Rain is expected to continue during the day on Friday, slowly

Saturday looks to be the nicest day in the extended forecast as
weak high pressure briefly moves in, clearing skies and warming
temperatures into the upper 60s and low 70s across all of western
and central North Dakota.

Update…
Jamestown (CSi) Thursday afternoon Jamestown High School and Two Rivers Activity Center are on lockdown after a report of a male with a gun approaching the school door, but turned away at the door.
Jamestown Police Chief Edinger says according to surveillance video, they could see the suspect approach the doors before leaving the school grounds, adding when they located the male individual, they found an airsoft gun in his possession.
All Jamestown Schools and TRAC were on lockdown until about 2:45-p.m.
The call came from the school just after 2-p.m, Thursday saying that an individual on a bicycle with a gun approached the school but turned away from the door.
Officers including the James Valley Special Operations Team, secured the school exits and then alerted TRAC official of the incident that was in progress.
Law enforcement reported contact with the suspect and had seized the weapon.
The 18 year-old suspect has been detained for questioning under suspicion of terrorizing. His name would be released if he’s formally charged.
The Jamestown Police Department was assisted by the Stutsman County Sheriff’s Office, the North Dakota Highway Patrol, North Dakota Parole and Probation and the North Dakota Bureau of Criminal Investigation.

News release: At approximately 2:00 an individual was observed off campus and entering school grounds with a potential weapon near Jamestown High School. The high school campus was immediately placed on lockdown and law enforcement was notified. Based on law enforcement recommendations all schools were placed on lockdown at approximately 2:20. Law enforcement determined there was no longer a threat and in consultation with law enforcement the district lifted the lockdown at 2:45. The district is thankful for the immediate response from Jamestown and Stutsman County law enforcement to ensure the safety of all students.

Mayor Heinrich was not present, and the meeting was presided over by Council President, Buchanan.

INFORMATIONAL: Police Department service update.
Chief Scott Edinger said due to the decrease in the number of officers available, some services will be cut such as animal control, general traffic enforcement, and funeral escorts, and parking violation enforcement.
He says there are currently six openings for officers, with five with less than five years of service.
One officer is in field training, and two officers performing light duty.
The police department is down to one detective.
He said the officers currently on the police department are getting “burned out,” from extended hours.
He added that the University of Jamestown’s Criminal Justice graduates have been brought in.

The Committee recommends approval of the request from Corner Bar for a permit to conduct street dances on 2nd Street SW, from 1st Avenue westward to alley, on Saturday, June 8, 2019, and Saturday, July 20, 2019.
INFORMATIONAL: Garbage collection update.
Sanitation foreman Roger Mayhew said all garbage trucks are back in service, as an engine was replaced in one is back in service.
He said the recent citywide cleanup was a “nightmare,” with residents not complying with the rules of items being put out for collection.
He said this year, 433 tons were collected, compared to 206 tons last year and 209 tons collected in 2017.
At the landfill, an increase in garbage collection tonnage has increased the past two months, 1,094 tons in March this year, 1,319 in April.
With roughage, 476 tons were collected in March, 548 tons in April.
INFORMATIONAL: Recycling collection update.
Recycle North Dakota, Manager, Ralph Freibel said a second cover has been added to the second recycling collection truck to aid in keeping recycling material from blowing around when the bins are emptied. About 120,010 pounds of recycling material was collected in March this year.
INFORMATIONAL: A public hearing for the request to vacate a section of 26th Street SW east of 3rd Ave SW, adjacent to Lot 1, Block 3, and Lot 8, Block 4, all I-94 Business Park Addition, to the City of Jamestown, Stutsman County, North Dakota, is scheduled at the June 3, 2019, City Council meeting.

WASHINGTON (AP) — House Speaker Nancy Pelosi is suggesting an “intervention” with President Donald Trump after he vowed to not work with Congress unless Democrats stop investigating him.
The California Democrat described a pattern of “stunts” by Trump to change the subject am investigations and unflattering news about him. On Wednesday, Trump stalked out of a meeting with Democrats that had been set up to talk about how to pay for a $2 trillion package to repair the nation’s roads and bridges.
Pelosi told reporters Thursday at her weekly news conference: “I wish that his family or his administration or his staff would have an intervention for the good of the country.” And she suggested: “Maybe he wants to take a leave of absence.”
Wednesday’s blow-up between Trump and Democratic congressional leaders came as Trump has refused Democrats’ demand for documents and testimony in the aftermath of special counsel Robert Mueller’s probe into Russia’s election meddling and contacts with the Trump campaign.
TERRE HAUTE, Ind. (AP) — The California man who became known as the “American Taliban” after his capture on an Afghanistan battlefield in late 2001 is on the cusp of release from prison.
Thirty-eight-year-old John Walker Lindh is scheduled for release Thursday from the federal prison in Terre Haute, Indiana. He has spent more than 17 years in prison after pleading guilty to providing support to the Taliban.
The plea deal called for a 20-year sentence, but Lindh is getting out a few years early for good behavior.
His release is opposed by the family of Mike Spann. He was killed in Afghanistan during an uprising of Taliban prisoners. Spann had interrogated Lindh shortly before the attack.
A judge recently imposed additional restrictions on Lindh’s post-release supervision, including monitoring of his internet use.
TALLAHASSEE, Fla. (AP) — A serial killer whose murderous spree claimed the lives of 10 women in Florida in 1984 is set to die.
Bobby Joe Long is scheduled to die by lethal injection at Florida State Prison on Thursday. Long was condemned for one of the killings, that of 22-year-old Michelle Simms. He also had been serving 28 life sentences for the other crimes committed in the Tampa Bay area over an eight-month period in 1984.
But he was undone by a 17-year-old snatched off her bicycle while riding home from her work. Long released her a day later and she gave police details that led to his arrest.
Now that victim, Lisa Noland, is preparing to watch the execution. In an interview, she said she would tell long “Thank you” for picking her as a victim, because she helped solve the crime.
LONDON (AP) — The British government has delayed plans to hold a vote on its key Brexit bill, as Prime Minister Theresa May faces remorseless pressure from her Conservative Party to step down.
May previously said she planned to publish the withdrawal bill Friday and hold a vote in Parliament the week of June 3. The bill implements the terms of Britain’s departure from the European Union and May says it is the “last chance” to secure an orderly U.K. exit.
But there is no mention of the bill in the schedule of parliamentary business for that week, published Thursday. And Conservative lawmaker Mark Spencer told the House of Commons the bill will not be published this week.
Commons leader Andrea Leadsom, who had been due to introduce the bill, quit Wednesday, saying she could not support it.
SAN FRANCISCO (AP) — Media law experts say a San Francisco journalist whose home was raided did not commit a crime because it’s not illegal to disclose a public record.
San Francisco Police Chief William Scott told reporters this week that freelancer Bryan Carmody conspired to steal a confidential police record into the death of the city’s former public defender.
But San Francisco attorney Duffy Carolan says the public has constitutional rights to public records such as police reports. She says criminalizing the release, receipt and publication of a public record would have a chilling effect.
A battle between the press and police is playing out in politically liberal San Francisco after police raided Carmody’s home and office earlier this month.
They seized cameras, cellphones and computers in search of a police department employee who leaked the information to Carmody.
JEFFERSON CITY, Mo. (AP) — The president of Lincoln University in Jefferson City rode out a tornado in the basement of his official residence, which was severely damaged by the storm.
The Jefferson City News-Tribune reports President Jerald Woolfolk was not injured in the tornado overnight Wednesday.
Lincoln University spokeswoman Misty Young said the home appears to be uninhabitable. It was built in 1916 and bought by the university in 1965.
The Missouri Department of Transportation said eastbound lanes of Highway 50 near the home would be closed Thursday while debris is removed before it falls onto the highway.
Young said other damage on campus involved mostly broken doors and windows and downed trees.
The historically black school closed its campus on Thursday and will reopen Tuesday.
SAN FRANCISCO (AP) — Facebook says it removed more than 3 billion fake accounts from October to March, twice as many as the previous six months.
Most of these fake accounts were blocked “within minutes” of their creation. But an increase of “automated attacks” by bad actors means not only that it caught more of the fake accounts, but that more of them slipped through.
The company estimates that 5% of its 2.4 billion monthly active users are fake accounts. This is up from an estimated 3% to 4% in the previous six-month report.
The increase shows the challenges Facebook faces in removing accounts created by computers to spread spam, fake news and other objectionable material. Even as Facebook’s detection tools get better, so do the efforts by the creators of these fake accounts.

The Latest: Soybean farmers urge continued trade talks
NEW YORK (AP) — The American Soybean Association says the aid the Trump Administration announced Thursday was necessary, but farmers hope trade talks will continue.
“We just don’t want the administration to use this as a reason not to be aggressive in talks,” said Bill Gordon, vice president of the American Soybean Association.
Gordon farms about 2,000 acres with his dad near Worthington, Minnesota. He says he didn’t change his planting plants this year because of the trade dispute.
Gordon said he’ll want to see how the Agriculture Department plans to distribute the aid among farmers, but he appreciates having it even if the details aren’t perfect.
“This helps and is needed in rural America right now,” Gordon said.

BISMARCK, N.D. (AP) — Bismarck police have arrested a man on possible terrorizing charges after he was accused of pointing a rifle at his neighbors.
Officers were called to a mobile home park Wednesday about 7 p.m. Authorities say one of the neighbors disarmed the man who went back inside his residence. Police set up a perimeter around the home. The SWAT team responded with four tactical vehicles and the bomb squad.
The man was eventually arrested.
