Bismarck – The National Weather Service reports, Wednesday night, a potent mid level jet will intensify and eject over the southern high plains, spreads over the James River valley counties into south-central North Dakota overnight Wednesday and through Thursday evening. Over
southeast North Dakota a substantial period of heavy
snow. A potential of 6-10″ in LaMoure and Dickey counties with 3-6″
elsewhere in the northern James River valley. Total snow
accumulations of 5 to 7 inches for Stutsman County, with 7 to
14 inches for Logan, LaMoure, McIntosh and Dickey counties. 6 to 12
inches expected Clay-Barnes-Cass- Counties.
Blowing snow is also a concern as winds early Thursday morning,
becoming 30 to 40 mph in the James River valley through Thursday
evening.
Even with relatively warmer surface temperatures, visibility with blizzard conditions will still be a concern where heavy snowfall rates and strong winds coincide.
A Winter Storm Warning was issued to address both heavy snow and blowing snow possibilities.
In flooded areas, the high wind will remove warning flags and signs, plus due to reduced visibility, making it difficult if not impossible to see mud bogs, standing high water and holes in roadways.

The North Dakota Department of Transportation (NDDOT) is urging motorists to use caution if planning to travel this week in eastern North Dakota as the National Weather Service has issued a Winter Storm Warning for portions of the state. Because of the current flood conditions this spring, there is extra concern for motorists due to water filled ditches along many roadways in eastern North Dakota. Motorists should slow down and drive for the conditions if road conditions deteriorate.
In flooded areas, the high wind will remove warning flags and signs, plus due to reduced visibility, making it difficult if not impossible to see mud bogs, standing high water and holes in roadways.
All travelers are encouraged to monitor road conditions as weather conditions occur and use caution while traveling. (NDDOT) Wednesday afternoon, officials with the South Dakota Departments of Transportation and Public Safety have closed Interstate 29 from Brookings to the North Dakota border due to blizzard conditions.
In addition, water is on the roadway on ND Highway 1 at the South Dakota border. Motorists must stop and take turns. The NDDOT urges motorists to check road conditions before traveling due to rapidly changing conditions. Fluctuating water levels make it difficult to predict when and where water will go over a roadway or recede from the roadway.

(AP) DENVER On Wednesday, the looming spring blizzard in the Rockies was impacting everything from flights to school classes to baseball.
About 40 percent of Denver International Airport’s daily flights Wednesday were scratched. Major League Baseball’s Colorado Rockies postponed an afternoon game against the Atlanta Braves until August. A few school districts in Colorado and Wyoming canceled classes, while others opted for a shortened day and canceled evening activities.
Omaha, NE (USACE Apr 10, 2019) — The U.S. Army Corps of Engineer reports,inflows to Jamestown Reservoir continue to increase due to snowmelt. As a result, reservoir releases are being increased to 200 cubic feet per second Wednesday, and to 400 cfs on Thursday.
Jamestown Reservoir is currently at pool elevation 1435.3 feet, which is 4.3 feet above the base of the flood pool, or approximately 6% full. Inflows are near 800 cfs. Basin conditions and inflows to the reservoir will be continuously evaluated and adjustments to the releases will be made as needed to evacuate the flood storage by the target date of June 1, 2019. Jamestown Dam is owned and operated by the Bureau of Reclamation and releases from the flood pool are directed by the Army Corps of Engineers.
Pipestem Reservoir is currently at pool elevation 1463.1 feet, which is 20.6 feet into the flood pool and approximately 22% full. Inflows are currently near 950 cfs with a low level water quality release of 10 cfs. Once ice cover is completely melted at the reservoir this water quality release will be shut down to 0 cfs. Pipestem Reservoir releases will be increased later in the year to evacuate flood storage by a target date of September 1, 2019. Combined maximum releases out of Jamestown and Pipestem Reservoirs is not expected to exceed 750 cfs. Pipestem Dam is owned and operated by the Army Corps of Engineers.
High river flows continue downstream of Jamestown and into South Dakota on the James River, and conditions on the entire James River basin are considered in determining project releases. However, due to the long travel time and the attenuation of water in the river channel, the combined reservoir release of 410 cfs will not significantly impact stages at streamgages below Jamestown, ND.

Valley City (CSi) Valley City Public Schools, Superintendent, Josh Johnson says, Governor Burgum is waiving two of the three school days Valley City Public School District applied for in their Storm Days Waiver application.
Johnson says, “VCPS will have school on Monday, April 22nd, but WILL NOT be required to extend our school days before the end of the school year to make up the additional two school days. Please see the amended calendar that details the four storm days that VCPS has to make-up school cancellations and delays this school year.”
Johnson adds, “exactly 6 months ago (October 10th, 2018), we began this winter adventure with 12-15 inches of snow in the Valley City area. We cancelled school that day and had a late start the following day. While Thursday, April 11ths storm is currently forecast to drop less snow, there are definitely some eerie similarities (heavy wet snow, strong winds, and very unpredictable pattern). Please be very alert to any announcements that may be required because of this weather system.
Please know that if we decide to cancel or delay school because of the weather, school districts are allowed to submit additional waiver applications to the Governor’s Office.”
Jamestown (CSi) SAFE Shelter in Jamestown announces the Second Annual, Rabbit Run and Bunny Hop Fundraiser, to benefit Mary’s Place, will be on Saturday, April 20th at the University of Jamestown’s Harold Newman Arena.
On Wednesday’s Wayne Byers Show on CSi Cable 2, SAFE Shelter, Director, Lynne Talley said, Mary’s Place has been available for about a year. It offers temporary safe housing for victims of domestic violence, and their children and provides a place of them to heal and plan for the future.
SAFE Shelter works with several agencies, including social services, the Sexual Assault Response Team, local law enforcement, the prosecutor’s office.
She added, that SAFE Shelter is expanding its prevention programs, which includes the Safe Dates program, in the Jamestown Middle School, and Jamestown High School.
Registration for the event, is $25 for adults, and includes a t-shirt, and $5 for children under 12 years old, but does not include a t-shirt. Check in is at 8:15 a.m., and the run will start at 9-a.m., sharp.
There will be a 5K Rabbit Run/Walk, for the more serious runners and walkers, with prizes for the first three finishers.
The family fun 3K Bunny Hop Run/Walk will wind through the UJ Campus and will include sponsored booths with goodies for the kids. Both routes will start and end at Harold Newman Arena.

Jamestown (CSi) No protests were received in person, concerning their property valuation, at the Jamestown Board of Equalization meeting, on Tuesday.
The board, approved two adjustments because of clerical errors in valuations following preparation of the report. The board denied a written request decreasing a property value, due to incorrect documentation submitted by the property owner’s attorney.
Valuation appeals go first to the city, before going to either the Stutsman County or North Dakota boards of equalization.
Jamestown City Assessor, Jamison Veil reported that used for property tax calculations, the true and full value of real estate in Jamestown is just shy of $1 billion, based on property values by his office, amounting to a 4.8 percent increase in taxable valuation from the 2018 tax year.
0.75 percent stems from new construction, and 4-percent comes from reassessments and value changes.
Another part of the property tax formulation comes from local government budgets.
No across-the-board adjustments were necessary.
Real property is assessed on February first each year, as it exists at that time.
Veil’s report states that increases in valuation over the years stems from higher real estate sale prices.
Jamestown (NDFU) – In June, North Dakota Farmers Union (NDFU) will celebrate the 85th season of its summer camping program, which draws more than 1,000 farm and city kids from around the state annually. To highlight the milestone, NDFU is offering fee discounts to any youth who registers for Farmers Union Camp between now and May 15.
Bri Sorensen, NDFU Youth Education Supervisor, says, “Camp is a fun, positive environment where kids can just be themselves. We combine traditional camp activities – swimming and singing around a campfire, for example – with education that enhances learning, team building and leadership skills.”
Other activities include water games, theme nights, sports, skits, a co-op store, talent show, banquet night, climbing wall and educational project.

GRAND FORKS, N.D. (AP) — University of North Dakota President Mark Kennedy is the sole finalist for president of the University of Colorado.
The Colorado school’s regents said Wednesday they unanimously voted to recommend Kennedy for the job. Kennedy said in a statement he plans to stay on at North Dakota until the current academic year and legislative session ends.
Kennedy, a Minnesota native and former congressman, has held the North Dakota job since July 2016. The Colorado president is retiring after 11 years.
Kennedy’s last year has been marred by a dispute with one the school’s most generous benefactors, the Engelstad Family Foundation. That included an argument with foundation trustee Kris Engelstad McGarry over the logo on the school’s basketball court.
BISMARCK, N.D. (AP) — Republican Gov. Doug Burgum and the GOP-controlled Legislature are renewing their spat over power.
Burgum vetoed a bill Wednesday that attempted to better define the authority of a group of legislators known as the budget section.
Burgum says power has been improperly delegated by the Legislature to the budget section. He calls it “legislative overreach and an unconstitutional delegation of power.”
Republican majority leaders believe they have the votes to override the governor’s veto. That action could happen Thursday.
A similar fight last session ended up in the North Dakota’s Supreme Court. The high court rejected several of Burgum’s vetoes but sided with the governor in other portions of a dispute with the Legislature that revolved around overreach on both sides.

Valley City (VCSUVikings.com)- Valley City State University moved up one spot to No. 8 in this week’s NAIA Softball Top 25 Coaches’ Poll, announced Tuesday by the national office.
The No. 8 national ranking is the highest in program history, topping the Vikings’ No. 9 ranking back on March 26.
The Vikings are coming off a 3-1 weekend against Bellevue University, which is receiving votes in the Top 25 Poll. Valley City State’s record currently stands at 31-2 overall and 11-1 in conference play. The Vikings have winning streaks of 15 games and 14 games so far this season.
VCSU has the fourth-best winning percentage in the nation, trailing only three teams ranked ahead of them in the poll: No. 1 Science & Arts (39-0), No. 3 Marian (32-0) and No. 6 Lindsey Wilson (27-1).

WASHINGTON (AP) — Attorney General William Barr says he doesn’t know if Robert Mueller supported his conclusion that the special counsel’s report had insufficient evidence to establish that President Donald Trump obstructed justice.
The comment came as Maryland Sen. Chris Van Hollen asked Barr whether he agreed with Mueller’s assessment that there were “difficult issues” of law and fact concerning whether obstruction happened. Barr summarized that assessment in a letter to Congress March 24.
Barr refused to answer Van Hollen’s question several times, saying he would say more when the report was out.
Barr said in the summary letter that Mueller did not reach a conclusion on whether the president obstructed justice, instead presenting evidence on both sides of the question. Barr said he and Deputy Attorney General Rod Rosenstein decided that the evidence was insufficient to establish obstruction.
JERUSALEM (AP) — Israel’s Blue and White party leaders are conceding defeat in Israel’s election, saying they will work against Israeli Prime Minister Benjamin Netanyahu from the opposition.
Yair Lapid, the party’s No. 2 figure, told a press conference Wednesday that though his party “did not win in this round, I respect the voters.” He said his party will “embitter” Netanyahu’s life from the opposition.
The Blue and White party, headed by former army chief of staff Benny Gantz, drew even with Netanyahu’s Likud party, but the incumbent prime minister is poised to form a government with his larger bloc of religious and nationalist allies.
Gantz says his party has “founded a true alternative rule to Netanyahu.”
BRUSSELS (AP) — Forget about the date the U.K. will leave possibly leave the European Union. The real question gripping the EU summit: What was on Angela Merkel’s tablet?
Just as the meeting was about to kick off, the German chancellor walked over to her U.K. counterpart Theresa May, her tablet at the ready.
They both intently looked at the screen before sharing a hearty laugh. Then Merkel walked over to summit chair Donald Tusk, who joined in the merriment.
Doors soon closed on the cameramen and photographers at the Europa building, with apparently no one getting a peek at what was on her tablet.
Jokes soon followed. Were they comparing prices of their suits, which looked identical Europe-blue? One EU official said Merkel must have claimed she got it at half the price.
News conferences were still hours away, leaving the world waiting with bated breath.
WASHINGTON (AP) — Scientists have revealed the first image ever made of a black hole.
Astronomers revealed the picture on Wednesday in Washington. They assembled data gathered by eight radio telescopes around the world to show the violent neighborhood near a supermassive black hole.
The image looks like a glowing eye. Co-discoverer Jessica Dempsey says it is a vivid ring of light that reminds her of the powerful flaming Eye of Sauron from the Lord of the Rings trilogy.
Nothing, not even light, escapes from supermassive black holes. They are the light-sucking monsters of the universe theorized by Einstein more than a century ago and confirmed by observations for decades. The event horizon is the point of no return around them.
The results are being published in the Astrophysical Journal Letters.
WASHINGTON (AP) — President Donald Trump says there’s only one person in charge of his immigration policy: Him.
Trump was asked as he was leaving the White House Wednesday whether he had ever considering tapping his influential aide, Stephen Miller, to lead the department in the wake of Kirstjen Nielsen’s departure.
Trump says Miller is an “excellent guy’ and a “brilliant man,” but said, “Frankly, there’s only one person that’s running it: You know who that is? It’s me.”
Trump has picked United States Customs and Border Protection commissioner Kevin McAleenan to serve as acting secretary. Asked whether he might keep him on permanently, Trump said he likes McAleenan “a lot” and that it “could happen.”
He adds that, “right now” McAleenan is “the man.”
