There is a chance of thunderstorms Wednesday. Severe storms are not

The heaviest rainfall amounts are expected across south central North Dakota, where a prolonged period of moderate to heavy rainfall is likely.
Areas that see high rainfall amounts today may be more prone to minor flooding tonight if another round of heavy rainfall moves over the same locations.
Chances for thunderstorms will continue on a near daily basis
from Thursday through Tuesday. The potential for widespread severe
weather appears low at this time. Saturday through Monday are shaping up to be a bit drier as the surface low and the upper low slowly moves northward into Canada.
Showers and storms will still be possible… especially across northern North Dakota.
Jamestown The North Dakota Highway Patrol reports, the State Hospital patient who escaped Tuesday night, was captured Wednesday morning.
Jerry Roy Stewart was taken into custody by the ND Highway Patrol at approximately 6:36 am on Hwy. 281 approximately 13 miles south of Jamestown. Several motorists reported a male walking southbound on Hwy. 281. A trooper responded, located Stewart and took him into custody without incident.

Jamestown (NDHP) The North Dakota Highway Patrol reports that a ND State Hospital patient that went AWOL from the State Hospital at 7:45 pm, on Tuesday.
The report says 30 year old Jerry Roy Stewart, left his unit at the ND State Hospital in Jamestown on June 18th, 2019 at approximately 7:45 pm on an authorized 15-minute pass to take a walk on the ND State Hospital grounds.
He failed to return to his unit after he leaving at 7:45 pm and Stewart is now considered AWOL (absent without leave) from the ND State Hospital. Stewart was civilly committed to the ND State Hospital for chemical dependency issues.
He is a registered sex offender, with his registry showing he has violent tendencies. Stewart has lengthy criminal history to include assault. He is currently on probation with ND Department of Corrections and Rehabilitation. Stewart is not in compliance with his sex offender registry and probation conditions.
Stewart has connections to Stutsman, Barnes, Cass and Rolette Counties, along with the cities of Fargo, Valley City, Jamestown, Bismarck and Moorhead, MN. He was last seen wearing blue jeans and a black hoodie. He currently has a beard. Stewart has the letters ‘G’ and ‘R’ tattooed on the right side of his neck.
It is unknown which direction he walked away from the ND State Hospital campus. If the public locates Stewart, we are asking that they not approach him. They should call 911 to provide information to their local law enforcement agency or they can call ND State Radio at 1-800-472-2121 and local law enforcement resources will be dispatched.
Jamestown (CSi) Jamestown Police arrested a man early Wednesday after eluding police, fleeing in a vehicle.
Howard Larson, Jr. was arrested on outstanding warrants. after he failed to halt and attempted to flee in a vehicle.
Larson was seen in the McElroy Park area, Tuesday evening.
Police Lt. Sid Mann says, the incident started when Stutsman County Sergeant Damian Hoyt located Larson, and attempted to stop him. Mann reports that Larson fled from Hoyt on foot into the wooded area south of the river.
Authorities established perimeter adding personnel to the search the wooded area.
The Jamestown City Fire Department’s K-9 bloodhound joined the search, with her handler, Fire Chief Jim Reuther.
A Jamestown Police Detective located Larson in a vehicle in Southeast
When a Stutsman County Deputy attempted to stop the vehicle, when Larson fled heading toward Ypsilanti.
His car was disabled by spike strips and Larson was taken into custody.
He was taken to the Jamestown Regional Medical Center for evaluation.
Formal charges are pending.
The Jamestown Police Department, Jamestown Fire Department, and Stutsman County Sheriff’s Department were assisted by ND Game and Fish in the search.
Jamestown (CSi) The City of Jamestown continued with the 2020 calendar year budget meetings , Tuesday afternoon at City Hall. Council Member Steele was not present.
The preliminary draft shows the budget is $800,000 short of being balanced.
Highlights of the meeting included:
Mayor Heinrich said as the process goes along, sales tax revenue distribution, concerning allocating to Special Assessments. He added that with the exception of a grant, that there is no funding mechanism to pay for the First Avenue, “Road Diet,” project.
He added the city needs to budget to replace funds such as from the city’s share of the specials fund, which contains more dollars needed than funds available.
City Administrator Sarah Hellekson explained the process of transferring of funds, to balance budgets, including the storm water utility program.
A fee to increase is animal impound kennel fees to $25, to cover expenses.
Also proposed is an increase in animal licenses.
With state aid distribution, dollars, the state projects a decrease in population, based on projections of the 2020 census. Mayor Heinrich said the figures show Jamestown with only a population of 11,000 adding that the figure needs to be addressed before funds are distributed to the city. The library, airport and park board receive percentages.
With the city fire department, an increase in the Blue Cross/ Blue Shield plan is 10 percent.
An increase is noted in the cost of supplies, along with electricity, and telephone usage.
Mayor Heinrich said line items will need to be reviewed for funding, as the budget process continues. With state equipment purchases, he suggested indicating the state legislators be informed, prior to the legislative session.
With the Police Department budget there is a 10-percent increase in insurance costs, and a line item increase in the cost of recruitment of new officers. No vehicle purchases are expected in 2020.
With Finance and Assessment, City Assessor Jamison Veil said the Assessor’s Department is understaffed, including staff obtaining property appraisals.
With the Civic Center, Director Pam Fosse said more dollars are being expended on paying overtime to employees because two full time janitors hours are being over extended, leading to more overtime hours, and the addition of paying more in part time and overtime wages, plus comp time.
Before the end of the meeting, Mayor Heinrich said he will not support deficit spending, and at this point the 2020 General Fund Budget is short of being balanced by between $600,00 and $700,000.
The next city budget meeting is planned for July 16.
Jamestown (CSi) The Jamestown City Council’s Finance & Legal, Building, Planning & Zoning, Civic Center, & Promotion Committees met Tuesday evening at City Hall. Council Member Steele was not present.
FINANCE & LEGAL COMMITTEE
The committee recommends approval of the application for Renaissance Zone Incentives for up to a five (5) year, one hundred percent (100%) state income tax exemption and a 100% five-year property tax exemption for Corinne A. Bennett, (207 Lindwood Drive, patio homes) pending approval by the State of North Dakota Department of Community Services.
Considered was the offer from Sean Johnson to purchase Beverly Hills 3rd Addition, Lot 18, from the City of Jamestown at the purchase price of $2,000. The offer is $1,000. The committee moved to
place the item on the City Council agenda, without recommendations, until Council Member have the opportunity to look at the parcel.
The committee recommends denying the request from S & R Truck Plaza to amend Sec. 5-25 of the City Code to allow off sale beer at gas stations.
INFORMATIONAL: A Presentation was made on the Stormwater Utility Program status from AE2S for a final rate calculation. Utility customers will be informed of the rate structure, when the final rates are determined and approved.
The rate structure would include a 50 percent reduction to governmental entities.
Council Member Buchanan said the levying of rates should pertain to all users including private entities, and governmental.
Following the presentation the committee, considered the request to amend Articles 3 and 4 of the existing Agreement dated July 26, 2016 between the City and AE2S for the Stormwater Utility Implementation Project.
The committee approved, but recommends denying the 50 percent reduction.
INFORMATIONAL: The second reading of Ordinance No. 1518, introduced by Council Member Steele, to amend and re-enact Section 22-49 of the Code of the City of Jamestown, to allow Jamestown Regional Airport Employees and agents to mitigate wildlife hazards, is scheduled at the July 1, 2019, city council meeting.
INFORMATIONAL: The second reading of Ordinance No. 1519, introduced by Council Member Buchanan, to amend Chapter 31 by adopting Article VIII, of the Code of the City of Jamestown pertaining to stormwater, is scheduled at the July 1, 2019, city council meeting.

The survey asks the public about their thoughts concerning programs and facilities and future program improvements.

Dickey (CSi) The 10th annual Sweet N’ Stickey in Dickey Rib Cook-off will be held at the Dickey Bar on Saturday, July 13, 2019.
The entry fee is $40. All ribs must be cooked and ready to present for judging at 5:30 p.m.
Each entrant will need to provide their own grill or smoker along with their own utensils.
At 5:30 p.m., ribs will be served to the public. Attendees are encouraged to give a free-will donation for a meal.
All proceeds will be given to Hospice of the Red River Valley in memory of loved ones who have passed away, most of which have received Hospice care in the community. “

SIOUX FALLS, S.D. (AP) — A federal appeals court has affirmed a decision by a North Dakota judge who blocked a merger between Sanford Health and a private physicians group.
Sanford, headquartered in Sioux Falls, wanted to acquire Mid Dakota Clinic, but the Federal Trade Commission and the North Dakota Attorney General’s Office objected to the merger.
The Argus Leader says Judge Alice Senechal granted a preliminary hearing halting the deal and Sanford appealed to the Eighth District Court of Appeals. A three-judge panel upheld Senechal’s ruling late last week.
Mid Dakota’s practice includes 23 primary care physicians, six pediatricians, eight OB/GYN physicians and five general surgeons. If a merger were allowed Sanford would have 84 to 99 percent of the market share in the Bismarck-Mandan area.
BISMARCK, N.D. (AP) — Four North Dakota law enforcement agencies are teaming with the U.S. Marshals Service to expand its High Plains Fugitive Task Force to the Bismarck-Mandan area.
Sheriff’s offices from Morton and Burleigh counties, along with police from Bismarck and Mandan have agreed to commit manpower and resources to help the agency arrest fugitives wanted on federal and state felony warrants.
U.S. Marshal Dallas Carlson says the plan for expanding the task force has been in the works for about a year. Carlson says it will draw on the success of a similar effort in eastern North Dakota.
The Bismarck Tribune says last year, the U.S. Marshals task forces nationwide arrested nearly 83,000 fugitives and cleared more than 101,000 warrants.
RAPID CITY, S.D. (AP) — Police in South Dakota say they believe they’ve solved the murder of a pharmacist who was raped and strangled in her Rapid City home over 50 years ago.
Investigators say they used DNA and genealogy databases to identify a man who died of cancer in 2009.
Detective Wayne Keefe said at a news conference Monday that they believe the suspect killed 60-year-old Gwen Miller in 1968 when he was a 25-year-old living in Rapid City. Keefe called it “a little surreal” to finally identify him after 51 years and 4,000-5,000 hours of work.
A forensic genealogist analyzed the DNA profile from Miller’s body and used public genealogy websites to identify a brother of the killer. Then Keefe used old phone directories to determine the suspect had lived near the victim.

Jamestown (Dallas Rosin,UJ) The 33rd Annual Jimmie Scramble took place on Saturday, June 15th at Jamestown Country Club. The Friday night shootout had 66 golfers and Saturday’s Scramble had a record 232 participants. The golf event grossed over $50,000, and an additional $9,000 was raised via the online Jimmie Athletics Giving Day. All proceeds from these events help support athletic scholarships and program operating budgets at the University of Jamestown.

_ Left-hander Logan Allen was brilliant in his major league debut, limiting the Brewers to three hits over seven scoreless innings of the Padres’ 4-1 victory. Allen struck out the side in his last inning and was backed by three double plays. Francisco Mejia (meh-HEE’-uh) belted a two-run home run and Manny Machado added an RBI double as San Diego handed Brandon Woodruff just his second loss in 10 decisions this season.
_ The Dodgers crushed the Giants, 9-0 as Clayton Kershaw combined with two relievers on a four-hitter. Kershaw allowed three hits, struck out six and walked two to move to 7-1 this season. Enriquè Hernàndez launched a pinch-hit grand slam to highlight a six-run seventh.
_ Jacob deGrom came within two outs of a complete game and rookie Pete Alonso reached base six times as the Mets hammered the Braves, 10-2. DeGrom struck out 10 and carried a three-hit shutout into the ninth before Freddie Freeman and Josh Donaldson hit back-to-back homers to end his night. Alonso hit one of the Mets’ three home runs and was 4-for-4 with two walks and three RBIs in New York’s second win in six games.
_ Nolan Arenado (ar-eh-NAH’-doh) homered and drove in three to help the Rockies batter the Diamondbacks, 8-1. Reigning NL Player of the Week Charlie Blackmon stayed hot with three hits as Colorado earned its sixth straight win against Arizona. Antonio Senzatela was reached for only one run and seven hits while tying his season high with 6 2/3 innings.
_ Rookie Jordan Yamamoto stifled the Cardinals for the second time in as many big league starts, allowing two hits over seven innings of the Marlins’ 6-0 shutout. He gave up three hits over seven frames in his major league debut, on June 12 in Miami against the Cardinals. Brian Anderson and Starlin Castro homered for the Marlins.
_ Rookie Zach Plesac (PLEE’-sak) allowed only one run and two hits pitching into the eighth inning of the Indians’ 10-3 pounding of the Rangers. Cleveland hit three consecutive home runs for the first time in 15 years as Jake Bauers, Roberto Perez and Tyler Naquin (NAY’-kwihn) went deep against Drew Smyly during a five-pitch span of the seventh. Jose Ramirez smashed a three-run homer in the third for the Indians.
_ Khris Davis, Robbie Grossman and Stephen Piscotty (pihs-KAH’-tee) homered in a 10-run sixth that highlighted the Athletics’ 16-2 thrashing of the Orioles. Ramón Laureano, Chad Pinder and Beau Taylor also homered as the A’s set a season-high with six. Brett Anderson allowed one earned run and four hits in seven innings, blanking Baltimore until Jonathan Villar (vee-AHR’) homered in the fifth.
_ A botched double play attempt allowed Nicholas Castellanos (kas-tee-AH’-nohs) to score the tiebreaking run in the eighth inning and give the Tigers a 5-4 win over the Pirates. Miguel Cabrera had two hits in his first start at first base since May 31 as Detroit beat the Pirates for just the second time in their last 10 meetings. Josh Bell belted his 20th home run for Pittsburgh.
_ Kole Calhoun and Brian Goodwin hit solo homers to support Tyler Skaggs in the Angels’ 3-1 victory at Toronto. Skaggs held the Blue Jays to a run and three hits over a season-high 7 1/3 innings. Luis Rengifo had two hits as Los Angeles improved to 5-0 versus the Jays this season.
_ The Royals rode Whit Merrifield’s two homers and career-high six RBIs to a 9-0 thumping of the Mariners. Homer Bailey allowed just one runner past second base and fanned six over 7 2/3 innings. Jorge Soler also homered and rookie Nicky Lopez had three hits for Kansas City.
_ The Phillies and Nationals were postponed by rain in Washington for the second straight day. The game will be made up on Sept. 24 as part of a day-night doubleheader. Monday’s game was already rescheduled as the front end of a day-night doubleheader on Wednesday. The rainout leaves the Phils 2 1/2 games behind the NL East-leading Braves.

Ortiz’s condition upgraded to ‘good’
UNDATED (AP) _ Former Boston Red Sox star David Ortiz has been upgraded from “guarded” to “good” condition by his doctors at a Massachusetts Hospital as he recovers from gunshot wounds. The Red Sox issued a statement on behalf of his wife saying Ortiz continues to make progress after being shot in his native Dominican Republic on June 9.
Meanwhile, authorities in Santo Domingo announced the arrest of an 11th suspect. The 10 others have already been ordered to spend a year in preventive detention as the investigation continues.

_ Nationals ace Max Scherzer suffered a broken nose when he took a ball off the face during a bunting drill on Tuesday. The three-time Cy Young Award winner was scheduled to start one of the two games of Washington’s day-night doubleheader against Philadelphia on Wednesday, but his status is still to be determined. Scherzer is 5-5 with a 2.81 ERA.
_ The White Sox have brought up catching prospect Zack Collins from Triple-A Charlotte and placed Welington Castillo on the 10-day injured list with a strained left oblique. The 24-year-old Collins was selected by Chicago with the 10th pick in the 2016 amateur draft out of the University of Miami. He hit .250 with nine homers and 39 RBIs for Charlotte.
_ The Mets have placed pitcher Jeurys Familia (jeh-REES’ fah-MEEL’-yuh) on the 10-day injured list with a bone spur in his right shoulder and optioned pitcher Drew Gagnon (GAHN’-yoh) to Triple-A Syracuse. Familia was shelved one day after giving up three runs while recording only one out in a 12-3 loss to the Braves.
_ The Rangers will retire former infielder Michael Young’s No. 10 jersey number in a ceremony before their Aug. 31 game against Seattle. Young will be the fifth Ranger to have his number retired by the club, and the announcement comes only 10 days after former third baseman Adrian Beltre’s No. 29 number was retired. Young is the franchise’s career leader with 1,823 games played, 2,230 hits, 1,085 runs scored, 415 doubles and 55 triples.
_ The White Sox plan to extend the protective netting all the way to the foul poles at Guaranteed Rate Field. They would become the first major league team to take such a step in the wake of a couple of high-profile fan injuries.
NBA-RAPTORS
UNDATED (AP) _ Police in Canada are looking for a fourth person and haven’t recovered the gun involved in a shooting at Monday’s rally for the NBA champion Raptors that left four people wounded and sent thousands fleeing.
Police arrested three people who are now facing firearms charges for the shooting, but the shell casings at the scene didn’t match two guns seized.
Meanwhile, a lawyer for a deputy involved in an altercation with Raptors president Masai Ujiri (muh-SY’ oo-JEER’-ee) said his client is considering a lawsuit. The attorney says the deputy has a jaw injury after Ujiri made contact with him as he tried to join his team on the court to celebrate their NBA championship.
A sheriff’s spokesman says the deputy was checking court-access credentials after the game Thursday in Oakland when Ujiri shoved the deputy and struck him in the side of head with his arm.
The team has said it was cooperating with the investigation and gathering information on its own.

_ A diversity report shows the NBA still leads men’s professional sports leagues in racial and gender hiring practices. The annual report card from The Institute for Diversity and Ethics in Sport at Central Florida reported almost identical scores from last year. That includes an A-plus for racial hiring, a B for gender hiring and an overall A grade. That was better than Major League Soccer’s B-plus, the NFL’s B and Major League Baseball with a B-minus.

Celtics’ Horford to be unrestricted free agent
BOSTON (AP) _ A person familiar with the decision says Boston Celtics center Al Horford will decline his player option for next season and become an unrestricted free agent. The five-time All-Star signed a four-year, $113 million deal in 2016.
The 33-year-old Horford joins point guard Kyrie Irving, who will also not exercise his option to remain in Boston for the final year of his current contract.
Horford was one of Boston’s steadiest players throughout, averaging 13.9 points and nine rebounds in the postseason.

Lightning re-sign Coburn to $3.4M, 2-year deal
TAMPA, Fla. (AP) _ The Tampa Bay Lightning have re-signed defenseman Braydon Coburn to a two-year, $3.4 million deal.
The 34-year-old had four goals and 19 assists in 74 games last season when he averaged 17:08 of ice time. Coburn took a $2 million annual pay cut from his last contract.
Coburn has 228 points in 924 games with the Atlanta Thrashers, Philadelphia Flyers and Lightning. Tampa Bay acquired him in 2015.

_ The Sharks have cleared cap space by dealing veteran defenseman Justin Braun to the Flyers for one second- and one third-round pick in this weekend’s NHL draft. The move comes after the Sharks re-signed blueliner Erik Karlsson to an eight-year, $92 million package yesterday. The 32-year-old Braun counts $3.8 million against the salary cap this season in the last year of his contract.

Raiders sign Ferrell
UNDATED _ The Oakland Raiders have signed first-round draft pick Clelin Ferrell. The defensive end from Clemson was selected fourth overall by the Raiders in April. A three-year starter and two-time national champion, Ferrell started in all 44 games he played. Ferrell was the ACC Defensive Player of the Year last season.

_ Broncos fans showed up in droves for a public tribute to Pat Bowlen at Broncos Stadium at Mile High. Among the late owner’s memorabilia on display were his famous fur coat and his desk that included a to-do list _ with winning a Super Bowl on it. Bowlen died last week at 75 after a long battle with Alzheimer’s and just two months shy of his enshrinement into the Pro Football Hall of Fame
_ The NFL is teaming up with the NCAA to make football safer. Two of the league’s top medical experts spent two days in Indianapolis sharing data from their research with NCAA officials, college team doctors and trainers. Jeff Miller and Dr. Allen Sills tell The Associated Press they hope it’s the first of many meetings. Until now, their focus has been primarily on concussions. But Miller and Sills are now turning special attention to the prevention and treatment of lower-body injuries.

Up to 70 Russian athletes could face doping charges
MOSCOW (AP) — The Russian anti-doping agency says the number of athletes accused of receiving banned treatments from a doctor could rise to 70.
The agency, known as RUSADA, said last week it would file cases against 33 athletes from numerous sports suspected of receiving banned intravenous infusions.
RUSADA chief executive Yuri Ganus says that is just the “first package” of cases and a planned second package could take the number to 70.
The cases are all linked to a sports academy in central Russia’s Chuvashia region, a major center for track and field.
They come as Russia seeks to have its ban from international track and field lifted in time to field a full team at the world championships in September and October.

BAGHDAD (AP) — A U.S. Navy explosives expert says the limpet mine used on a Japanese-owned oil tanker last week “bears a striking resemblance” to similar Iranian mines. Iran has denied being involved in the attack.
Cmdr. Sean Kido of the U.S. Navy’s 5th Fleet also said on Wednesday that damage done to tanker Kokuka Courageous was “not consistent with an external flying object hitting the ship.”
That contradicts the ship’s owner, which said eyewitnesses aboard saw “flying objects” before the June 13 attack in the Gulf of Oman.
Kido added that Navy investigators have recovered fingerprints and a hand print from the side of the ship after the attack.
Kido made the comment to journalists gathered at the U.S. Navy 5th Fleet base near Fujairah, the United Arab Emirates. Reporters also saw what officials described as evidence recovered from the ship.
GENEVA (AP) — An independent U.N. human rights expert investigating the killing of Saudi journalist Jamal Khashoggi is recommending an investigation into the possible role of Saudi Crown Prince Mohammed bin Salman, citing “credible evidence.”
Agnes Callamard released a 101-page report into the October killing of Khashoggi at the Saudi consulate in Istanbul that lays out dozens of recommendations. It calls on U.N. bodies or Secretary-General Antonio Guterres to “demand” a follow-up criminal investigation.
Callamard noted the “extreme sensitivity” of considering the criminal responsibility of the crown prince, as well as Saud Alqahtani, a senior adviser to the Saudi royal court who has not been charged.
“No conclusion is made as to guilt,” she wrote of the two men. “The only conclusion made is that there is credible evidence meriting further investigation.”
ORLANDO, Fla. (AP) — President Donald Trump has jabbed at the press and poked the eye of the political establishment he ran against in 2016 as he kicked off his reelection campaign.
It was a grievance-filled rally in Florida on Tuesday night that focused more on settling scores than laying out his agenda for a possible second term.
He’s painting a picture of what life would look like if he loses in 2020, accusing his critics of “un-American conduct” and saying Democrats “want to destroy you and they want to destroy our country as we know it.”
The language and finger-pointing makes clear that Trump’s 2020 campaign will probably look a whole lot like his run three years ago.
THE HAGUE, Netherlands (AP) — The mother of one of the victims says at least four suspects are to be tried for murder over the 2014 downing of Malaysia Flight 17.
Silene Fredriksz-Hoogzand, whose son Bryce and his girlfriend Daisy Oehlers were among the dead, expressed relief that five years after the plane was blown out of the sky above conflict-torn eastern Ukraine, someone was being held accountable.
She told reporters that the trial would start on March 9, 2020. Investigators briefed the families Wednesday morning before they were due to give a news conference.

WASHINGTON (AP) — The Trump administration is close to completing one of its biggest rollbacks of environmental rules.
Lawmakers, environmentalists and others say they expect an announcement soon on a replacement for an Obama-era regulation that sought to limit coal-fired plants in the nation’s electrical grid.
Environmental Protection Agency chief Andrew Wheeler plans a major announcement Wednesday, but officials aren’t disclosing the topic.
The so-called Clean Power Plan was one of President Barack Obama’s signature efforts to curb climate-changing emissions.
Critics of the Obama administration say it overstepped its legal authority in issuing the power plant rule. Those opposing the rollback say it will worsen climate change and increase deaths from coal-plant pollution.
