Police say members of a water rescue team found the 19-year-old Grand Forks man on a tree limb in the river just before midnight Monday. He told authorities he launched his kayak to get a look at the river, but it hit a cement structure causing it to capsize.

KFGO reports he was wearing a life jacket and managed to swim to the tree limb where he yelled for help. The teen was taken to Altru Hospital to be evaluated. Grand Forks police are urging people to stay away from the fast-flowing river for now.

BISMARCK, N.D. (AP) — Republican Gov. Doug Burgum made no comment last week when he signed legislation making it a crime for a doctor performing a second-trimester abortion to use instruments such as clamps, scissors and forceps to remove the fetus from the womb.

Pressed Monday to expand on his approval, Burgum says simply that he considered both sides before deciding to sign the bill.

The bill passed easily in the GOP-led Legislature last month. But Burgum tells The Associated Press that he “read every letter” that came to him on supporting or opposing the bill before deciding to sign it.

Abortion-rights groups argue that banning the procedure is unconstitutional because it interferes with private medical decisions.

The bill becomes effective if a federal appeals court or the U.S. Supreme Court allows its enforcement.

BISMARCK, N.D. (AP) — North Dakota voters will get to decide if it should be more difficult for citizens to amend the state constitution.

Senators on Monday approved House amendments to a resolution that allows the Legislature to vote on an initiated measure following voters’ approval.

Votes in both chambers largely fell along party lines, with Democrats dissenting.

Any initiated measures would go back to voters for final approval if it fails to win lawmakers’ endorsement.

Opponents of the resolution argue the move damages residents’ participation in the legislative process and is contrary to the will of the people.

North Dakota is among about two dozen states with some form of an initiative process.

PIERRE, S.D. (AP) — Newly unsealed documents in the fraud case of a South Dakota man linked to an admitted Russian covert agent accuse him of obtaining at least $2.3 million from 78 people for bogus investments dating to at least 1997.

Paul Erickson has pleaded not guilty to 11 counts of wire fraud and money laundering. Authorities say he promised returns of up to 150 percent while spending the money on personal expenses such as motels, flights and college tuition for Maria Butina, Erickson’s former girlfriend.

An affidavit unsealed Monday shows that Erickson came to the attention of the FBI in 2016, over alleged fraudulent investments in the North Dakota oil patch.

Butina pleaded guilty in December to trying to infiltrate conservative political groups as a Kremlin secret agent.

Erickson’s attorney, Clint Sargent, did not immediately return a phone message.

BISMARCK, N.D. (AP) — The North Dakota Legislature has passed a measure that makes it illegal to pass a pet off as a service animal.

Representatives voted 85-4 on Monday to approve the measure that makes it an infraction for falsely claiming a pet as a service animal to “gain admission to a public place” or obtain housing.

An infraction has a maximum fine of $1,000.

The Senate approved the bill earlier.

Backers of the bill say it is aimed at protecting disabled people who truly rely on service animals.

LA CROSSE, WIS. (VCSU) – Valley City State pitchers allowed just nine total hits and one run Monday afternoon as the Vikings completed a series sweep against Viterbo University.

Nicholas Vargas and Christian Peery combined to allow just four hits and a run in game one of Monday’s doubleheader as VCSU won 4-1. In game two, Jesse Johnson and Brady Engebretson struck out 16 batters in a combined shutout and the Vikings won 1-0 in extra innings.

VCSU’s offense was quiet, but two big home runs gave the team enough offense for the pair of wins. Sal Avila hit a 3-run home run in game one. In a scoreless game two, Grant Wehseler led off the top of the ninth inning with a solo home run, scoring the only run in the 1-0 victory.

Monday’s doubleheader sweep completed a four-game series sweep of Viterbo, following up 5-0 and 8-6 wins on Sunday. VCSU pitchers struck out 49 batters in the series and combined for two shutouts. The 16 combined strikeouts by Johnson and Engebretson in the series finale is the most strikeouts by any NSAA team so far this season.

Valley City State is now 13-14 overall and 8-4 in the North Star Athletic Association. The Vikings are currently third in the NSAA standings behind Bellevue University (13-1) and Waldorf University (13-1). Viterbo drops to 7-24 overall and 2-12 in the NSAA.

Up next: Valley City State is scheduled to play at Mayville State in a conference doubleheader on Wednesday.

VCSU 4, Viterbo University 1
Valley City State scored all four of its runs in the top of the third inning, including a three-run home run off the bat of freshman Sal Avila.

Avila’s third home run of the season was all the offense the Vikings would need. Nicholas Vargas started and went seven innings on the mound, allowing just four hits and one run en route to his first win of the season. Christian Peery pitched two hitless innings to close out the game and earn the save. Vargas and Peery did not walk anyone and combined for 10 strikeouts, including seven by Vargas and three by Peery.

Emmanuel Leyva went 3-for-5 and scored a run out of the leadoff position for VCSU. Grant Wehseler was 2-for-4 with a run and an RBI. Avila was 1-for-4 with his three-run home run.

Viterbo’s Preston Gamroth took the loss, giving up six hits and four runs over six innings of work. Four different V-Hawks had one hit each.

VCSU 1, Viterbo University 0
Neither team could push across a run in the series finale until Grant Wehseler stepped to the plate in the top of the ninth inning. Wehseler blasted a 2-1 pitch over the right-center field fence, putting the Vikings ahead 1-0 in extra innings. Brady Engebretson took it from there, striking out the side in the bottom of the ninth to complete the series sweep.

Jesse Johnson and Engebretson were lights out on the mound for VCSU. Johnson started and went 6 1/3 innings, giving up just four hits and striking out nine batters in a no-decision.

The game was scheduled for seven innings, and after Viterbo put the winning run on third base in the bottom of the seventh, the Vikings turned to Engebretson to work out of the jam. Engebretson hit the first batter he faced, but then came through with back-to-back strikeouts to send the game to extra innings. It was a sign of things to come for Engebretson, who struck out seven of the 10 batters he faced. The senior left-hander allowed just one hit over the final 2 2/3 innings, picking up his second victory of the season.

VCSU had four hits in the game, including one each by Leyva, Wehseler, Brady Smith and Jayden Shipman.

Viterbo’s Joe Cliver pitched a complete game in the loss, giving up four hits and a run while striking out.

In world and national news…

PARIS (AP) — Queen Elizabeth II has sent a message of sympathy to French President Emmanuel Macron after a fire ravaged Notre Dame cathedral in Paris.

The British monarch says she was “deeply saddened” to see the cathedral ablaze, and expressed “sincere admiration to the emergency services who have risked their lives to try to save this important national monument.”

British politicians and religious leaders have also sent messages of goodwill and offers of help in rebuilding the medieval building.

Archbishop of Canterbury Justin Welby, head of the Church of England, tweeted an image of the fire-damaged cathedral with a passage from the Bible: “The light shines in the darkness, and the darkness has not overcome it.'”

STRASBOURG, France (AP) — Monuments are the emotional backbone of France. That accounts for the despair over a blaze that killed no one, yet seared the collective soul. It is the power Notre Dame had, and still has, despite the charred scars on its Gothic walls.

It is not only the unique beauty of the Eiffel Tower in Paris, the palaces of Versailles or Mont Saint-Michel proudly facing the sea that make monuments the epitome of France, it is also the sense of nationhood they represent.

Across the nation, the pain was equally felt, especially because just about every region has a similar treasure to cherish.

For all, it was clear the monument transcended its religious meaning and instead was a symbol of European civilization.

WASHINGTON (AP) — The Justice Department says it’s preparing to release on Thursday a redacted version of the special counsel’s report on Russian election interference.

That’s not stopping President Donald Trump’s criticism of the probe. Trump is repeating his view that the report exonerated him and the investigation should never have happened.

The findings from the nearly two-year probe are expected to be sent to Congress and made available to the public. The redactions are expected to cover grand jury testimony, material related to ongoing investigations and other sensitive information.

The investigation officially ended late last month. A confidential report sent to Attorney General William Barr was followed by a four-page letter to Congress that said the special counsel didn’t find a criminal conspiracy between Russia and Trump associates.

DENVER (AP) — Twenty years after teenage gunmen attacked Columbine High School, alumni of the Littleton, Colorado, school have become parents.

The emotional toll of the shooting that killed 12 classmates and a teacher has been joined by fears about their own kids’ safety, spiking each time another shooter enters another school.

Survivors have been affected in different ways. They know that mass shootings in schools remain rare. They hope their children will be spared an experience like the one that affected their lives.

Some find comfort in school security changes, while others worry about the effect of active-shooter drills on their kids’ generation. Others found that a child beginning school was a trigger for their own pain, linked to the trauma of April 20, 1999.
