As of 7-a.m., Friday the Jamestown Weather Station reported 3 inches of new snow from the storm, with more snow coming down.

In Valley City observers reported about 8-10 inches of storm snow, with light snow continuing to fall on Friday.

The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP) have opened I-94 from Jamestown to Fargo. NDDOT and NDHP have REOPENED I-29 from Fargo to the South Dakota Border.  I-29 remains closed from Grand Forks to the Canada border. Roads remain snow and ice covered. Motorists need to reduce speed and drive according to the conditions

NDDOT and NDHP have OPENED highway 13 from I-29 to Wahpeton.

NDDOT and NDHP have lifted the No Travel Advisory for the Lisbon, Wahpeton and surrounding areas. A Travel Alert is in effect for all of eastern North Dakota due to compacted snow and ice on the roadways. Cities included in the Travel Alert are Jamestown, Valley City, Edgeley, Ellendale, Wahpeton, Fargo, Grand Forks and surrounding areas. A Travel Alert means motorists can travel, but should be aware of winter driving conditions and should slow down.

In South Dakota…

Gov. Kristi Noem closed government offices in most of the state’s 66 counties for a third day Friday and ordered others to open in the afternoon. Minnesota Gov. Tim Walz declared a state of emergency in 64 counties and three tribal nations, authorizing the National Guard to provide emergency aid to those dealing with the storm or flooding, including residents in Oslo where the Red River continued to rise.

 

Jamestown  (CSi)  Jamestown City crews began the full snow plowing program Today  Friday, April 12, 2019 starting at 5:00 a.m. beginning with the Emergency routes.
City crews will begin plowing residential areas at 11:00 a.m., Friday, April 12, 2019.

Crews will continue work during the night with the Downtown district beginning at 11:00 pm.
City Ordinance Section 25-10 requires that a property owner keep the sidewalk adjoining the property clear of snow and ice. Do not deposit snow or ice on the city street after the city plow has cleared the street. These violations are class B misdemeanors under the general penalty and will result in a fine.

Update…

Valley City  (VCPW)  Valley City public works crews started the latest snow removal  after midnight on Friday morning.

Businesses and school areas and Emergency Snow Routes were being cleared.

All vehicles must be removed from snow emergency routes by midnight  or they will be removed at the owners expense.

VC Public Works Director Jeff Differding says after being out since midnight, snow removal crews will take a break and  go back out Friday at midnight to clear snow from residential areas.

Jamestown (CSi)  The North Dakota Aeronautics Commission reports March 2019 boarding numbers for the state’s commercial airports.

The March 2019 boardings at Jamestown Regional Airport were, 958 compared to 1,028 in March of 2018, down 6.81 percent.

The Jamestown year to date numbers through March is 2,644 compared to 2,984 in March of 2018.

Marketplace for Kids is for students in grades 3-8, and has communities statewide coming to Jamestown for Education Days, along with one-of-a-kind experiences as students explore careers, technology, and the future via hands-on activities rooted in entrepreneurship and innovation.  Students from across the region are invited to sign up and participate, with the sign deadline, April 19.

Around 500 students are expected to be on hand.

As part of the day several industry and technology jobs will be highlighted along with STEAM careers..

Marketplace for Kids is partnering with the Jamestown Regional Entrepreneur Center and James Valley Career & Technical Center bringing  many professions to the University of Jamestown campus that day.

BISMARCK, N.D. (AP) — Gov. Doug Burgum’s plan to shutter the state women’s prison in southwestern North Dakota and move the inmates to a Bismarck lockup has hit a snag in the Senate.Senators voted 43-4 on Thursday to continue funding Dakota Women’s Correctional and Rehabilitation Center in New England. But Senators also endorsed the possibility of moving female inmates from that facility and housing minimum-security male inmates there.Burgum unveiled a proposal last year to relocate the women’s prison to the Missouri River Correctional Center south of Bismarck. He said it would be more efficient and would save the state money.Women’s prison officials say they were never consulted about the move.The legislation says the governor and corrections officials must agree to a plan. The House still must approve the bill. 
BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum has signed legislation that will seal the court records of convicted drunken drivers if they aren’t charged with another DUI or any other crime for seven years.Burgum signed the legislation Wednesday.Devils Lake Republican Rep. Dennis Johnson sponsored the bipartisan bill. He says it aims to give convicted drunken drivers who stay out of trouble better odds of getting a job.The bill does not apply to licensed commercial drivers. 
BISMARCK, N.D. (AP) — North Dakota’s Republican-led Legislature has moved to make more difficult for citizens to amend the state constitution.The House endorsed a Senate resolution Thursday that allows the Legislature to vote on an initiated measure following voters’ approval. The initiative would go back to voters for final approval if it fails to win lawmakers’ endorsement.Opponents of the resolution argue the move squelches residents’ participation in the legislative process and is contrary to the will of the people.The Senate still must approve a House amendment that requires an initiated measure be placed only on a general election ballot.If Senators agree, the resolution must be approved by voters because it amends the state constitution.North Dakota is among about two dozen states with some form of an initiative process. 

BISMARCK, N.D. (AP) — Former U.S attorney and lieutenant governor Drew Wrigley will once again serve as the state’s top federal prosecutor.

Republican Sens. John Hoeven and Kevin Cramer announced Thursday that the Senate has confirmed Wrigley for the job. Wrigley will take over for Chris Myers, who removed himself from consideration.

Wrigley has been working as a senior management adviser for Sanford Health. He was U.S. attorney from 2001 to 2009. He was lieutenant governor from 2010 to 2016.

Wrigley’s most high-profile case as U.S. attorney was the conviction of Alfonso Rodriguez Jr., who was sentenced to death for killing University of North Dakota student Dru Sjodin (SHUH’-deen). Rodriguez remains on death row in Indiana.

Wrigley is an alumnus of the University of North Dakota and the American University law school in Washington.

 

 

BISMARCK, N.D. (AP) — Gov. Doug Burgum’s plan to commit public money to a presidential library for Theodore Roosevelt in western North Dakota has received a big push.

Republican Majority Leader Rich Wardner on Thursday introduced legislation that will provide $50 million in interest money from North Dakota’s oil tax savings account to fund operating and maintenance costs of the proposed library in Medora.

The money must be matched by $100 million in private funds to build the facility. Burgum wanted $50 million from state savings to help build it.

The legislation also provides $10 million from the state’s Legacy Fund earnings to digitize presidential documents at Dickinson State University.

Roosevelt was a New York native but he hunted and ranched in what is now North Dakota before moving on to the White House.

 

 

BISMARCK, N.D. (AP) — The city commission has approved a 20-year development plan designed to accommodate more passengers and an increasing number of large planes at Bismarck Municipal Airport.

The Bismarck Tribune reports that the plan calls for better runways, taxiways and parking for planes in anticipation of a rise in the number of Airbus A320s using the airport. It says four more aircraft gates will be needed by 2035.

Project Manager Bart Gover works for consultants Mead & Hunt, which created the plan. Gover says a projected modest increase in passenger traffic means the airport will also need more parking spaces, a larger concourse and upgraded baggage handling systems.

The commission approved the plan Tuesday night. Gover says the Federal Aviation Administration must authorize the plan before it can secure federal funding.

 

BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum has signed legislation to reimburse millions of dollars of oil tax money to funds that benefit water projects and schools.

Burgum signed the bill Thursday that will transfer $64.3 million to the common schools trust fund later this year and $128 million to the resources trust fund over many years.

The legislation was crafted after Burgum and some lawmakers believed the funds were shortchanged for years.

At issue is whether revenue from state taxes on the oil-rich Fort Berthold Reservation should have been deposited in the funds.

Republican leaders originally had drafted legislation that would only send money to the funds moving forward.

GOP Senate Majority Leader Rich Wardner and House counterpart Chet Pollert say the bill signed by the governor is a good compromise.

The University of Jamestown’s softball GPAC home opener this weekend   Jamestown’s  Trapper Field is rescheduled to Sunday and Monday in Sioux City, Iowa.
UJ plays Hastings College  at 4 p.m. Sunday  and  plays Doane University  on Monday at noon.
Jimmies softball’s  doubleheader will host Northwestern College on April 19.
Jamestown High School baseball at  Bismarck Century   has been rescheduled to May 4.
Jamestown High School boys golf  at Dickinson was postponed Thursday with a makeup date to be announced.

The Bismarck Century/Bismarck Legacy Invite originally scheduled for Saturday, is now April 18.

UJ will also play Dordt College (12-15, 6-6) on April 26 in Sioux Center, Iowa. The road doubleheader was postponed on March 22.

BUFFALO, N.Y. (AP) — Coach Scott Sandelin isn’t taking Minnesota Duluth’s third consecutive trip to the Frozen Four championship game for granted because of how difficult it is to get there.

It wasn’t easy for the Bulldogs once again in pulling out a 4-1 victory over Providence in a tightly contested game they sealed by scoring two empty-net goals in the final 33 seconds Thursday night. They will face Massachusetts in the final. The Minutemen beat Denver 4-3 in overtime in the second semifinal.

GOLF…

AUGUSTA, Ga. (AP) — There’s a two-way tie for the lead through one round of the Masters, and a popular player is lurking right behind.

Brooks Koepka (KEHP’-kuh) and Bryson DeChambeau each shot a 6-under 66 to move atop the leaderboard at Augusta National, one shot ahead of Phil Mickelson.

The co-leaders made the turn at 1-under before scorching the back nine. Koepka had five birdies on his final nine holes, including four straight from 12-15. DeChambeau ended his round with six birdies on the final seven holes with a bogey on 14 his lone blemish.

Phil Mickelson shot a 67 to get within one stroke of the lead. Ian Poulter and Dustin Johnson are two shots back, while Tiger Woods is at minus-2.

Leafs top Bruins

UNDATED (AP) — The Toronto Maple Leafs are the latest road team to open the Stanley Cup playoffs with a victory.

Mitch Marner scored twice and Frederik Andersen made 37 saves as the Leafs downed the Bruins, 4-1 in Boston. Marner provided the tiebreaking goal on a short-handed penalty shot 2:47 into the second period. He also had the tying goal in the opening stanza before netting Toronto’s first playoff penalty shot in 20 years.

Andersen was perfect after Patrice Bergeron’s (pah-TREES BEHR’-zhah-rahnz) power-play goal midway through the first period. He stopped 21 shots in the second period alone, allowing the Maple Leafs to build a 3-1 lead.

William Nylander (NEE’-lan-dur) and John Tavares also scored for the Leafs, who stay in Boston for Game 2 on Saturday.

In other Stanley Cup playoff openers:

— Nicklas Backstrom scored twice and Alex Ovechkin (oh-VEHCH’-kihn) tallied on the power play while the Capitals were building a 3-0 lead on their first eight shots of a 4-2 victory against the Hurricanes. Braden Holtby made 27 saves and blanked Carolina until Andrei Svechnikov (SVEHCH’-nih-kahv) scored twice during a 2:19 span of the third period in his playoff debut. A tale of two Davises

UNDATED (AP) — The names sound the same, but the production has been quite different.

Oakland’s Khris Davis leads the majors with nine home runs after belting two for the second straight day, leading an 8-5 win at Baltimore. Davis also drove in three runs, giving him 17 RBIs on the season.

Meanwhile, Orioles first baseman Chris Davis went 0-for-3 with a walk, a strikeout and a run scored, running his major league-record hitless skid to 53 at-bats since last September 14. The two-time American League home run champ is 0-for-29 with four walks and 16 strikeouts this year.

Josh Phegley, Kendrys (KEHN’-drees) Morales and Marcus Semien (SEH’-mee-ehn) also homered for the A’s, who won three straight after losing the series opener.

In other major league games Thursday:

— The Mariners became the first major league team to homer in each of its first 15 games when Dee Gordon connected in the sixth inning of a 7-6 triumph over the Royals. But Seattle needed Daniel Vogelbach’s leadoff homer in the 10th inning to improve to a major league-best 13-2. Royals outfielder Whit Merrifield went 0 for 5, ending his hitting streak at 31 games.

— Shane Bieber (BEE’-bur) improved his career road record to 8-0 by tossing three-hit ball over seven innings of the Indians’ sixth victory in seven games, a 4-0 shutout at Detroit. Leonys Martin was 3-for-4 with a solo homer and two RBIs and two runs scored to help Cleveland move to 8-4. Carlos Santana also had three hits and two RBIs for the Indians.

— The Red Sox pulled out a 7-6 win over the Blue Jays on Rafael Devers’ (DEH’-vurz) walk-off single in the bottom of the ninth. Mitch Moreland smacked a solo homer and tied the game with a ninth-inning double before Devers completed Boston’s comeback from a 5-0 deficit. Rowdy Tellez crushed a homer that Statcast initially measured at 505 feet before determining the flight length was inconclusive.

— Mets rookie Pete Alonso already has six homers this season after slamming a two-run shot in the seventh inning of a 6-3 victory in Atlanta. Amed Rosario belted a three-run homer and had four RBIs to support Steven Matz, who limited the Braves to two runs and four hits while fanning eight over six innings. Ronald Acuna (ah-KOON’-yah) Jr,. and Johan Camargo homered for the Braves, who ended a three-game winning streak.

— The Cardinals have completed a four-game sweep of the two-time defending NL champs as Matt Wieters (WEE’-turz) provided three RBIs and his third stolen base in six years to lead an 11-7 win over the Dodgers. Wieters put St. Louis ahead 8-7 with a two-run double in the fifth. Jose Martinez had four hits and Redbirds teammate Harrison Bader became the first player in 14 years to be hit by pitches with the bases loaded twice in a game.

— Jose Quintana struck out 11 in seven innings of four-hit ball in the Cubs’ 2-0 shutout of the Pirates. Daniel Descalso and Victor Caratini each had two hits and an RBI to help Chicago win its first home series since a 2-7, season-opening road trip. Pittsburgh starter Joe Musgrove carried a two-hit shutout into the seventh before allowing a pair of unearned runs.

— Yasiel Puig (YAH’-see-ehl pweeg) returned from a two-game suspension and doubled home a pair of runs while the Reds were completing a three-game sweep of the Marlins, 5-0. Eugenio (ay-oo-HAY’-nee-oh) Suarez had three hits, including a solo homer for Cincinnati. The Reds came into the series with eight straight losses and the worst record in the NL before outscoring Miami, 21-1.

— The Padres coughed up a 6-1 lead before Manuel Margot belted an eighth-inning homer to give San Diego a 7-6 win over the Diamondbacks. Austin Hedges hit a three-run homer and Franmil Reyes furnished a solo shot as the Padres improved to a surprising 9-5. Pedro Avila had to settle for a no-decision despite holding Arizona to a run and four hits over 5 1.3 innings.

— Jeff Samardzija (sah-MAHR’-jah) and two relievers combined on a three-hitter, with Samardzija going seven innings in the Giants’ 1-0 verdict over the Rockies. Samardzija allowed only one runner past first base and retired 10 of the final 11 batters he faced in earning his first win in nearly a year. Kevin Pillar homered and San Francisco dealt Colorado its sixth consecutive loss.

—The Twins already have postponed Friday’s series opener against the Tigers because of wintry weather, opting for a doubleheader next month.

Albies, Braves agree to $35M contract

UNDATED (AP) — All-Star second baseman Ozzie Albies and the Atlanta Braves have agreed to a seven-year, $35 million contract that includes team options for 2026 and ’27.

The agreement supersedes a one-year contract signed last month that called for a $575,000 salary in the major leagues, $20,000 above the minimum.

The 22-year-old is hitting .364 with one homer and two RBIs in 11 games this season after batting .261 with. 40 doubles, 24 homers, 72 RBIs, 14 steals and 105 runs last year. He would have been eligible for arbitration after the 2020 season and for free agency after the 2023 season.

— Dodgers ace Clayton Kershaw is scheduled to make his season debut on Monday at home against the Reds. The 31-year-old left-hander made his second rehab start on Tuesday as he comeback from left shoulder inflammation that began to bother him early in spring training.

— The All-Star Game is coming to Philadelphia. A person familiar with the planning told The Associated Press that MLB will announce Tuesday that the 2026 midsummer classic will take place in the City of Brotherly Love to mark the 250th anniversary of the Declaration of Independence.

— Former Expos and Cubs pitcher Scott Sanderson has died at 62. The right-hander helped the Chicago Cubs make two playoff appearances and was a member of four postseason teams during a 19-year career, going 163-143 with a 3.84 ERA.

Kings bounce Joerger

UNDATED (AP) — The Sacramento Kings are going in yet another direction after going south for more than a decade.

The Kings will have a new coach next season after firing Dave Joerger (YAY’-gur), who was fired after going 98-148 in three seasons. Joerger failed to get the team into the playoffs as Sacramento extended its postseason drought to 13 seasons, the NBA’s longest active streak.

General manager Vlade Divac (VLAH’-day DEE’-vahts) said in a statement the organization needs to “move in a different direction” to reach the playoffs. The Kings have gone through nine coaches during their playoff drought since Rick Adelman led them to the 2006 postseason with a 44-38 record. That’s also the last time Sacramento has posted a 40-win season.

In other NBA news:

— The Cavaliers have parted ways with interim coach Larry Drew, who took over in October and led the club to 19 wins amid a swarm of injuries. The Cavs tied for the NBA’s second-worst record, but Drew earned praise for keeping his team competitive despite a young roster following the departure of LeBron James.

— The Grizzlies have fired coach J.B. Bickerstaff as part of a front-office shake-up in which general manager Chris Wallace was demoted to a scout. After a 12-5 start, Memphis plummeted and finished 33-49, tied with New Orleans and Dallas.

— The Suns have removed the interim tag from general manager James Jones, who will also oversee all basketball operations. — Bulls forward Lauri Markkanen can resume full basketball activities after missing the final two weeks of the season because of a heart problem. The Bulls announced Thursday that he was cleared after examinations by cardiologists at Rush University Medical Center in Chicago and Johns Hopkins.

Reddish to NBA

UNDATED (AP) — Cam Reddish is the latest Duke freshman to leave school for the NBA draft.

Reddish announced his decision on his verified Instagram page Thursday, one day after teammate RJ Barrett said he was entering the draft. Reddish is widely projected as a lottery pick after averaging 13.5 points and hitting 33 percent of his 3-pointers

His decision leaves AP player of the year Zion Williamson as the last Duke freshman starter yet to announce his plans for next season. Point guard Tre Jones said earlier this week he would return for his sophomore year.

In other college basketball news:

— LSU freshman guard JaVonte Smart says he is planning to leave the Tigers and enter this summer’s NBA draft. Smart was the player mentioned by now-suspended coach Will Wade in published transcripts of a leaked FBI wiretap in which Wade discussed an “offer” to a person affiliated with the player.

— Stanford sophomore forward KZ Okpala has declared for the NBA draft. The 6-foot-9 Okpala is projected to be a first-round draft pick and has until May 29 to decide whether to stay in the draft or retain his remaining collegiate eligibility.

— Texas says freshman forward Jaxson Hayes will hire an agent and enter the NBA draft. Hayes averaged 10 points, five rebounds and more than two blocks per game for Texas last season.

— Iowa freshman guard Joe Wieskamp plans to be available in the NBA draft. Wieskamp shot 42.4 percent from 3-point range while averaging 11.1 points and 4.9 rebounds for the Hawkeyes last season.

— Nevada has hired former UCLA coach Steve Alford, four days after Eric Musselman left for Arkansas. Alford had some early success at UCLA, leading the Bruins to the Sweet 16 three times his first four seasons. UCLA lost in the First Four in 2018 and struggled last season before Alford was fired on New Year’s Eve and replaced by interim coach Murray Bartow.

— Arizona State and head coach Bobby Hurley are working on a contract extension to keep him in the desert. The former Duke star from New Jersey had been rumored to top St. John’s wish list after coach Chris Mullin stepped down.

— A Michigan State University student is speaking out a year after suing the school, alleging that three former men’s basketball players raped her in 2015 and that she was discouraged from reporting what happened. Twenty-two-year-old Bailey Kowalski told reporters Thursday that she hopes to encourage other “silent survivors” to tell their stories and wants changes at the university.

Jags’ Fournette arrested

Jacksonville Jaguars running back Leonard Fournette was arrested in Florida on Thursday for driving with a suspended license.

Fournette paid a $1,508 bond and was freed after spending less than 30 minutes in the Duval County Jail, according to jail records.

Court records show his license was suspended last month after he failed to pay or protest a speeding ticket.
