Beginning Tuesday, July 23, 2019, the north bound lane of 8th Ave NW between 4th St & 5th St NW will be closed.
There will be partial street closures on 4th Street NW from 5th Ave NW to 7th Ave NW.
Construction activity located at the intersection of 4th Ave NW & 3rd St NW will proceed 1 block to the west. Bridge width will be reduced to 26 feet.
This construction work will continue for the next month.
Motorist’s should use extreme caution in this area.
Jamestown (CSi) The Jamestown Arts Center, is offering another Summer Arts Camp, July 29.
On Friday’s Wayne Byers Show on CSi Cable 2, Arts Center, Director, Mindi Schmitz said the topic is all about horses, with “Horsing Around.” Registrations are being taken at the Arts Center.
She added that Kevin Locke will hold a flute making class, on August 1, with anyone successfully making a flute invited to play at the Arts Market at Hansen Art Park, that evening, when Kevin will perform.

WAHPETON, N.D. (AP) — The Richland County sheriff’s office is investigating the death of a man whose body was found in a ditch near Wyndmere in southeastern North Dakota.
Authorities got the call around 2:15 p.m. Saturday. Deputy Steve Gjerdevig says responders found the man’s body next to a UTV off-road vehicle.
The man’s name hasn’t been released. His body was taken to Grand Forks for an autopsy.
GRAND FORKS, N.D. (AP) — Authorities say an 11-year-old girl was behind the wheel when a sport utility vehicle crashed into a house in Grand Forks.
A 7-year-old girl and a man suffered minor injuries.
Police say the crash happened Saturday afternoon. The preliminary investigation shows the Chevrolet Tahoe went over a curb on the 500 block of 4th Avenue South and hit two trees and the house. The driver’s father was in the SUV and was cited for allowing an unqualified operator.
Police say the investigation is ongoing and more charges are possible.
BISMARCK, N.D. (AP) — North Dakota’s Health Department says more than 12,000 gallons of oilfield wastewater has spilled from a pipeline in Williams County, impacting an unknown amount of pastureland.
State environmental scientist Bill Suess (sees) says the pipeline operator, Polar Midstream LLC, reported the produced water spill Thursday.
Produced water is a mixture of saltwater and oil that can contain drilling chemicals. It’s a byproduct of oil and gas development.
Suess says state regulators are investing the spill about 3 miles southwest of Epping. He says some of the spill was contained to a well pad.
Polar Midstream also reported a 21,000-gallon produced water spill on Sunday near Williston. Regulators say some of that spill entered an unnamed tributary to the Missouri River.
BISMARCK, N.D. (AP) — Interest in hemp production is growing in North Dakota.
State officials say they’re seeing the most interest in growing hemp for cannabidiol. CBD is derived from the hemp plant, but unlike its cousin marijuana, it lacks potency. Now CBD, which many say has healing properties, is cropping up in grocery stores, health food stores and even gas stations.
Agriculture Commissioner Doug Goehring says North Dakota has 64 licensed hemp growers, double the number in 2017, the first year hemp growing was permitted in the state.
The Bismarck Tribune reports previously there were no CBD processors in North Dakota, so a farmer would have to transport hemp over state lines, which was illegal. Now, as many as four companies in North Dakota plan to process hemp for CBD this year.
BISMARCK, N.D. (AP) — A man who was injured during protests against the Dakota Access pipeline in January 2017 has filed a lawsuit accusing North Dakota law enforcement of using “excessive violence.”
The lawsuit filed Thursday names Morton County, the city of Bismarck and state Highway Patrol officers.
The complaint says officers fired shotgun beanbag rounds at peaceful, unarmed protesters and that one shattered the orbital wall of Marcus Mitchell’s left eye, wounding his cheekbone and the skin near his eye.
The suit says 24-year-old Mitchell, a Navajo tribal member who lives in New Mexico, underwent treatment but still suffers from vision, hearing and smell problems. He’s seeking unspecified damages.
The Bismarck Tribune reports that representatives for the three entities Mitchell is suing didn’t comment on the lawsuit.
Law enforcement has denied using excessive force against the pipeline protesters.
MANDAN, N.D. (AP) — Investigators believe an apartment building fire that displaced dozens of families in Mandan was accidental, but still haven’t pinpointed a cause of the blaze.
The fire last Sunday destroyed the roof of the 42-unit building. Mandan building official Shawn Ouradnik says that other than the roof, the structure appears to be sound. The property management company, Eagle Eye Management, will to determine if rebuilding is an option.
All tenants made it out of the building safely. Seven firefighters were treated for heat exhaustion while battling the blaze. Ouradnik tells the Bismarck Tribune tenants have since been allowed to retrieve belongings from the building.
CANNONBALL, N.D. (AP) — Standing Rock Sioux tribal members plan to gather at the epicenter of the Dakota Access pipeline protests to show solidarity with Native Hawaiians who oppose the construction of a huge telescope on the Mauna Kea volcano.
Sheridan Seaboy-McNeil told KFGO Radio that Sunday night’s event on a bridge near the Standing Rock Reservation would include prayers and songs in support of Native Hawaiians fighting the $1.6 billion telescope. She says Native Hawaiians stayed in North Dakota for several months during protests against the Dakota Access pipeline. She says it’s now time for Standing Rock to stand with Mauna Kea.
Many Native Hawaiians consider Mauna Kea sacred land. At least 34 people, mostly elders, were arrested in the past week in Hawaii as officials tried to start building the telescope again.

Lowry wins by 6
PORTRUSH, Northern Ireland (AP) _ The silver claret jug is staying on the Emerald Isle after Shane Lowry captured the first British Open to be held in Northern Ireland since 1951.
Lowry endured the worst weather of the tournament, along with the Sunday pressure of a sellout crowd cheering him along to win the final major of the year by six shots at Royal Portrush. The 32-year-old closed with a 1-over 72, the first time since 1996 the Open champion was over par.
Amid rain and strong wind, Lowry began making bogeys in the middle of the round without losing ground as no one from the last 12 groups broke par. Lowry was no worse than three shots ahead all day as he wrapped up his first major championship.
Lowry’s 15-under total was far better than runner-up Tommy Fleetwood, whose double-bogey on 14 left Lowry without a serious challenger.
Brooks Koepka (KEHP’-kuh) just missed becoming the first player to finish in the top three in all four majors during a calendar year. Tony Finau (FEE’-now) finished third at 7 under, one ahead of Koepka and Lee Westwood. Koepka opened with four straight bogeys in a 74.

Twins stay 3 up on Indians
UNDATED (AP) _ The Minnesota Twins squandered a late-inning lead for the second straight day before maintaining their three-game advantage over Cleveland in the American League Central.
Max Kepler capped his four-RBI day by providing a walk-off single to give the Twins a 7-6 win over the Athletics. Ehire Adrianza’s third hit of the game was a triple that brought home the tying run in the ninth before he scored on Kepler’s game-winner.
Kepler and Jorge Polanco hit back-to-back doubles to start the first inning, but Oakland managed to erase a 4-0 deficit before losing for just the seventh time in 28 games.
Josh Phegley hit a two-run homer and added a sacrifice fly that put the A’s ahead, 6-5 in the eighth.
The Indians kept pace by getting a strong performance from Zach Plesac (PLEE’-sak) in a 5-4 victory against the Royals. Plesac was reached for two runs over six innings, allowing an RBI single in the first inning and Jorge Soler’s (soh-LEHRZ’) blast in the third.
Francisco Lindor (lihn-DOHR’) tied it with a two-run blast and Jose Ramirez added a solo shot that put the Indians ahead to stay.
_ Nolan Arenado (ar-eh-NAH’-doh) belted a tiebreaking, two-run double to put Colorado ahead to stay in an 8-4 win against the Yankees. Charlie Blackmon led off the game with a homer and was 4-for-5 to help the Rockies halt a six-game skid. German (hehr-MAHN’) Marquez was reached for just two runs and three hits in seven innings as the Rockies ended the Yankees’ five-game winning streak.
_ Kevin Gausman tossed seven innings of one-run ball as the Braves whipped the Nationals, 7-1 to restore their 6 ½-game lead over Washington in the NL East. Gausman scattered five hits and had eight strikeouts to help Atlanta gain a split of the four-game series. Ronald Acuna (ah-KOON’-yah) Jr. smacked a two-run homer and Josh Donaldson drove in a pair with a single and a solo shot.

_ Michael Brantley drove in three runs with a pair of homers as the Astros beat the Rangers, 5-3 to take a 6 ½-game lead over Oakland in the AL West. _ Tampa Bay’s season-worst losing streak has ended at five games with a 4-2 decision over the White Sox. Blake Snell struck out 10 in six scoreless innings, and batterymate Travis d’Arnaud (dahr-NOH’) hit his first grand slam as the Rays moved nine games behind the AL East-leading Yankees. Snell allowed three hits and two walks while throwing a season-high 109 pitches.
_ Asher Wojciechowski (who-joh-HOW’-skee) took an unlikely no-hitter into the seventh and Trey Mancini homered twice off Andrew Cashner as the Orioles blanked the Red Sox, 5-0 to take a series from Boston for the first time in 11 tries since 2017. Rafael Devers led off the seventh with a double against Wojciechowski, who entered the game with a 6.49 career ERA before allowing just the one hit while fanning a career-high 10 over 7 1/3 innings. Cashner gave up four runs and six hits in six innings to fall to 0-2 since being acquired by the Bosox.
_ Brian Goodwin supplied two of the Angels’ four round-trippers in a 9-3 pounding of the Mariners. Resurgent slugger Albert Pujols (POO’-hohlz) sliced a second-inning solo drive into the right field seats for his 648th career homer. Mike Trout added to his AL-leading totals with his 32nd home run and 79th RBI, hitting a solo shot in the seventh.
_ The Tigers ended a six-game losing streak by beating the Blue Jays, 4-3 on a walk-off homer by Nicholas Castellanos (kas-tee-AH’-nohs) in the 10th inning. Castellanos bailed out Shane Greene after the closer served up a tying, two-run homer to Lourdes Gurriel (gur-ee-EHL’) Jr. in the ninth. Tyler Alexander allowed one run over seven innings, and JaCoby Jones homered as Detroit won for only the eighth time in their last 41 games.
_ The NL Central race is a little tighter after Francisco Mejía (meh-HEE’-uh) homered and Fernando Tatis (tah-TEES’) Jr. drove in three runs to lead the Padres past the division-leading Cubs, 5-1. Mejía and Tatis had two hits apiece for the Padres, who scored three runs in the ninth to secure their second win in nine games. Kyle Hendricks allowed just two runs through seven innings, but the Cubs fell to 7-2 after the All-Star break.
_ Tyler Saladino had his first career grand slam before Mike Moustakas (moos-TAH’-kahs) hit a go-ahead run-scoring single in the eighth inning of the Brewers’ 7-4 victory at Arizona. The Brewers are two games off the NL Central lead after winning for the fifth time in six games. Alex Avila hit his 100th career homer, a two-run shot in the second to put the Diamondbacks up 4-0.
_ The Cardinals’ 3-1 win at Cincinnati pulls St. Louis within 2 ½ games of the Cubs. Yairo (JY’-roh) Munoz celebrated a rare start with a home run and a triple while providing three of the Redbirds’ six hits. Four different Cards stole bases during a two-run second.
_ Walker Buehler struck out 11 over seven innings of the Dodgers’ 9-0 thrashing of the Marlins. Max Muncy, Joc Pederson and A.J. Pollock went deep as the NL West leaders won for the sixth time in nine games since the All-Star break to take a ridiculous 16-game lead. Marlins rookie Jordan Yamamoto lost for the first time in seven major league starts, yielding two homers and five runs over four innings.
_ The Giants beat the Mets in extra innings for the third time in four days as Mike Yastrzemski (ya-STREHM’-skee) homered in the bottom of the 12th to complete San Francisco’s 3-2 victory. The Giants received seven shutout innings of two-hit relief after Michael Conforto and Amed Rosario homered off starter Conner Menez in the second. Buster Posey was 2-for-3 with two runs scored as the Giants moved back to .500.
_ Rhys (rees) Hoskins slammed his 21st home run to give the Phillies a 2-1, 11-inning triumph at Pittsburgh. Drew Smyly made his first start with the Phillies, allowing one run and four hits in six innings. A fan casually walked to home plate in the sixth inning and approached Philadelphia hitter Brad Miller for a handshake before being apprehended.

Baseball Hall grows by 6
UNDATED (AP) _ The Baseball Hall of Fame now includes pitchers Mariano Rivera, Mike Mussina (moo-SEE’-nah), Lee Smith and the late Roy Halladay, along with designated hitters Edgar Martinez and Harold Baines.
The six were inducted at Cooperstown on a sizzling Sunday in upstate New York. Naturally, Rivera closed the ceremony after the all-time saves leader became the first unanimous selection into the Hall.

_ Corey Kluber (KLOO’-bur) threw 30 pitches in a bullpen session Sunday as the right-hander continues his comeback from a broken forearm. Kluber threw off the mound for the second time since being struck on the right arm by a line drive on May 1 against Miami.
_ Brewers All-Star right-hander Brandon Woodruff left his start Sunday against the Diamondbacks in the fourth inning with an abdominal injury. Woodruff grimaced after throwing a second strike to Diamondbacks leadoff hitter Tim Locasto.
_ Mark Reynolds has been cut by the Rockies, two home runs shy of 300 after hitting .170 with four homers and 20 RBIs in limited at-bats. The 13-year veteran was a key member of Colorado’s 2017 wild-card team, hitting 30 homers with 97 RBIs.
_ The Rays have placed center fielder Kevin Kiermaier (KEER’-my-ur) on the 10-day injured list with a sprained left thumb and recalled outfielder Guillermo Heredia from Triple-A Durham. Kiermaier is hopeful he will only miss a couple of weeks.
_ Outfielder Keon Broxton has been designated for assignment by the Orioles after hitting only .204 with four homers and nine RBIs in 37 games for Baltimore. Broxton was obtained from the New York Mets on May 22 for $500,000 in 2019-20 international signing bonus pool allotment.

Harvick gets first Cup win of year
LOUDON, N.H. (AP) _ Kevin Harvick picked up his first NASCAR Cup Series victory of the season by holding off Denny Hamlin at New Hampshire Motor Speedway.
The two made contact coming out of the final turn before Harvick finished just over 0.2 seconds ahead of Hamlin for his 46th series victory and first since last November in Texas.
Driving a backup car after wrecking during a practice lap Friday, Hamlin led 113 laps but couldn’t catch Harvick after pitting on a caution on the 265th lap.
Erik Jones was third, and Ryan Blaney fourth.

Bucs ink top pick
TAMPA, Fla. (AP) _ The Tampa Bay Buccaneers have signed first-round pick Devin White, the fifth overall selection out of LSU.
White was the 2018 Butkus Award winner as the nation’s top college linebacker and was a first-team All-American. He is expected to be an immediate starter at inside linebacker.

Yates takes 15th stage, Alaphilippe keeps yellow jersey
FOIX, France (AP) _ Simon Yates of Britain posted a second stage win with a solo raid during the last Pyrenean trek of the Tour de France.
Yates triumphed in Stage 15, three days after his first stage victory in the southwestern mountain range. Thibaut Pinot crossed the finish line in second place, 33 seconds behind Yates.
Julian Alaphilippe cracked in the final of the four climbs on the program but salvaged his yellow jersey.

SAN JUAN, Puerto Rico (AP) — Puerto Rico is bracing for what many people expect to be one of the biggest protests ever seen in the U.S. territory as irate islanders pledge to drive Gov. Ricardo Rosselló from office.
Hundreds of thousands are expected to take over a busy highway Monday morning to press demands that Rosselló resign over an obscenity-laced leaked online chat the governor had with allies as well as federal corruption charges leveled against his administration.
The anticipated march in the capital of San Juan comes a day after Rosselló announced that he will not quit, but sought to calm the unrest by promising not to seek reelection or continue as head of his pro-statehood political party. That only further angered his critics, who have mounted street demonstrations for more than a week.
WASHINGTON (AP) — House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.
Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel’s 448-page report. Both sides seemed to agree that Mueller’s testimony could be pivotal in shifting public opinion on the question of “holding the president accountable.”
New York Rep. Jerrold Nadler, chairman of the Judiciary Committee said Mueller’s report lays out “very substantial evidence” that Trump is guilty of “high crimes and misdemeanors,” the constitutional standard for impeachment.
HONG KONG (AP) — China’s Foreign Ministry says the behavior of “some radical demonstrators” in Hong Kong “touched the bottom line of the ‘one country, two systems’ principle and must not be tolerated.”
More than 100,000 people marched in Hong Kong on Sunday to call for democratic reforms and an investigation into alleged police brutality. After the march ended, a group of demonstrators threw eggs and black ink at the Liaison Office building, which bears the Chinese national emblem.
At a regular news briefing Monday, Foreign Ministry spokesman Geng Shuang condemned the protesters’ defacement of the office, which represents China’s Communist Party-led central government in Hong Kong.
Geng also warned people in Taiwan against “making irresponsible remarks on hotpot issues, such as Hong Kong affairs, just to make their existence known.”
JERUSALEM (AP) — Israeli work crews have begun demolishing dozens of Palestinian homes in an east Jerusalem neighborhood.
Monday’s demolitions cap a years-long legal battle over the buildings, which straddle the city and the occupied West Bank.
Israel says the buildings were built illegally too close to its West Bank separation barrier. Residents say they have nowhere to build and getting permits to build homes legally is impossible.
The demolitions, which began overnight, have already destroyed several of the more than 20 apartments in the buildings.
The United Nations estimates about 20 people are believed to live in the buildings and some 350 property owners who have not yet moved in will be affected.
JALAZON REFUGEE CAMP, West Bank (AP) — The Israeli military has opened investigations into 24 potentially criminal shootings of Palestinians in the West Bank and Gaza over the past year.
Yet in what critics say is a pattern, none of the cases yielded convictions or indictments, and in most instances, the army hasn’t interviewed key witnesses or retrieved evidence from the field.
B’Tselem, Israel’s leading human rights group, grew so frustrated with the system that in 2016 it halted its decades-long practice of assisting military investigations.
In the last eight years, nearly 200 criminal investigations into the shootings of Palestinians have secured just two convictions, according to B’Tselem.
A high-profile case in which a soldier was caught on video fatally shooting a wounded Palestinian attacker lying on the ground, resulted in a reduced sentence of nine months.
BEIRUT (AP) — Syrian opposition activists say an airstrike on a busy market in a rebel-held town in northwestern Syria has killed at least 16 people.
The Britain-based Syrian Observatory for Human Rights says the airstrike took place in the town of Maaret al-Numan on Monday and also wounded more than 30 people.
The Thiqa news agency, an activist collective in northern Syria, gave a hgher death toll,s aying the strike killed 20 people.
Syrian government forces launched an offensive in Idlib province more than two months ago but have made little progress since. The province is the last major rebel stronghold in the country.
The offensive began in late April and has killed more than 2,000 people and displaced more than 300,000 so far.
