BISMARCK, N.D. (AP) — Authorities say a man who robbed a Bismarck bank in 2016 has struck again.

Police arrested the 54-year-old man Wednesday after he walked into the Starion Bank in Bismarck, demanded money and said he had a bomb in his backpack.

The Bismarck Tribune says the same man pleaded guilty to a federal bank robbery charge in 2017 after robbing the Bremer Bank in September of 2016.

The suspect was arrested Wednesday about 45 minutes after police were called. The department’s bomb squad and West Dakota SWAT team members cleared the bank.

Devils Lake   (NDHP)  The North Dakota Highway Patrol reports three people were injured after their Toyota left the roadway and vaulted over an approach near Devils Lake Wednesday afternoon about 3-p.m.

The report says, 21 year-old Patricia Platz of Devils Lake, was southbound on Highway 20 when the vehicle left the road and entered the ditch.

Platz braked and steered right as a vehicle ahead slowed. The vehicle vaulted over an approached and came to rest. Platz, and a  passenger, 40 year-old passenger Jose Garza, Jr,  of Robstown, Texas, and 23 year-old Larissa Crist of Devils Lake, all sustained non-life threatening injuries. They were not wearing their seatbelts.

Another passenger, 3 year-old Aydren Crist from Devils Lake was not injured.

MOORHEAD, Minn. (AP) — A northwestern Minnesota man has been sentenced to 3½ years in prison for a traffic crash that killed a 2-year-old boy.

Forty-two-year-old Jeremy Sagvold was behind the wheel in January 2018 when he crashed in Moorhead and killed Zaiden Engen Ness. The boy’s parents were also in the vehicle.

Prosecutors argued Sagvold was “grossly negligent” when he chose to drive that day because of his history of epilepsy-related seizures and his suspended license. KFGO reports the defense argued there was no evidence that Sagvold had suffered a seizure prior to the collision.

Clay County District Judge Michael Fritz found Sagvold guilty of vehicular homicide, but innocent of manslaughter this week.

BISMARCK, N.D. (AP) — Energy industry officials say a new estimate of recoverable oil in North Dakota and the surrounding area needs to take into account more crude formations and rapidly advancing technology.

The U.S. Geological Survey has begun updating its estimate of oil resources in the Williston Basin in North Dakota, eastern Montana and northwestern South Dakota. Program Coordinator Walter Guidroz told state and industry officials Wednesday it should be done by year’s end.

The USGS in 2013 estimated 7.4 billion barrels of oil could be recovered from the basin’s Bakken and Three Forks shale formations. State Mineral Resources Director Lynn Helms says there are 17 other, smaller formations that also show potential with new technology.

North Dakota already produces more than a million barrels of oil daily — about 12 percent of U.S. production.

BISMARCK, N.D. (AP) — North Dakota’s Health Department has implemented changes in the state’s medical marijuana program that were approved by the Legislature.

Gov. Doug Burgum signed the bills Tuesday, and they became law immediately.

The changes are aimed at increasing the number of North Dakota residents who can legally use medical marijuana and making it easier for patients to get the necessary credentials for the drug.

The number of qualifying medical conditions has increased from 17 to 29, along with terminal illnesses. And health professionals who certify a patient no longer have to attest that medical marijuana will actually help that person. That was a problem for many doctors.

Physician assistants also can now certify patients.

The state estimates that as many as 4,000 residents will legally be using medical marijuana by summer 2021.

BISMARCK, N.D. (AP) — The North Dakota Legislature has approved an income tax deduction on Social Security benefits.

The bill eliminates state taxes up to $50,000 for single filers and $100,000 for married couples filing jointly.

The Senate passed the legislation on Wednesday, a day after it was approved by the House. It now goes to Gov. Doug Burgum.

AARP state director Josh Askvig says the tax break will affect about 30,000 North Dakotans.

The exemptions will mean a cost to the state treasury of $7.3 million in the next two-year budget cycle.

BISMARCK, N.D. (AP) — House and Senate negotiators have agreed to kill the idea of tapping funds from the state’s voter-approved oil tax savings account to help offset income taxes.

A conference committee stripped the proposal from the state Tax Department’s budget on Wednesday.

The bill aimed to use half of the earnings from the Legacy Fund to reduce individual and corporate income taxes.

Republican Rep. Craig Headland, the bill’s primary sponsor, argued that the income tax relief would spur the economy and make North Dakota more competitive with other states that don’t have income tax.

Gov. Doug Burgum and Senators had opposed the idea.

BISMARCK, N.D. (AP) — North Dakota’s Legislature has voted to commit public money for a Theodore Roosevelt presidential library in the western part of the state.

The House voted 76-16 after a nearly hour-long debate to use $50 million from the state treasury and loans from the state-owned Bank of North Dakota to help fund operating and maintenance costs of the proposed library in Medora.

The money must be matched by $100 million in private funds to build the facility. The legislation says $10 million from the private funds would be use to digitize presidential documents at nearby Dickinson State University. The project has been a top priority of Gov. Doug Burgum.

The Senate approved the measure Tuesday night. It now goes to Burgum for his signature.

COLLEGE CORRUPTION

Witness at NCAA trial says he paid football recruits

NEW YORK (AP) — A key witness for prosecutors at a trial stemming from a crackdown on corruption in college basketball says he paid college football players to secure their business when they joined the NFL.

Louis Martin Blazer described in Manhattan federal court paying players at schools including Pittsburgh, Penn State, Michigan, Notre Dame, Northwestern, North Carolina and Alabama. Blazer said he did it so they’d hire him as their financial adviser when they became professionals.

He says he answered the request of a Penn State coach and gave a $10,000 check to the father of a first-round draft pick in the 2009 NFL draft. The money was paid back. He says he also paid a North Carolina player who was drafted by the New York Giants.

PENN STATE-ABUSE

Penn St. ex-president’s case in US court as jail term looms

HARRISBURG, Pa. (AP) — A federal judge will consider ex-Penn State president Graham Spanier’s argument that his conviction should be thrown out, a week before he’s due to report to jail.

Today’s hearing concerns Spanier’s argument that he was wrongly convicted in Pennsylvania state court for mishandling a 2001 complaint about Jerry Sandusky under a version of the law that wasn’t in place at that time. He also argues the statute of limitations wasn’t properly applied.

The 70-year-old Spanier was forced out as president shortly after Sandusky was arrested for child molestation in 2011.

Spanier was convicted in 2017 of child endangerment. He’s scheduled to report to a county jail on Wednesday to begin serving two months.

Spanier remains a tenured faculty member on administrative leave, and the school doesn’t release his salary.

HUNTSVILLE, Texas (AP) — An avowed racist who orchestrated one of the most gruesome hate crimes in U.S. history has been executed in Texas for the dragging death of a black man.
