Lt. Steve Fischer, SW Regional NDHP Commander, stated, “This doesn’t mean writing more tickets—it means saving more lives. Through our enforcement efforts of focusing on aggressive behaviors, we remind drivers to share the road, be courteous, patient, and focus on safe driving practices.”
Capt. Bryan Niewind, SE Regional NDHP Commander, commented on the combined

These are all ways take responsibility on the road.”

STANTON, N.D. (AP) — Generations ago, it wasn’t unusual to hear the native languages of Hidatsa and Arikara spoken in North Dakota.
But experts estimate fewer than 65 people in the world today are fluent in Hidatsa and Arikara. After the last fluent Mandan speaker passed away in 2016, tribal elders are now educating future generations to keep what’s left of the languages alive.
KFRY-TV reports that some remaining speakers of those northern plains tribal languages gathered at Knife River Indian Villages National Historic Site in Stanton at a native language summit on Saturday.
The site’s culture resource program manager, Alisha Deegan, says it was a “pretty powerful and wonderful experience.”
The historic site is open year-round.

The statue was presented to the city nearly 70 years ago by the Lions Club.
MILWAUKEE (AP) — Wisconsin continues to top the nation in family farm bankruptcies.
The American Farm Bureau Federation says that July 2018 through June 2019, Wisconsin farmers filed 45 Chapter 12 bankruptcies. Data show the total was five fewer than the previous 12-month period but still No. 1 in the nation.
In Minnesota, bankruptcy filings increased by 11, to 31.
North Dakota had nine filings, up one from the previous period. South Dakota increased by 12, to 13.
The Journal Sentinel reports that with depressed milk prices besetting Wisconsin’s thousands of dairy operations, the state has led the country in farm bankruptcies in recent years.
Ronald Wirtz, regional outreach director of the Federal Reserve Bank of Minneapolis, also has pointed to Wisconsin’s smaller average farm size as a factor.
From July 2018 through June 2019, Wisconsin farmers filed 45 bankruptcies under Chapter 12, a section of the U.S. bankruptcy code that provides financially troubled family farmers with a streamlined path to repay all or part of their debts.
The Wisconsin total was five fewer than the previous 12-month period, according to the Farm Bureau, which used U.S. Courts data to compile the report.
Kansas, meanwhile, saw Chapter 12 filings increase by 13, to 39. In Minnesota, filings increased by 11, to 31.
With depressed milk prices besetting Wisconsin’s thousands of dairy operations, the state has led the country in farm bankruptcies in recent years. Ronald Wirtz, regional outreach director of the Federal Reserve Bank of Minneapolis, also has pointed to Wisconsin’s smaller average farm size as a factor.
Wisconsin also has lots of farms — the 11th highest total in the nation, data from the 2017 U.S. Census of Agriculture shows. Even accounting for the relatively large number of farms here, however, Wisconsin’s farm bankruptcy rate is among the highest in the country.
KANSAS CITY, Mo. (AP) — Critics of new abortion restrictions in Missouri are headed to court to try to block them from taking effect this week.
Attorneys for Planned Parenthood will argue Monday that the law set to take effect Wednesday should be temporarily blocked until the lawsuit is decided. They argue the law is unconstitutional and goes against the landmark 1973 U.S. Supreme Court ruling that legalized abortion nationwide.
The new law bans abortions at or after eight weeks of pregnancy. There are exceptions for medical emergencies for the mother, but there are no exceptions for rape or incest.
Similar laws have been struck down in North Dakota and Iowa.
U.S. District Judge Howard Sachs has two days to decide whether to allow the law to be implemented as scheduled on Wednesday.

BISMARCK, N.D. (AP) — North Dakota’s pronghorn hunting license lottery has been held, and all 1,335 licenses that were made available in 12 units were issued.
Hunters who went after pronghorn in North Dakota last year largely enjoyed success.
The state Game and Fish Department says 81 percent of 976 hunters bagged an animal last year. Most were bucks.
The agency last year made 1,075 licenses available more than doubling the number of pronghorn licenses from the previous year, due to a rebound in the population of the animals that resemble the African antelope.
A string of harsh winters that decimated pronghorn numbers led to hunting being banned from 2010 through 2013 to allow the animals to recover.

BIARRITZ, France (AP) — President Donald Trump says there’s been no resolution on the fate of scores of Islamic State group fighters in U.S. custody.
Trump says he’s raising the issue as he meets with leaders attending the Group of Seven summit in France.
He commented during a one-on-one meeting with German Chancellor Angela Merkel.
The president says it’s unfair for the U.S. to pay to keep these fighters. He says many of them came from Europe — including Germany — and he wants Europe to take them back.
Merkel says her country has already taken in many immigrant families but says the European Union is committed to solving the issue.
Trump also says he hopes not to have to impose tariffs on imports of European autos and auto parts as he has threatened.
BIARRITZ, France (AP) — German Chancellor Angela Merkel is hailing what she describes as a “big step forward” on Iran at the Group of Seven summit.
G-7 leaders held what Merkel describes as a constructive discussion on Iran Saturday night, which was followed by a surprise visit Sunday by Iran’s foreign minister for discussions with the French hosts.
Merkel said Monday: “It is a big step forward that we not only don’t want Iran to have nuclear weapons, but we also (want to) achieve the solution by political means.”
Merkel was pressed on what progress she saw exactly and on whether U.S. President Donald Trump was prepared to accommodate any move toward alleviating sanctions against Iran. She replied: “I can’t say that at the moment. There is an atmosphere here in which talks are welcomed, in which talks between the Europeans and Iran and particularly France and Iran are welcomed — this is happening in coordination with the United States of America, and that is already a lot.”
LOS ANGELES (AP) — Authorities say a Los Angeles County sheriff’s deputy who said he was shot in a station parking lot was lying.
Assistant Sheriff Robin Limon said at a news conference late Saturday that Wednesday’s “reported sniper assault was fabricated” by Angel Reinosa, a 21-year-old deputy.
A department statement on Thursday had said a round hit the top of Reinosa’s shoulder, damaging his uniform shirt but failing to penetrate his flesh.
But Sheriff’s Capt. Kent Wegener says no bullets were recovered from the scene and detectives saw “no visible injuries.” He says Reinosa eventually admitted making up the story and using a knife to cut the two holes in his shirt.
Reinosa has been relieved of his duties and will face a criminal investigation. Wegener says Reinosa didn’t explain a motive.
PORTO VELHO, Brazil (AP) — Brazilian President Jair Bolsonaro has insulted adversaries and allies, disparaged women, blacks and homosexuals, and even praised his country’s 1964-1985 dictatorship. Yet nothing has rallied more anger at home and criticism from abroad than his response to fires raging in parts of the Amazon region.
The far-right populist leader initially dismissed the hundreds of blazes and then questioned whether activist groups might have started the fires in an effort to damage the credibility of his government, which has called for looser environmental regulations in the world’s largest rainforest to spur development.
In response, European leaders threatened to end a trade deal with Brazil and other South American nations. Thousands of people have demonstrated in cities across Brazil and outside Brazilian embassies around the world. #PrayforAmazonia became a worldwide trending topic.
MIAMI (AP) — Forecasters said Tropical Storm Dorian was gathering strength Monday while approaching islands in the eastern Caribbean Sea, and could strike Puerto Rico and its neighbors as a minimal hurricane on Tuesday.
The U.S. National Hurricane Center issued tropical storm warnings for Barbados, St. Lucia, St. Vincent and the Grenadines. A tropical storm watch was issued for Grenada and Martinique.
As of 5 a.m. EDT Monday, the fourth tropical storm of the Atlantic hurricane season was centered about 225 miles (365 kilometers) east-southeast of Barbados and moving west at 14 mph (23 kph). Maximum sustained winds are at 60 mph (85 kph).
HONG KONG (AP) — Lawmakers on each side of Hong Kong’s political divide say the other side bears responsibility after violence during anti-government protests over the weekend.
Pro-government members of the Legislative Council on Monday condemned the violence by protesters who blocked streets, threw gasoline bombs and assaulted police officers.
Pro-democracy legislators said the government and the police need to take responsibility, the former for introducing the extradition legislation that sparked the protests and the latter for selective enforcement of the law targeting government opponents.
Protesters clashed with police, who used tear gas to clear the streets on Saturday and Sunday. The protesters are demanding democratic elections and an independent inquiry into alleged police violence in breaking up demonstrations.
PORTLAND, Maine (AP) — America’s lobster exports to China have fallen off a cliff this year as new retaliatory tariffs shift seafood business north to Canada.
China, a huge and growing customer for the premium seafood item, placed heavy tariffs on U.S. lobsters last July amid rising trade hostilities between the two countries.
Data from the U.S. federal government show America has exported less than 2.2 million pounds (1 million kilograms) of lobster to China this year through June. The country exported nearly 12 million pounds during that period last year.
Meanwhile, business is booming in Canada, where cargo planes are coming to Halifax, Nova Scotia, and Moncton, New Brunswick, to handle a bump in exports. Canadian fishermen catch the same species of lobster as American lobstermen, who are based mostly in Maine.
