Northeast winds will increase through Thursday with gusts to 50 mph possible Thursday afternoon in the James Valley. These strong winds will combine with heavy snow to create near blizzard conditions at times across the southern
James Valley. Dickey, LaMoure, Logan and McIntosh Counties will be
hardest hit with 8 to 14 inches of snow likely. This storm will
be similar to the early March storm in many ways. Like the March
storm, a very tight gradient of snowfall amounts should set up
across south central North Dakota and the James Valley. This means
counties on the gradient such as Foster, Kidder, Burleigh, Emmons
and Sioux Counties could see wildly different snow amounts from
one portion of the county to another.
As the low center shifts a bit eastward Thursday night, the intensity of
the snowfall and the winds will lessen over central and eastern
North Dakota. Light snow Thursday night with northerly
winds decreasing to 20 to 25 mph with gusts over 30 mph. The low
begins to speed up as it lifts northeastward towards the western
Great Lakes on Friday. Snow will diminish from west to east
beginning early Friday morning. Light snow and patchy blowing snow
may linger into the afternoon hours. Additionally, as temperatures
climb near freezing light rain may mix in with light snow across
central North Dakota. Brisk northerly winds will continue Friday
before decreasing Friday night.

In flooded areas, the high wind from the snow storm will remove warning flags and signs, plus due to reduced visibility, making it difficult if not impossible to see mud bogs, standing high water and holes in roadways.
The North Dakota Department of Transportation (NDDOT) is urging motorists to use caution if planning to travel this week in eastern North Dakota as the National Weather Service has issued a Winter Storm Warning for portions of the state. Because of the current flood conditions this spring, there is extra concern for motorists due to water filled ditches along many roadways in eastern North Dakota. Motorists should slow down and drive for the conditions if road conditions deteriorate.

South Dakota officials have CLOSED I-29 at the North Dakota / South Dakota border until further notice due to the snow storm in South Dakota.
The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP) have CLOSED Highway 54 from I-29 to the Red River due to water over the road until river levels recede. There is no signed detour. Motorists are asked to use alternate routes.
NDDOT and MNDOT have CLOSED Hwy 17 east of Grafton, ND and Hwy 317 in Minnesota at the Red River. The roadways will be CLOSED until river levels recede.
Jamestown (CSi) Jamestown City crews will begin the full snow plowing program starting Friday, April 12, 2019 at 5:00 a.m. beginning with the Emergency routes.
City crews will begin plowing residential areas at 11:00 a.m., Friday, April 12, 2019.
Crews will continue work during the night with the Downtown district beginning at 11:00 pm.
City Ordinance Section 25-10 requires that a property owner keep the sidewalk adjoining the property clear of snow and ice. Do not deposit snow or ice on the city street after the city plow has cleared the street. These violations are class B misdemeanors under the general penalty and will result in a fine.

PIERRE, S.D. (AP) — Colorado Gov. Jared Polis has activated the National Guard in case troops are needed to rescue stranded motorists as they did during last month’s blizzard.
Guard officials said Wednesday that 50 soldiers and 24 vehicles will be positioned in the eastern part of the state, including vehicles with tank-like tracks for negotiating deep snow.
The Colorado Department of Transportation says highway closures are likely with a blizzard warning in place through Thursday morning.
The March blizzard paralyzed many of the same areas that are under the current warning.
Troops searched through the night and rescued 75 people and two dogs from vehicles, mostly in four counties southeast of Denver.
Omaha, NE (USACE Apr 10, 2019) — The U.S. Army Corps of Engineer reports, inflows to Jamestown Reservoir continue to increase due to snowmelt. As a result, reservoir releases are being increased to 200 cubic feet per second Wednesday, and to 400 cfs on Thursday.
Jamestown Reservoir is currently at pool elevation 1435.3 feet, which is 4.3 feet above the base of the flood pool, or approximately 6% full. Inflows are near 800 cfs. Basin conditions and inflows to the reservoir will be continuously evaluated and adjustments to the releases will be made as needed to evacuate the flood storage by the target date of June 1, 2019. Jamestown Dam is owned and operated by the Bureau of Reclamation and releases from the flood pool are directed by the Army Corps of Engineers.
Pipestem Reservoir is currently at pool elevation 1463.1 feet, which is 20.6 feet into the flood pool and approximately 22% full. Inflows are currently near 950 cfs with a low level water quality release of 10 cfs. Once ice cover is completely melted at the reservoir this water quality release will be shut down to 0 cfs. Pipestem Reservoir releases will be increased later in the year to evacuate flood storage by a target date of September 1, 2019. Combined maximum releases out of Jamestown and Pipestem Reservoirs is not expected to exceed 750 cfs. Pipestem Dam is owned and operated by the Army Corps of Engineers.
High river flows continue downstream of Jamestown and into South Dakota on the James River, and conditions on the entire James River basin are considered in determining project releases. However, due to the long travel time and the attenuation of water in the river channel, the combined reservoir release of 410 cfs will not significantly impact stages at streamgages below Jamestown, ND.

Valley City (CSi) Valley City Public Schools, Superintendent, Josh Johnson says, Governor Burgum is waiving two of the three school days Valley City Public School District applied for in their Storm Days Waiver application.
Johnson says, “VCPS will have school on Monday, April 22nd, but WILL NOT be required to extend our school days before the end of the school year to make up the additional two school days. Please see the amended calendar that details the four storm days that VCPS has to make-up school cancellations and delays this school year.”
Johnson adds, “exactly 6 months ago (October 10th, 2018), we began this winter adventure with 12-15 inches of snow in the Valley City area. We cancelled school that day and had a late start the following day. While Thursday, April 11ths storm is currently forecast to drop less snow, there are definitely some eerie similarities (heavy wet snow, strong winds, and very unpredictable pattern). Please be very alert to any announcements that may be required because of this weather system.
Please know that if we decide to cancel or delay school because of the weather, school districts are allowed to submit additional waiver applications to the Governor’s Office.”
Jamestown (CSi) SAFE Shelter in Jamestown announces the Second Annual, Rabbit Run and Bunny Hop Fundraiser, to benefit Mary’s Place, will be on Saturday, April 20th at the University of Jamestown’s Harold Newman Arena.
On Wednesday’s Wayne Byers Show on CSi Cable 2, SAFE Shelter, Director, Lynne Talley said, Mary’s Place has been available for about a year. It offers temporary safe housing for victims of domestic violence, and their children and provides a place of them to heal and plan for the future.
SAFE Shelter works with several agencies, including social services, the Sexual Assault Response Team, local law enforcement, the prosecutor’s office.
She added, that SAFE Shelter is expanding its prevention programs, which includes the Safe Dates program, in the Jamestown Middle School, and Jamestown High School.
Registration for the event, is $25 for adults, and includes a t-shirt, and $5 for children under 12 years old, but does not include a t-shirt. Check in is at 8:15 a.m., and the run will start at 9-a.m., sharp.
There will be a 5K Rabbit Run/Walk, for the more serious runners and walkers, with prizes for the first three finishers.
The family fun 3K Bunny Hop Run/Walk will wind through the UJ Campus and will include sponsored booths with goodies for the kids. Both routes will start and end at Harold Newman Arena.

Jamestown (CSi) No protests were received in person, concerning their property valuation, at the Jamestown Board of Equalization meeting, on Tuesday.
The board, approved two adjustments because of clerical errors in valuations following preparation of the report. The board denied a written request decreasing a property value, due to incorrect documentation submitted by the property owner’s attorney.
Valuation appeals go first to the city, before going to either the Stutsman County or North Dakota boards of equalization.
Jamestown City Assessor, Jamison Veil reported that used for property tax calculations, the true and full value of real estate in Jamestown is just shy of $1 billion, based on property values by his office, amounting to a 4.8 percent increase in taxable valuation from the 2018 tax year.
0.75 percent stems from new construction, and 4-percent comes from reassessments and value changes.
Another part of the property tax formulation comes from local government budgets.
No across-the-board adjustments were necessary.
Real property is assessed on February first each year, as it exists at that time.
Veil’s report states that increases in valuation over the years stems from higher real estate sale prices.
Jamestown (NDFU) – In June, North Dakota Farmers Union (NDFU) will celebrate the 85th season of its summer camping program, which draws more than 1,000 farm and city kids from around the state annually. To highlight the milestone, NDFU is offering fee discounts to any youth who registers for Farmers Union Camp between now and May 15.
Bri Sorensen, NDFU Youth Education Supervisor, says, “Camp is a fun, positive environment where kids can just be themselves. We combine traditional camp activities – swimming and singing around a campfire, for example – with education that enhances learning, team building and leadership skills.”
Other activities include water games, theme nights, sports, skits, a co-op store, talent show, banquet night, climbing wall and educational project.

TIOGA, N.D. (AP) — A Montana man is charged with vehicular homicide in a traffic crash that killed a 16-year-old girl and injured another teen in North Dakota.
The Highway Patrol says 27-year-old Samuel Hamilton, of Belgrade, Montana, failed to stop at an intersection south of Tioga Saturday night and struck the teens’ vehicle. A 16-year-old passenger, Alexis Meduna, of Williston, was killed. The driver, 16-year-old Hayden Williams, was injured.
The Bismarck Tribune says Hamilton has been charged with felony criminal vehicular homicide. He’s being held in the Williams County Correctional Center in Williston on $1 million cash bond. A preliminary hearing is scheduled for next month. It was not clear if Hamilton has hired an attorney to speak on his behalf.
NEW ENGLAND, N.D. (AP) — Authorities have identified two people who died in a one-vehicle rollover about 3 miles west of New England, in Hettinger County.
The Highway Patrol says the Tuesday crash killed 48-year-old Meredith Clevenger, of Joplin, Missouri, and 34-year-old Jeremy Atwell, of Houston. They were the only occupants of the vehicle.
The patrol says Clevenger failed to negotiate a turn in the roadway and went into the ditch and rolled. Both occupants died at the scene.
ALEXANDER, N.D. (AP) — A man shot by McKenzie County deputies has been sentenced to two years in prison after pleading guilty to terrorizing and assault.
Forty-two-year-old Lonny Campbell was shot last October after deputies responded to a report that he had struck and injured a woman in Alexander.
The Bismarck Tribune reports court documents say Campbell refused to leave the home and pointed a gun at officers at least twice. A Northwest District judge has also ordered Campbell to service two years of probation and pay $2,000 in restitution.
North Dakota is among about two dozen states with some form of an initiative process.
BISMARCK, N.D. (AP) — Supporters of a North Dakota bill that makes it a crime for a doctor performing an abortion to use instruments such as clamps, scissors and forceps to remove a fetus from the womb are praising Gov. Doug Burgum for signing it.
Burgum’s spokesman, Mike Nowatzki, says the first-term Republican governor signed the bill Wednesday outlawing the abortion procedure known as dilation and evacuation. The bill uses the non-medical term “human dismemberment abortion” to describe the second-trimester procedure.
The bill’s primary sponsor, Republican Rep. Luke Simons, says the practice is wrong and he hopes that Burgum put a big signature on it. Another supporter, Republican Rep. Jeff Hoverson, a pastor, called the bill “a no-brainer.”
The bill becomes effective if a federal appeals court or the U.S. Supreme Court allows its enforcement. Hoverson is optimistic that will happen.
Tammi Kromenaker, director of the Red River Valley Women’s Clinic in Fargo, the state’s only abortion provider, did not return a phone message to The Associated Press.
GRAND FORKS, N.D. (AP) — University of North Dakota President Mark Kennedy is the sole finalist for president of the University of Colorado.
The Colorado school’s regents said Wednesday they unanimously voted to recommend Kennedy for the job. Kennedy said in a statement he plans to stay on at North Dakota until the current academic year and legislative session ends.
Kennedy, a Minnesota native and former congressman, has held the North Dakota job since July 2016. The Colorado president is retiring after 11 years.
Kennedy’s last year has been marred by a dispute with one the school’s most generous benefactors, the Engelstad Family Foundation. That included an argument with foundation trustee Kris Engelstad McGarry over the logo on the school’s basketball court.
BISMARCK, N.D. (AP) — Republican Gov. Doug Burgum and the GOP-controlled Legislature are renewing their spat over power.
Burgum vetoed a bill Wednesday that attempted to better define the authority of a group of legislators known as the budget section.
Burgum says power has been improperly delegated by the Legislature to the budget section. He calls it “legislative overreach and an unconstitutional delegation of power.”
Republican majority leaders believe they have the votes to override the governor’s veto. That action could happen Thursday.
A similar fight last session ended up in the North Dakota’s Supreme Court. The high court rejected several of Burgum’s vetoes but sided with the governor in other portions of a dispute with the Legislature that revolved around overreach on both sides.

Valley City (VCSUVikings.com)- Valley City State University moved up one spot to No. 8 in this week’s NAIA Softball Top 25 Coaches’ Poll, announced Tuesday by the national office.
The No. 8 national ranking is the highest in program history, topping the Vikings’ No. 9 ranking back on March 26.
The Vikings are coming off a 3-1 weekend against Bellevue University, which is receiving votes in the Top 25 Poll. Valley City State’s record currently stands at 31-2 overall and 11-1 in conference play. The Vikings have winning streaks of 15 games and 14 games so far this season.
VCSU has the fourth-best winning percentage in the nation, trailing only three teams ranked ahead of them in the poll: No. 1 Science & Arts (39-0), No. 3 Marian (32-0) and No. 6 Lindsey Wilson (27-1).

Jamestown (uj.edu) The Great Plains Athletic Conference and Hauff Mid-America Sports announced University of Jamestown’s Kylee Voigt as the outdoor track athlete of the week. The Jamestown native ran a career-best time in the 400-meter with 57.98 seconds, which leads the GPAC, at the Dordt Invite in Sioux Center, Iowa on April 6.
Voigt has earned the honor two of the last three weeks as she was selected for the award on March 27.

Jackets rally past Bolts
UNDATED (AP) — The Tampa Bay Lightning finished with the NHL’s best record by a wide margin, but they wasted no time relinquishing home-ice advantage in the Stanley Cup playoffs.
The Columbus Blue Jackets erased an early 3-0 deficit and beat the Lightning, 4-3 on Seth Jones’ power-play goal with 5:55 remaining. Josh Anderson knotted the score with a short-handed goal at 11:54 of the third period, about four minutes after David Savard got the Jackets within 3-2.
Nick Foligno (foh-LEE’-noh) had the other goal for Columbus, and Sergei Bobrovsky (boh-BRAHF’-skee) ended up with 26 saves after struggling in the first period.
Alex Killorn (kih-LOHRN’), Anthony Cirelli (sih-REH’-lee) and Yanni Gourde (YAH’-nee gohrd) had first-period goals for the Lightning, who host Game 2 on Friday.

— The Islanders blew three leads before Josh Bailey scored off a rebound 4:39 into overtime to give New York a 4-3 victory over the Penguins. Nick Leddy tallied with 7:25 remaining to put the Isles ahead 3-2, but the Pens extended the game on Justin Schultz’s goal about six minutes later. Jordan Eberle had a goal and an assist for the Islanders, who host Game 2 on Friday.
— Rookie Miro Heiskanen scored twice in his playoff debut before Mats Zuccarello furnished the eventual game-winner in the Stars’ 3-2 victory against the Predators in Nashville. Heiskanen became the eighth rookie teenage defenseman in league history to score in their first career playoff game and the first since Adam Larsson with the Devils in 2012.
— The Sharks opened with a 5-2 win over the Golden Knights as Brent Burns, Tomas Hertl, Evander Kane and Marc-Edouard Vlasic each had a goal and an assist. Joe Pavelski began the scoring by taking a puck off his chin and directing it into the net. Mark Stone scored both goals for Vegas, last year’s Western Conference champs.
— Third-period goals by David Perron (peh-RAHN’) and Tyler Bozak pushed the Blues past the Jets, 2-1. Bozak beat Connor Hellebuyck (HEH’-leh-buhk) with 2:05 to play, allowing St. Louis to steal home-ice advantage before Game 2 Friday in Winnipeg. Jordan Binnington stopped 24 shots and was perfect after Patrik Laine (LY’-nay) beat him 13:28 into the game.

Pistons make playoffs
UNDATED (AP) — — Nikola Jokic (nee-KOH’-lah YOH’-kihch) scored 29 points and the Nuggets wrapped up the No. 2 seed in the West by scoring the last 15 points in a 99-95 win over the Timberwolves. Jamal Murray added 17 points, including the go-ahead 3-pointer with 31 seconds to play.
The Detroit Pistons have claimed the last seed available in the NBA playoffs.
The Pistons are eighth in the East following a 115-89 rout of the Knicks in New York. Andre Drummond contributed 20 points and 18 rebounds for the Pistons, who had dropped four straight and seven of nine before winning their last two to beat out Charlotte for the final playoff berth.
Luke Kennard scored 27 points and Reggie Jackson had 21 to help Detroit earn a first-round meeting with Milwaukee.

— Dwyane (dwayn) Wade capped his career with one last triple-double, collecting 25 points, 11 rebounds and 10 assists in the Heat’s 113-94 loss to Brooklyn. D’Angelo Russell hit seven 3-pointers and had 21 points for the Nets, who will take on Philadelphia in the first round.
— Dirk Nowitzki also played his final game and finished with 20 points as the Mavericks fell to the Spurs, 105-94. LaMarcus Aldridge had 34 points for San Antonio.
— Rookie Anfernee Simons scored a career-high 37 points in his first career start and the Trail Blazers secured the No. 3 seed in the West with a dramatic 136-131 victory over the Kings. Portland used just six players and trailed by 28 points during the second half before winning for the 14th time in 17 games.

Embiid iffy for playoff opener
PHILADELPHIA (AP) — Joel Embiid’s (joh-EHL ehm-BEEDZ’) achy left knee may prevent the All-Star from playing in the 76ers’ playoff opener.
General manager Elton Brand says that Embiid was expected to play in the postseason, but added it was “possible” the 7-foot center wouldn’t be ready for the first game. Embiid sat out Wednesday’s regular season finale against Chicago, his fifth absence in seven games to close out the season.

UNDATED (AP) — The Tampa Bay Rays have continued their hot start by completing their first-ever sweep in Chicago.
Austin Meadows fell a triple shy of the cycle while driving in three runs as the Rays ripped the White Sox, 9-1. Meadows finished the three-game set with seven hits in 10 at-bats, two homers, seven RBI and four runs scored.
Tommy Pham homered to extend his on-base streak to a club record 45 games.
The Rays are 10-3, their best 13-game start since 2010.
The White Sox dropped their fifth in a row and slipped to 3-8, their worst opening since 1997.

Forbes says Yanks most valuable team in MLB
UNDATED — Forbes estimates the Yankees are baseball’s most valuable franchise at $4.6 billion, up 15 percent from its figure last year.
The Dodgers are second at $3.3 billion. They are followed by the World Series champion Red Sox at $3.2 billion, the Cubs at $3.1 billion, the Giants at $3 billion and the Mets at $2.3 billion.
Forbes lists the Marlins as the least valuable team at $1 billion, just behind the Rays’ $1.01 billion.

— Cardinals three-time All-Star infielder Matt Carpenter agreed to a contract that adds $37 million in guaranteed money for 2020 and ’21, a deal that includes an option for 2022. has a .273 batting average with 134 home runs and a .376 on base percentage in 1,031 games since debuting in 2011 with the Cardinals.
— Braves outfielder Nick Markakis had $20,000, five guns and other items stolen from his home while the team was on a road trip. According to an Atlanta Police Department report obtained by The Associated Press, officers responded to an alarm at Markakis’s Atlanta home on March 29 and found the cash, an AR-15 rifle, four handguns, a watch and a safe had been stolen.
— MLB and the Atlantic League say the experiment with radar-tracking technology to call balls and strikes will not be used when the independent minor league starts play on April 25. Instead, the technology will be implemented at an unspecified point later this year. Extending the distance between the pitching rubber and home plate by 2 feet to 62½ feet was pushed back to the second half of the 2020 season.

Barrett turning pro
UNDATED (AP) — RJ Barrett is leaving Duke after one season to enter the NBA draft, saying that playing at Duke is a dream and adding that “it’s also a dream of mine to play in the NBA and have great success there.”
The AP All-American averaged an ACC-best 22.6 points along with 7.6 rebounds while forming half of perhaps the nation’s most potent one-two punch along with classmate Zion Williamson. Barrett is widely projected as a lottery pick.

— Kentucky guard Keldon Johnson will enter the NBA draft and hire an agent but is keeping open the option of returning to school. Kentucky’s No. 3 scorer and rebounder was selected by SEC coaches as freshman of the year and a second team All-SEC choice, averaging 13.5 points and 5.9 rebounds per game. He has until May 29 to decide on coming back for his sophomore season with the Wildcats.
— Arizona State freshman guard Luguentz Dort has declared for the NBA draft and will sign with an agent. Dort averaged 16.1 points, 4.3 rebounds, 2.3 assists and 1.5 steals per game for the Sun Devils.

UNDATED (AP) — The New England Patriots have re-signed kicker Stephen Gostkowski and added tight end Austin Seferian-Jenkins.
Gostkowski is the franchise’s all-time scoring leader with 1,743 points and is second behind only Adam Vinatieri in career postseason points.
Seferian-Jenkins has played five NFL seasons with the Buccaneers, Jets and Jaguars.

Brain scans may reveal concussion damage in living athletes
UNDATED (AP) — Researchers may be closing in on a way to check athletes while they’re alive for signs of a degenerative brain disease that’s been linked to frequent head blows.
Experimental scans found higher levels of an abnormal protein tied to the disease in a study of former National Football League players who were having mood and thought problems.
It’s the first time a major study has tested these scans for detecting chronic traumatic encephalopathy, or CTE, which is only diagnosed now after death.

LONDON (AP) — A senior member of Germany’s opposition Left party says Europe must not allow WikiLeaks founder Julian Assange to be extradited to the United States for trial.
Sevim Dagdelen said in a statement that the withdrawal of Assange’s political asylum by Ecuador and his subsequent arrest by British police was a “scandal, a violation of international law, and at the same time a severe blow to independent journalism.”
She says it is the German government’s “duty” now to prevent Britain, which earlier Thursday was granted an extension to its departure from the European Union, from extraditing Assange to the U.S., “where he faces life imprisonment or even the death penalty for exposing U.S. war crimes.”
LONDON (AP) — A German trade association is welcoming the extension to Britain’s Brexit deadline but says the uncertainty caused by Britain’s protracted deliberations is not helping anyone.
The Federal Association of Wholesale, Foreign Trade, Services e.V., known as the BGA, says: “The EU has chosen the lesser evil; no one would be served by chaos.”
But it says, “the economic price for this is that companies on both sides of the Channel are being left up in the air for the coming months on the shape of future economic and trade relations.”
BGA adds “this crippling uncertainty clouds the mood and leaves its economic impact on both sides of the Channel.”
CAIRO (AP) — Sudanese protest organizers say they won’t back a military coup that has apparently forced longtime President Omar al-Bashir to step down but want a civilian transitional government in place after his ouster.
The organizers say they are now in discussions with the military’s leadership about forming a transitional government. This comes as people are celebrating in the streets of Khartoum on Thursday following reports of al-Bashir’s ouster.
Sarah Abdel-Jaleel, a spokeswoman for the Sudanese Professionals Association, tells The Associated Press they will not back a military coup and insist on an “unconditional stepping down of al-Bashir and his regime.”
She says there might be a military council to back the transitional government.
Sudanese activists behind months-long protests against al-Bashir say hundreds who were detained over the demonstrations have already been freed.
WASHINGTON (AP) — House Speaker Nancy Pelosi says she dialed up President Donald Trump recently and requested a meeting to talk about working together on an infrastructure package.
Pelosi tells The Associated Press she believes “the president truly wants to have an infrastructure bill.”
She calls it an initiative they “can share.”
She said in a Wednesday interview that the two spoke last week and are planning to meet.
So goes the relationship between Washington’s two power centers as Trump and Pelosi cross the 100-day mark of the era of divided government. Theirs is a relationship like almost none other in Washington.
Even as Trump derides Democrats as “unhinged,” he pulls his punches with Pelosi. And while Pelosi criticizes Trump as “unfit” for office, she wants to work with him on shared priorities.
WASHINGTON (AP) — Attorney General William Barr says he thinks “spying did occur” against Donald Trump’s presidential campaign.
His comments before a Senate panel on Wednesday suggest the origins of the Russia investigation may have been mishandled. Barr’s remarks aligned him with the president at a time when his independence is under scrutiny.
Barr did not say what “spying” may have taken place, but he seemed to be alluding to a surveillance warrant the FBI obtained on a Trump aide. He later said he wasn’t sure there had been improper surveillance but wanted to make sure proper procedures were followed.
Barr was testifying for a second day at congressional budget hearings that were dominated by questions about special counsel Robert Mueller’s Trump-Russia investigation.
NEW DELHI (AP) — Polls have opened in the first phase of India’s general elections.
Voters in 18 Indian states and two Union Territories began casting ballots on Thursday, the first day of a seven-phase election staggered over six weeks in the country of 1.3 billion people.
The election, the world’s largest democratic exercise, is seen as a referendum on Prime Minister Narendra Modi and his Bharatiya Janata Party. Modi supporters say the tea-seller’s son from Gujarat state has improved the nation’s standing. But critics say his party’s Hindu nationalism has aggravated religious tensions in India.
Some 900 million people are registered to vote for 543 seats in India’s lower house of Parliament.
Voting concludes on May 19 and counting is scheduled for May 23.
