Wahpeton (NDHP) – The North Dakota Highway Patrol reports, one person was killed Wednesday about 7:25 -p.m., in a crash on a rural road about 3 miles south of Wahpeton.
The 44-year-old man was driving north on 182nd Avenue Southeast about a third of a mile south of 84th Street Southeast.
The man’s car left the road, went into the ditch and rolled, coming to a stop on its roof in a cornfield.
The man was thrown out of the car during the crash and was pronounced dead at the scene. His identity has not yet been released.
The crash remains under investigation.

Authorities say the 22-year-old man stole several items from an apartment Wednesday, including car keys. He then took off in a stolen vehicle.

The Moorhead man is being held in the Cass County Jail.
BISMARCK, N.D. (AP) — Two environmental groups who say North Dakota regulators should have intervened in the location of an oil refinery near the state’s top tourist attraction, Theodore Roosevelt National Park, are taking their case to the state Supreme Court.
The Bismarck Tribune says the Public Service Commission last year declined to review whether the refinery could be built just 3 miles (5 kilometers) from the park in the western Badlands. Regulators concluded the refinery would be too small to warrant review under state law.
The Environmental Law and Policy Center and the Dakota Resource Council don’t believe developer Meridian Energy Group is being forthright about the refinery’s size and asked a state judge to force the commission to hold a hearing. The judge sided with commissioners who didn’t want to get involved.
BISMARCK, N.D. (AP) — A new state audit finds Bismarck State College failed to maintain required documentation for granting tenure from July 2017 to June 2018.
State Auditor Joshua Gallion said Wednesday that failing to maintain the documentation to justify granting tenure and the additional benefits that go with it causes second guessing of those decisions.
The audit found the college did not document the letter of application requesting tenure, letters of recommendation from supervisors and peers and career qualifications.
The audit also found that the college was not following travel meal reimbursement policies and failed to follow proper procurement procedures.
The State Auditor’s Office is required to audit or review each state agency once every two years.
BISMARCK, N.D. (AP) — An audit of the North Dakota University System found its information technology arm didn’t seek formal bidding for several contracts totaling about $3.2 million.
State Auditor Joshua Gallion released the audit Tuesday that covered a two-year span ending in June 2018.
Gallion tells the Bismarck Tribune the noncompliant contracts, mostly for software, essentially were renewed after they ended without required rebidding or without university system officials justifying the reason for “sole source” purchases.
Gallion says without formal bids, the University System missed out on competitive pricing and potentially “the best deal.”
University System spokeswoman Billie Jo Lorius says “corrective action” already has been taken “on a good number of the findings, as detailed in the report.”
MINNEAPOLIS (AP) — A fish collected by a North Dakota State University graduate student from a Minnesota lake has been verified as the oldest freshwater fish ever taken.
Radiocarbon dating verified that the female bigmouth buffalo fish taken from Crystal Lake near Pelican Rapids in Otter Tail County last summer was 112. It was one of five bigmouth buffalo that Alec Lackmann found in the area that were more than 100 years old.
The Star Tribune reports Lackmann and his team recently published their findings in the journal Communications Biology.
Bigmouth buffalo resemble carp, so they’re often dismissed as “trash fish.” But Lackmann says buffalo fish play an important role in the aquatic ecosystem. He hopes his work helps changes perceptions and adds to knowledge about how certain animals can live so long.

Towles in 2007.
_ Gio Urshela and Kyle Higashioka each hit two home runs, and the Yankees’ long-ball outburst against the Baltimore Orioles reached historical proportions in a 14-2 blowout that extended New York’s winning streak to eight games. Urshela had a pair of two-run drives, and Higashioka totaled five RBIs with his two shots. New York has a major league-record 52 homers against Baltimore this season.

WASHINGTON (AP) — President Donald Trump has wrapped up his visits to cities reeling from mass shootings that left 31 dead and dozens more wounded. He was greeted by protesters in both cities.
The president and first lady Melania Trump flew to El Paso, Texas, Wednesday afternoon after visiting the Dayton, Ohio, hospital where many of the victims of Sunday’s attack in that city were treated. For most of the day, the president was kept out of view of the reporters traveling with him.
Outside Dayton’s Miami Valley Hospital, at least 200 protesters gathered, blaming Trump’s incendiary rhetoric for inflaming political and racial tensions in the country and demanding action on gun control.
In El Paso, Trump’s motorcade passed protesters holding “Racist Go Home” signs.
WASHINGTON (AP) — More than 200 mayors, including the mayors of El Paso, Texas, and Dayton, Ohio, are urging Senate leaders to call senators back to the Capitol to act on bipartisan gun safety legislation.
The mayors say weekend shootings in El Paso and Dayton that left 31 people dead are “just the latest reminders that our nation can no longer wait for our federal government to take the actions necessary to prevent people who should not have access to firearms from being able to purchase them.”
They urged the Senate to pass two bills expanding background checks for gun sales that passed the House earlier this year.
The letter is signed by El Paso Mayor Dee Margo, Dayton Mayor Nan Whaley and other mayors where mass shootings have occurred.

BEIJING (AP) — China has lowered the trading range for its currency again, showing its potential for use as a trade weapon against Washington, but the exchange rate steadied following declines that alarmed financial markets.
The central bank on Thursday set the starting point for the yuan’s daily trading at 7.0039 to the U.S. dollar — the first time since 2008 that the level was set below the politically sensitive level of seven to the dollar.
The yuan was trading at 7.0435 in mid-afternoon, but that was stronger than the previous day’s level.
Beijing alarmed investors Monday by allowing the yuan to fall to an 11-year low against the dollar.
The central bank has assured companies it will not permit sharp declines to continue and the exchange rate will be kept stable.
