A widespread 1 to 1.5 inches of rainfall Friday through Saturday, with lesser amounts to the north.

A mainly a rain event. The exception would be across

far northern North Dakota, where temperatures may get just cold

enough for some wet snow to mix in Friday night.

 

Any snow accumulations would likely be light and melt quickly on Saturday. Temperatures will be noticeably cooler next weekend with highs in the 40s and 50s Saturday and Sunday.

Omaha  –   (USACE)  – The U.S. Army Corps of Engineers reports that inflows to Jamestown Reservoir, due to snowmelt, have remained higher than expected. As a result, reservoir water releases have increased to 600 cubic-feet-per-second on Monday April 22, 2019, in order to evacuate flood storage with the goal of meeting the June 1 target evacuation date.

Pipestem Reservoir is currently at a pool elevation 1467.9 feet which is approximately 30% of the reservoir’s capacity.  The release prior to Monday was 10 cfs.  Pipestem Dam continues to rise as it stores snowmelt runoff.  Ice is out at the reservoir as of Monday afternoon, and releases were being shut down to 0 cfs  on Monday.  The combined release will be 600 cfs after the releases are shut to 0 at Pipestem.

The Corps of Engineers does not expect combined releases to exceed 750 cfs.

BISMARCK, N.D. (AP) — Legislation to commit public money for a Theodore Roosevelt presidential library in western North Dakota has hit a snag.Some lawmakers want use $50 million from the state treasury and loans to help fund some costs of the proposed library in Medora that has been a top priority with Gov. Doug Burgum.

The amendment is in the governor’s budget.

House negotiators also inserted language in the bill that would force Burgum to take a salary. Senators voted against the amendment and House negotiators walked out in protest.

None of the lawmakers would comment.

Burgum ran on a campaign promise to forgo his salary. He did not take any salary during the current two-year budget cycle.

 

BISMARCK, N.D. (AP) — Legislation to comply with a voter-approved constitutional amendment aimed at ethics reform appears no closer to a resolution in the waning days of the Legislature than when the session began in January.Monday was the Legislature’s 72nd day in a session capped at 80.Legislators are considering competing Republican and Democratic bills on how to comply with voters’ wishes for government ethics oversight.The GOP House bill is embroiled in conference committee negotiations. The Democratic Senate bill is awaiting action in the House.Democratic Sen. Erin Oban says the GOP bill appears to be a “done deal” in the Legislature.Republican Rep. Jim Kasper says “nothing is a done deal” in the Legislature.Backers of the citizen initiative have signaled a lawsuit if the GOP bill becomes law. 

MANDAN, N.D. (AP) — The owners of a Mandan bar are preparing to take legal action to fight the city’s demands that they paint over their Western-themed mural.

The Lonesome Rose is working with a libertarian legal group, the Institute for Justice, to defend its mural that depicts the name of the bar along with a rearing horseman against brown hills at sunset, the Bismarck Tribune reported. The Mandan City Commission ordered the bar last month to remove its mural because the business doesn’t have a permit for the outdoor artwork.

The bar first received a citation for the mural in October.

Co-owner Brian Berube said the owners didn’t apply for a permit because they weren’t aware of the requirement.

The bar owners then sought compliance with the Mandan Architectural Review Commission, but their permit application was denied. The city doesn’t allow a mural to “be placed on the front of a building,” or to “convey a commercial message.”

Lonesome Rose also applied for but were denied a sign permit for the mural.

Erica Smith, an attorney for the Institute of Justice, sent a letter last month to Mandan’s building official calling the city’s treatment of Lonesome Rose unconstitutional.

“We strongly recommend that you allow Lonesome Dove to maintain its wall painting and that you amend your sign code to allow all murals, regardless of content,” Smith wrote.

Mandan city attorney Malcolm Brown responded to the letter, arguing that the city’s stance isn’t unconstitutional because the bar’s painting is a sign, not a mural. Brown wrote that it’s within the city’s policing powers to regulate signs.

Berube said the city hasn’t given the bar a deadline to remove the mural. Berube said he hopes to avoid a lawsuit, but that he refuses to paint over the art.

“We’ve made up our minds that we’re not backing down,” Berube said. “We’ll fight it to the end.”

 

BISMARCK, N.D. (AP) — North Dakota’s Legislature has passed a bill that establishes occupational license reciprocity for military spouses.

The House passed the measure unanimously on Monday. It now heads to Gov. Doug Burgum for his signature.

The bill would allow military spouses who are licensed in a field in another state to get a similar license in North Dakota.

North Dakota is home to some 7,000 active duty airmen at Air Force bases in Minot and Grand Forks. Another 4,000 North Dakotans serve in the National Guard and Air Guard.

COLOMBO, Sri Lanka (AP) — The U.S. State Department is confirming that at least four Americans were killed in a series of Easter Sunday bombings that rocked Sri Lanka.

The department says that in addition to those killed, several others were seriously injured.

It gave no details about the identities of the victims, citing privacy concerns. It extended condolences to friends and families of all victims and said it was continuing to provide support to Americans affected by the blasts.

Secretary of State Mike Pompeo said earlier that the Christian holiday had been “marred by a horrific wave of Islamic radical terror and bloodshed.”

Nearly 300 people were killed in the explosions.

 

WASHINGTON (AP) — President Donald Trump says Herman Cain has withdrawn from consideration for a seat on the Federal Reserve’s board amid a focus on past scandals.

Cain is a former CEO of Godfather’s Pizza who dropped out of the 2012 presidential race amid allegations of sexual harassment and infidelity. The issues resurfaced after Trump said he intended to nominate Cain to the central bank’s board of governors.

Trump tweeted Monday that “My friend Herman Cain, a truly wonderful man, has asked me not to nominate him for a seat on the Federal Reserve Board. I will respect his wishes.”

The president added that “Herman is a great American who truly loves our Country!”

Trump has also nominated conservative ally Stephen Moore for a separate vacancy on the Fed’s seven-member board.

 

 

WASHINGTON (AP) — The financial condition of the government’s bedrock retirement programs for middle- and working-class Americans remains shaky, with Medicare pointed toward insolvency by 2026.

That’s the word from the latest report by the government’s overseers of Medicare and Social Security. It paints a sobering picture of the programs, though it’s relatively unchanged from last year’s update. Social Security would become insolvent in 2035, one year later than previously estimated.

Both programs will need to eventually be addressed to avert automatic cuts should their trust funds run dry. Neither President Donald Trump nor Capitol Hill’s warring factions has put political perilous cost curbs on their to-do list.

The report is the latest update of the government’s troubled fiscal picture. It lands in a capital that has proven chronically unable to address it.

 

 

WASHINGTON (AP) — President Donald Trump and his business organization have sued the Democratic chairman of the House oversight committee to block a subpoena that seeks years of the president’s financial records.

Rep. Elijah Cummings issued the subpoena earlier this month to Mazars USA, an accountant for the president and Trump Organization.

The complaint filed in federal court in Washington says the subpoena seeks to investigate events that occurred before Trump was president and “has no legitimate legislative purpose.” It says “Democrats are using their new control of congressional committees to investigate every aspect of President Trump’s personal finances, businesses, and even his family.”

Jay Sekulow, one of Trump’s lawyers, said in a statement Monday that “we will not allow presidential harassment to go unanswered.”

 

 

CAPE CANAVERAL, Fla. (AP) — SpaceX has suffered a serious setback in its effort to launch NASA astronauts into orbit this year.

Over the weekend, the Dragon crew capsule that flew to the International Space Station last month was engulfed in smoke and flames on an engine test stand. SpaceX says it was testing the Dragon’s abort thrusters at Cape Canaveral, Florida, when Saturday’s accident occurred. The company says the test area was clear and no one was injured.

This Dragon was supposed to be used in a launch abort test in June, with another capsule making the first flight with a crew as early as July.

NASA said Monday it’s too early to revise the target launch dates.

Earlier this month, NASA announced major delays for test flights of Boeing’s Starliner crew capsule.

 

 

WASHINGTON (AP) — The Supreme Court will decide whether the main federal civil rights law that prohibits employment discrimination applies to LGBT people.

The justices say Monday they will hear cases involving people who claim they were fired because of their sexual orientation. Another case involves a funeral home employee who was fired after disclosing that she was transitioning from male to female and dressed as a woman.

The cases will be argued in the fall, with decisions likely by June 2020 in the middle of the presidential election campaign.

 

 

SAN FRANCISCO (AP) — The city of San Francisco, which has too little housing and too many homeless people sleeping in the streets, is teeming with anxiety and vitriol these days.

A large new homeless shelter is on track to go up along a scenic waterfront area dotted with high-rise luxury condos, prompting outrage from some residents. They say they were blindsided and even shouted down Mayor London Breed at a recent meeting.

Supporters, including tech leaders Marc Benioff and Jack Dorsey, say the city is in crisis and everyone should do their part to help the homeless.

There are other signs of angst related to housing.

San Francisco companies Pinterest and Lyft went public, and Uber and Slack are coming, prompting fears of new millionaires snapping up every home in sight.
