Jamestown (CSi) With the 2020 calendar budgeting process Stutsman County Commissioners need to cut almost $500,000 from the preliminary budget, or implement a 4.23 Mill Levy increase.
The Mill increase would annually, increase county property taxes on residential property valued at $100,000 an estimated $19. For commercial property and agricultural land a hike of $21 per $100,000 value, is estimated.
The numbers could be adjusted pending the final property valuations.

BISMARCK, N.D. (AP) — Another pipeline could soon be carrying more Bakken oil out of North Dakota.
It’s the third announcement of a major pipeline project in the state over the past month. The latest involves the Hiland Crude system. Its operator, Kinder Morgan, is evaluating just how much more capacity it will need based on the level of interest and the volume commitments it secures.
Hiland carries 88,000 barrels of oil each day from McKenzie County to Wyoming. From a hub there, Tallgrass Express transports up to 375,000 barrels per day to three refineries and a terminal in Oklahoma with its Pony Express Pipeline.
Kinder Morgan spokeswoman Katherine Hill tells the Bismarck Tribune Tallgrass may also consider expanding the Pony Express line.
In world and national news…
BENGHAZI, Libya (AP) — A spokesman for the self-styled Libyan National Army is calling for the U.N. to open an investigation into the airstrike on a detention center in Tajoura that killed at least 44 migrants.
Ahmed al-Mesmari denies the LNA targeted the center and said the U.N. should investigate — in cooperation with the LNA — the airstrike and other attacks.
He says other attacks include an airstrike allegedly by Misrata militia on Wednesday south of Tripoli that killed children.
Al-Mesmari says: “This operation is a terrorist operation carried out by the militias. We are targeting legitimate targets in Tripoli.”
TEHRAN, Iran (AP) — Relatives of those killed in the U.S. Navy’s 1988 shootdown of an Iranian passenger jet have thrown flowers into the Strait of Hormuz to mark their deaths.
Iranian state television aired footage Wednesday of mourners in the strait, as armed Iranian Revolutionary Guard fast boats patrolled around them. They tossed gladiolas into the strait as some wept.
The July 3, 1988 downing of Iran Air flight 655 by the U.S. Navy remains one of the moments the Iranian government points to in its decades-long distrust of America. The U.S. Navy’s mistaken missile fire killed 290 people.
This year’s commemoration comes amid heightened tensions with the U.S., after President Donald Trump pulled America from Iran’s nuclear deal. Iran this week broke a low-enriched uranium stockpile limitation set by the deal.
WASHINGTON (AP) — The District of Columbia says it expects the federal government to pay for any damage to roads caused by military tanks and other heavy vehicles brought to city for President Donald Trump’s Fourth of July event.
Kevin Donahue, the city’s deputy mayor for public safety, tells The Associated Press that civil engineers will assess roads and bridges after the holiday to determine if there’s been damage.
Donahue says the city had little choice but to accept the tanks and other heavy equipment despite objections to Trump’s plan by the City Council.
Trump’s planned addition to the usual Fourth of July festivities includes displays of military hardware, flyovers by military aircraft, a Trump speech at the Lincoln Memorial and a longer-than-usual fireworks show.
SAN DIEGO (AP) — Acting U.S. Homeland Security Secretary Kevin McAleenan has called some of the derogatory and sexually explicit posts in a secret Border Patrol Facebook group “disturbing” and “inexcusable.”
In a tweet Wednesday, McAleenan reiterated that an investigation into the page was planned and that “any employee found to have compromised the public’s trust in our law enforcement mission will be held accountable.”
The Facebook group included sexual posts about New York Rep. Alexandria Ocasio-Cortez and insensitive comments about recent deaths of immigrants in custody. Members also questioned the authenticity of a recent photo of a father and daughter who drowned in the Rio Grande.
WASHINGTON (AP) — President Donald Trump is insisting that he is not dropping efforts to include a citizenship question on the upcoming 2020 census, even as the U.S. Census Bureau has started the process of printing the questionnaire without the controversial query.
Trump says in a tweet Wednesday that, “News Reports about the Department of Commerce dropping its quest to put the Citizenship Question on the Census is incorrect or, to state it differently, FAKE!” He says, “We are absolutely moving forward.”
The White House did not immediately respond to questions about what he meant.
The Supreme Court halted the question’s inclusion and Trump administration attorneys notified parties in lawsuits challenging the question they were standing down.
Commerce Secretary Wilbur Ross said in a statement the forms were being printed without the question.
(AP) Boeing says it’s providing $100 million over several years to help families and communities affected by two crashes of its 737 Max plane that killed 346 people.
The company said Wednesday that some of the money will go toward living expenses and to cover hardship suffered by the families of dead passengers.
Boeing faces dozens of lawsuits over the accidents. Relatives of passengers on a Lion Air Max that crashed off the coast of Indonesia agreed to try to settle through mediation, but families of passengers killed in an Ethiopian Airlines crash are waiting until more is known about the accidents.
Preliminary investigations point to the role played by new software that pushed the planes’ noses down. Boeing is updating the software. Max jets have been grounded worldwide since March.
(AP) A Pentagon report says that almost half of female cadets at the U.S. Coast Guard Academy said they were sexually harassed and that about one in eight women reported experiencing unwanted sexual contact.
The anonymous 2018 gender relations survey completed by cadets at the school in New London, Connecticut, shows that 45% of women and 17% of men experienced sexual harassment, up from 36% and 11%, respectively, in 2016.
The report released Wednesday also shows that 12.4% of women said they experienced unwanted sexual contact. That’s up from 8% of women in 2016.
The percentage of men saying they experienced unwanted sexual contact was 3.6%, up from 1% in 2016.
Officials say the increases could at least partially reflect a greater willingness to report misconduct.
The numbers are in line with survey data from the other military academies.
