Bismarck (CSi) – Gov. Doug Burgum has directed all government agencies to fly the United States and North Dakota flags at half-staff until sunset Thursday, Aug. 8, and encourages North Dakotans to do the same at their homes and businesses, as a mark of solemn respect for the victims of this weekend’s shootings in El Paso, Texas, and Dayton, Ohio.
The governor’s directive is in accordance with a proclamation issued by President Donald Trump.
Jamestown (CSi) Stutsman County Emergency Manager, Jerry Bergquist says, on Monday, August 5, 2019, local emergency response agencies will be participating in a full-scale training exercise beginning at Jamestown Regional Airport and concluding at Jamestown Regional Medical Center. The exercise is designed to test local emergency operations plans and response capabilities that relate to an aviation incident.
Emergency response agencies will react to an airplane crash scenario where volunteers will act as crash victims with injuries that could possibly be sustained in a real aviation accident. Participating response agencies will test their skills at the scene and some of the actors will be transported to the hospital to continue the simulation.
This is NOT a real event; however, the simulated response will be as realistic as possible.
The exercise will begin at approximately 6:30 pm on Monday evening and will largely take place at Jamestown Regional Airport and Jamestown Regional Medical Center. Emergency response vehicles utilized during the exercise will be staged in the Jamestown High School parking lot before the exercise starts. Emergency vehicles may be responding with lights and sirens but will follow all normal traffic rules.
For the safety of the responders and to lessen traffic congestion, law enforcement will be limiting airport access from 6:30 to 8:30 pm. Only emergency response vehicles, participating personnel, and those individuals with a specific need to be on airport property will be allowed access.
Participating agencies and organizations in this exercise include: Jamestown Regional Airport, Jamestown Regional Medical Center, Jamestown Fire Department, Jamestown Area Ambulance, Jamestown Police Department, Stutsman County Sheriff’s Office, Stutsman County Communications Center, Central Valley Health District, North Dakota Highway Patrol, American Red Cross, Freedom Resource Center, SkyWest Airlines and Stutsman County Emergency Management.
Jamestown (CSi) Jamestown Public Works informs residents that mosquito fogging operations will take place on Monday, August 5, 2019 and Thursday, August 8, 2019 between approximately 9:30 PM (dusk) until approximately 6:00 AM.
Parents are advised to keep children out of the streets and away from the fogging machines.
Motorists are urged to use caution when traveling in the vicinity of the fogging units.
All fogging operations are contingent upon weather conditions.

Valley City (NDHP) On August 2nd, 2019, John Triebold, Kassidy Tibke, and McKenzie Norland were presented the North Dakota Highway Patrol (NDHP) Colonel’s Award of Excellence. The award presentation occurred at the Valley City Police Department. The award was for their heroic actions at a crash scene near Valley City on June 9th, 2019.

On June 9th, 2019, emergency personnel responded to a one vehicle rollover crash on I-94 at Exit 298, about 4 miles east of Valley City. A Ford Dually pickup had rolled while traveling eastbound on I-94. The driver was unrestrained and ejected from the vehicle. The Ford landed on top of the driver, with only the driver’s head and shoulders visible. The truck was crushing the driver’s chest, abdomen and legs. The driver was unresponsive when law enforcement arrived, and he was not breathing.
Shortly after the arrival of law enforcement, Kassidy Tibke, McKenzie Norland and John Triebold arrived on scene. Tibke and Norland were driving past the scene when they stopped to provide assistance. Triebold lived near the crash scene and observed the crash occur. All three sprung into action to assist law enforcement. Triebold quickly ran home and retrieved a telehandler, driving it to the crash scene. Once on scene, the telehandler was used to pick the Ford off the driver, so he could be removed, and medical assistance could be provided. After the driver was removed from under the Ford, Tibke and Norland began to provide CPR. CPR was successful and the driver began to breathe on his own. The driver was transported to Sanford Hospital in Fargo for severe injuries. The driver continues to recover from those injuries today, but is alive thanks to the quick and herioc actions of Triebold, Norland and Tibke.
Trooper Jackson Loeffel was the investigating officer and nominated Tibke, Triebold and Norland for the Colonel’s Award of Excellence. Trooper Loeffel advised “the actions of the three directly contributed to the driver in this crash surviving his life-threatening injuries.” Trooper Loeffel went on to acknowledge “the three were not obligated to provide assistance but chose that day to save another person’s life. Their actions were heroic and worthy of being honored.”
Colonel Brandon Solberg, Superintendent of the NDHP, agreed with Trooper Loeffel’s recommendation and awarded Tibke, Triebold and Norland with the Colonel’s Award of Excellence.
The NDHP Colonel’s Award of Excellence is a coin engraved with an American Bald Eagle, surrounded by the ND Badlands, the Little Missouri River and the profile of Sioux warrior Red Tomahawk. Each coin is original and unique to the state of North Dakota. The award is presented to citizens as a token of the Colonel’s appreciation for the efforts and activities that benefit the NDHP and the state of North Dakota.

Jamestown (CSi) The Annual Block Party in Downtown Jamestown is set for WEDNESDAY August 28, 2019.
On Friday’s Wayne Byers Show on CSi Cable 2, Jamestown Area Chamber of Commerce Executive, Emily Bivens said it was moved from Thursday to Wednesday this year, because the University of Jamestown’s home football opener against Valley City is on the Thursday that week.
She said vendor registrations are being accepted now at the University of Jamestown’s website uj.edu.
The event from 5-p.m., to 8-p.m. welcomes new UJ students who walk down the hill from UJ in their orange shirts, to join community members downtown.
The Community Block Party is a city wide event designed to welcome UJ students to Jamestown, and familiarize them with Jamestown businesses and organizations.
Main street in downtown Jamestown will be blocked off, and booths are setup along the side of the road to give away food, drinks, prizes and information. Some booths will also feature music and games!

Humane Society President Gary Sahr on Friday’s Wayne Byers Show on CSi Cable 2 said Beatrice is a little shy at first, but would make a wonderful pet.
He added that she has been at the shelter longer than the other cats, and is anxious to find a home.

GRAND FORKS, N.D. (Valley News Live) A North Dakota man is facing several charges, including drunk driving, after he crashed his motorcycle into a car in Grand Forks, according to police.
Austin Johnson, 24, of Carrington was transported to Altru Hospital Saturday night but Grand Forks police believe his injures are non-life threatening.
According to the Grand Forks Police Department, Johnson was driving a 2017 Indian Roadmaster eastbound at approximately 10:48 p.m. Saturday when he rear-ended a 2003 Toyota Camry at the intersection of Gateway Dr. and N Washington St.
Police said a preliminary investigation revealed that Matthew Rodriguez, 43, of Grand Forks was stopped at a red light in his Camry when Johnson rear-ended him.
Johnson was thrown from his motorcycle.
Johnson was cited for care required, driving a vehicle other than permitted by class license, and driving under the influence of alcohol, according to police.
FARGO, N.D. (AP) — The Fargo man accused of killing his girlfriend and setting fire to his apartment claims he’s innocent.
Sheldon Davis is expected in court Monday to face formal charges in the death of 52-year-old Denise Marie Anderson. Authorities say she died of traumatic injuries before the fire Thursday.
Davis is in the Cass County Jail where he has talked to several media outlets about the case. Davis says that even if he thought he could get away with it, he wouldn’t want to do it “just for conscience sakes.”
The 44-year-old Davis says he left his apartment early the morning Anderson’s body was found, went to a friend’s house and didn’t find out about the fire and her death until that afternoon. When asked why the friend wouldn’t verify his alibi, Davis blamed the man’s criminal history and alleged drug use.
MONTICELLO, Utah (AP) — Authorities say two Arizona residents and a North Dakota woman are dead after a head-on collision in Utah involving an SUV and a pickup truck.
Utah Highway Patrol officials say the crash occurred Saturday afternoon near Monticello in San Juan County.
They say the truck apparently veered onto the northbound lane of State Route 191 and collided with the SUV towing a boat.
Authorities say a 75-year-old man and 73-year-old woman were the only occupants in the SUV and the two Arizona residents died at the scene.
Their names weren’t immediately available Sunday.
A 68-year-old North Dakota woman was a passenger in the truck and authorities say she also was declared dead at the scene.
The truck’s driver was listed in critical condition after being airlifted to a Colorado hospital.
MANDAN, N.D. (AP) — The Morton County Sheriff’s Office has budgeted for body cameras in its 2020 request to the county commission.
Sheriff Kyle Kirchmeier requested 12 body cameras and video storage — costing about $15,000 — in his $4.5 million budget blueprint.
The Bismarck Tribune reports the costs break down to about $600 per camera plus about $650 per camera, per year for video storage. The camera is worn on the shoulder of the uniform and can be detached on a cord.
Kirchmeier says body cameras would be “another nice tool to have,” and one that would have been handy for officers policing protests of the Dakota Access Pipeline in 2016 and 2017.
On Tuesday, the Morton County Commission approved the preliminary 2020 budget for all departments. The commission next meets Aug. 8.
BISMARCK, N.D. (AP) — A federal appeals court has ruled that North Dakota’s voter identification law is constitutional despite an argument by a group of American Indians who said it unfairly burdens them.
A three-judge panel of 8th U.S. Circuit Court of Appeals sided with the state Wednesday, overturning a lower court ruling.
North Dakota’s law requires voters to show ID with a residential street address, which American Indians have argued is not always evident on reservations.
Members of the Turtle Mountain Band of Chippewa sued the state in 2016, alleging that the ID requirements discriminated against Native Americans. U.S. District Judge Daniel Hovland agreed and issued a temporary restraining order.
An attorney for the band didn’t immediately return a phone call Friday seeking comment.

Jason Castro homered and Eddie Rosario drove in two runs for the Twins.
_ The Cubs completed a big three-game sweep of the Brewers as Jason Heyward drove in three runs and Yu Darvish pitched five effective innings in a 7-2 victory that gives Chicago a 1 ½-game lead over St. Louis in the NL Central. Heyward and Kyle Schwarber homered as the NL Central leaders won for the 11th time in 13 games at Wrigley Field. Christian Yelich (YEH’-lihch) crushed his major league-best 37th homer for Milwaukee, which has dropped four straight and six of seven to fall four games behind the Cubs.
_ Gio Urchela’s (ur-SHEH’-luhz) two-run homer sparked a six-run third off David Price as the Yankees knocked off the Red Sox, 7-4 to complete a four-game sweep. _ Shane Bieber scattered five hits in his major league-leading third complete game of the season as the Indians knocked off the Angels, 6-2 to wrap up a three-game sweep. Jason Kipnis smacked a solo homer and drove in three runs, and Francisco Lindor (lihn-DOHR’) and rookie Oscar Mercado also hit solo shots for Cleveland. The Indians have gone a major league-best 37-15 since June 4, allowing them to shave 7 ½ games off the Twins’ lead.
Shane Greene isn’t exactly winning over a lot of Atlanta Braves fans since coming over from Detroit at the major league trade deadline.
Tucker Barnhart launched a tiebreaking, three-run homer off the new Braves closer in the 10th inning to send the Reds to a 6-4 victory in Atlanta. Greene’s first loss as a Brave came one day after he blew the save in the ninth inning of his team debut, an eventual 5-4 win against Cincinnati.
Ronald Acuña (ah-KOON’-yah) Jr. hit a tying, two-run homer in the ninth off Amir Garrett to complete the Braves’ comeback from a 3-0 deficit before Barnhart belted his first round-tripper since May 25.
The outcome keeps Atlanta seven games ahead of Washington and Philadelphia in the NL East.
Arizona prevented the Nationals from gaining ground by getting a tiebreaking, two-run single from Adam Jones in the seventh inning to give the Diamondbacks a 7-5 victory. Jones finished with four RBIs and Ketel (keh-TEHL’) Marte hit an inside-the-park solo homer that put the DBacks ahead, 4-2. Gerardo Parra and Brian Dozier homered for the Nats, who have dropped four of five.
The Phillies suffered a 10-5 loss to the White Sox as Leury (lay-OOR’-ee) Garcia belted a grand slam and Eloy (EE’-loy) Jiménez added a three-run shot. _ Max Muncy’s fourth hit of the day was a two-run, walk-off double that gave the Dodgers a wild 11-10 win over the Padres. Muncy had a homer and two doubles while driving in three runs. Four Dodgers added two RBIs apiece as the NL West leaders beat San Diego for the third time in four days despite trailing 10-7 in the eighth inning on Sunday.
_ Kyle Freeland earned his first win in nearly four months and Nolan Arenado (ar-eh-NAH’-doh) homered twice to send the Rockies past the Giants, 6-2. Trevor Story went deep for the fifth straight game against San Francisco, tying the longest home run streak against an opponent in Rockies history. Donovan Solano had a pair of home runs off Freeland, who gave up just three other hits over five innings after entering the game with a 2-9 record.
_ The Mets made it nine wins in their last 10 games as Jeff McNeil went 2-for-4 with a two-run homer and four runs scored in a 13-2 thrashing of the Pirates. J.D. Davis homered and drove in three to support Noah Syndergaard (SIHN’-dur-gahrd), who allowed just one run and three hits while going seven innings for the fifth consecutive start. But Robinson Canó (kah-NOH’) strained his left hamstring while rounding first base after going 3-for-3 with an RBI.
_ Justin Verlander picked up his major league-best 15th win by holding the Mariners to a run and three hits while 10 strikeouts over six-plus innings of the Astros’ 3-1 victory. Verlander has won his last five games to help Houston starters go 14-1 in the last 17 contests. The Astros ace took a two-hit shutout into the seventh and exited after Kyle Seager led off with a home run.
_ The Rays matched their longest winning streak of the season as Yonny Chirinos (YAH’-nee chih-REE’-nohs) allowed one run in five innings before leaving with a hand injury in Tampa Bay’s sixth straight victory, 7-2 against the Marlins. Chirinos gave up only two hits but was pulled after 63 pitches due to right middle finger inflammation. Diego Castillo, Colin Poche and Andrew Kittredge finished a six-hitter.
_ Willie Calhoun laced a bases-loaded triple in the seventh inning before the Rangers completed a 9-4 victory and a three-game sweep of the Tigers. Shin-Soo Choo was 3-for-3 with an RBI and three runs scored for Texas. The Rangers’ four-game win streak is their longest since a six-game run in late June.
_ Trey Mancini drove in two runs and the Orioles took advantage of a wild major league debut by Yennsy Diaz to beat the Blue Jays, 6-5. Mancini has 15 RBIs in 13 games against Toronto this season. Diaz issued four walks and allowed two runs and a hit over 2/3s of an inning to allow Baltimore to take a 6-2 lead in the fifth.

_ Twins reliever Sam Dyson has gone on the injured list with right biceps tendinitis. Dyson allowed six runs and six hits in his two appearances with Minnesota, wasting a three-run, ninth-inning lead in a loss at Miami on Thursday.
UNDATED (AP) _ The Cubs are spending time without catcher Willson Contreras, placing him on the injured list with a strained right hamstring suffered while running out a fly ball Saturday against the Brewers. He will undergo an MRI Monday to determine the severity of the injury.
Chicago recalled receiver Taylor Davis to replace the 27-year-old Contreras, who is batting .275 with 19 homers and 57 RBIs in 87 games this season.

_ The Yankees have placed outfielder Aaron Hicks and designated hitter Edwin Encarnacion (ehn-kahr-nah-see-OHN’) on the injured list. Hicks has been diagnosed with a flexor strain in his right elbow after the team initially thought he had a torn ligament that could require season-ending Tommy John surgery. Encarnacion broke his right wrist when he was hit by a pitch during Saturday’s doubleheader sweep against Boston.
_ The Phillies have demoted third baseman Maikel (MY’-kehl) Franco to Triple-A Lehigh Valley. The Phillies made the surprising move Sunday with Franco hitting just .231 with 15 home runs and 47 RBIs in 102 games.
_ Angels pitcher Félix Peña has a torn ACL in his right knee and has been placed on the 10-day injured list. Peña was injured covering first base in the second inning Saturday against Cleveland. Los Angeles also put shortstop Andrelton (AN’-druhl-tuhn) Simmons and right-hander Griffin Canning on the 10-day IL and brought up right-hander Luke Bard, first baseman/pitcher Jared Walsh and infielder Wilfredo Tovar from Salt Lake.
_ Cardinals infielder Matt Carpenter has been activated from the injured list. Carpenter fouled a ball off his right foot against Pittsburgh on July 15 and missed 17 games with a bruise.

Jordy Nelson retiring as Packer
GREEN BAY, Wis. (AP) _ Veteran wide receiver Jordy Nelson is retiring as a member of the Green Bay Packers.
The 34-year-old Nelson played in Green Bay from 2008-2017, winning a Super Bowl with the team before spending last season with the Oakland Raiders.
Nelson had 550 receptions and 69 touchdown catches in his 10 seasons in Green Bay. He made the Pro Bowl in 2014, missed the 2015 season with a knee injury and was named the 2016 Comeback Player of the Year.
He played in 15 games for Oakland last year, finishing with 63 receptions for 739 yards and three TDs.

_ A person with knowledge of the deal confirms to The Associated Press that Patriots quarterback Tom Brady is signing a two-year, $70 million contract extension. The person says the deal includes an $8 million bump in this year’s salary to $23 million. Brady would make $30 million in 2020 and $32 million in 2021, when he’d be 44. Brady had never played out the final year of a contract in his 20-year NFL career.
_ Jaguars pass-rusher Yannick Ngakoue (yah-NEEK’ en-GAH’-kway) has reported to camp following an 11-day holdout. He failed to land a new contract and will play for just over $2 million this season after seeking a $20 million annual salary.
_ Jacksonville has signed former Vikings running back Roc Thomas, who is suspended for the first three games of the regular season for violating the NFL’s substance abuse policy. If he makes the team, he would be eligible to return Sept. 23. Thomas was sentenced to three years of probation in May after pleading guilty to felony marijuana possession.
_ Free agent running back Theo Riddick has signed with the Broncos after his surprise release by the Lions last month. Riddick had 285 catches over six seasons in Detroit and 14 career touchdown receptions.
_ Former Raiders wide receiver Cliff Branch was found dead yesterday in a hotel room in Bullhead City, Arizona. He was 71. Police say an initial investigation suggests he died of natural causes. Branch was one of football’s top deep threats during his 14 NFL seasons in Oakland and Los Angeles. He stands third among Raiders pass catchers with 8,685 yards receiving, trailing Hall of Famers Tim Brown and Fred Biletnikoff (bih-LIHT’-nih-kahf).

Poston gets first PGA win
GREENSBORO, N.C. (AP) _ J.T. Poston has won the Wyndham Championship for his first PGA Tour title, shooting an 8-under 62 for a one-stroke victory over Webb Simpson.
Poston tied Henrik Stenson’s 2-year-old tournament record at 22-under 258. He became the first player since Lee Trevino in 1974 to win a 72-hole stroke-play event on tour without any bogeys or worse.
The native North Carolinian began his round three strokes back and eventually took the lead for good with a birdie on the par-5 15th hole.

MILTON KEYNES, England (AP) _ Japan’s Hinako Shibuno wrapped up her stunning major championship debut by closing with a birdie to earn a one-shot win over American Lizette Salas at the Women’s British Open.
The 20-year-old Japan LPGA Tour rookie birdied five of the final nine holes for a 4-under 68 and 18-under 270 overall.
Jin Young Ko fell short in her bid for a third major title after winning the Evian Championship last week, finishing third following a 66.

WATKINS GLEN, N.Y. (AP) _ It was deja vu for Chase Elliott and Martin Truex Jr. at Watkins Glen on Sunday.
Elliott earned his second straight victory at the course, once again holding off Truex to become the first repeat winner at The Glen since Marcos Ambrose in 2011-12.
It was a two-car race for more than half the 220.5-mile distance and the entire final 40 laps. Elliott started from the pole and led 80 of 90 laps in snapping a long slump.
Denny Hamlin was third, followed by Erik Jones and Ryan Blaney.

BUDAPEST, Hungary (AP) _ Lewis Hamilton overtook Max Verstappen near the end of the Hungarian Grand Prix to earn his 81st Formula One race victory and extend his championship lead.
The Mercedes driver is now only 10 wins behind seven-time F1 champion Michael Schumacher’s record of 91.
Sebastian Vettel finished behind Verstappen in third place for Ferrari ahead of teammate Charles Leclerc and McLaren’s Carlos Sainz Jr.

DAYTON, Ohio (AP) — High school classmates of the gunman who killed nine people Sunday in Dayton, Ohio, say he was suspended for compiling a hit list and a list of girls he wanted to sexually assault.
The accounts from two former classmates emerged after police said there was nothing in the background of 24-year-old Connor Betts that would have prevented him from purchasing the rifle used in the attack.
Both former classmates told The Associated Press that Betts was suspended after a hit list was found in a school bathroom. The former principal generally confirmed that account to the Dayton Daily News. The classmates spoke on condition of anonymity out of concern they might face harassment.
Another classmate, Brad Howard, said he knew Betts for 20 years and called him a nice kid.
CAIRO (AP) — An Associated Press investigation has found that some U.N. aid workers sent to Yemen amid a humanitarian crisis caused by the five-year civil war have been accused of enriching themselves from an outpouring of donated food, medicine and money.
Documents from an internal probe of the World Health Organization uncovered allegations of millions of dollars deposited in staffers’ personal bank accounts, suspicious contracts, and tons of donated medicine diverted or unaccounted for.
The AP has obtained U.N. investigative documents, and interviewed eight aid workers and former government officials.
The upshot: internal auditors are investigating allegations that unqualified people were placed in high-paying jobs, millions of dollars were deposited in staffers’ personal bank accounts, dozens of suspicious contracts were approved without proper paperwork, and tons of medicine and fuel went missing.
NEW YORK (AP) — An online message board accused of hosting extremist content was temporarily inaccessible after its cybersecurity provider cut off support following mass shootings in Texas and Ohio.
The 8chan site returned an error message Monday after midnight California time, when Cloudflare Inc. said it was withdrawing support for what it called a “cesspool of hate.”
Police are investigating commentary posted on 8chan that is believed to have been written by the suspect in a shooting Saturday that killed 20 people in El Paso, Texas.
Lack of security support would leave 8chan open to online attacks that might block access to the site. Its operators said on Twitter that there might be “some downtime” for 24 to 48 hours while they looked for a solution.
HONG KONG (AP) — An official says Hong Kong’s police are fully supported by the government and there is no need to deploy China’s military to cope with increasingly violent anti-government protests.
Senior Superintendent Kong Wing-cheung of the Police Public Relations Branch said Chief Executive Carrie Lam and other Hong Kong officials have stated the same on multiple occasions.
Kong told reporters at a daily briefing Monday that he personally believes there is no chance of a deployment of the People’s Liberation Army.
Speculation of an intervention by China’s military has been fueled in part by a slick publicity video it released last week showing troops firing tear gas and dealing with a mock street demonstration.
Kong said he doesn’t feel the police are being made scapegoats over the violence and are fulfilling their mandate to protect the community and maintain law and order.
Weeks of protests have demanded the dissolution of the legislature, an investigation into police use of force against protesters and full democracy for the semi-autonomous Chinese territory.
