Chad Isaak was to make a preliminary hearing on Tuesday, but it’s been rescheduled for Aug. 12 to provide more time for attorneys to review evidence. A preliminary hearing determines whether a case moves forward, and the suspect has the option of waiving it and entering a plea.

Isaak is charged with felony murder in the April 1 deaths of RJR Maintenance and Management co-owner Robert Fakler and three workers in Mandan. Authorities say they were shot and stabbed.

He was demoted to a detention officer, suspended for five days and ordered to seek an alcohol and mental health evaluation and treatment.

The board on Wednesday suspended Kapp’s peace officer license for six months. Kapp did not appear before the board.

Sheriff Kelly Leben said Kapp made a mistake but has been a good employee and might be considered for future promotion after a year of good behavior.

GLYNDON, Minn. (AP) — Vice President Mike Pence says the Trump administration is working “hour by hour” to reach a trade agreement with China, as the U.S. is poised to raise tariffs on Chinese imports.

But Pence says negotiators have to “stand firm.”

U.S. and Chinese negotiators are set to resume trade talks later Thursday in Washington. The United States plans to raise tariffs on $200 billion in Chinese imports from 10% to 25% on Friday.

(Note:  The U.S. raised tariffs Friday on $200 billion in imports from China to 25% from 10%. China said it would take unspecified countermeasures.)

Pence says if a deal is not reached, the administration will look for ways to provide additional support to farmers. But he was not specific.

The vice president was at a farm in western Minnesota on Thursday to promote the administration’s new North American trade agreement.

Pence called on Minnesota Rep. Collin Peterson, chairman of the House Agriculture Committee, to help persuade Speaker Nancy Pelosi to put the U.S.-Canada-Mexico trade agreement to a vote.

BISMARCK, N.D. (AP) — Senate Majority Leader Rich Wardner says lawmakers may be called back into session over legislation that limits the powers of the state auditor.

The Legislature passed a measure late in the session that requires the auditor’s office to get lawmakers’ permission to conduct “performance audits.”

The amendment was put in the auditor’s budget that passed unanimously in the Senate and by a large margin in the House. Wardner says he didn’t know the amendment had been put in the budget bill and thinks other senators didn’t, either.

Wardner tells The Associated Press that he and House Minority Leader Chet Pollert will meet with Auditor Josh Gallion next week to discuss the issue and how it will affect the agency.

Leaders can recall the Legislature if they haven’t used all their allotted days.

The Game and Fish Department says the season will end at 7 p.m. Central time on Saturday, to protect the fish population.

The season typically is scheduled through May, but Game and Fish can close it early if too many fish are being caught. That usually happens.

Snagging is legal in certain areas of the Yellowstone and Missouri rivers in northwestern North Dakota.

An additional four-day snag-and-release season will begin Sunday and run through Wednesday. Anglers with an unused paddlefish tag may continue snagging but must release all fish immediately.

In world and national news…

BEIJING (AP) — A Chinese Foreign Ministry spokesman says Beijing is hoping the Trump administration will meet China “halfway” in their dispute over trade.

The spokesman, Geng Shuang, spoke just hours after the U.S. raised tariffs Friday on $200 billion in imports from China to 25% from 10%. China said it would take unspecified countermeasures.

At a routine briefing in Beijing, Geng said that sound and stable relations were in the best interest of both countries and the international community.

He said, “We hope the U.S. and Chinese side can work together to jointly build a bilateral relationship of coordination, cooperation and stability. In this regard we hope that the U.S. will meet us halfway.”

TOKYO (AP) — The three new missiles North Korean leader Kim Jong Un has tested over the past week are eerily familiar to military experts: They look just like a widely copied missile the Russian military has been actively trying to sell abroad for years.

Ending a pause in ballistic missile launches that began in late 2017, Kim supervised the launch of the first missile from the country’s east coast on Saturday and two more from the west on Thursday.

It’s still unclear if the North bought the missiles or built them itself, but experts say they look just like a nuclear-capable ballistic missile that has long been a source of tension in Europe and was behind the Trump administration’s decision to suspend a longstanding arms treaty with Moscow in February.

TEHRAN, Iran (AP) — A top commander in Iran’s elite Revolutionary Guard says Tehran won’t talk with the U.S., a day after President Donald Trump said he’d like Iranian leaders to “call me.”

Friday’s report by the semi-official Tasnim news agency quoted Gen. Yadollah Javani as saying that “there will be no negotiations with America.”

Javani also claimed the U.S. would not dare take military action against Iran.

Trump told reporters on Thursday at the White House: “What I would like to see with Iran, I would like to see them call me.”

The U.S. has moved a bomber squadron and sent USS Abraham Lincoln aircraft carrier to the Persian Gulf in response to unspecified threats by Iran. And on Wednesday, Iran threatened to renew some nuclear enrichment that had been halted under the 2015 nuclear deal.

DENVER (AP) — Both suspects in a suburban Denver school shooting are due back in court as prosecutors file charges in the attack that killed a student and wounded eight others.

Prosecutors also are expected to decide Friday whether to charge the younger suspect as an adult.

Authorities have identified the suspects as 18-year-old Devon Erickson and 16-year-old Maya McKinney, whose attorney said uses male pronouns and the name Alec.

The two allegedly opened fire at the STEM School Highlands Ranch on Tuesday, just miles away from Columbine High School and a few weeks after the 20th anniversary of a massacre there.

Investigators have not discussed a motive for the shooting.

Witnesses have said 18-year-old student Kendrick Castillo was killed after charging at one of the shooters and pinning him to the wall.

SAN FRANCISCO (AP) — Uber’s next stop is the stock market, where it hopes to pick up more investors willing to bet on a ride-hailing market brimming with potential and conspicuously lacking in profits.

The world’s largest ride-hailing service reached a major milestone Thursday when Uber priced its long-awaited initial public offering at $45 price per share to set the stage for its stock to begin trading Friday.

The IPO came in at the lower end of Uber’s targeted price range of $44 to $50 per share. The caution may have been driven by the escalating doubts about the ability of ride-hailing services to make money since Uber’s main rival, Lyft, went public six weeks ago.

Even so, Uber now has a market value of $82 billion — five times more than Lyft.
