently, the Dickinson airport is preparing for a major taxiway and runway reconstruction project and has recently cleared all planning and environmental work to be able to proceed forward with construction which will begin in 2019. The airport board and staff has worked tirelessly over the last few years to educate all levels of government and the public regarding the necessity for their upcoming airport expansion project.

The Maddock Municipal Airport has a strong belief in aviation advocacy and volunteerism. A growing annual event for the Maddock airport is their annual Golf Ball Drop and Celebration. This nonprofit fundraiser brings hundreds of guests and introduces children and adults to the world of aviation though free air plane and helicopter rides.
In 2018, Maddock had multiple first year pilots, all taking classes and instruction by one of the three CFI’s available to teach in Maddock. Furthermore, IFR certification, taildragger endorsement, helicopter training, and annual flight reviews have been done at the Maddock Airport, through local committed CFI’s. The airport also temporarily opened its available hanger space to New Rockford pilots and aircraft after the 2018 windstorm destroyed the New Rockford Airport terminal and hangar building.

BOSTON (AP) — The NCAA says it will look into claims made against college coaches and administrators in the admissions bribery scandal.
In a statement, the NCAA says the “charges brought forth today are troubling and should be a concern for all of higher education.”
Most NCAA rules that regulate recruiting are aimed at preventing schools and coaches from giving improper benefits and enticements to athletes.
In this case, parents were paying coaches to help students gain entry to college by falsifying athletic credentials and claiming that the students were being recruited to plays sports.
The NCAA says it is reviewing the allegations “to determine the extent to which NCAA rules maybe have been violated.”
HEJERE, Ethiopia (AP) — Italy is joining other European countries in closing its airspace to Boeing 737 Max 8 aircraft.
The Italian Civil Aviation Authority says aircraft of that type cannot operate to and from airports in Italy starting at 9 p.m. local time (2000 GMT) on Tuesday, until further notice.
The authority says the measure is precautionary, given the lack of “reliable information” regarding the cause of the crash of the Ethiopian Airlines jet shortly after takeoff on Sunday.
The European Aviation Safety Agency has just issued a directive grounding all Boeing 737 Max 8 and 9 model aircraft. It applies to all European Union airspace.

LONDON (AP) — Northern Ireland’s Democratic Unionist Party says it won’t back U.K. Prime Minister Theresa May’s revamped divorce deal from the European Union.
The party, which plays a pivotal role in the Brexit votes in Parliament because of the prominence of the Northern Ireland border with EU member Ireland, said in a statement that May had made “limited” progress. However, it added that in its view “sufficient progress has not been achieved at this time.”
May has long courted the party’s support because she needs its 10 votes to win a majority in Parliament.
May had announced changes on Monday designed to overcome lawmakers’ concerns about provisions designed to ensure the border on the island of Ireland remains open after Brexit.
The so-called backstop is an insurance mechanism that would be implemented only if Britain and the EU can’t agree on the terms of their future relationship in the second phase of negotiations.
NEW YORK (AP) — New York’s attorney general has opened a civil investigation into President Donald Trump’s business dealings.
A person familiar with the inquiry says Attorney General Letitia James issued subpoenas Monday to Deutsche Bank and Investors Bank seeking records related to four Trump real estate projects and his failed bid to buy the Buffalo Bills.
The person wasn’t authorized to discuss the matter publicly and spoke on condition of anonymity. The New York Times first reported the subpoenas.
Trump’s former lawyer, Michael Cohen, told Congress that Trump exaggerated his wealth on documents provided to Deutsche Bank when he was trying to buy the Bills.
Messages left with the banks and the Trump Organization were not immediately returned.
The subpoenas sought records related to Trump projects in Washington, D.C., Chicago, New York and Florida.
CARACAS, Venezuela (AP) — European Union foreign policy chief Federica Mogherini says no military action from inside or outside Venezuela would be acceptable to resolve the “dramatically” deteriorating situation in the country.
She told the U.N. Security Council in New York on Tuesday that “a solution cannot be, and should never be, imposed from the outside.”
But she said that “an international initiative can help build a peaceful and democratic way out of the crisis.”
She noted that an International Contact Group with European and Latin American countries has been created “to help create the conditions for a political process that would lead to free and fair presidential elections.”
Mogherini said the EU is also working with U.N. agencies “to ensure that humanitarian aid reaches those in need inside and outside of the country following the key principles of humanitarian law, and avoiding any politicization of the aid delivery.”
NEW YORK (AP) — Languishing evidence in over 100,000 sexual assault cases around the country has been sent for DNA testing with money from a New York prosecutor and federal authorities, and the effort has spurred over 1,000 arrests and hundreds of convictions so far.
That’s according to a report released Tuesday by Manhattan District Attorney Cyrus Vance Jr. and data provided by the federal Department of Justice.
Still, it’s estimated another 155,000 or more sex assault evidence kits nationwide await testing. And thousands of results have yet to be linked to a suspect.
Vance and the Department of Justice have worked in tandem since 2015 on what’s called the rape kit backlog.
They’ve provided tens of millions of dollars to send years-old kits to labs from dozens of places, ranging from Flint, Michigan, to Las Vegas.
