Valley City (CSi) Valley City Police Chief, Phil Hatcher reports, Thursday morning at 1:53 a.m. police was dispatched to a business in the 100 block or Main Street East, regarding an imminent life safety issue involving two staff members and a male perpetrator.
As officer arrived on the scene, they found one staff member running away from the business and took the person into protective custody.
A short time later, the other staff member was found to be safe at a different location.
A perimeter was established to ensure public safety, while officers investigated the incident.
27 year old Zachary David Kline of Valley City was taken into custody without further incident and is currently be held in the Barnes County jail, charged with two counts of terrorizing, a Class C Felony, and two counts of felonious restraint, Class C Felonies.
More charges are pending.
Valley City Police was assisted by the James Valley Special Operations Team, James River Correctional Center’s, Hostage negotiation team, the Barnes County Sheriff’s Office, and Barne County Ambulance.
Fargo (KFGO) A search is underway in the Absaraka area this morning at 2:55 a.m., for a suspect or suspects involved in a theft who led authorities on a pursuit from Jamestown East on I-94 into Cass County.
Jamestown Assistant Police Chief Justin Blinsky says the pursuit started at 2:55 a.m., that hit speeds in excess of 100 mph.
The Highway Patrol and Sheriff’s Office joined the pursuit as it crossed into Cass County. The suspect’s vehicle was found abandoned.
Law enforcement then conducted a search for the suspect.

Valley City (CSi) A Public Meeting will be held in Valley City on Thursday April 25 from 5:30-p.m., to 8-p.m., at the Hi-Liner Activity Center, with the formal presentation at 6:30-p.m. conducted by the City of Valley City, and the NDDOT.
Valley City is developing a Comprehensive and Transportation Plan, to serve as a guide for the city’s growth, and development through the year 2045.
This is the final Community Workshop to review the Draft, and accept comments.
Representatives from Valley City and NDDOT, and Stantec Counselling will be on hand at the Public Meeting.

Jamestown (CSi) Veterans in Stutsman and Barnes Counties are invited to a Outreach Event, at the Jamestown VA Clinic, located at JRMC, on Tuesday April 9 to be held from 9-a.m., to 4-p.m.
On Wednesday’s Wayne Byers Show on CSi Cable 2, Stutsman County Veterans Service Officer David Bratton said, the Outreach is for Viet Nam veterans who were exposed to Agent Orange, stemming from the VA not appealing a court decision pertaining to “Blue Water” Navy Veterans.
He said those veterans may now file a claim for health related issues, stemming from Agent Orange exposure.
No claims will be filed, at that time, however, his office has claim forms to submit.
The Stutsman County Veterans Service Office, is located in the lower level of the Law Enforcement Center, open Monday through Friday 8-a.m., to 12-noon, and 1-5-p.m., call 701-252-9043.

MANDAN, N.D. (AP) — State and local police have searched in a field about half a mile from a North Dakota business where an owner and three employees were found slain.
Authorities didn’t immediately confirm whether Wednesday’s search was related to the bodies discovered Monday at RJR Maintenance and Management in Mandan, just outside Bismarck.
Investigators say they don’t know who the killer is, but that the person is not among the dead. Police have classified the case as a “multiple homicide.”
The people found dead were Robert Fakler (FAWK’-lur), who co-owned the property management company, along with employees Adam Fuehrer, Lois Cobb and her husband, Bill Cobb.
The company reopened Wednesday with a police officer stationed outside. On its Facebook page, the company thanked the community for its “generosity and support.”
FARGO, N.D. (AP) — The City of Fargo is stepping up its game as it prepares for flooding.
Beginning Thursday, the city is adding protection at five additional locations around the city, including clay levees and 4-foot-tall sandbags. The Red River is expected to crest at 35 feet early next week, 17 feet above flood level.
City engineers say securing the five areas will add another $100,000 to the cost of flood-fighting efforts now estimated at $450,000.
KVRR reports water has already seeped farther into Oak Grove Park, and the football field at Oak Grove Lutheran School is completely under water.
BISMARCK, N.D. (AP) — Republican-led appropriations committees have agreed on the level of state employee raises for the next two-year budget cycle.
Budget writers say employees should expect a 2 percent raise in the first year, with a minimum of $120 monthly and a maximum of $200.
A 2.5 percent increase is proposed in the second year of the budget cycle. The increase is expected to cost about $84.4 million in the 2019-21 biennium
Employees did not receive a pay increase in the current budget cycle.
Gov. Doug Burgum had proposed 4 percent raises in the first year of the budget cycle and 2 percent in the second, with a potential for an additional 2 percent if agencies meet efficiency goals.
Workers also will continue to get fully paid health insurance.
BISMARCK, N.D. (AP) — North Dakota’s Legislature believes that people convicted of drunken driving shouldn’t have to have the offense hanging over their heads forever.
The Senate voted 42-2 on Wednesday to seal the court records of convicted drunken drivers if they aren’t charged with another DUI or any other crime for seven years. The House passed the bill 89-2 in February. It now goes to Gov. Doug Burgum for his signature.
Devils Lake Republican Rep. Dennis Johnson sponsored the bipartisan bill. He says it aims to give convicted drunken drivers who stay out of trouble better odds of getting a job.
The bill does not apply to licensed commercial drivers.

Grand Forks (Forum News Service) The North Dakota High School Activities Association has announced that the 2020 state Class B tournament will be moved from the Minot State Dome to Betty Engelstad Sioux Center, in Grand Forks, in March.
NDHSAA Executive Director Matt Fetsch said the decision “was based on venue availability. The Betty was available in 2020 and not in 2021. The MSU Dome was available in 2021, so we made the swap.
“Facility-wise, (the 2019 tournament) couldn’t have gone a whole lot better. It was as good as we could expect. It’s 100 percent positive from those involved. It was a good experience for the girls, too.”
The 2019 state championship game between Kindred and Rugby set a building attendance record with 3,387 fans.

— Gordon Hayward contributed 25 points and Kyrie Irving added 23 to send the Celtics to a 112-102 victory at Miami. Al Horford finished with 21 and Jayson Tatum scored nine of his 16 in the fourth quarter as Boston completed a home-and-home sweep of the Heat.
— Atlanta prevented Philadelphia from clinching the third seed in the East as Trae Young provided 33 points and 12 assists for the Hawks in a 130-122 victory over the 76ers. John Collins chipped in 25 points as the Hawks dealt the Sixers their fourth loss in six games.

UNDATED (AP) — The Philadelphia Phillies have become the last major league team to lose a game this season, doing so by blowing a two-run lead in the eighth inning.
An error and a bases-loaded walk pushed the Washington Nationals past the Philadelphia Phillies, 9-8. Rookie Jake Noll ended the game by working out a bases-loaded walk against Dave Robertson in the ninth, one inning after the Nats tied the game on a two-out error by first baseman Rhys Hoskins.
Juan Soto, Anthony Rendon (rehn-DOHN’) and Ryan Zimmerman homered off Aaron Nola before the Phillies stormed back from a 6-2 deficit to take an 8-6 lead.

— The Brewers earned a 1-0 win over Cincinnati behind Freddy Peralta, who tossed two-hit ball over a career-high eight innings. Manny Pina singled home a run and Milwaukee improved to 6-1 by beating the Reds for the 16th time in their last 22 meetings, including six shutouts.
— David Freese’s (FREE’-zehz) two-run double in the seventh inning allowed the Dodgers to slip past the Giants, 5-3. Enrique Hernandez’s home run in the first gave Los Angeles a round-tripper in its first seven games, a team record to start the season.
— Manny Machado’s first homer as a Padre was a two-run shot in the seventh inning of a 4-1 win over the Diamondbacks. Joey Lucchesi held Arizona to four hits in five innings, struck out six and walked one to help San Diego avoid a three-game sweep.

— Tyler O’Neill capped another St. Louis rally by driving in Kolten Wong for the go-ahead run in the 10th inning as the Cardinals surged past the Pirates, 5-4. Harrison Bader hit a two-run homer off Keone Kela in the eighth to tie the game at 3.
— The Red Sox spotted the Athletics a 3-0 lead before Blake Swihart’s solo blast ignited Boston’s comeback in a 6-3 win at Oakland. Mookie Betts broke a 3-3 tie with a two-run double in the ninth before scoring on Andrew Benintendi’s triple.
— Jose Abreu drove in three runs and Leury (lay-UR’-ee) Garcia had four hits to lead the Chicago White Sox to an 8-3 rout of the Indians at Cleveland. Abreu laced a two-run double that chased loser Cory Kluber, who was tagged for eight runs over 3 1/3 innings after winning nine straight decisions against the White Sox.
— Matthew Boyd struck out a career-high 13 while limiting the New York Yankees’ to five hits over 6 1/3 innings of Detroit’s 2-1 victory in the Bronx. Gordon Beckham won it with the Tigers’ third and final hit of the afternoon, a tiebreaking, solo homer in the eighth off Chad Green.

Hall of Famer Cox hospitalized after stroke
ATLANTA (AP) — Hall of Famer manager Bobby Cox was able to accept visitors in his Atlanta-area hospital room on Wednesday, one day after the longtime Braves skipper suffered a stroke.
The 77-year-old Cox wore a Braves jersey while shouting “play ball!” before the first pitch of Monday night’s home opener against the Cubs.
Cox’s family released a statement on Wednesday which thanked fans for their support.
The Hall of Fame skipper led the Braves to 14 straight division titles from 1991-2005, including the 1995 World Series title.

— The Nationals have put starting shortstop Trea Turner on the 10-day injured list by with a broken right index finger. Wilmer Difo took Turner’s spot in the infield for Washington’s game against the Philadelphia Phillies.
— The Indians have signed Terry Francona to a two-year contract extension through the 2022 season, giving him more security and a chance to become the longest tenured manager in team history. Francona’s deal was set to expire after 2020.

Buzz Williams taking Texas A&M job
UNDATED (AP) -Texas A&M has hired Virginia Tech basketball coach Buzz Williams, luring him back to his home state to try to turn the Aggies into a basketball power.
Williams spent five years with the Hokies, who made the last three NCAA Tournaments and finished this season in the Sweet 16. Williams was 100-69 in five seasons in Blacksburg, Virginia.

— Rutgers assistant basketball coach Jay Young has been named head coach at Fairfield. He replaces Sydney Johnson, who was fired last month after a 9-22 season and a 116-147 record over eight seasons.

Hawks top Blues in shootout
UNDATED (AP) — The St. Louis Blues were unable to move into a virtual tie with Winnipeg and Nashville for first place in the NHL’s Central Division.
The Blues had to settle for one point after Jonathan Toews (tayvz) scored the lone shootout goal in the Blackhawks’ 4-3 triumph over St. Louis. Toews also scored in regulation while Chicago built a 3-1 lead, but David Perron (peh-RAHN’) closed the cap with a power-play goal midway through the third period before Tyler Bozak tied it with 39 seconds left in regulation.
The Blues are one point behind the Jets and Predators with two games remaining for each team. All three teams are in action on Thursday.
Elsewhere on NHL ice:
— Rookies Sam Steel and Max Jones scored first-period goals before the Ducks polished off a 3-1 win over the Flames. Calgary rested several healthy regulars, including 82-point scorer Sean Monahan and 78-point scorer Elias Lindholm after securing the top seed in the West.
— Brady Tkachuk had a goal and an assist as the Senators earned a 4-1 win at Madison Square Garden. Bobby Ryan, Zack Smith and Brian Gibbons also scored to help Ottawa improve their league-worst record to 29-45-6.

Wife of Lions quarterback has brain tumor
UNDATED (AP) — The wife of Detroit Lions quarterback Matthew Stafford plans to have surgery to remove a brain tumor.
Kelly Stafford shared the details Wednesday on her Instagram account. She says an MRI showed the tumor on cranial nerves after she had vertigo spells within the last year.

— The Bills have agreed to sign guard Quinton Spain to a one-year contract. The 27-year-old Spain spent his first four seasons with the Tennessee Titans, where he started 48 games at left guard.
— Former Packers coach Mike McCarthy says in a new interview he was “stunned” at the timing of his firing and his dismissal “couldn’t have been handled any worse.” McCarthy tells ESPN he was fired by team President Mark Murphy in a meeting with “no emotion to it.”
— Free agent wide receiver Ryan Grant has signed with the Raiders. Grant made a career-best 10 starts last season for the Colts and played in 14 games overall, finishing with 35 catches for 334 yards and a touchdown.
MINNEAPOLIS (AP) — NCAA President Mark Emmert says a judge’s recent ruling in a federal antitrust lawsuit again reinforced that college athletes should be treated as students not employees.
Emmert spoke to The Associated Press on Wednesday at U.S. Bank Stadium, the site of the men’s basketball Final Four, making his first public comments since last month’s decision in the so-called Alston case.
Judge Claudia Wilken ruled last month the NCAA did violate antitrust laws and cannot prohibit schools from providing more benefits to athletes as long as they are tethered to education. Plaintiffs had sought to have all NCAA rules capping compensation be struck down.
The NCAA is still appealing the ruling, in part, Emmert says, because the association does not believe courts should decide what qualifies as a benefit tethered to education.

ADDIS ABABA, Ethiopia (AP) — The preliminary report of the data from the Ethiopian Airlines jet that crashed last month states that the flight crew performed all procedures from Boeing but could not control the jet.
Ethiopia’s Minister of Transport Dagmawit Moges made the announcement at a press conference Thursday citing data from the doomed plane’s recorders.
The Boeing 737 Max 8 jet crashed on March 10 shortly after takeoff from Addis Ababa, killing all 157 on board. It was the second crash of a 737 Max within five months, following a Lion Air crash in Indonesia.
Following the Ethiopian disaster, the Max jets have been grounded worldwide pending a software fix that Boeing is rolling out, which must still receive approval from the Federal Aviation Administration and other regulators.
WELLINGTON, New Zealand (AP) — Police say the man accused of the Christchurch mosque attacks will face 50 murder charges and 39 attempted murder charges at his court appearance on Friday.
Australian Brenton Harrison Tarrant had been charged with one count of murder after his arrest the day of the March 15 massacre.
Fifty people were killed in the two mosques and dozens of others were shot and wounded.
Tarrant won’t be required to enter a plea on Friday.
The judge says the brief hearing will mainly be about Tarrant’s legal representation. He has said he wants to represent himself.
NEW YORK (AP) — The Democrats running for the White House have issued proposals on overhauling education, agriculture, technology and immigration. But none of them has made specific pitches on how they would transform the nation’s criminal justice system.
And while the Democratic candidates have talked broadly about systemic racism — with several backing some form of reparations to the descendants of slaves — none has gone deep on mass incarceration or police reform.
It’s an omission that has frustrated some activists who hoped such issues would receive greater attention in a Democratic primary that includes two black candidates and is dominated by an overall push to the left on many social fronts. British police are warning politicians to tone down their Brexit rhetoric amid concerns about the volatile public mood as the future of Brexit is debated.

HILLSBOROUGH, Calif. (AP) — The latest battle in the war between government rules and property rights is going down in a posh San Francisco suburb over landscaping inspired by a 1960s cartoon.
Retired publishing mogul Florence Fang has installed an elaborate homage to the stone-age Flintstone family, with towering dinosaurs and fanciful mushrooms on property that is visible from a nearby interstate highway.
The town of Hillsborough says the property is a public nuisance and landscaping was added without permits. Officials want the fixtures removed.
Fang’s attorney says elitist town officials are denying her client the right to enjoy her own property and vows a vigorous fight.
The controversy over the “Flintstone” house has sparked international media coverage. Thousands of people have signed an online petition to save sculptures that they say delight children.
