Strong storm system will move into the plains with precipitation
spreading southwest to northeast late Wednesday afternoon through
Wednesday night.
Locations south of I-94 may initially see rain or
even heavy rain, as well as light icing due to freezing rain
before transitioning to snow.
This transition will result in a large spread in snow amounts from the south to the north, with the heaviest axis of snow currently more likely to occur from Valley City to Grand Forks Wednesday evening through Thursday morning.
This may extended across far northwest Minnesota. Within this
heavy snow axis snow accumulations may range from 6 to 12″, with
locally higher amounts possible.
In addition, very strong north winds gusting 45 to 60 mph may combine with blowing snow to create significant drifting and blowing Wednesday night through Thursday.
Jamestown (CSi) Jamestown Public Schools will NOT have school this Thursday, March14, 2019. Governor Burgum has given the school district forgiveness for the February 7th storm day. The school district is still required to makeup on April 22, 2019 and May 24, 2019 for scheduled storm days.
Bismarck (CSi) Jamestown Regional Airport boarding numbers in February this year were down from a year ago.
The North Dakota Aeronautics Commission reports in February 894 passengers enplaned in Jamestown compared to 1,036 in February of 2018.
Year to date boardings in Jamestown showed 1,686 passengers flying out of Jamestown through February compared to 1,956 through February 2018.
Inclement weather led to cancellations of some flights, and some connecting flights.
Jamestown (CSi) The Jamestown/Stutsman Development Corporation at its monthly meeting approved the 2019-21 Strategic Plan.
On Tuesday’s Wayne Byers Show on CSi Cable 2, JSDC, Business Development Director, Corry Shevlin said, three committees will remain, and goals have been updated to achieve over the next two years.
He added the JSDC continues to work on developing projects, and properties.
The JSDC also approve a FlexPace interest buydown for Iridium Properties of Valley City, which is planning a fertilizer and seed sale business near Spiritwood Energy Park to be purchased from the JSDC.
The buydown reduces the mortgage interest to one percent, through the Bank of North Dakota.
Also approved is a $86,000 JSDC loan.
Jamestown (UJ/NAIA) Jamestown will host the 2019 NAIA Women’s Wrestling Invitational, on March 15-16, 2019 on the University of Jamestown campus, in Harold Newman Arena.
The NAIA added women’s wrestling as an invitational sport beginning the 2018-2019 academic year after the National Administrative Council (NAC) unanimously approved the motion at the NAIA National Convention in Kansas City, Mo., in April 2018.
The NAIA is the first intercollegiate athletics association to officially recognize women’s wrestling.
NAIA president and CEO, Jim Carr says, “The NAIA is thrilled to have the University of Jamestown host the 2019 Women’s Wrestling National Invitational. This is a milestone event for women’s wrestling and we are confident that Jamestown will deliver an exceptional experience for student-athletes, coaches, and fans.”
Twenty-five NAIA institutions – including Jamestown — were anticipated to field women’s wrestling teams during the 2018-2019 season, up from 19 the year prior. Women’s wrestling will be eligible for championship status after two years of competition as an invitational sport, and 40 institutions sponsor a varsity women’s wrestling team.
University of Jamestown President Dr. Polly Peterson says, “The University of Jamestown looks forward to hosting this tournament. We have been committed to women’s wrestling for a decade and are pleased that it is now an NAIA sport. The University and the Jamestown community look forward to welcoming the athletes and their fans. Harold Newman Arena will be the site for the event. The $16 million building opened September 29, 2017, and has already been the host to a college conference basketball championship tournament, high school regional basketball game, and many state, local and regional events. The 61,000 square foot facility features a private meeting room overlooking the floor, which combined with the lobby, can seat 350 people. There are 8 locker rooms, two concession stands, a game day athletic training room and conference room.
Harold Newman Arena is connected by a hallway to a brand new, state of the art athletic training center and the school’s 6,000 square foot wrestling room, recently renovated 5,500 square foot weight training center with adjacent locker room space.

Jamestown (CSi) The Jamestown City Park Board has, under its strategic plan, approved Jack Brown Stadium renovations, and an outdoor pool area vendor.
On a 3-1 vote the board approved completing the JBS renovations by next fall.
Renovations included demolition the first base bleachers and press box, and installing new bleachers and press box. The new seating will be accessible under ADA guidelines.
This is the first major repair work at the stadium since the late ‘60’s. Last year the new dugouts were constructed and put into use.
Parks and Recreation Director, Doug Hogan said, with no major baseball tournament slated for two years this is the right time to do the work, adding that there’s no concern with seating capacity for any games that may occur during the construction period.
Private donations will be sought for the project along and a request for $50,000 in Capital Construction funds from the Jamestown Tourism Grant and Executive Board which will act on the request this Wednesday, at the meeting at 11:30-a.m., at the CSi Technology Center, at Historic Franklin School. The Park Board also unanimously approved a Phase II splash deck committee vendor recommendation for Waterplay, an aquatic play solutions company based in Canada and Australia.
The foundation director for Dakota College at Bottineau, Leslie Stevens completing her master’s degree in leadership this summer through the University of Jamestown said, that she would assist Parks and Recreation in developing a strategic plan process, this summer.

The award was presented on March 5th, 2019 at the Upper Midwest Aviation Symposium held in Bismarck. The award is sponsored by the North Dakota Aeronautics Commission in partnership with the Airport Association of North Dakota. This award is for excellence in maintaining safety, project management, and community awareness.
Presenting the award was Kyle Wanner, Executive Director of the North Dakota Aeronautics Commission. Accepting the award for the Dickinson Airport included: Kelly Braun – Airport Director and Markus Powell – Dickinson Municipal Airport Authority Member.
Currently, the Dickinson airport is preparing for a major taxiway and runway reconstruction project and has recently cleared all planning and environmental work to be able to proceed forward with construction which will begin in 2019. The airport board and staff has worked tirelessly over the last few years to educate all levels of government and the public regarding the necessity for their upcoming airport expansion project.

The Maddock Municipal Airport has a strong belief in aviation advocacy and volunteerism. A growing annual event for the Maddock airport is their annual Golf Ball Drop and Celebration. This nonprofit fundraiser brings hundreds of guests and introduces children and adults to the world of aviation though free air plane and helicopter rides.
In 2018, Maddock had multiple first year pilots, all taking classes and instruction by one of the three CFI’s available to teach in Maddock. Furthermore, IFR certification, taildragger endorsement, helicopter training, and annual flight reviews have been done at the Maddock Airport, through local committed CFI’s. The airport also temporarily opened its available hanger space to New Rockford pilots and aircraft after the 2018 windstorm destroyed the New Rockford Airport terminal and hangar building.
Bismarck (NDDOT) Seasonal load restrictions are planned to be placed on some North Dakota state highways as early as next week. The North Dakota Department of Transportation (NDDOT) normally places load restrictions on some state highways from March to May, depending on weather.
Motorists are encouraged to check the load restriction map daily as restrictions may change quickly due to weather. BISMARCK, N.D. (AP) — The group behind a constitutional amendment to toughen ethics rules in state government is offering several amendments to a Republican bill they say is too soft on the issue.
North Dakotans for Public Integrity is hoping to make the bill more like a Democratic proposal it says is more in line with what voters wanted when they approved the amendment in 2016.
That amendment would restrict lobbying and create an independent ethics commission, among other things.
The GOP-sponsored bill has passed the House and was being heard in the Senate on Tuesday. Meanwhile, the Democratic version was in the House after already passing the Senate.
BISMARCK, N.D. (AP) — Federal officials who permitted the Dakota Access oil pipeline are turning over some documents sought by American Indian tribes suing over the project.
But the Army Corps of Engineers argued in a new court filing Monday that a request for dozens more records is vague and overly broad and should be rejected by a federal judge.
The developer of the pipeline that’s moving North Dakota oil to Illinois also wants the judge to deny the request, saying it’s meritless and will delay a legal battle that’s already lingered nearly three years.
The records relate to a court-ordered Corps study on the pipeline’s impacts on tribes. The Corps determined the pipeline doesn’t unfairly impact minorities.
The tribes dispute the findings and allege the Corps is withholding documents that could bolster their case.
BISMARCK, N.D. (AP) — An economic consultancy hired by the North Dakota Legislature predicts slightly higher oil prices but lower production over the next two-year budget cycle than a state forecast.
The forecast presented Tuesday by IHS Markit to lawmakers estimated general fund revenues from major tax collection categories at $2.9 billion. That’s down 7.5 percent from revenue forecast presented Monday by state budget analysts and Moody’s Analytics.
The Legislature’s consultancy predicted oil production to slip from the current 1.4 million barrels daily to 1.3 million barrels at the end of the budget cycle. The forecast presented Monday expects production to rise by about 400,000 barrels over the budget period.
Lawmakers will consider both forecasts to set the final numbers Thursday when they begin finishing their work on the state’s 2019-2021 spending plan.
BISMARCK, N.D. (AP) — The number of drug overdose deaths in North Dakota has declined after hitting a record number in 2016.
The Centers for Disease Control and Prevention reports drug overdose deaths in North Dakota dipped to 68 in 2017 after a record 77 deaths were reported in 2016.
Human Services officials call the news encouraging, but say it’s no time to be complacent.
Behavioral Health Division Director Pam Sagness says the decrease shows the success of drug overdose prevention efforts the state started in 2017.
In 2017, North Dakota launched the Recovery Reinvented Program, as well as began distributing the overdose-reversing naloxone to communities and working to get medication-assisted treatment available across the state.
The Bismarck Tribune reports North Dakota will continue using federal grants and other funds to continue those efforts.
DUNN CENTER, N.D. (AP) — An equipment problem is being blamed for the spill of about 13,000 gallons of saltwater at an oil and gas well in Dunn County.
The state Oil and Gas Division says Bruin E&P Operating reported Monday that 310 barrels of brine had spilled the previous day at a well about 15 miles north of Dunn Center, due to a valve or piping connection leak. Brine, or saltwater, is a byproduct of energy production.
All of the spilled saltwater was contained on site and recovered. A state inspector went to the site and will monitor any additional cleanup.

The No. 4-seeded Bison also got 15 points and seven rebounds from Tyson Ward and return to the NCAA Tournament for the first time since 2015.

UNDATED (AP) — Jamal Murray scored 19 of his 30 points in the second half, Mason Plumlee dished out eight of Denver’s season-high 40 assists and the Nuggets cruised to a 133-107 win over the banged-up Minnesota Timberwolves. Called out by coach Michael Malone after a lackadaisical performance in Golden State last week, the Nuggets starting unit responded by playing with more intensity.
— DeMar DeRozan scored 33 points, LaMarcus Aldridge added 28 and the San Antonio Spurs beat the Dallas Mavericks 112-105. DeRozan and Aldridge had identical 11-for-19 shooting lines from the field and combined to go 17 of 17 from the foul line.
Giannis Antetokounmpo scored 24 points and the Milwaukee Bucks used a 45-point third quarter to pull away from the New Orleans Pelicans for a 130-113 victory on Tuesday night.
Khris Middleton had 23 points, Malcolm Brogdon added 18, and Eric Bledsoe and former Pelicans forward Nikola Mirotic each scored 14 for the Bucks. Brook Lopez finished with 13.
The Bucks led by eight at halftime and took control in the third quarter. Brogdon scored nine points as Milwaukee began the period on a 28-14 run to take an 84-62 lead midway through the quarter.
Anthony Davis scored 17 points in the quarter to help New Orleans cut it to 101-89 going to the fourth, but he did not play afterward. The Pelicans have been holding him from the fourth quarter as part of a minutes restriction imposed in the wake of the All-Star forward’s trade demand in late January.

— CJ McCollum scored 35 points, Jusuf Nurkic and Damian Lillard added 20 apiece and the Portland Trail Blazers snapped the Los Angeles Clippers’ five-game winning streak with a 125-104 victory. — Bojan Bogdanovic scored 24 points and Darren Collison made two free throws 19.5 seconds left to help the Indiana Pacers slip past the New York Knicks 103-98 on Tuesday night. NBA fines Westbrook $25,000 for language; Jazz ban fan
NEW YORK (AP) — The NBA has fined Oklahoma City guard Russell Westbrook $25,000 for the language he directed toward a fan in Utah.
Meanwhile, the Jazz have banned the fan from all events at their arena permanently and effective immediately.
Westbrook says the fan made racial comments toward him during the Jazz-Thunder game on Monday night. The NBA and the Jazz both investigated the matter and released decisions Tuesday afternoon. Westbrook was fined for using both profanity and threatening language, which he did from the sideline.
The Jazz say that the fan was banned for “excessive and derogatory verbal abuse” during the game.

UNDATED (AP) — Two people familiar with the blockbuster trade say the Cleveland Browns have agreed to acquire star wide receiver Odell Beckham Jr. from the New York Giants.
The Browns are sending a first- and third-round pick in 2019 along with safety Jabrill Peppers to the Giants for Beckham, one of the NFL’s top players, said the people who spoke to The Associated Press on Tuesday night. They spoke on condition of anonymity because league rules prohibit teams from announcing trades until 4 p.m. Wednesday.
The deal is conditional on both players passing physicals.

MINNEAPOLIS (AP) — The Minnesota Vikings have kept the heart of their defense intact with a hefty commitment to four-time Pro Bowl linebacker Anthony Barr. According to a person with direct knowledge of the deal, Barr has agreed to re-sign with the Vikings on a five-year, $67.5 million contract with $33 million guaranteed. Barr was the first draft pick made by the Vikings under coach Mike Zimmer in 2014.
— The Green Bay Packers have agreed to $183 million worth of contracts with edge rusher Za’Darius Smith, linebacker Preston Smith, safety Adrian Amos and offensive lineman Billy Turner.
— The Denver Broncos are expected to sign free agent defensive back Kareem Jackson to a three-year, $33 million deal when free agency officially begins Wednesday. The Broncos also are expected to make former Miami Dolphins right tackle Ju’Wuan James the highest paid right tackle in the league. James is expected to sign a four-year, $51 million contract that includes $32 million in guarantees.
— The Houston Texans have addressed their void at safety, signing free agent Tashaun Gipson. The Texans were in need of a safety after free agents Kareem Jackson and Tyrann Mathieu agreed to deals with other teams on Monday.
— The Detroit Lions have agreed to a one-year contract extension with running back Zach Zenner. The four-time Pro Bowl outside linebacker is said to have agreed to re-sign with the Vikings on a five-year, $67.5 million contract.
— The Tampa Bay Buccaneers have re-signed quarterback Ryan Griffin to a two-year contract. The seventh-year pro, who’s never taken a snap in a regular-season game, is a backup to Jameis Winston.
— Wide receiver Breshad Perriman will re-sign with the Cleveland Browns after a bounce-back season. He was set to hit the free-agent market on Wednesday.
— The Tennessee Titans are said to have agreed to terms with Los Angeles Rams offensive lineman Rodger Saffold on a four-year deal worth $44 million.
—The Browns beefed up their defensive line before NFL free agency opened. Vikings tackle Sheldon Richardson agreed to a three-year, $39 million contract with Cleveland
—The Panthers have re-signed backup quarterback Taylor Heinicke to a one-year contract. Heinicke served as Cam Newton’s backup last season and played in six games.
—The agent for offensive tackle Ty Nsekhe says the Buffalo Bills have agreed to sign his client to a two-year contract with a potential value of $14.5 million. The 33-year-old Nsekhe spent the past four seasons with Washington.
—The Cincinnati Bengals are keeping right tackle Bobby Hart with a three-year deal. The Bengals signed Hart as a free agent from the Giants last year as a stopgap measure, trying to improve their horrid line.
—Four-time Pro Bowl middle linebacker C.J. Mosley is headed out of Baltimore after the Ravens abandoned hope of matching an offer made by the New York Jets.
—The Atlanta Falcons have gained some much-needed salary cap room by restructuring quarterback Matt Ryan’s contract. The Falcons confirmed that $8.75 million of Ryan’s 2019 base salary will be paid as a signing bonus.
—The Oakland Raiders have agreed to a four-year contract with free agent safety Lamarcus Joyner.
— A person with direct knowledge of the negotiations says the New York Jets and former Pittsburgh Steelers running back Le’Veon Bell have agreed on a deal. ESPN first reported the signing and says the deal is for four years and $52.5 million. The deal gives new coach Adam Gase and second-year quarterback Sam Darnold a big-time playmaker, arguably the best player at his position before Bell opted to sit out all of last season rather than sign a franchise tender with Pittsburgh.

ST. PAUL, Minn. (AP) — Martin Jones made 24 saves to continue his hot streak and lead the San Jose Sharks to a 3-0 victory over the Minnesota Wild. Barclay Goodrow, Tomas Hertl and Logan Couture scored for the Sharks, who won their fifth straight. Devan Dubnyk made 26 saves for the Wild. For Jones, it was his third shutout and 34th win of the season. Twenty-five of those wins have come since the start of December, the best total in the league over that span.
— Sidney Crosby scored twice during a furious second-period rally and Evgeni Malkin picked up two assists to reach 1,000 career points as the Pittsburgh Penguins edged the Washington Capitals 5-3. Crosby picked up his 32nd and 33rd goal during a three-goal outburst over a span of 1:48 in the second period as Pittsburgh erased a two-goal deficit to take the lead on its way to snapping Washington’s seven-game winning streak
UNDATED (AP) — Boone Jenner got his first career hat trick, Sergei Bobrovsky stopped 27 shots and the Columbus Blue Jackets beat the Boston Bruins 7-4 on Tuesday night.
The Blue Jackets scored five unanswered goals to go up 5-1 before the Bruins came roaring back with three straight in a wild second period to make it a one-goal game. Zach Werenski’s first goal in 30 games provided Columbus some breathing room late, and Jenner’s empty-netter completed his hat trick with 47 seconds left.
Josh Anderson had a career-high four points, and Werenski’s four were also a career high for the Blue Jackets, who had lost four of their last six games and are scrapping to stay above the Eastern Division wild-card line.

— Daniel Sprong scored for the third consecutive game, and the Anaheim Ducks beat the Nashville Predators 3-2. Ryan Getzlaf and Jakob Silfverberg also scored for the Ducks, who have won four of their past six games. John Gibson made 32 saves.

Yanks’ Sabathia throws 1st BP session since heart procedure
UNDATED (AP) — Yankees left-hander CC Sabathia threw 20 pitches Tuesday during his first batting practice session since a heart procedure in December.
Sabathia, expected to miss his first two or three regular-season starts, is slated to throw a simulated game Saturday. The 38-year-old, who is retiring after the season, had a stent inserted Dec. 11 after a blockage was found in an artery from his heart. He has had chronic right knee problems that required several operations.
Sabathia also is suspended for five games for hitting Tampa Bay’s catcher Jesus Sucre with a pitch on Sept. 27.
— Tim Tebow has been reassigned to minor league camp by the New York Mets after hitting .267 with one RBI in eight spring training games. The 31-year-old outfielder attended big league camp for the second straight year and is expected to start the season at Triple-A Syracuse.

Consulting company founder Rick Singer pleads guilty to running college admissions bribery scheme.
UNDATED (AP) — The founder of an admissions consulting company has pleaded guilty to running a nationwide college admissions bribery scheme involving wealthy parents and coaches at elite universities.
William “Rick” Singer, of Newport Beach, California, pleaded guilty in Boston federal court Tuesday to charges including racketeering conspiracy and obstruction of justice.
Singer is among 50 people charged in what federal officials say is the largest college admissions scam ever prosecuted by the Justice Department.
In the sweeping bribery case, TV stars and wealthy parents are charged with paying college coaches and testing-center insiders to help get their children into elite universities as athletes. Among the schools are Yale, Stanford, Georgetown, UCLA and USC.
Prosecutors say parents paid Singer about $25 million to bribe coaches and administrators into pretending that their children were athletic recruits to guarantee their admission.
COLLEGE ADMISSIONS-BRIBERY: COACHES
UNDATED (AP) — Schools are taking action against coaches implicated in an admissions bribery scandal.
Wake Forest University says it has suspended its head volleyball coach and UCLA says its soccer coach has been placed on leave pending a review and will have no involvement with the team. Stanford University says it has fired its sailing coach.
The NCAA says it will look into claims made against college coaches and administrators in the sweeping admissions bribery scandal to see if any NCAA rules were violated. In a statement, the NCAA says the “charges brought forth today are troubling and should be a concern for all of higher education.”
NFL-HALL OF FAME GAME
Broncos, Falcons to open preseason in Hall of Fame game
CANTON, Ohio (AP) — The Atlanta Falcons and Denver Broncos will play in the Hall of Fame game Aug. 1 to open the preseason. Each team will be making its fourth appearance in the preseason game, which this year will launch the NFL’s 100th season. Two days after the game in Canton, Ohio, Broncos owner Pat Bowlen, former Broncos cornerback Champ Bailey and former Kansas City Chiefs and Falcons tight end Tony Gonzalez will be among those enshrined into the Pro Football Hall of Fame.
The other members of the Hall of Fame class are Gil Brandt, Ty Law, Kevin Mawae, Ed Reed, and Johnny Robinson.

HEJERE, Ethiopia (AP) — Lion Air has confirmed reports it has put on hold the scheduled delivery of four Boeing 737 Max 8 jets while it waits for the outcome of the Indonesian investigation into its October crash that killed 189 people.
Speaking at a transport ministry news conference in Jakarta about the grounding of Max 8 planes, Lion Air executive Daniel Putut said the airline needs to know the “root cause” of the accident.
Lion Air ordered 222 Boeing Max planes, including 218 of the Max 8 model and four Max 9 planes. It currently has 10 Max 8 planes in its fleet.
Many countries worldwide have grounded Max 8 jets after one operated by Ethiopian Airlines crashed on Sunday, killing 157 people.
BOSTON (AP) — Authorities who accused dozens of super-wealthy parents of paying bribes to get their kids into elite U.S. colleges say the investigation isn’t over.
Big names such as actresses Felicity Huffman and Lori Loughlin headline the list of some 50 people charged in documents released Tuesday that describe a scheme to cheat the admissions process at eight sought-after schools.
“Desperate Housewives” star Huffman posted a $250,000 bond Tuesday after an appearance in federal court in Los Angeles.
It was unclear when the “Full House” star Loughlin would turn herself in. Loughlin’s husband, fashion designer Mossimo Giannulli, was released in Los Angeles after posting a $1 million bond.
Huffman and Giannulli are scheduled to reappear in court March 29 in Boston.
STRASBOURG, France (AP) — The European Parliament’s chief Brexit official says he wants to limit any Brexit deadline extension to a few months at best, fearing it will take over the whole European election campaign.
Guy Verhofstadt warned that the May 23-26 polls across the 27 remaining EU nations “will be hijacked by the Brexiteers and the whole Brexit issue” if the extension spills over past those days.
“We will talk only about that,” he said.
The EU Commission has warned that if Britain were still a member at the time of the elections, it would be forced to organize polls to fill its seats in the European legislature.
Verhofstadt said that “the only thing we will do is give a new mandate to Mr. (Nigel) Farage,” the UK lawmaker who has long campaigned in the European Parliament for Britain to leave.
Farage said that “I don’t want me coming back here” and called for the EU to reject an extension and make sure the U.K. leaves on time.
MELBOURNE, Australia (AP) — An Australian judge has sentenced the most senior Catholic to be convicted of child sex abuse to 6 years in prison for molesting two choirboys in a Melbourne cathedral more than 20 years ago.
Victoria state County Court Chief Judge Peter Kidd on Wednesday ordered Cardinal George Pell to serve a minimum of 3 years and 8 months before he is eligible for parole.
Pope Francis’ former finance minister was convicted in December of orally raping a 13-year-old choirboy and indecently dealing with the boy and the boy’s 13-year-old friend in the late 1990s. The assaults happened just months after Pell became archbishop of Melbourne. A court order had suppressed media reporting the news until last month.
The 77-year-old denies the allegations and will appeal his convictions in June.
WASHINGTON (AP) — Former Trump campaign chairman Paul Manafort is due back in court for his second sentencing hearing in as many weeks.
Manafort faces up to 10 additional years in prison when he’s sentenced in Washington on Wednesday in special counsel Robert Mueller’s Russia investigation.
The hearing comes a week after a judge in Virginia sentenced Manafort to 47 months in prison, far below what government guidelines recommended.
The Mueller team has prosecuted Manafort in both jurisdictions for charges related to his foreign consulting work. He was convicted at trial in the Virginia case and pleaded guilty in Washington to two conspiracy counts, each punishable by up to five years in prison.
A judge will decide Wednesday whether the sentences in the two cases should run consecutively or at the same time.
