Jamestown  (CSi)  The Jamestown Community Foundation recently awarded a $1,100 grant to the Anne Carlsen Center, for the purchase of one new cart laptop computer, critical in medical nurse management of the children who are residents at the center.

The Jamestown campus is the only facility left in the state of North Dakota equipped with the ability and expertise to provide a habilitative environment that incorporates residential, education and therapies for individuals with the most complex medical and behavioral needs.

These cart laptop computers must be equipped with the latest systems to allow nurses and doctors to access information such as medical records, physician orders, electronic medication administration records, assessments and contact information. It is critical that they remain updated to provide quick access to new systems necessary for the necessary treatment of the children.

Within the residential areas of the Center, there are 35 cart laptop computers in use, and keeping them updated is a continuing challenge.  These computers are utilized across all five residential homes.

For more information about the Jamestown Community Foundation or its grant application forms/guidelines, contact Barb Lang at 320-4570 or go to www.jamestowncommunityfoundation.com.  Donations to the organization can be mailed to Jamestown Community Foundation, 723 1st Ave. South, Suite 216, Jamestown, ND 58401.

Fergus Falls, Minnesota, (OTPCO)  Otter Tail Power Company reminds everybody that nice weather frequently brings outdoor construction, yard work, and planting projects. During National Electrical Safety Month, Otter Tail Power Company reminds customers and neighbors that, before digging, they need to notify utilities that have lines or cables buried in the area.

Every digging project—rural or urban, large or small—requires a call to the national 811 One Call center at least 48 hours before any excavation begins. That means calling no later than Wednesday for a weekend project. Dial 811 and you’ll be connected to your state’s One Call center, which will notify the appropriate utility companies.

Be prepared to give the location and start time of your project. The 811 call and the utility locates are free, and professional locators will mark the approximate locations of underground lines with flags and/or paint. Damaging underground utility lines, though unintentional, can cause needless outages to the utilities whose service and convenience you enjoy. Unsafe digging also can compromise community safety and disconnect people from critical services. In addition to electricity, those services can include water and sewer, cable TV, telephone, and high-speed Internet.

Each state has its own rules and regulations, but all projects that involve digging more than a foot deep require a call to 811. “Utility line depths can vary for a number of reasons, such as erosion, previous digging projects, and uneven surfaces so, even when digging only a few inches, the risk of striking an underground utility line exists,” says Otter Tail Power Company’s Safety Services Manager Greg Overland. “Always call before you plant trees or shrubs, establish a new garden, begin tiling a field, bury a water line, install that flag pole or mailbox, erect a fence, dig a trench, create a water pond, or dig footings for your new garage, deck, or patio. It’s fast, it’s easy, and it’s the law.”

MAPLETON, N.D. (AP) — A man fleeing from law enforcement officers in Cass County jumped into the Sheyenne River to elude authorities.

Deputies responded to a call for a domestic incident near Mapleton Monday afternoon. KFGO says the 35-year-old man fled before deputies arrived and was spotted on his motorcycle by West Fargo police.

The man crashed his motorcycle near the river and tried to swim away from officers, but was arrested.

GRAND FORKS, N.D. (AP) — Investigators are recommending criminal charges against a driver accused of killing a pedestrian and leaving the scene in Grand Forks.

State prosecutors are considering charges of leaving the scene of an accident resulting in death and driving with a revoked license against a 40-year-old man.

That driver is accused of fatally striking 65-year-old David Hagen April 8. He was found lying on the road with a head injury and was pronounced dead at the scene.

BISMARCK, N.D. (AP) — North Dakota lawmakers will study 46 topics that could inspire bills for the next legislative session.

The Legislative Management committee on Tuesday voted to conduct the studies on topics that include a review on the state’s prison system, education funding, ethics requirements and “potential uses” of earnings from the voter-approved oil tax savings account.

The 17-member Legislative Management committee oversees the Legislature’s business between sessions.

The powerful panel rejected 21 proposed studies from the legislative session that ended last month. Fifteen of the studies were mandatory from legislation.

Legislative Management will meet again in June 10 to pick the membership of the interim study committees.

Republican House Majority Leader Chet Pollert, the chairman of Legislative Management, says he will recommend that Democrats head some of the committees.

FARGO, N.D. (AP) — A Republican senator from North Dakota who heads the committee that funds farm programs is getting advice from his home state on the administration’s $16 billion aid package for producers hurt by trade policies.

Sen. John Hoeven, chairman of the Senate Agriculture Appropriations Committee, met Tuesday with state ag leaders to get their ideas on the new assistance plan. It’s the second time that President Donald Trump has provided money for farmers.

Hoeven says the package currently in the works should include coverage for more crops and should not cut back on payment limits. The senator says the key is improving upon the first assistance program.

Some attendees at Tuesday’s discussion said they appreciate the help but would rather be talking about new markets than new bailouts.

BISMARCK, N.D. (AP) — A citizen group has resubmitted a proposed ballot measure that aims to restrict the Legislature from making it more difficult for voters to change the North Dakota Constitution.

North Dakota Secretary of State Al Jaeger says his office received the proposed petition Tuesday.

Petition chairman Dustin Gawrylow of Bismarck says the original petition submitted in April was withdrawn and rewritten based on suggestions from Jaeger’s office.

The Legislature last month approved a resolution that allows lawmakers to vote on an initiated measure following voters’ approval. Any initiated measures would go back to voters for final approval if it fails to win lawmakers’ endorsement.

Voters must approve that change in 2020.

The proposed ballot measure goes beyond that, restricting the Legislature from changing the state Constitution’s “powers granted to the people.”

FARGO, N.D. (AP) — Soybean and corn planting remains behind last year’s pace in North Dakota.

According to the weekly federal crop report, North Dakota farmers have completed planting 46 percent of soybeans as of Sunday. That’s well behind 66 percent last year and the five-year average of 65 percent. Only 4 percent of soybeans have emerged, compared with 17 percent last year and a 21 percent average.

Corn planting was 63 percent, compared with 83 percent last year and an 85 percent average. Eight percent of corn has emerged, well behind last year’s 30 percent and 43 percent average.

North Dakota’s spring wheat crop is 82 percent planted, compared with 89 percent last year and 87 percent average. Spring wheat was 45 percent emerged, behind 54 percent last year and 62 percent average.

UNDATED (AP) _ The Oakland Raiders have agreed to a one-year deal with troubled guard Richie Incognito, according to a tweet by Incognito’s agent. Incognito fills a big hole on Oakland’s offensive line after Kelechi Osemele was traded to the New York Jets in the offseason. Denzelle Good had been working at left guard, but the Raiders wanted a more proven option and began talking with Incognito earlier this offseason.

The 35-year-old Incognito has played 11 years in the NFL and made the Pro Bowl four times. But he was suspended for bullying a teammate, allegedly made racist slurs to an opponent during a playoff game in 2018 and has had two run-ins with police since he retired following the 2017 season.

Incognito pleaded guilty last month to disorderly conduct in Scottsdale, Arizona, after being accused of threatening employees at a funeral home where his father’s body was being held.

He could face suspension from the NFL.

OAKLAND, Calif. (AP) — Kevin Durant is traveling with the Golden State Warriors to Toronto for the first two games of the NBA Finals, leaving open the chance he could be ready to return from a strained right calf in time for Game 2.

Durant, the two-time reigning Finals MVP who has missed the past five games since getting hurt in Game 5 of the Western Conference semifinals against Houston, has already been ruled out for Game 1 on Thursday night. As of Monday, he had yet to do any full-speed work on the court.

Warriors spokesman Raymond Ridder confirmed Durant was on the team plane that took off early afternoon West Coast time. The two-time defending champions held an optional practice Tuesday before traveling.

There will be two full days off before Game 2 on Sunday, giving Durant time to get further on-court work done that the Warriors would need to see before he is medically cleared.

Wade spoke publicly Tuesday for the first time since March 7, the day before he was suspended indefinitely by the university. He answered questions wearing a purple LSU wind-breaker during the opening day of the Southeastern Conference Spring Meeting.

The coach says he “made a poor decision on how I handled that. If I could go back and do it again, I would have taken the meeting.”

Wade declined to provide specifics about the wiretapped conversation between him and convicted college basketball middleman Christian Dawkins and skirted questions about whether an exchange of money occurred between his current staff and a player or player’s representative.

ART BRILES-HIGH SCHOOL

East Texas superintendent defending decision to hire Briles

MOUNT VERNON, Texas (AP) — An East Texas school superintendent is defending the decision to hire Art Briles to lead a high school program three years after the two-time Big 12 champion coach was fired by Baylor amid a sexual assault scandal.

Mount Vernon ISD Superintendent Jason McCullough said Tuesday in an interview with several television reporters that the district in the small community “vetted coach Briles to the best of our ability.” But McCullough says the district didn’t talk to any of the victims or anyone from the NCAA.

Briles has been with a professional team in Italy since last year. He had been unable to get a coaching job in the United States since he was fired after an external investigation revealed in May 2016 that Baylor had for years mishandled numerous sexual assault allegations by students, including some against football players.

Mount Vernon announced the hiring of Briles to a two-year contract on Friday evening going into the Memorial Day holiday weekend.

In world and national news…

NEW YORK (AP) — A senior aide to Democratic presidential candidate Joe Biden says President Donald Trump’s attacks against Biden on foreign soil “are beneath the dignity of the office.”

While in Japan on Monday, the Republican president said he agreed with North Korean leader Kim Jong Un’s assessment that Biden “is a low-IQ individual.” Biden’s campaign said it waited until Tuesday to respond out of respect for Memorial Day.

Deputy campaign manager Kate Bedingfield lashed out at Trump in a statement. She said: “To be on foreign soil, on Memorial Day, and to side repeatedly with a murderous dictator against a fellow American and former Vice President speaks for itself.”

Bedingfield called Trump’s comments “part of a pattern of embracing autocrats at the expense of our institutions.”

ABU DHABI, United Arab Emirates (AP) — Iranian President Hassan Rouhani says the “road is not closed” if the U.S. wants negotiations with Iran and returns to the nuclear deal between Tehran and world powers.

Rouhani spoke during a Cabinet meeting on Wednesday.

He did not explicitly name the United States but referred to Washington by saying: “The road is not closed for them, whenever they put aside their cruel sanctions and return to the negotiation table that they left.”

Rouhani’s website also quoted him as saying that if the U.S. chooses “another way and returns to justice and law, the Iranian nation will keep the road open to you.”

The U.S. last year pulled out of the 2015 nuclear deal between Iran and world powers and re-imposed sanctions on Tehran.

SHENZHEN, China (AP) — Huawei says it is in communication with FedEx and will mount a legal defense if it finds its rights were infringed on following the diversion of packages.

Huawei chief legal officer Song Liuping told reporters Wednesday that the company was aware of FedEx’s apology over the incident.

Four packages containing paper work were found to have been diverted to FedEx headquarters in the U.S. instead of being delivered to Huawei offices in Asia.

Song says, “I don’t think it is right for any company to intercept or detain individual documents or information. If our rights were truly infringed upon, we have the legal rights to defend ourselves.”

FedEx apologized and said the packages were misrouted accidentally. It said the company wasn’t told by anyone to divert the packages.

The missed deliveries are drawing unusual attention because of speculation that they’re related to rising trade tensions and new U.S. sanctions on Huawei.

Huawei officials have questioned whether the diversions were purely accidental.

WASHINGTON (AP) — Democratic presidential candidate Beto (BET’-oh) O’Rourke has unveiled a sweeping immigration plan to seek a pathway to U.S. citizenship for 11 million people in the country illegally, deploy immigration lawyers to the southern border and earmark $5 billion to bolster the rule of law in Central America.

The former Texas congressman becomes just the second Democratic presidential candidate to offer a comprehensive immigration proposal. Former Obama administration housing chief Julián Castro released his plan in April.

O’Rourke pledges to use executive orders to mandate that only people with criminal records be detained for illegal border crossings and send 2,000 attorneys to the border to aid asylum seekers. He plans to invest the $5 billion for Central America to combat violence and poverty.
