Bismarck  (CSi)  The National Weather Service report on Monday morning  elevated water levels on the Missouri River through Mandan and Bismarck.

This is the result of a combination of increasing flows from the Knife

River and other local tributaries, and the impacts of still rather

intact ice cover in the Mandan and Bismarck area.

 

While damaging high water is not anticipated at this time,

conditions will have to be closely monitored. If the current

intact ice cover begins to break up, it could lead to an ice jam.

Ice jams are highly unpredictable.

Monday Morning Road Report…

The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP) have CLOSED Highway 200 near Cartwright (mile point 2) to the Highway 58 Junction until further notice due to water over the road. There is no signed detour. Motorists are asked to use alternate routes.

 

Jamestown  (CSi)  No major problems were encountered on Saturday with the  41st annual Runnin O’ the Green  in Jamestown.

Jamestown Police Department, Shift Commander, Lt. Robert  Opp,  estimated 20 arrests, less arrests during the Runnin, in past years.

Totals on dollars raised for local cancer patients and the Elks Camp Grassick are being tabulated.

Jamestown  (CSi)  Jamestown Police investigated a pedestrian vehicle mishap about 12:45 -p.m., Friday, at the Buffalo Mall parking lot.

The vehicle struck the female who was crossing the parking lot in front of the T.J. Maxx store.

There was no cross walk or stop sign located in that part of the parking lot.

The woman was taken to Jamestown Regional Medical Center by Jamestown Ambulance Service with unknown injuries.

The accident remains under investigation by Jamestown Police.

MANDAN, N.D. (AP) — River ice jam flooding is impacting a state park in southern North Dakota.

State Parks and Recreation Department spokeswoman Kristin Byram says high water has prompted the temporary closure of the campground at Fort Abraham Lincoln State Park south of Mandan.

Ice jams caused the Heart River to rise quickly on Sunday. The Heart is a tributary of the Missouri River. Flooding along the Heart swamped a rural Mandan home on Sunday and prompted the evacuation of a couple of horses.

Some roads in rural Morton County are closed due to flooding.

 

 

MOORHEAD, Minn. (AP) — The city of Moorhead is seeking volunteers to fill sandbags in anticipation of spring flooding along the Red River.

Mayor Jonathan Judd tells Minnesota Public Radio the city wants to fill 150,000 sandbags to prepare for a worst-case flood scenario.

The National Weather Service says there’s a 10 percent chance the river will approach historic flood levels in the Fargo-Moorhead area. The record is 41 feet, in 2009. Moorhead used 2.5 million sandbags that year.

Spring flooding also is a concern elsewhere in Minnesota. Gov. Tim Walz, Lt. Gov. Peggy Flanagan and U.S. Rep. Angie Craig were among the public officials who joined Hastings residents to fill thousands of sandbags Saturday. The Mississippi River at Hastings is forecast to rise to major flood stage this week.

 

BISMARCK, N.D. (AP) — North Dakota’s Legislature is getting ready to head into the session’s home stretch but first must find consensus on a host of spending plans and measures.

Among the bills to be considered this week is a measure that better defines the legal consequences for people who tamper with pipelines and any groups that help them.

Gov. Doug Burgum also is hosting lawmakers Monday night to continue his push to commit public money to a presidential library for Theodore Roosevelt in western North Dakota.

Lawmakers are generally lukewarm on the proposal, saying the state has more pressing needs.

BISMARCK, N.D. (AP) — A man authorities say is affiliated with the Mexican Mafia has been sentenced in North Dakota to 15 years in federal prison for drug trafficking.

The Bismarck Tribune reports that the case against 49-year-old David Salazar, of Packwood, Washington, began with a routine traffic stop in northwestern North Dakota in January 2017.

Berthold Police Chief Al Schmidt seized 10 pounds of methamphetamine along with cocaine and marijuana. At the time, it was the largest quantity of meth ever seized in North Dakota.

Salazar was recently sentenced on drug and weapons charges. Two co-defendants were sentenced earlier. Gregorio Capetillo got 10 years in prison and Luis Magana about 3 1/2 years.

 

BISMARCK, N.D. (AP) — Bismarck State College officials say the school is already seeing success from its alliance with a Saudi Arabian institute.

The college was chosen last year to offer energy sector training and a curriculum at the National Power Academy in Dammam, Saudi Arabia.

The academy enrolled its first students last September. It provides six training programs to male high school graduates in Saudi Arabia, including electrical technician training and renewable energy technician training.

The Bismarck Tribune reports that the school’s president, Larry Skogen, said the collaboration with the National Power Academy is “in the startup phase,” but is already reaping the benefits.

The college has been repaid for costs to begin training and develop a curriculum.

Officials estimate the program could bring in around $20 million over a five-year period.

 

 

BISMARCK, N.D. (AP) — Parties involved in a dispute over whether North Dakota regulators should be involved in the siting of an oil refinery near Theodore Roosevelt National Park are battling in state court.

The dispute is over whether state regulators should have reviewed the site of the $800 million Davis Refinery being built just 3 miles (5 kilometers) from the park.

The Public Service Commission last year declined to review the site, concluding the refinery will be too small to warrant review under state law.

Environmental groups that don’t believe developer Meridian Energy is being forthright about the refinery’s size want a state judge to order a commission hearing.

Meridian maintains the groups are on a “fishing expedition.” The commission also argues against a hearing, saying it must take Meridian at its word.

 

MANDAN, N.D. (AP) — The city of Mandan is tightening the leash on dogs, literally.

The Bismarck Tribune reports that the City Commission has approved an ordinance that shortens the allowable length of a dog-walking leash from 12 feet to 6 feet.

The move is aimed at giving dog owners greater control of their pets. It comes in the wake of a dog attack last summer that injured a 7-year-old girl and her mother. The girl suffered a broken leg and also needed hundreds of stitches.

The ordinance also allows police officers to issue citations for violations such as a dog running free in the city. The previous process involved the city prosecutor and municipal judge, as well as a court appearance by the offender.

HASTINGS, Neb. (uj.edu)  — After falling 9-3 in the first game of Sunday’s Great Plains Athletic Conference doubleheader against Hastings College, the University of Jamestown baseball team used a strong pitching performance by Kensaku Akiya (JR/Kawasaki, Japan) in the nightcap, defeating the Broncos 5-2.

The Jimmies improve to 13-9 overall and 3-3 in the GPAC. Hastings is now 5-12 overall and 2-4 in GPAC action.

UJ and Hastings will meet again Monday in a noon conference doubleheader in Hastings.

Game 1: Hastings 9, Jamestown 3
Trailing 3-2 entering the bottom of the sixth, Hastings rallied for seven runs to take a 9-3 victory.

The Broncos struck first, scoring twice in the bottom of the second for a 2-0 lead. Jamestown responded with two runs of their own as Tanner Roundy (SR/Henderson, NV) singled home Chase Hacker (JR/Millcreek, WA) and Jaden Yackley (SR/Lynnwood, Wash.).

Drake Pilat (SR/Winnipeg, MB, Canada)’s sacrifice fly in the top of the fifth drove in Yackley and gave UJ a 3-2 lead. That lead held up until the Broncos got to Jimmie starter Dakota Nelson (SR/Dallas, OR) (2-2) and reliever Marshal Burgess (SR/Brandon, MB, Canada) for seven runs in the sixth. Hastings scored five times with two outs, and a UJ error led to two unearned runs.

Roundy and Grant Okawa (JR/Mississauga, ON) combined for four of the Jimmies’ five hits. Nelson went 5 1/3 innings and allowed five runs (three earned) on four hits while striking out three and walking two.

Game 2: Jamestown 5, Hastings 2
Kensaku Akiya tossed seven innings of four-hit ball, allowing just one unearned run while striking out eight as UJ salvaged a split with a 5-2 win.

Akiya improved to 4-0 as he carried a no-hitter into the fifth inning and set a personal best with his eight punchouts.

Drake Pilat and Jaden Yackley had run-scoring singles to give Jamestown a 2-0 lead after two.

Tanner Roundy brought in two more runs with a two-out single in the fourth that increased the UJ advantage to 4-0.

The Broncos got on the board in the fifth to make it 4-1, but Grant Okawa would score on a wild pitch in the eighth to push the lead back to 5-1.

Yackley and Roundy both finished 2-for-4 at the plate. Okawa scored three runs and had three of the Jimmies’ seven stolen bases.

Kaleb Binstock (SR/Grand Forks, ND) worked a scoreless ninth for his first save.

Moorhead  (From the University of Jamestown)   Varsity and club esports teams from universities in five states will compete in the region’s first collegiate esports tournament, Rift of the North.

Varsity teams from Graceland University (IA), Midland University (NE), St. Ambrose University (IA), South Dakota School of Mines and Technology, and the tournament host, the University of Jamestown will all be competing in both League of Legends and Overwatch tournaments. Club teams from Minnesota State University Moorhead, the University of Minnesota, North Dakota State University, and Valley City State University will also compete in the tournaments.

The teams will be battling for a $5,000 Rift of the North Prize pool on April 5-6 at MSUM Nemzek Hall in Moorhead, MN. The event is free and open to the public, and concessions will be available.

(AP) — Avery Johnson is out as Alabama’s coach after making the NCAA Tournament only once in four seasons.Athletic director Greg Byrne announced Sunday that the Crimson Tide and Johnson “made the decision to mutually part ways.”Johnson’s buyout under a contract extension reached in August 2017 would be $8 million.

He led the Tide to a 75-62 record in four seasons, including a trip to the NCAA Tournament last year. Alabama lost five of its last six games this season, including a first-round upset by Norfolk State in the NIT on Tuesday night.

— Ron Hunter is leaving Georgia State to become Tulane’s coach. Hunter was 171-95 at Georgia State, leading the Panthers to three NCAA appearances. He replaces Mike Dunleavy after the Green Wave failed to win a game in the American Athletic Conference this season.

— California has fired basketball coach Wyking Jones after winning just eight games in each of his first two seasons. The Golden Bears followed up a school-record 16-game losing streak by winning the final three regular-season games this season.

Gronkowski retires

BOSTON (AP) — Gronk is calling it a career.

New England Patriots tight end Rob Gronkowski has announced on Instagram that he is retiring after nine NFL seasons. He called it the biggest decision of his life and thanked team owner Robert Kraft and coach Bill Belichick for the opportunity to play in the league.

Taken in the second round of the 2010 NFL draft, Gronkowski had 521 career receptions for 7,861 yards and 79 touchdowns in 115 games. Injuries caused him to miss at least half the 2013 and 2016 seasons, and he never played a full 16-game schedule after 2011. But the five-time Pro Bowler helped the Patriots advance to five Super Bowls, winning three times, including this year.

Gronkowski will turn 30 in May.

Warriors beat Pistons, leap over Nuggets

UNDATED (AP) — The Golden State Warriors have moved back atop the NBA’s Western Conference standings, moving a half-game ahead of Denver.

Stephen Curry had 26 points and Klay Thompson added 24 in the Warriors’ 121-114 win over the Pistons. Golden State saw a 20-point cushion shrink to nine before Curry drained a 3-pointer with about five minutes remaining.

Kevin Durant had 14 points and 11 assists for the Warriors, who rebounded one night after playing without Curry in a 126-91 loss to Dallas.

Indiana pushed the Nuggets behind the Warriors. Bojan (BOY’-ahn) Bogdanovic scored 26 of his 35 points by halftime, including a personal 12-2 run against Denver late in the second quarter of the Pacers’ 124-88 rout of the Nuggets.

Myles Turner had 17 points and 11 rebounds for the Pacers, who were back home after dropping four straight during a West Coast swing.

The Nuggets ended a six-game winning streak despite 19 points, 11 boards and eight assists from Nikola Jokic (NEE’-koh-lah YOH’-kihch).

— James Harden scored 28 points in a little less than 29 minutes of the Rockets’ 113-90 romp over the Pelicans. Eric Gordon added 18 points for the Rockets, who hit 21 3s in winning for the fifth time in six games to move a game ahead of Portland for the third seed in the West.

— Danilo Gallinari (da-NIH’-loh gah-lih-NAH’-ree) reached the 20-point plateau for the ninth straight game by scoring 26 in the Clippers’ 124-113 victory at New York. Capitals, Islanders still 1 point apart

UNDATED (AP) — The Washington Capitals have maintained their one-point lead over the New York Islanders in the NHL’s Metropolitan Division with six games left in the regular season.

Braden Holtby stopped 35 shots and the Capitals snapped a two-game skid by downing the Flyers, 3-1. Tom Wilson, Travis Boyd and Jakub Vrana scored on the eve of the team’s visit to the White House as defending Stanley Cup champions.

The Capitals swept the season series against the Flyers for just the second time in franchise history.

On Long Island, Robin Lehner (LEH’-nur) picked up his fifth shutout by stopping 31 shots in the Islanders’ 2-0 win over the Coyotes. Jordan Eberle provided the game-winner early in the first period and Brock Nelson added a big insurance tally with 3:14 remaining as New York won its second straight since dropping four of five.

Elsewhere on NHL ice:

— The Hurricanes pulled out a 2-1 win against the Canadiens on Andrei Svechnikov’s goal 3:15 into overtime. Trevor van Riemsdyk (REEMZ’-dyk) scored with 5:39 remaining in regulation before Svechnikov kept Carolina five points clear of an Eastern Conference playoff berth.

— Josh Anderson scored his 25th and 26th goals of the season and had an assist as the Blue Jackets blasted the Canucks, 5-0. Sergei Bobrovsky (boh-BRAHF’-skee) stopped 21 shots in his seventh shutout of the season, helping Columbus get within two points of Montreal for the final wild-card spot in the East.

— Duncan Keith scored 1:23 into overtime to give the Blackhawks a 2-1 victory over the Avalanche. Artem Anisimov (ah-NEE’-sih-mahv) tied it with a power-play goal early in the third period before Chicago ended Colorado’s four-game winning streak.

 

NASCAR-MARTINSVILLE

Keselowski dominates at Martinsville

MARTINSVILLE, Va. (AP) — Brad Keselowski routed the field at Martinsville Speedway to give Team Penske its third Cup victory through the first six races of the NASCAR season.

Keselowski led 446 of the 500 laps around the shortest track on the NASCAR schedule, giving the new Ford Mustang its third win of the season.

Chase Elliott was the only driver to pass Keselowski, holding the lead for 49 laps before finishing second. A late caution sent the field to pit road and Keselowski beat Elliott back to the track.

Kyle Busch was third after winning the previous two races. Ryan Blaney and Denny Hamlin round out the top five finishers.

Casey wins Valspar title again

PALM HARBOR, Fla. (AP) — Paul Casey has become the first back-to-back winner in the 19-year history of the Valspar Championship.

Casey closed with a 1-over 72 for an 8 under total, one shot ahead of Jason Kokrak (KOHK’-rak) and Louis Oosthuizen (WUHST’-hay-zehn). Kokrak and Oosthuizen each had a share of the lead on the back nine. Kokrak missed an 8-foot par putt on the final hole to fall one short.

Casey thought his biggest challenge would be Dustin Johnson, who was one shot behind. Instead, the world’s No. 1 player failed to make a single birdie for the first time in 31 tournaments worldwide.

Giants acquire Kratz from Brewers for depth behind Posey

UNDATED (AP) — The San Francisco Giants have acquired veteran catcher Erik Kratz from the Brewers for minor league infielder C.J. Hinojosa.

The Giants had been looking for an experienced catcher to provide depth behind Buster Posey, who is back from right hip surgery that ended his 2018 season in late August.

The 38-year-old Kratz batted .236 with six home runs and 23 RBIs in 67 games for the Brewers last season.

In other major league news:

— The Indians have signed infielder Brad Miller to a major league contract. Miller will start the season with second baseman Jason Kipnis and shortstop Francisco Lindor on the injured list.

— Orioles designated hitter Mark Trumbo will start the season on the injured list. The 33-year-old Trumbo, who led the major leagues with 47 home runs in 2016, had surgery on his right knee in September.

— Baltimore right-hander Alex Cobb left Saturday night’s game with right groin soreness, five days before he is scheduled to start the season opener against the Yankees. Manager Brandon Hyde said he would make a decision on Cobb’s availability over the next day or two.

— The Tigers say right-hander Jordan Zimmermann is going to make his second consecutive opening-day start Thursday at Toronto.

Rookie Herta wins IndyCar Classic at 18 years old

AUSTIN, Texas (AP) — Rookie Colton Herta has become the youngest winner in IndyCar history by capturing the inaugural IndyCar Classic.

A late-race crash near the entry to pit row helped Herta steal past the leaders to the checkered flag. Once the yellow flag was cleared, Herta powered away from former series champions Josef Newgarden and Ryan Hunter-Reay over the final 10 laps to get the win for Harding Steinbrenner Racing.

Will Power started from pole position and dominated through 45 laps, but he was caught out by the crash still needing a tire change when pit row was closed.

Marty Noble, longtime New York baseball writer, dies at 70

NEW YORK (AP) — Marty Noble, the longtime baseball writer and Hall of Fame voter who was a mainstay on the New York Mets beat for decades, has died.

Newsday and MLB.com report that Noble died Sunday in Florida at age 70. Newsday says a family member confirmed his death, but no cause was given.

Noble covered the New York Yankees and Mets for Newsday from 1981-2004. After that he moved to MLB.com, remaining on the Mets beat through 2010 and then working in a general role until he retired in 2016.

The website says Noble could still be found at the ballpark some days, making a visit to the Mets’ spring training facility as recently as Friday.

Georgia Tech announces death of DT Brandon Adams

ATLANTA (AP) — Georgia Tech defensive lineman Brandon Adams had died at the age of 21.

The school on Sunday announced Adams’ death. No cause was given.

Adams had been going through offseason workouts and was preparing for the start of spring practice when he died on campus Saturday.

WASHINGTON (AP) — Special counsel Robert Mueller did not find evidence that President Donald Trump’s campaign “conspired or coordinated” with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice. That from Attorney General William Barr on Sunday. The report brought a hearty claim of vindication from Trump but set the stage for new rounds of political and legal fighting.

Trump cheered the outcome but also laid bare his resentment after two years of investigations that have shadowed his administration. Democrats pointed out that Mueller found evidence for and against obstruction and demanded to see his full report. They insisted that even the summary by the president’s attorney general hardly put him in the clear.

 

 

WASHINGTON (AP) — Attorney General William Barr has made his determination about Robert Mueller’s investigation. Now Democrats want to make their own.

The delivery Sunday of Barr’s summary to Congress about Mueller’s conclusions has opened a new chapter in the battle over the two-year investigation that is likely to consume Capitol Hill in the coming weeks and months. Democratic lawmakers are demanding a full look at Mueller’s findings and dismissing Barr’s summary as incomplete, at best, and biased, at worst.

They seized on a line in the summary that says Mueller’s report “does not exonerate” the president on obstruction of justice — even though Barr concluded the evidence of obstruction is insufficient to find Trump committed a crime.

House Judiciary Committee Chairman Jerrold Nadler said he would call Barr to testify soon.

 

 

KFAR SABA, Israel (AP) — The Israeli military says it is reinforcing troops along the Gaza border and calling up reserves after a rocket attack on an Israeli home.

Maj. Mika Lifshitz, a military spokeswoman, says two armor and infantry brigades were being mobilized and that there is a limited drafting of reserves underway following the attack early on Monday.

She says the military has concluded that Gaza’s militant Hamas rulers fired the rocket from one of their launching pads in the southern part of the coastal strip, near Rafah. She says it was a self-manufactured rocket with a range of 120 kilometers, or about 75 miles.

The attack destroyed a home in central Israel, wounding seven people and prompting Prime Minister Benjamin Netanyahu to cut short a trip to Washington.

 

 

PHILADELPHIA (AP) — Bob Miller is a retired manufacturing engineer, from Franklin, Wisconsin, who describes his political views as “middle to the left.” He says questions still linger in his mind following the special counsel’s Russia investigation.

He says of the report by special counsel Robert Mueller: “From what I know of the report it sounds like there was no collusion. But I’d want to see the whole report or find out everything.”

Adds the 65-year-old retiree: “If Congress gets the full report and all the information, I’ll make my decision at that point.”

 

 

MOSCOW (AP) — A senior Russian lawmaker has welcomed the findings of special counsel Robert Mueller’s report on Russian involvement in the U.S. presidential election, saying this gives the countries a chance to mend ties.

Konstantin Kosachev, chairman of the foreign affairs committee in the upper chamber of the Russian parliament, said in a social media post on Monday that Mueller’s probe was accompanied by “two years of incessant lies,” but proved that there was no collusion, something that “we in Russia knew from the start.”

Mueller’s report found no evidence that U.S. President Donald Trump’s campaign conspired with Russian officials to influence the 2016 elections.

Kosachev said the conclusion of the investigation gives Trump enough space to repair ties with Russia, but he said he is uncertain if Trump will “take this risk.”

 

(AP)   Apple is expected to announce Monday that it’s launching a video service that could compete with Netflix, Amazon and cable TV itself.

It’s a long-awaited attempt from the iPhone maker, several years after Netflix turned “binge watching” into a worldwide phenomenon.

The new video service is expected to have original TV and movies that reportedly cost Apple more than $1 billion — far less than Netflix and HBO spend every year.

Also expected is a news subscription service.

The iPhone has long been Apple’s marquee product and main money maker, but sales are starting to decline. The company is pushing digital subscriptions as it searches for new profit growth.

 

 

LONDON (AP) — British Prime Minister Theresa May will be meeting with her Cabinet to map out a strategy for delivering Brexit as she fights to stay in power.

The session comes after a weekend of speculation that she may be forced to resign to win approval of her twice-rejected Brexit deal.

Lawmakers are preparing to debate proposals for a series of votes on alternatives to May’s deal, which could take control of the process away from the government.

Former Foreign Secretary Boris Johnson on Monday claimed May had “chickened out” on delivering Brexit this week. Writing in the Telegraph, he says that to win support for her deal she must show that the next phase of negotiations — on future relations with the European Union — will be different.

 

WELLINGTON, New Zealand (AP) — The body of a 26-year-old Pakistani who was among 50 worshippers killed during attacks on mosques in New Zealand has arrived at an airport in the southern port city of Karachi.

Syed Areeb Ahmed was among nine Pakistanis who were killed on March 15 when a white supremacist shot people inside two mosques in Christchurch, New Zealand.

On Monday, his sobbing father Syed Ayaz Ahmed, family members and government officials received his body.

Ahmed was an only son who had immigrated to New Zealand for work, according to his uncle Muhammad Muzaffar Khan.

Last week, Pakistan observed a day of mourning for the victims and honored another Pakistani, Naeem Rashid, who died along with his son after trying to tackle the gunman.
