Jamestown  (CSi)  Stutsman County conducted a simulated county-wide tornado exercise Wednesday morning, May 1st as part of Severe Summer Weather Awareness Week.  The exercise began at 11:15 a.m. simulating what occurs locally when a tornado warning is issued by the National Weather Service.

The goal of the exercise was to test the Communications Center’s internal notification procedures county-wide including the testing of area community siren systems.

Stutsman County Emergency Manager, Jerry Bergquist says, the siren systems for Jamestown, Buchanan, Cleveland, Medina and Streeter were tested, all of which proved to be operational and ready for the summer weather season.

Because the National Weather Service did not participate in the simulation, the all-hazards weather radio system and the Emergency Alert System (EAS) for AM/FM radio stations and cable television providers were not activated. However, cable interrupt systems were tested manually including CSi Cable in Jamestown.  The Stutsman Alerts notification system powered by Everbridge was also not activated for this test.

The Stutsman Alerts system allows individuals to sign up for immediate notification of up to six different weather warnings including tornado, thunderstorm, flood, flash flood, winter storm and blizzard.

To sign up for Stutsman Alerts, go to the Stutsman County webpage at www.stutsmancounty.org and click on the Stutsman Alerts icon.  Choose to receive weather warnings via land-line telephones, cell-phones (optional text messaging) and email.  Stutsman Alerts is a no-cost way to receive immediate weather warnings, but registration including a Stutsman County street address is required to utilize the service.

For those needing assistance to register, contact Stutsman County Emergency Management at 701-252-9093.

BISMARCK, N.D. (AP) — A man killed in a crash while riding his bike in Bismarck is being remembered as a family man who enjoyed playing his accordion for nursing home residents.

Seventy-six-year-old Don Hruby was riding on a sidewalk when a teenage driver crashed into him Tuesday afternoon. Hruby’s daughter, Cori Radke, says her father worked at the Falkirk Mine and retired in 2007. She says he and her mother started The Don Hruby Band years ago and played at wedding dances and other events. Radke says her father continued to play his accordion at nursing homes after he retired, often a few times a week.

The Bismarck Tribune reports Hruby’s family asks that any donations in his memory be made to a local nursing home.

ALBUQUERQUE, N.M. (AP) — A group of U.S. lawmakers and tribal leaders are calling attention to a watchdog report that says federal agencies need to improve their process of consulting with tribes on major infrastructure projects.

The Government Accountability Office began its review of federal agencies at lawmakers’ request following criticism three years ago over the approval of the Dakota Access Pipeline in North Dakota.

A top complaint was that the U.S. Army Corps of Engineers failed to properly consult with the Standing Rock Sioux Tribe before initially approving a pipeline route that ran beneath a source of drinking water.

The GAO report says numerous tribes told federal officials that they were consulted only during the late stages of a project.

Rep. Raul Grijalva, an Arizona Democrat, said Wednesday he’s sponsoring legislation that would establish a mandatory tribal consultation process for federal agencies.

BISMARCK, N.D. (AP) — North Dakota regulators have approved a siting permit for a natural gas liquids pipeline project in the western part of the state.

The project is estimated to cost $125 million.

The 20-inch steel pipeline is designed to carry a maximum of 1,680,000 gallons per day.

PSC Commissioner Julie Fedorchak says the project attempts to minimize impact to landowners and the environment by combining the line with an existing pipeline corridor for 51 of the 77 total miles.

Canes go 3-up, Stars even series

UNDATED (AP) — The Carolina Hurricanes are one victory away from a four-game sweep and their first berth in the NHL’s Eastern Conference finals in a decade.

Curtis McElhinney stopped 28 shots in his first Stanley Cup playoffs start and Justin Williams snapped a 2-2 tie midway through the third period of the Hurricanes’ 5-2 victory over the New York Islanders. The 35-year-old McElhinney picked up his second straight win since replacing injured netminder Petr Mrazek (muh-RA’-zehk) in the second period of Game 2.

Carolina wasted a pair of one-goal leads before Williams beat Robin Lehner off a bad clear with 9:46 remaining. Lehner made a clearing attempt that went straight to Sebastian Aho (AH’-hoh), who fed Williams in the slot.

Teuvo Teravainen (TOO’-voh tehr-ah-VY’-nehn) scored twice, including the first of the Hurricanes’ two empty-netters.

Josh Bailey had a goal and an assist for the Islanders, who will be playing for their postseason lives on Friday in Raleigh.

On the other end of the Stanley Cup playoffs spectrum, Dallas and St. Louis are now tied at two games apiece following the Stars’ 4-2 win over the Blues.

The Stars were in realignment after head coach Jim Montgomery switched up his top two lines with excellent results. Rookie Roope Hintz notched his fifth goal of the postseason after being put on a line with Alexander Radulov (RAD’-yoo-lahf) and captain Jamie Benn. Radulov finished with two assists, and Tyler Seguin (SAY’-gihn) also set up two goals after trading places with Hintz.

Jason Dickinson, Jason Spezza (SPEHT’-suh) and John Klingberg also scored, while Mats Zuccarello set up two scores.

Perez sailed after putting the first two runners on base in the opening inning. Jonathan Schoop (skohp) crushed a towering two-run homer and Nelson Cruz Jr. drove in a pair for Minnesota.

The Cleveland Indians have lost another major piece of their starting rotation as they try to capture their fourth straight American League Central title.

The two-time American League Cy Young Award winner was struck by Brian Anderson’s liner in the fifth inning before his arm was placed in a cast. The Indians will have a better idea tomorrow of how long he might be out.

The Indians are already without starter Mike Clevinger, who is sidelined until at least June by a back injury.

Kluber allowed three runs and eight hits before leaving the game.

Miami center fielder Rosell Herrera entered the night batting .148 before collecting a career-high three RBIs to double his season total.

In world and national news…

WASHINGTON (AP) — There might well be an empty witness chair when the House Judiciary Committee meets to discuss the special counsel’s report and Attorney General William Barr’s handling of it.

Barr has told the Democratic-run committee that he will not appear at Thursday morning’s hearing. The committee’s chairman, New York Democrat Jerrold Nadler, says the panel will meet anyway.

For most of Wednesday, Barr underwent at times scathing questioning by Democratic senators on the Senate Judiciary Committee. The House panel is considering holding Barr in contempt of Congress for failing to show.

The House panel also is weighing whether to issue subpoenas after the Justice Department let pass a committee deadline to provide the panel with a full, unredacted version of Mueller’s Russia report and its underlying evidence.

CHARLOTTE, N.C. (AP) — A North Carolina college student who police say died attacking a gunman in his classroom is being remembered by friends and family as a hero.

Charlotte-Mecklenburg Police Chief Kerr Putney said 21-year-old Riley Howell’s sacrifice Tuesday saved lives at the University of North Carolina-Charlotte because the gunman had plenty of ammunition.

Howell and another student died in the shooting in an anthropology class. Four other students were hurt.

Police arrested 22-year-old Trystan Andrew Terrell in the classroom. He is charged with two counts of murder and four counts of attempted murder.

David Belnap was Howell’s friend. He came to a campus vigil Wednesday night vigil with “Riley Howell is a hero” handwritten on the back of his T-shirt.

Belnap says he wants Howell’s decision to die protecting others to never be forgotten.

CARACAS, Venezuela (AP) — Venezuelans heeded opposition leader Juan Guaidó’s call to fill streets around the nation Wednesday but security forces showed no sign of answering his cry for a widespread military uprising, instead dispersing crowds with tear gas as the political crisis threatened to deepen.

Thousands cheered Guaidó in Caracas as he rolled up his sleeves and called on Venezuelans to remain out in force and prepare for a general strike, a day after his bold attempt to spark a mass military defection against President Nicolas Maduro failed to tilt the balance of power.

Clashes raged again between protesters and troops loyal to Maduro, making clear the standoff would drag on. State security forces launched tear gas and fired rubber bullets while bands of mostly young men threw rocks.

LONDON (AP) — A British judge has said a U.S. extradition case against Julian Assange will take “many months,” as he set a new procedural hearing for May 30.

Judge Michael Snow says a more substantive hearing is set for June 12.

The WikiLeaks founder has appeared in a London court from prison, where he is serving a 50-week sentence for skipping bail.

Assange says he will fight extradition to the United States, where he is accused of conspiring with former U.S. soldier Chelsea Manning to hack a Pentagon computer.

The charge carries a maximum sentence of five years in prison.

COLOMBO, Sri Lanka (AP) — Catholic services are being canceled for a second weekend in Sri Lanka’s capital after the government warned of more possible attacks by the same Islamic State-linked group that carried out Easter suicide bombings.

Rev. Edmund Tillakaratne, spokesman for the Colombo diocese, said Thursday that Cardinal Malcolm Ranjith had canceled all Sunday services in the diocese based on the latest security reports.

Last week, Muslims were told to stay home for Friday prayers and all of Sri Lanka’s Catholic churches were closed. Instead of the usual Sunday Mass, Ranjith delivered a homily before clergy and national leaders at his residence that aired on television.

The April 21 bombings at churches and luxury hotels killed 253 people and officials have warned that suspects linked to the bombings are still at large.

PHOENIX (AP) — Car-sharing apps that allow people to rent out their vehicles to strangers are growing in popularity in the United States.

But the people who find cars to rent through apps like Turo and GetAround don’t pay the taxes and surcharges that local government and airports tack on to traditional rental cars.

That’s made them a target for rental car companies, airport authorities and local governments, which want the upstart apps to pay the same taxes and fees that come with rental cars.

At stake is hundreds of millions of dollars in revenue that cities and airports count on to pay for stadiums and convention centers or to fund police, fire and other general operations. They see it as a matter of fairness.

Turo says established rental car companies are trying to stifle competition.
