CITY OF JAMESTOWN  Special Planning Commission  April 18, 2013 – 8:00 a.m.

Absent: Tressler, Johnson  Others Present: Wollan, Klundt, Schwartzkopf, Fuchs, Kourajian, Reuther

Chairman Hillerud called the special meeting to order and reminded everyone the reason for the special meeting was to review and discuss the consultant’s scope and estimated fees for the Land Use and Transportation Plan and to make recommendations to the City Council.

Chairman Hillerud asked City Engineer Schwartzkopf to give a brief overview of the process leading up to this point.

City Engineer Schwartzkopf said he was part of the Selection Committee that reviewed proposals from Consultants and narrowed the search down to four and ultimately recommended RDG/KLJ to be the Consultants for the Land Use and Transportation Plan. He further stated that the proposal is approximately 25% over budget due to the increased level of Task #2, which is Public Engagement. His recommendation is to proceed with the Consultant’s Scope and Estimated Fees as public input is crucial for the final product.

Bob Shannon, PE from KLJ, said he has worked with RDG on at least four other projects as well as developing a Land Use and Transportation Plan for Dickinson, ND. He explained the process used there and how the public was involved throughout the whole process.

Clarice Liechty of Jamestown, ND, spoke of her concerns of money being spent for the Housing Survey and SRF Consulting and if there will be any overlap with the Land Use and Transportation Plan. She also stated that public involvement is vital for the entire process to work. She also had concerns of how to involve people other than the community leaders.

Dwaine Heinrich of Jamestown, ND also addressed the Planning Commission and recommended that all public meetings involving the Land Use and Transportation Plan begin with a presentation so the public is aware of what is going on and what is being proposed.

A motion was made by Trautman, to recommend the City Council proceed with the necessary steps to hire RDG/K L J as Consultants to do the work for the Land Use and Transportation Plan as presented in their proposal. Seconded by Ritter. Secretary Wollan took roll call, unanimous aye vote. Motion carried.

A motion to adjourn was made and seconded. Meeting adjourned.
