Runoff from snowmelt has increased and is expected to accelerate this  week. Thus, overland flooding and high water along small streams will expand across much of south central North Dakota, between the Missouri River and the James River Valley. This includes the Beaver Creek tributaries in Emmons County, the tributaries of the James and Maple Rivers in Stutsman, LaMoure, and Dickey Counties, as well as the Prairie Pothole region of
Kidder, Logan and McIntosh counties.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

LaMoure County officials are requesting volunteers to help fill sandbags today.

Volunteers should report to the LaMoure County shop  with gloves and shovels, and  will be asked to sign a release if they help.

The James River at LaMoure is above flood stage at 14.5 feet and expected to stay that way for several days. Ice jams on the river may cause fluctuations of the river level of up to 1 foot..

Seven ice jams are between Montpelier and LaMoure.

River levels are already comparable to 2011 and fluctuations in water levels are expected.

Valley City  (CSi) The Barnes County Sheriff’s Office is notifying the public of  a registered sex offender who is working at 2323 114th Avenue, Southeast in, Rogers, ND 58479.

Christopher Peters has been assigned high-risk level by the North Dakota Risk Level Committee. Peters is required to register for his lifetime. He  is a 29 year old white male, six feet five inches tall, weighing, 270 pounds, with brown eyes, brown hair.

Peters was convicted in Cass County Juvenile Court of Gross Sexual Imposition in 2002, involving a five-year-old female.

Peters was convicted in Barnes County District Court in 2017 of Possession of Material-Sex Conduct by Minor. Peters had over 100 images of young naked girls in a file on his phone.

Peters is not wanted by law enforcement at this time and has served the sentence imposed by the court. Any use of this information to threaten, assault or intimidate the offender will result in prosecution.

MAYOR AND COUNCIL MEMBER’S REPORT:

Council Member Buchanan reported the State Legislature has approved and signed into law by Governor Burgum, for infrastructure from oil tax funds to pollical subdivisions outside the oil patch.  The dollars will be available in two years.

He said City Forester Sheri Steckler has resigned and he praised her work as City Forester.

Council Member Pam Phillips has become an Ex-Offico Member of the James River Valley Library System Board of Directors.

Council Member David Steele said he has spent time at, and work with, the North Dakota League of Cities.

Mayor Heinrich further explained North Dakota Senate Bill 2275 that would have benefited infrastructure, with a proposal to bond future earnings of legacy  fund dollars, and establish a pool of money into a revolving fund.

He praised the University of Jamestown and the community for supporting and a successful NAIA Women’s National Wrestling Tournament.

He also noted the success of the 2019 Runnin O’ The Green, and commended Jamestown Police and other city departments.

Council Member Brubakken congratulated the 2018-19 Jamestown Blue Jays Boy’s Basketball team on an undefeated season, the winning the State Class A Boy’s Basketball Tournament.

Jamestown  (CSi)  A stormwater Utility has been established in Jamestown, to manage runoff in the city that flows off grass surfaces and wooded areas that is not absorbed into the soil.  Rainwater and snowmelt not absorbed into the ground, flows into ditches, culvert and the storm water system.

It does not receive any treatment to remove pollutants before entering into rivers and streams.

On Monday’s Wayne Byers Show on CSi Cable 2, Jamestown Mayor, Dwaine Heinrich said, the City of Jamestown is adopting  a Stormwater Utility Rate to fairly distribute the cost of the community’s stormwater services across all properties based on the total property area or size.

The services include everything from cleaning stormwater, oxbows, and ponds to street sweeping, plowing street maintenance and infrastructure  management.

The Mayor said, prior to creating Jamestown’s stormwater utility rate, stormwater initiatives were main funded through the operating budgets of the Water, Sanitary Collection, and Street Departments.  He added that some properties are tax-exempt, therefore charging a rate to all property owner is more equitable  than funding storm water maintenance with property taxes.

Residential properties have an average runoff weighting  factor of 10.75 and average of single family residential samples.  All residential including vacant properties starting July 1st 2019 will pay a $3 monthly rate, regardless of property size.

Non residential  including vacant properties are subject to specific calculations based on land use and a calculated runoff weighting factor.  The average runoff weighting factor for non residential properties is 19.25.  The minimal monthly stormwater utility rate is also $3 for those properties.

Valley City   (CSi)  A two vehicle crash about 8:30-a.m., Monday, near Valley City High School and a second unrelated incident at the high school led to a statement from Valley City Public Schools, on Monday morning.

The news release from Valley City Schools Superintendent Josh Johnson:

“This morning we had two unrelated incidents occurring in and around Valley City High School prior to 8:30am that has drawn the attention and concern of a few parents and community members. An ambulance was called for precautionary reasons to the Junior High/Senior High to assist with a possible medical concern. Around the same time, a vehicle accident occurred at the intersection of Central Ave and 5th Street North. This accident did not involve any of our students.”

The crash between two SUV’s occurred at the intersection of Central Avenue and 5th Street North.

One person was taken to CHI Mercy Hospital for treatment of non-life threatening injuries. The other driver was not injured.

The crash is under investigation by the Valley City Police Department.

MANDAN, N.D. (AP) — Police in North Dakota say they’re searching for a motive for the killings of four people at a property management company in Mandan.

Chief Jason Ziegler says a suspect remains at large but emphasized there is no danger to the public based on evidence recovered at the crime scene.

Police found the bodies of three men and one woman Monday morning when they responded to a medical call at the building. The company, RJR Maintenance and Management, is in a business district about 100 yards back from a busy main road in Mandan known as the Strip.

Police have not said how the victims were killed and they’ve yet to release their names. Their families have not been notified.

 

Jamestown  (CSi)  On Monday the Jamestown Public School Board unanimously approved $453,500 in summer maintenance projects.

School Board members Roger Haut, Diane Hanson and Jason Rohr were not present.

 

This summer’s projects include door and some window replacements along with  chip and sealing at the high school parking lot.  Also on the list is the the replacement of  the external door of Jamestown North School.

Middle school work will include walls and remodeling the second floor restroom  in compliance  with the Americans with Disabilities Act.

Slated for replacement is doors and windows  at Louis L’Amour Elementary.

Also planned is work at Ernie Gates Field, including replacement of broken  bleacher planks,along with sections of fence  some shingling to a shed roof.

Also unanimously approved was  the operating agreement for the James Valley Career and Technology Center, providing vocational educational  for students of Jamestown Public School District, Montpelier School District and Gackle-Streeter School District.

 

BISMARCK, N.D. (AP) — North Dakota’s top oil regulator is trying to convince legislators in Washington state that a proposal they’re considering to reduce the volatility of Bakken crude oil transported by rail is not supported by science.

The Washington Senate voted last month to mandate a lower vapor pressure limit for Bakken crude shipped through the state by rail, aiming to limit fiery derailments.

The Bismarck Tribune reports that the Department of Mineral Resources has requested state money to sue Washington if the legislation advances. Data from North Dakota’s Pipeline Authority shows that refineries in Washington state are the primary destination for Bakken deliveries of crude by rail, with daily averages of 200,000 barrels.

Federal authorities have mandated regional response teams for oil train wrecks after a series of fiery derailments since 2013.

 

 

 

BISMARCK, N.D. (AP) — North Dakota’s Republican-led Senate has killed a House resolution that seeks to rescind the state’s 1975 support of the Equal Rights Amendment.

The resolution sponsored by seven male GOP House members says Congress’ deadline for ratification of the gender-equality amendment came and went 40 years ago and is no longer valid.

Opponents call the resolution a response to offset revived efforts to enshrine the near half-century-old gender-equality measure in the U.S. Constitution.

The Senate defeated the resolution 24-23 on Monday. The resolution sailed through the House earlier this month by a vote of 67-21.

Idaho, Kentucky, Nebraska, Tennessee and South Dakota ratified the amendment and later withdrew their support

But North Dakota is believed to be the first state to seek to withdraw its ratification since the 1970s.

 

 

BISMARCK, N.D. (AP) — North Dakota’s Republican-led Senate has passed legislation to reimburse millions of dollars of oil tax money to funds that benefit water projects and schools.

Senate Majority Leader Rich Wardner introduced an amendment last week that would transfer $64.3 million to the common schools trust fund later this year and $128 million to the resources trust fund over many years.

The Senate approved the bill Monday. It now goes to the GOP-led House, where it could face opposition.

The move comes after GOP Gov. Doug Burgum and a growing number of lawmakers believe the funds have been shortchanged for years.

At issue is whether revenue from state taxes on the oil-rich Fort Berthold Reservation should have been deposited in the funds.

 

 

BISMARCK, N.D. (AP) — Gov. Doug Burgum’s plan to use millions of dollars from North Dakota’s voter-approved oil tax savings account for expansion of a National Guard training facility has been scaled down.

Officials say it’s a compromise between the military and farmers and ranchers.

Burgum unveiled the plan in January to use $15 million of the interest from the state’s Legacy Fund to purchase at least 6,000 acres of land for the expansion of Camp Grafton Training Center-South.

Farmers and ranchers in the area had worried about the safety of their families and livestock, increased noise and the loss of private agricultural land to the government.

A bill now considered by legislative budget writers would provide $600,000 for the purchase of 1,600 acres, and the potential long-term lease of 4,400 acres.

 

 

BISMARCK, N.D. (AP) — North Dakota’s Senate has passed a bill that would require a criminal conviction before authorities can seize cash or valuables they believe were ill-gotten.

The civil asset forfeiture bill passed the Senate 46-1 on Monday with some amendments. The House endorsed the measure in February.

The bill also seeks to establish a reporting system on seized and forfeited property.

The bill will return to the House for approval of the Senate changes before heading to Gov. Doug Burgum.

Representatives approved the measure the same day the Supreme Court ruled unanimously that the Constitution’s ban on excessive fines applies to the states. That’s an outcome that could help efforts to rein in police seizure of property from criminal suspects.

Senators killed a similar bill in 2017.

Mitchell SD  (uj.edu)  — The University of Jamestown baseball team took advantage of three first-inning Dakota Wesleyan errors, scoring three runs without the benefit of a hit, in a 7-3 win Monday afternoon

The second game of the doubleheader was postponed a day due to weather. First pitch Tuesday is scheduled for 1:00 p.m.

Jamestown (17-10, 7-4 Great Plains Athletic Conference) led 3-0 until DWU (11-15, 5-6 GPAC) scored a single run in both the fifth and sixth innings to cut the lead to 3-2.

The Jimmies plated four runs in the bottom of the sixth, all coming with two out, to increase their advantage to 7-2. A double by Chase Hacker (JR/Millcreek, WA) and singles by Tanner Roundy (SR/Henderson, NV) and Drake Pilat (SR/Winnipeg, MB, Canada) brought home runs while the first run of the inning scored on the Tigers’ fifth error of the afternoon.

Kendall Yackley (FR/Lynnwood, WA) and Jared Bentley (JR/Washougal, WA) also had hits for UJ.

Dru Fitz (JR/Gresham, OR) (3-2) allowed two runs on four hits over five innings to earn the win. He struck out five and walked one. Marshal Burgess (SR/Brandon, MB, Canada) worked a scoreless sixth inning, and Joe Harris (SO/Recluse, WY) pitched the seventh, allowing one run while striking out two.

 

At VCSU Football Turf Field

VALLEY CITY – (VCSU)  The No. 9-ranked Valley City State softball team extended its winning streak to 13 games Monday as the Vikings completed a four-game series sweep against Dickinson State University.

Playing on the VCSU football turf for the second straight day, the Vikings won game one Monday by a score of 7-2, and then completed the series sweep with a 6-3 victory in game two.

Valley City State improves to 28-1 overall and leads the North Star Athletic Association standings with an 8-0 conference record. Dickinson State drops to 13-14 overall and 3-5 in conference play.

Up next: The top two teams in the North Star Athletic Association will clash in a four-game series this weekend in Valley City as the Vikings (28-1, 8-0 NSAA) host Bellevue University (24-12, 7-1 NSAA) for doubleheaders Saturday and Sunday at 1 p.m. The games will tentatively be played on the VCSU football turf.

Valley City State took the lead for good with four runs in the bottom of the second inning and then cruised to a 7-2 win in game one of the Monday’s doubleheader.

Renee Snyder‘s RBI single in the bottom of the first inning plated Joelle Aiello for an early 1-0 lead. Dickinson State answered right back with two runs in the top of the second inning. With runners on first and second, Dickinson’s Rhea Paiva delivered a two-out single that scored Abi Brooks and Kayla Stephens for a 2-1 Blue Hawk lead.

Valley City State responded with four runs in the bottom of the inning, scoring the first two on Blue Hawk throwing errors and the last two on RBI hits from Joelle Aiello and Renee Snyder. The Vikings tacked on single runs in the fifth and sixth innings on an RBI double from Jayme Menard and an RBI single by Riley Perryman.

VCSU collected 12 hits in the game and committed one error. Snyder and Lundin each had three hits for VCSU. Aiello was 2-for-4 and scored two runs, and four other Vikings had one hit each.

Dickinson State totaled three hits and two errors. Jaya Allen, Abi Brooks and Paiva each had one hit in the game.

VCSU starting pitcher Emily Smith went six innings to pick up the win. Smith struck out nine and walked just one. She allowed three hits and two runs – only one of which was earned. Emilee Wilson pitched the seventh inning in relief, allowing no hits and walking one.

Abi Brooks started and took the loss for Dickinson after giving up eight hits and six runs in 1 1/3 innings. Jaya Allen pitched four strong innings in relief for the Blue Hawks, scattering five hits and allowing just one run.

Valley City State completed the series sweep with a 6-3 win in game two Monday, scoring three runs each in the third and fourth innings to take control.

Trailing 1-0 entering the third inning, VCSU’s Jayme Menard and Joelle Aiello opened the inning with back-to-back hits, setting up a three-run rally. Menard scored on a fielder’s choice off the bat of Voni Culp and then Aiello crossed the plate on Renee Snyder‘s RBI groundout. Riley Perryman capped the inning with an RBI double.

The Vikings tacked on three more runs in the fourth inning with a two-out rally. Snyder had the big hit in the inning, delivering a two-run single that scored Culp and Aiello to put the Vikings up 6-1.

Jaya Allen singled home Andrea Rodriguez in the fifth inning for Dickinson, cutting the Viking lead to 6-2. Allen drove in another run in the top of the seventh with an RBI groundout, making it 6-3 before VCSU pitcher Emilee Wilson recorded the final out.

Amber Stewart started in the circle for VCSU and went 3 2/3 strong innings. Stewart gave up just one hit and one run, walked three and struck out two. Emily Smith pitched 2 1/3 innings in relief, scattering four hits and allowing one run. She did not walk a batter and struck out four. Wilson pitched the seventh inning, giving up one hit and one run.

VCSU finished with eight hits and two errors. Kadie Anderson and Aiello each had a pair of hits, while Snyder drove in a game-high three runs.

Dickinson State finished with six hits and two errors. Allen drove in a pair of runs for the Blue Hawks and six different players had one hit each. Allen also pitched a complete game for Dickinson in the loss, giving up eight hits and six runs in six innings. She walked two and struck out two.

— The Trail Blazers have moved into a third-place tie with Houston in the West with a 132-122 victory at Minnesota. Evan Turner had 13 points, 11 rebounds and 10 assists off the bench, while Rodney Hood led the Blazers with 21 points. Enes Kanter added 20 points and 11 rebounds for the Blazers, who joined the idle Rockets at 49-28.

 

UNDATED (AP) — The Toronto Raptors have wrapped up their sixth Atlantic Division title and secured home-court advantage for at least the first two rounds of the NBA playoffs.

Danny Green poured in a season-high 29 points as the Raptors whipped the Magic, 121-109. Kawhi (kah-WY’) Leonard and Serge Ibaka (ih-BAH’-kah) each had 15 points for Toronto, which kept the Magic a half-game behind Miami for the final Eastern Conference playoff berth.

Meanwhile, the Bucks need another victory or a Toronto loss to clinch home-court advantage in the East.

Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh) had 28 points and 11 rebounds in his return to the lineup as the Bucks downed the Nets, 131-121. Eric Bledsoe added 29 points and backup guard George Hill chipped in 22 points for Milwaukee.

NEW YORK (AP) — A New York City police official has confirmed that there is an investigation into a rape allegation against NBA star Kristaps Porzingis (KRIHS’-tahps pohr-ZIHN’-gihs).

An attorney for Porzingis acknowledged last week that a woman had accused the Dallas Mavericks forward of raping her in his Manhattan apartment last year while he was playing for the Knicks. But the lawyer said the allegation was false and was part of an extortion attempt.

Panthers slow Caps’ title bid

UNDATED (AP) — The Florida Panthers prevented the Washington Capitals from clinching the NHL’s Metropolitan Division title.

The Capitals had won four straight until Vincent Trocheck (TROH’-chehk) scored twice, including his 100th NHL goal in the Panthers’ 5-3 victory over Washington.

Troy Brouwer (BROW’-ur), Jonathan Huberdeau (HOO’-bur-doh) and Frank Vatrano also scored for the Panthers. Aleksander Barkov had three assists to give him 94 points this season, tying Pavel Bure (BUR’-ay) for the single-season franchise record.

The loss keeps the Caps three points ahead of the second-place Islanders with two games to play. They will square off Saturday in Washington.

On Long Island, John Tavares scored the eventual game-winner against his former team as the Maple Leafs earned a 2-1 victory against New York. Calle Rosen opened the scoring with his first NHL goal and Frederik Andersen stopped 28 shots, blanking the Islanders until Jordan Eberle tallied on a power play with 5:05 remaining.

The win allowed the Leafs to clinch a playoff berth.

The Isles are just two points ahead of Pittsburgh as the teams battle for home-ice advantage in the first round of the playoffs. The Penguins have one game in hand.

— The Lightning are the third team in league history with a 60-win season after Yanni Gourde (YAH’-nee gohrd) had two goals and an assist in their 5-2 win over the Senators. Mikhail Sergachev, Brayden Point and Steven Stamkos also scored for the Lightning, while Nikita Kucherov (KOO’-cheh-rahv) had two assists as Tampa Bay joined the 1977 Canadiens and 1996 Red Wings in the 60-win club.

— Derek Ryan scored twice and Mark Jankowski had a goal and two assists for the Flames in a 7-2 rout of the Kings. Johnny Gaudreau snapped a 2-2 deadlock in the second period before Calgary reached the 50-win plateau for the second time in franchise history.

— The Jets moved back atop the Central Division by downing the Blackhawks, 4-3 on Kevin Hayes’ goal at 3:38 of overtime. Jack Roslovic scored two goals for Winnipeg to end a 22-game drought.

— Jonathan Marchessault (MAHR’-sheh-soh) scored his sixth game-winning goal and the Golden Knights stopped an 0-3-2 skid by topping the Oilers, 3-1. Malcolm Subban (SOO’-ban) stopped 18 shots while making his ninth straight start in place of Marc-Andre Fleury.

— Ryan O’Reilly scored the lone shootout goal in the Blues’ 3-2 verdict over the Avalanche. Jaden Schwartz and Vladimir Tarasenko scored in regulation as St. Louis won for the seventh time in eight games to get within three points of second-place Nashville in the Central Division with three games remaining.

— Defenseman Connor Carrick scored the tiebreaking goal with 4:10 left before the Devils completed a 4-2 victory against the Rangers. Myles Wood and Travis Zajac (ZAY’-jak) also scored and Joey Anderson added an empty-net goal to help New Jersey avoid a season sweep.

Cards, Indians win with late rallies

UNDATED (AP) — The St. Louis Cardinals and Cleveland Indians earned victories by rallying in their final at-bats.

Paul DeJong (deh-YUHNG’) scored on a passed ball in the top of the 11th inning to give the Cards a 6-5 victory in the Pirates’ home opener. Kolten Wong hit a two-run home run for the Redbirds, and Tyler O’Neill added an RBI double after Pirates starter Chris Archer pitched two-hit ball over five scoreless innings.

Josh Bell drove in two runs for the Bucs, who were leading 4-0 when Archer exited.

Roberto Perez drew a tiebreaking bases-loaded walk on four pitches from Dylan Covey while the Indians were scoring four times in the eighth inning to beat the White Sox, 5-3. Cleveland starter Mike Clevinger had to settle for a no-decision after limiting Chicago to one hit while striking out 12 over seven innings.

Jon Edwards picked up the win despite giving up a go-ahead, two-run homer to White Sox rookie Ryan Cordell in the eighth.

— Khris Davis hit his fifth home run in seven games this season as the Athletics blasted the Red Sox, 7-0. Chad Pinder and Ramon Laureano also went deep to back Aaron Brooks, who worked six strong innings.

Ender Inciarte and Ronald Acuña hit home runs off Kyle Hendricks, who was tagged for seven runs – two earned – over 4 1/3 innings.

— Rookie slugger Pete Alonso hit his first major league homer, a three-run shot to cap a four-run ninth inning that send the Mets to their third win in four games, 7-3 at Miami. Juan Lagares hit his first homer since September 2017 and sparked the ninth-inning rally when he was hit by a two-strike pitch trying to bunt.

— Brad Peacock allowed two hits while pitching into the seventh inning of the Astros’ 2-1 victory against the Rangers. George Springer connected for his 25th career leadoff homer, but the game was tied 1-1 until Robinson Chirinos (chih-REE’-nohs) looped a go-ahead double in his first game against his former team.

— Gary Sanchez and Brett Gardner homered to support Domingo German in the Yankees’ 3-1 win over the Tigers. German overcame five walks by limiting Detroit to an unearned run and one hit over five innings for his first victory since last June.

Stanton, Andujar shelved

UNDATED (AP) — The New York Yankees have added Giancarlo Stanton and Miguel Andujar (an-DOO’-hahr) to their injured list, leaving half the team’s starting lineup on the sidelines just three games into the season.

Stanton could miss much of this month after straining his left biceps fouling off a pitch in the third inning of Sunday’s loss to the Orioles.

— Dodgers ace Clayton Kershaw will make a minor league rehab start in Oklahoma City on Thursday, the next step in his return from shoulder inflammation. Kershaw had been set to start the Dodgers’ big league opener last week for a franchise-record ninth consecutive season, but that got scuttled after the left-hander’s shoulder bothered him throughout spring training.

— The Rays have placed infielder Joey Wendle on the 10-day injured list because of a strained left hamstring. Wendle was hurt during Sunday’s game against the Astros.

— Officials are searching for a man who punched another man during an argument following Friday night’s marathon six-hour game between the Dodgers and the Arizona Diamondbacks. Christel Reyna says her husband Rafael sustained a skull fracture in a fall in the parking lot and is on life support. The incident recalled an attack on opening day at Dodger Stadium in 2011, which left Giants fan Bryan Stow permanently disabled.

Calipari gets extension

UNDATED (AP) — Kentucky has agreed to a long-term contract with basketball coach John Calipari that will allow him to finish his career with the Wildcats.

The 60-year-old Calipari tweeted last month that his “plan and desire” was to retire at the school. He is 305-71 in 10 seasons with Kentucky, winning the 2012 NCAA championship in advancing to the Final Four on three other occasions.

Also in men’s basketball:

— North Carolina freshman Nassir Little is entering the NBA draft after averaging 9.8 points and 4.6 rebounds as the team’s top reserve this season. Little came on late with a team-best 39 points through the first two tournament wins but was limited to 13 minutes due to illness in Friday’s Sweet 16 loss to Auburn. Little is projected as a first-round pick, although it is unclear if he has signed with an agent.

Chiefs acquire Ogbah from Browns

UNDATED (AP) — The Kansas City Chiefs have acquired edge rusher Emmanuel Ogbah from Cleveland for safety Eric Murray.

The 25-year-old Ogbah defensive end was picked 32nd overall in the 2016 draft and registered 12½ sacks while starting 40 games over the past three seasons. The Chiefs have been adding edge rushers that fit into new defensive coordinator Steve Spagnuolo’s 4-3 scheme.

Murray became expendable when the Chiefs signed free agent safety Tyrann Mathieu. He started nine games and appeared in 15 last season, making 43 tackles and an interception.

— The Bears are bringing back linebacker Aaron Lynch on a one-year contract. The 6-foot-6, 270-pound Lynch made three starts and appeared in 13 games last season, recording three sacks, four tackles for loss, eight quarterback hits and one interception.

— Morgan Burnett’s injury-marred stay with the Steelers is over following his release on Monday, just one season into a three-year, $14.5 million contract Burnett signed last March. The 30-year-old finished with 30 tackles in 11 games for the Steelers after eight seasons in Green Bay.

LOS ANGELES (AP) — Los Angeles’ police chief is scheduled to give an update on the investigation into the shooting death of Nipsey Hussle Tuesday morning, hours after the department released details on a suspect they believe shot and killed the rapper.

Police late Monday said they are searching for 29-year-old Eric Holder, who they suspect shot Hussle and wounded two others Sunday afternoon. No additional details, other than that Holder is suspected of fleeing in a 2016 Chevy Cruze with the license plate 7RJD742, have been released.

Authorities have said the 33-year-old Hussle was killed by gunshot wounds to the head and torso as he stood outside a clothing store he owns and had intended to use to help turn around his ailing neighborhood.

 

BRUSSELS (AP) — British Prime Minister Theresa May is set for a marathon session with her Cabinet as the government tries to find a way out of the Brexit crisis, after lawmakers again rejected all alternatives to her European Union withdrawal agreement.

The Cabinet is scheduled to meet for five hours Tuesday amid calls for compromise to prevent a potentially devastating no-deal exit in just 10 days.

The government is pushing for a fourth vote on May’s deal, with Education Secretary Damian Hinds saying the agreement already represents a compromise between all sides in the Brexit debate.

Hinds tells the BBC that the deal “is a good balance, and I hope colleagues can get behind it.”

Parliament on Monday rejected four alternatives, with proposals for a customs union failing by three votes.

 

VATICAN CITY (AP) — Pope Francis says women have “legitimate claims” to seek more justice and equality in the Catholic Church, but has stopped short of endorsing more sweeping calls from his own bishops to give women decision-making roles.

Francis on Tuesday issued a document inspired by an October 2018 meeting of bishops on better ministering to today’s young Catholics. The meeting was marked by demands for greater women’s rights, and the final document called the need for women to claim decision-making positions in the church “a duty of justice.”

In the lengthy document “Christ is Alive,” Francis endorses no such conclusion. He writes that the church must be attentive to women’s “legitimate claims” for equality and must better train men and women with leadership potential.

 

NEW YORK (AP) — A recent wave of cases of a mysterious paralyzing illness among children has waned. But U.S. health officials are accelerating their efforts to find a cause and a treatment.

In a medical journal article published Tuesday, some of the federal government’s top infectious disease scientists say the problem seems to be getting worse. They say additional, larger waves are likely.

Hundreds of U.S. families have already been affected. Children have lost the use of arms and legs and even the ability to swallow and breathe. Many continue to have trouble.

The Centers for Disease Control and Prevention says at least 228 Americans last year were confirmed to have the illness, called acute flaccid myelitis.

CHICAGO (AP) — Chicago will have its first black woman as mayor after voters choose between candidates who waged contentious campaigns that highlighted their contrasting political paths.

Former federal prosecutor Lori Lightfoot and Cook County Board President Toni Preckwinkle were the top vote-getters in a 14-person general election in February to succeed Mayor Rahm Emanuel, who did not seek re-election. They have similar positions on many issues but divergent resumes.

The 56-year-old Lightfoot has never held elected office, which she says fits the times in a city that has seen a scandal-ridden Democratic Party in charge for decades.

The 72-year-old Preckwinkle is a former schoolteacher who served on the Chicago City Council for 19 years before becoming Cook County Board president.

 

WELLINGTON, New Zealand (AP) — New Zealand lawmakers have voted overwhelmingly in favor of new gun control measures during the first stage of a bill they hope to rush into law by the end of next week.

The bill would ban the types of weapons a gunman used to kill 50 people at two mosques last month.

Only one lawmaker from the 120 that sit in Parliament voted against the legislation in a bipartisan display of unity. Tuesday’s vote was the first of three that lawmakers must pass before the bill becomes law.

Police Minister Stuart Nash said far too many people have access to dangerous firearms and that in New Zealand gun ownership remains a privilege, not a right.

Conservative lawmaker David Seymour voted against the bill, saying it was too rushed.
