Bismarck – The National Weather Service reports, Wednesday night, a potent mid level jet will intensify and eject over the southern high plains, spreads over the James River valley counties into south-central North Dakota overnight Wednesday and through Thursday evening. Over
southeast North Dakota  a substantial period of heavy
snow.  A potential of 6-10″ in LaMoure and Dickey counties with 3-6″
elsewhere in the northern James River valley. Total snow
accumulations of 5 to 7 inches for Stutsman County, with 7 to
14 inches for Logan, LaMoure, McIntosh and Dickey counties.  6 to 12
 inches expected Clay-Barnes-Cass- Counties.

Blowing snow is also a concern as winds  early Thursday morning,

evening.

Even with relatively warmer surface temperatures, visibility with blizzard conditions will still be a concern where heavy snowfall rates and strong winds coincide.

A Winter Storm Warning was issued to address both heavy snow and blowing snow possibilities.

In flooded areas,  the high wind will remove warning flags and signs, plus  due to reduced visibility, making it difficult if not impossible to see mud bogs, standing high water and holes in  roadways.

ALEXANDER, N.D. (AP) — A man shot by McKenzie County deputies has been sentenced to two years in prison after pleading guilty to terrorizing and assault.

Forty-two-year-old Lonny Campbell was shot last October after deputies responded to a report that he had struck and injured a woman in Alexander.

The Bismarck Tribune reports court documents say Campbell refused to leave the home and pointed a gun at officers at least twice. A Northwest District judge has also ordered Campbell to service two years of probation and pay $2,000 in restitution.

FARGO, N.D. (AP) — A confrontation at a meeting of city commissioners in Fargo has prompted new discussions about security.

Police escorted a man with a history of conflicts with local government and law enforcement out of city hall Monday after he rushed to the front of commission chambers and accused Mayor Tim Mahoney and some police officers of being involved in a theft ring.

KFGO reports Mahoney says the episode “begs the question” about the need for additional security measures. He says metal detectors are among options, but are not his choice.

One police officer staffs commission meetings in addition to the police chief.

MANDAN, N.D. (AP) — A pastor who spoke to hundreds of people gathered at a memorial service for four people killed at a Mandan business last week called it an “unfair and completely wicked act” but it should not bring out the worst in people.

Business co-owner Robert Fakler and three employees, William and Lois Cobb and Adam Fuehrer, were found shot and stabbed at RJR Maintenance and Management last Monday.

A joint memorial service was held Tuesday at the Bismarck Community Church. The Rev. Jared Lee posted audio of his message on the church’s YouTube channel, telling the Bismarck Tribune that while the families are suffering, the community also is affected.

Morton County prosecutors have charged 44-year-old Chad Isaak, a Washburn chiropractor, will killing the four. He lived on property managed by RJR. No motive for the slayings has been revealed.

BISMARCK, N.D. (AP) — Gov. Doug Burgum hasn’t convinced lawmakers that a state agency can do a better job of administering North Dakota’s Medicaid expansion program.

A House Appropriations subcommittee that reviews human services spending failed to endorse the idea on Tuesday. That mirrors what the Senate had done earlier.

Burgum pitched the idea in his state-of-the-state address in January, saying handling the Medicaid expansion program in-house would be more efficient and less costly. Burgum says savings to the program would be reinvested in other health initiatives.

The governor’s idea has drawn intense opposition from lobbyists representing the state’s biggest hospital group and the company providing coverage for North Dakota’s Medicaid expansion.

BISMARCK, N.D. (AP) — The impoverished Pine Ridge Indian Reservation in South Dakota is bracing for another major winter storm and renewed flooding that is forecast for a wide swath of the Plains and Midwest.

The National Weather Service says the storm moving east out of the northern Rockies Wednesday and Thursday will pack heavy snow and strong winds. It could be similar to last month’s “bomb cyclone” — an unusual weather phenomenon marked by a rapid drop in air pressure.

The storm brings the specter of renewed flooding to areas where massive flooding over the past month has caused billions of dollars in damage.

But weather service officials say rivers aren’t likely to rise as much as last month, when there was still snow on the frozen ground and ice on the waterways.

BISMARCK, N.D. (AP) — North Dakota’s attorney general says the official report on the cause of death of an American Indian woman whose body was found in a submerged truck cannot be released to her family because it is part of an active criminal investigation.

Thirty-two-year-old Olivia Lone Bear disappeared from the Fort Berthold Reservation in 2017. The Newtown mother of five was found last August in the pickup truck pulled from Lake Sakakawea.

The Bismarck Tribune reports that Olivia’s brother, Matthew Lone Bear, said Monday that the family is “in the dark.” Matthew noted they have received no updates on the FBI and Bureau of Indian Affairs investigation since August.

The Lone Bear family wants to develop a missing-person protocol for tribes.

DICKINSON, N.D. (uj.edu) — The University of Jamestown baseball team took to the road for a home doubleheader Tuesday, serving as the home team against Presentation (S.D.) College at Dakota Community Bank & Trust Ballpark in Dickinson. The games were originally scheduled to be played Wednesday at Jack Brown Stadium in Jamestown, but were moved up a day due to adverse field conditions.

Jamestown took game one 9-4 before Presentation forced a split with a 12-5 victory in the nightcap. The Jimmies had their eight-game winning streak come to an end and are now 23-11 this season while the Saints are 14-15.

UJ is in Nebraska this weekend for a pair of Great Plains Athletic Conference doubleheaders, taking on Concordia University Friday and Midland University on Saturday.

Game 1: Jimmies 9, Saints 4
Four runs in each of the first and third innings helped Jamestown to an 8-0 lead. Those runs were more than enough support for Joe Spradlin (SR/Helena, MT), who pitched five innings for the win. Spradlin allowed three unearned runs on six hits, walked one, and struck out six.

Jaden Yackley (SR/Lynnwood, Wash.), Chase Hacker (JR/Millcreek, WA), Matt Meraz (JR/Aurora, CO), and Lincoln Trujillo (JR/Cheyenne, WY) each had two hits. Yackley, Hacker, and Tanner Roundy (SR/Henderson, NV) all swiped a pair of bases as the Jimmies finished with nine steals in the game.

Andrew Reed (JR/Woodinville, WA) and Seth Pigg (SR/Reno, NV) each worked an inning of relief to help close out the win.

Game 2: Saints 12, Jimmies 5
Presentation built a 5-1 lead after three innnings, eventually taking a commanding 10-2 advantage in a 12-5 win in game two.

Jamestown had just one hit, a Jaden Yackley double in the bottom of the third, through six innings. Yackley and Drake Pilat (SR/Winnipeg, MB, Canada) would both double in the bottom of the seventh for UJ’s final base knocks.

Jesse Spangler and Kyle Angielski each had four hits for the Saints. Three other PC batters posted two-hit games as the Saints ended with 18 hits off of six Jimmie hurlers.

Chief Baseball Officer Joe Torre also fined all three for their behavior Sunday.

Elsewhere in the majors:

— A woman has sued the Houston Astros for more than $1 million, saying that a T-shirt cannon fired at a game by the team’s mascot broke her finger. NBA…

DALLAS (AP) — Dallas Mavericks star Dirk Nowitzki has announced that he is retiring from the NBA.

The 40-year-old kept his plans secret until the end of his final home game. After speeches from Larry Bird and others he idolized growing up in Germany, Nowitzki told the crowd, “this is my last home game.”

Nowitzki played a record 21 seasons with the same franchise, scoring 30 points in his final home game in a 120-109 victory over the Phoenix Suns on Tuesday night.

The 14-time All-Star has one game remaining, Dallas’ season finale at San Antonio on Wednesday night.

In more Tuesday NBA action:

— Bradley Beal became the first player in Washington Wizards franchise history to average at least 25 points, five rebounds and five assists for a season. He reached the numbers he needed in a 116-110 loss to the playoff-bound Boston Celtics in a finale Tuesday night that was meaningless to both clubs.

— DeMarcus Cousins had 21 points and 12 rebounds and the Golden State Warriors defeated the Pelicans 112-103 in a game that saw guard Stephen Curry leave with a mild foot sprain. The Warriors announced that Curry was held out the rest of the night as a precaution. The Warriors already had clinched the top playoff seed in the Western Conference.

— Dennis Smith Jr. scored 25 points, Mitchell Robinson added eight points and 17 rebounds and the New York Knicks escaped the possibility of finishing with their worst-ever record by beating the Chicago Bulls 96-86. With one game remaining, the Knicks can only tie for the worst season in franchise history

Rudy Gobert had 20 points and 10 rebounds, Derrick Favors scored 16 points and Joe Ingles added 10 points and 13 assists as Utah won its last eight regular-season home games.

Magic Johnson abruptly resigns as Lakers’ president

LOS ANGELES (AP) — Magic Johnson abruptly quit as the Los Angeles Lakers’ president of basketball operations Tuesday night, citing a desire to get back to the simpler life he enjoyed before taking over the franchise just over two years ago.

Johnson didn’t tell owner Jeanie Buss or general manager Rob Pelinka before he stepped in front of reporters about 90 minutes before the final game of the Lakers’ sixth consecutive losing season.

Johnson didn’t directly tie his decision to the future of coach Luke Walton, who was widely expected to be fired by Johnson soon. But Johnson repeatedly mentioned Buss’ affinity for Walton and Johnson’s desire not to cause upheaval between them.

Cowboys’ Lawrence signs $105 million deal

FRISCO, Texas (AP) — DeMarcus Lawrence may not be the highest-paid Dallas Cowboys player in history for long. It doesn’t mean the club’s best defensive end can’t enjoy the distinction while it lasts.

The 26-year-old Lawrence signed a $105 million, five-year contract Tuesday. He then was asked repeatedly to try to reflect on what it means to have a $21 million-per-year average that tops retired quarterback Tony Romo, pass rushing predecessor and franchise sacks leader DeMarcus Ware and receiver Dez Bryant before him.

In world and national news…

JERUSALEM (AP) — A senior Hamas leader is dismissing the outcome of Israel’s election as irrelevant, saying “all parties are faces of one coin, the coin of occupation.”

Khalil al-Hayya said Wednesday that “there is no difference” between the Israeli parties, and pledged that Gaza’s militant Hamas rulers would continue seeking to “end the occupation and achieve our national goals.”

He spoke as right-wing Israeli Prime Minister Benjamin Netanyahu appeared poised to win a historic fifth term and cobble together a governing coalition of ultra-Orthodox and nationalist allies.

The Palestinian issue and prospects for peace negotiations were notably absent from political debate this election. In a last-ditch effort to rile his base, Netanyahu made a weekend vow to annex the Israeli-occupied West Bank, which would extinguish hope for a Palestinian state.

WASHINGTON (AP) — Democrats are honing proposals to address the surge of families entering the U.S. at the southern border. They say President Donald Trump’s restrictive immigration policies are enflaming the problem.

House Democrats plan to introduce legislation soon addressing the recent waves of Central American migrants. Senate Democrats are pursuing multiple tracks, including exploring whether talks with the White House might be feasible.

Democrats are trying to find the sweet spot between addressing a burgeoning humanitarian crisis and not lending credibility to Trump’s assertion that hordes of immigrants are invading the country.

They say Trump has exacerbated the situation by aggressively detaining migrants caught entering the U.S. illegally and slowing the already slow processing of asylum seekers.

Trump says Democrats are “obstructing” him by refusing to pass tougher immigration restrictions.

WASHINGTON (AP) — Attorney General William Barr is returning to Capitol Hill for a second time this week as lawmakers, the White House and the American public anxiously await his release of special counsel Robert Mueller’s report on potential ties between Russia and the Trump campaign.

Barr will speak to a Senate appropriations subcommittee Wednesday about his department’s budget. But like members of the House on Tuesday, senators are expected to be more interested in the nearly 400-page Mueller report than budget details.

Barr told the House lawmakers that he expects to release a redacted version “within a week.”

Justice Department officials are scouring the report to remove grand jury information and details relating to pending investigations, among other materials.

Democrats say they will not accept redactions and want the full report’s release.

RALEIGH, N.C. (AP) — Time ran out for a North Carolina prisoner to prove his innocence, even though a co-defendant absolved him in a conversation with a lawyer that remained secret for decades.

Lee Wayne Hunt was convicted of the 1984 slayings of a Fayetteville couple and sentenced to life in prison. The 59-year-old inmate died in February.

A co-defendant’s lawyer said his client had absolved Hunt in the deaths of Roland and Lisa Matthews. The lawyer, Staples Hughes, kept that confession a secret under attorney-client privilege until after his client died in 2002.

Heather Allen is Hunt’s daughter. She told The Associated Press that her father “never let go of hope” that he’d be exonerated.

But relatives of the victim say they believe Hunt was guilty and that Hughes lied.

Principals from schools with shootings form support network.

COLUMBUS, Ohio (AP) — More than a dozen principals from U.S. schools where shootings have occurred are forming a support network in hopes of helping the next colleagues who join their unenviable ranks.

The Principals Recovery Network also will advocate for resources to help schools prevent and recover from violence.

The initial group of 17 current and former principals includes a principal from Marjory Stoneman Douglas High School in Parkland, Florida, and Frank DeAngelis, who led Columbine High School during the deadly 1999 shooting in Littleton, Colorado.

DeAngelis says it’s a network each participant wishes they’d had.

Members say they’re uniquely positioned to help administrators because they’ve experienced the struggles of leading schools through the immediate and long-term aftermath of shootings.

BRUSSELS (AP) — The European Union’s legislature has warned British Prime Minister Theresa May to come to the Brexit summit with clear indications on how she hopes to turn the cross-party talks with opposition leader Jeremy Corbyn into a success.

The European Parliament said in a statement Wednesday that May “cannot come empty-handed.”

And the legislators told the EU leaders that they have to make sure that Britain will not become obstructionist if a long extension to their departure is granted.

They said the summit “would be advised to provide the U.K. with an extension which should be appropriately framed to respect the principle of sincere cooperation.”

The European Parliament will need to approve any deal May reaches with the EU to make it binding.
