Update…

Jamestown  (CSi) )  On Thursday September 5, 2019 at the Stutsman County Sheriff’s Office issued an alert, warning residents in the Windsor and Eldridge area of a wanted individual who fled law enforcement officers.  A  “be on the lookout” was issued to residents in the Windsor and Eldridge area on September 5th.

The Stutsman County Sheriff’s Office then reported, a Wednesday evening pursuit for the man ended in his arrest at a Jamestown hotel Thursday.

The pursuit began overnight in the Windsor area for 30 year old Quentin Miller, wanted on warrants from Florida. His  vehicle became stuck in a pasture near Exit 248 Wednesday night. When officers approached the vehicle on Thursday, they found it abandoned. Officers later learned the man had caught a ride into Jamestown, and he and taken into custody at My Place Hotel without incident.

Miller is facing charges of felony auto theft from Florida as well as Driving Under Suspension, Fleeing a Police Officer, Possession of a Controlled Substance (Cocaine), Possession of Drug Paraphernalia (scale) and reckless driving. He’s currently being held on $500 bond.

Jamestown  (CSi) Authorities also continue their search in the Windsor area that began Monday for a man described as mentally unstable.

The search is for 20 year old  Gage Laper, of Lakeland, Minnesota,  a white male, 5 foot 7 inches tall, weighing 125 pounds. He was last seen wearing a tie-dyed shirt, jeans and a black jacket with a floral pattern.

On Wednesday  this week, Laper’s  cellphone was found along a fence line in the search area.

Efforts Thursday included an aerial search utilizing a drone and five officers on UTVs searching through the area.

Valley City  (CSi)  Law enforcement with assistance on Thursday continued the search for Mark Davies.

Officials say the searched area was north of Kathryn, North Dakota.

Property owners area asked to check their buildings and that hunters should be aware of  possibly see him.

Davies has been missing and was last seen on August 23, in Kathryn.

Valley City Police Chief Phil Hatcher says  the search includes possibly locating any electronic information through banking and cell phone use.  Davies name is also entered into several national databases and so for there have been no “hits”.

Chief Hatcher previously said, his disappearance is suspicious, because family members told police Davie’s is always with his dog.  However, this time he left his home without his dog.

Anyone with information is asked to call Valley City Police at 701-845-3110.

 

Update…

Valley City  (CSi)  On Thursday, at the Barnes County Courthouse in Valley City, Cornelious Edward Johnson entered guilty pleas at a change of plea court hearing. Johnson entered guilty pleas on two felony counts of attempted murder and one count of felony robbery in the November 21 2018 shooting in Valley City.

The attempted murder charges carry a maximum sentence of 20 years in prison.  The felony robbery charge carries a maximum sentence of 10 years in prison.

Southeast District Judge Jay Schmitz ordered a pre-sentence investigation and set  the sentencing for October 24, 2019 at 9-a.m. at the Barnes County Courthouse.

The 22 year-old Johnson fled North Dakota after the shooting in Valley City. On January 30th of 2019 U.S. Marshals arrested him in Maricopa County Arizona.

Meanwhile, the 20 year-old male victim shot once in the upper body continues to make a full recovery.

Jamestown  (CSi)  The Jamestown Public School Board and  Administration, have come to terms on a new two year contract.

The agreement includes a salary increases of two percent the first year and five percent in the second year.

The administration contract includes principals and the technology adviser.  The superintendent and business manager positions are negotiated separately.

The school board has raised salaries for support staff  district-wide by $1 an hour, a $1.50 for a staff member with over 11 years of experience.

The Support Staff includes teacher aides, custodians and cafeteria cooks.

The school board continues in negotiations with the Jamestown Education Association for a two-year contract for teachers.

The next negotiation meeting is Tuesday, Sept. 17.

Jamestown  (CSi)  The Annual Freedom Walk on Wednesday September 11, will begin at Zonta Park in Jamestown, starting at 5:15-p.m., and go to the All Vets Club on 1st Street East in Jamestown.

Walkers will head south from Zonta Park to Jamestown Middle School and then to the All Vets Club.

At Zonta Park their will be a presentation before the walk.

At the All Vets Club, a talk will be given by Jamestown Mayor, Dwaine Heinrich, followed by a light lunch, at no cost.

The community is invited to participate in all events.

Valley City  (CSi)  The Barnes County, Veterans Service Office in Cooperation with North Dakota Game & Fish announces the 2019 Camp Grafton Disabled Veteran Hunt will be on Monday November 19, and Tuesday November 19 at Camp Grafton.  The Hunt is for veterans who are 50 percent disabled, or greater.

Bismarck (NDDHS)   The North Dakota Department of Human Services’ Field Services team is focused on providing the right level of behavioral health services and support to North Dakotans living with serious mental illness and substance use disorders, allowing individuals to stay in their communities and homes. As part of this effort, South Central Human Service Center in Jamestown will be expanding outreach services and redesigning transitional living services to better meet area residents’ needs.

This fall, South Central is partnering with Progress Inc. to consolidate the center’s transitional living services in Jamestown from two facilities and programs into one. This change will allow the regional human service center to devote more staff resources to directly serve clients living independently in the community, while retaining transitional living program services for individuals who do not need psychiatric inpatient care, but who may benefit from structured residential and support services as they progress in their recovery.

By Oct. 1, the center will no longer directly operate or staff its partially-full, 12-bed transitional living program called Cottage Lane. Progress Inc. intends to close its Bridgepoint Transitional Living Home and will instead assume the operation and staffing of a consolidated 15-bed transitional living program at the former Cottage Lane site.

 

Commenting on the upcoming changes, South Central Human Service Center Director Dan Cramer said, “We continually evaluate community needs. We have significantly more transitional living beds in the local community than people who need that level of care. Our goal at South Central is to make it possible for more individuals with behavioral health needs to live successfully and independently in their communities. This change supports that goal, sustains important services, and does not eliminate the jobs of valued employees.”

 

“Our employees have done great work at our Cottage Lane transitional living facility. Those behavioral health team members will now be serving North Dakotans already living in their own apartments and homes in our region. It is a role change. We’ve talked about making changes for a while. Instead of going to one place to work with the same small group of clients, they will work in the community, serving assigned clients to help them reach their unique recovery goals,” he said.

 

Cramer said the agencies are working to minimize the impact on clients and team members. Five Bridgepoint residents will soon be transitioned to the Cottage Lane site, and a couple of Cottage Lane residents will be transitioning into a basic care setting to meet their emerging medical and personal care support needs.

 

Contracted caregivers at Progress Inc.’s Bridgepoint site will begin staffing the Cottage Lane site and have already begun shadowing South Central employees to get to know the Cottage Lane clients.

 

Seven full-time and three temporary state employees currently working at Cottage Lane will be reassigned by South Central Human Service Center to its main office in Jamestown to provide outreach-based services to area residents.

 

By realigning services, Cramer said, the center will be able to increase outpatient services and outreach for individuals with serious mental illness in the Jamestown region, which could reduce the need for a higher level of care such as crisis services or hospitalization. The transitional living program will continue to help people transition to community living.

 

“The Progress Inc. team does a great job of providing psychosocial rehabilitation and skill development services and support. They have helped many individuals transition from residential care to live successfully in the community,” he said.

 

Transitional living services allow people diagnosed with serious mental illness who may also have a co-occurring substance use disorder to gain self-care skills in a supportive recovery-focused residential setting. Program clients typically also receive treatment and recovery support services at a regional human service center. Within 12-18 months, most clients are equipped with the knowledge, skills and ongoing behavioral health services and support they need to live independently in the community.

 

During this interim, the North Dakota Department of Human Services, in collaboration with Human Service Research Institute, will be working to identify the state’s capacity to meet psychiatric inpatient care needs and other levels of behavioral health care needs.

 

MANDAN, N.D. (AP) — Mandan police say a woman has been struck and killed in the parking lot of an apartment building.

Authorities say a 74-year-old driver was backing up his vehicle when he struck and ran over a 79-year-old Mandan woman who walking across the lot about 7:30 p.m. Thursday.

She was taken to the hospital and later died of her injuries.

The North Dakota Highway Patrol is assisting with the investigation.

FARGO, N.D. (AP) — A Fargo woman is accused of trespassing at a local school and assaulting a police officer who tried to get her to leave.

The 42-year-old woman was arrested Thursday outside Shanley High School and Sullivan Middle School in Fargo. Police say officers were called to the school on a report of a woman who was looking for her children. She was told to leave, but returned to the school and began fighting with officers, striking one of them.

The school restricted students’ movement during the incident.

 

WILLISTON, N.D. (AP) — The girlfriend of a man charged with murder in Williston has some legal troubles of her own.

KEYZ reports 35-year-old Jennella Roberson is accused of lying to police about her boyfriend, Reginald Toussaint. He’s charged with felony murder in the shooting death of 49-year-old Cedar Pineda at the Days Inn last week.

Investigators say Roberson told them she had not seen or talked to Toussaint in about a week, then later said she had been at the hotel but left before Pineda was killed.

Roberson was ordered held on a $10,000 bond Wednesday.

 

GRAND FORKS, N.D. (AP) — Wildlife officials say a moose that wandered onto the University of North Dakota campus should not have been drugged.

North Dakota Game and Fish Department wildlife chief Jeb Williams says his agency did not recommend immobilization and relocation because of the possible health hazard to humans who might eat the moose.

The moose found its way into a football stadium Tuesday morning. It was tranquilized by campus police and officials from a North Dakota zoo and moved out of town.

Williams says the technique is popular with the public, but not a responsible solution. He says the withdrawal time for the anesthetic and antibiotics will extend into the archery hunting season. Twenty moose licenses have been issued for the area.

UND police Lt. Danny Weigel says campus police believed after consulting with wildlife professionals that tranquilizing and relocating the moose was the best option.

Officials say, this decision was not taken lightly.

PIERRE, S.D. (AP) — Wildlife officials went digging to find the good news after South Dakota’s annual pheasant brood survey showed a 17% decrease from last year, due mainly to an abundance of rain and snow in one of the premier bird hunting states.

The Game, Fish and Parks Department report shows the pheasant-per-mile count down 43% from the 10-year average.

However, Pheasants Forever State Coordinator Matt Morlock points out several potential hot spots in the report and says South Dakota “is still the No. 1 place in the world to go.” Minnesota and Wisconsin are historically the top states for non-resident hunting licenses in South Dakota.

North Dakota, considered a top five state for pheasants, has dropped off in recent years but for different reasons. It has been hampered by drought and declining habitat.

CHICAGO (AP) _ The 100th NFL season has opened with a victory for the Green Bay Packers.

Aaron Rodgers hit Jimmy Graham in the second quarter for the game’s only touchdown as the Packers tripped the Bears, 10-3 in Chicago. Rodgers at times looked uncomfortable in the attack designed by new coach Matt LaFleur. The two-time MVP was 18 of 30 for just 203 yards, including his eight-yard scoring strike to Graham.

Both Rodgers and Bears quarterback Mitchell Trubisky were sacked five times as defense ruled the evening at Soldier Field. The Packers logged just 213 total net yards, while Chicago had 254. The Bears failed to score after Eddy Pineiro drilled a 38-yard field goal late in the first quarter.

Former Bears safety Adrian Amos sealed the outcome by picking off an end-zone pass into double coverage with 1:58 remaining, the only turnover of the night.

Antonio Brown not with Raiders amid reports of suspension

UNDATED (AP) _ Star receiver Antonio Brown is not with the Oakland Raiders four days before the season opener amid reports he could be suspended over a confrontation with general manager Mike Mayock.

Mayock said at the beginning of practice Thursday that Brown wasn’t at the Raiders facility and won’t be practicing a day after Brown posted a letter from the GM on social media detailing nearly $54,000 in fines for missing a practice and walkthrough.

ESPN reported earlier Thursday that the two had a confrontation over the posting of the letter and that the Raiders plan to suspend Brown. Teams have the right under the collective bargaining agreement to suspend players up to four games for conduct detrimental to the team. A suspension would also void the more than $29 million in guarantees over the next two seasons contained in Brown’s contract with the Raiders.

_ Rams tight end Tyler Higbee has agreed to a four-year contract extension that runs through the 2023 season. Higbee hasn’t missed a game since being taken in the fourth round of the 2016 NFL draft.

_ Odell Beckham Jr. says he’s still not at full speed because of a hip injury. The Browns’ star wide receiver was kept out of the four preseason games to manage the unspecified ailment.

UNDATED (AP) _The Twins were able to celebrate a 2-1 win over the Red Sox after left fielder Eddie Rosario threw out Rafael Devers (DEH’-vurz) at home plate for the final out. Pinch-hitter Willians Astudillo (as-too-DEE’-uh) drove in the go-ahead run in the seventh inning with just the second hit of the night for Minnesota. The Twins took two of three in Boston and wrapped up an 8-2 road trip that puts them atop the AL Central by 6 ½ games over Cleveland.

_ The Indians lost for the fifth time in seven games as Reynaldo López fired a one-hitter in the Chicago White Sox’s 7-1 win at Cleveland. López struck out 11, retired his final 16 batters and threw 109 pitches in his first career complete game in 75 starts. Welington Castillo hit a two-run homer in the second off Zach Plesac (PLEE’-sak), who was tagged for six runs over five-plus innings.

 

 

The St. Louis Cardinals have protected their 2 ½-game lead over the Chicago Cubs in the NL Central by finishing 6-2 on their homestand.

Dakota Hudson pitched six innings of one-hit ball as the Cardinals blew out the Giants, 10-0. Hudson also collected his first big league RBIs with a two-run single as part of the Redbirds’ 12-hit attack.

Paul DeJong (deh-YUHNG’) hit an early two-run homer, and Paul Goldschmidt singled and scored twice in the Cards’ sixth win in seven games.

The Cubs kept pace as Kyle Schwarber’s grand slam highlighted a five-run sixth that led them to a 10-5 win at Milwaukee. Anthony Rizzo had three RBIs, including a sacrifice fly that broke a 4-4 tie in the sixth. Willson Contreras was 4-for-5 with two RBIs and two runs scored in Chicago’s third straight victory.

_ Neil Walker was 2-for-4 with a homer and three RBIs against his original team as the Marlins spotted the Pirates a 5-1, first-inning lead before earning a 10-7 victory at Pittsburgh. Marlins hurler Brian Moran became the first player in major league history to make his debut while facing his brother on the mound, striking out younger sibling Colin. _ The Astros erased a huge deficit and a small one in extra innings before Michael Brantley unloaded a two-run homer in the 13th to give Houston an 11-9 triumph over the Mariners. Houston rookie Kyle Tucker hit his first major league homer in the sixth and tied the score 9-all in the 12th with an RBI single. Josh Reddick also went deep for the AL West leaders, who were down 7-0 in the second.

_ Austin Meadows’ 27th home run of the season gave the Rays a 5-4 lead in a 6-4 victory over the Blue Jays. Meadows also hit an RBI double in the eighth to help Tampa Bay stay a half-game ahead of Oakland for the first AL wild card. Toronto rookie Bo Bichette (boh-SHEHT’) had his second multi-homer game since his recall this summer.

_ The Athletics trailed 6-1 before erupting for seven runs in the seventh inning of a 10-6 comeback over the Angels. Josh Phegley started the comeback with a two-run home run and Robbie Grossman slapped a two-run triple over the head of outfielder Mike Trout later in the seventh. Jurickson Profar (JUR-ihk-suhn PROH’-fahr) drove in three runs and Marcus Semien had four hits as Oakland moved one game ahead of Cleveland for the second AL wild card.

 

_ Brandon Dixon, Dawel Lugo and Jordy Mercer smacked fourth-inning homers while the Tigers were erasing a 3-0 deficit in a 6-4 win at Kansas City. Harold Castro started the comeback with an RBI single in the third before Dixon and Lugo went deep on consecutive pitches the following inning. Detroit stopped a four-game losing streak and improved to 41-97, still the worst record in the majors.

_ Rookie Kolby Allard won his third straight start by limiting the Orioles to one run on eight hits over 6 1/3 innings of the Rangers’ 3-1 verdict at Baltimore. Nick Solak slammed a go-ahead, two-run homer off John Means in the seventh to help Allard improve to 4-0 since being acquired from Atlanta. Means retired 10 in a row until Elvis Andrus (AN’-droos) led off the seventh with a single and scored on Solak’s second big league homer.

Astros’ Sanchez to have season-ending surgery

UNDATED (AP) — Astros right-hander Aaron Sanchez will have season-ending surgery on his throwing shoulder.

Sanchez hasn’t pitched since Aug. 20 because of what the team said was a sore right pectoral muscle. The team had expected him to return this season, but general manager Jeff Luhnow said Thursday morning that he would have the unspecified procedure on his right shoulder next week and wouldn’t return this year.

Meanwhile, outfielder George Springer has been diagnosed with a mild concussion and will miss a few games. Springer was carted off the field on Tuesday after his head hit the wall after he made a catch against the Brewers.

_ Bench coach Joe McEwing will manage the White Sox against the Angels this weekend. Skipper is slated for right rotator cuff surgery on Friday and plans to return to the dugout early next week.

_ Rays left-hander Blake Snell is scheduled to make his first rehab start Saturday in a playoff game with Triple-A Durham. Last year’s AL Cy Young Award winner has been out since July 22 because of bone chips in his throwing elbow that required surgery.

_ Cubs closer Craig Kimbrel was put on the injured list with elbow inflammation ahead of a big series against the Brewers. Kimbrel hasn’t pitched since allowing a three-run home run to Milwaukee’s Christian Yelich (YEH’-lihch) in a 4-0 loss Sunday.

Williams advances to U.S. Open final

NEW YORK (AP) _ Serena Williams is once again on the verge of her record-tying 24th Grand Slam title.

The eighth-seeded Williams rolled to a 6-3, 6-1 win over fifth seed Elina Svitolina (svih-toh-LEE’-nah) to advance to the U.S. Open final.

Williams pulled out a 12-point game while serving to start the match and then broke on the 18th point of the second game en route to a 3-0 lead. The second set got away from Svitolina when Williams broke in the second game.

The 37-year-old Williams is seeking her seventh U.S. Open crown, but she has dropped her last three Grand Slam finals.

No. 15 Bianca Andreescu (an-dree-EHS’-koo) is Williams’ next opponent after reaching her first major title match in only her fourth appearance at a Slam. The Canadian ousted No. 13 Belinda Bencic of Switzerland, 7-6, 7-5 to become the first player to get this far in her debut in New York since Venus Williams was the runner-up in 1997.

 

NHL-LABOR TALKS

NHL contract talks resume Friday

CHICAGO (AP) _ The NHL and NHL Players’ Association will meet again Friday in New York to continue collective bargaining negotiations.

Players have until Sept. 15 to decide whether to terminate the current collective bargaining agreement effective a year from now. Owners had the same option and chose not to end it, citing the health of the league and the momentum from a period of labor peace.

Unlike previous negotiations where Commissioner Gary Bettman said there was a need for fundamental changes, the issues this time appear more manageable.

West honored at White House

WASHINGTON (AP) _ Los Angeles Lakers Hall of Fame guard Jerry West has received the Presidential Medal of Freedom during a White House ceremony.

The 81-year-old West noted his humble beginnings growing up in West Virginia and where sports has taken him. He said, “It never ceases to amaze me the places you can go in this world chasing a basketball.”

Dustin Johnson undergoes knee surgery

FORT LAUDERDALE, Fla. (AP) _ Golfer Dustin Johnson has undergone arthroscopic surgery to repair cartilage damage in his left knee and is expected to return this fall.

His manager says the procedure was considered routine and likened it to the surgery on Johnson’s right knee at the end of 2011.

Johnson is expected to be playing again before the Hero World Challenge in the Bahamas and the Presidents Cup in Melbourne in early December.

Finally, an easy one: US rolls by Japan 98-45 at World Cup

SHANGHAI (AP) _ Jaylen Brown scored 20 points and Kemba Walker as the U.S. World Cup men’s basketball team finally got to enjoy an easy night, rolling past Japan 98-45 in the Group E finale. The Americans are bidding for an unprecedented third consecutive World Cup title.

Next up for the Americans are NBA MVP Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh) and Greece on Saturday in Shenzhen.

 

In world and national news…

WILMINGTON, N.C. (AP) — Hurricane Dorian continues to scrape the North Carolina coast just offshore, with the worst weather hitting the Outer Banks.

The storm’s strong winds and heavy rains early Friday knocked out power to about 194,000 homes and businesses in North Carolina.

PowerOutage.US reports 160,000 outages remain in South Carolina after Dorian scraped that state’s coast Thursday.

Authorities haven’t reported any major damage, but were waiting for daylight to make a more comprehensive assessment.

The center of the storm has remained off the North Carolina coast. A weather station on Cape Lookout recorded winds of 75 mph (121 kph) as the eye of Dorian passes less than 10 miles (16 kilometers) away.

 

 

(AP)  The Dallas Opera has canceled a 2020 Placido Domingo event due to harassment and groping allegations against the opera superstar.

The opera said Thursday the gala had been set for March 11 but was taken off the calendar due to “ongoing developments regarding allegations made against” Domingo.

Eleven women have come forward in an AP story published Thursday with new allegations of sexual misconduct against Domingo.

In a statement, Domingo’s spokeswoman said the new allegations were riddled with inconsistencies, but she provided no specifics.

Spokeswoman Nancy Seltzer did not immediately respond to an email about the Dallas Opera’s performance cancellation.

Nine women previously told The Associated Press that they had been harassed by the star.

 

 

EYEMOUTH, Scotland (AP) — In their drive to uncouple Britain from the European Union, pro-Brexit campaigners have turned fishing into one of their battlegrounds.

But while some seafood industry workers want out of the EU, others are alarmed at the prospect of losing frictionless access to EU consumers.

Seafood harvested from Scottish waters must be whisked quickly to EU markets to stay fresh, but Brexit could create problems. A holdup on the long, usually obstacle-free journey, even of just half a day, can be fatal for the fragile critters, turning prized seafood into worthless waste.

On Friday, Prime Minister Boris Johnson visited a fish market in Scotland to meet with people in the industry after bruising week in Parliament where he is struggling to keep his Brexit plans on track.

 

 

MIAMI (AP) — An American Airlines mechanic is accused of sabotaging a flight over stalled union contract negotiations.

Citing a criminal complaint affidavit filed in federal court, The Miami Herald reports Abdul-Majeed Marouf Ahmed Alani was arrested Thursday on the sabotage charge and is accused of disabling the flight’s navigation system.

The July 17 flight from Miami International Airport to Nassau in the Bahamas was aborted when the tampering caused an error alert.

Alani told authorities he didn’t want to harm the aircraft or the 150 people aboard, but instead intended to cause a delay or cancellation “in anticipation of obtaining overtime work.”

Alani said the monthslong dispute between American Airlines and the 12,000-employee mechanics’ union had affected him financially.

In a statement, the airline said it is “taking this matter very seriously.”

 

 

HARARE, Zimbabwe (AP) — The former president of Congo, Joseph Kabila, has paid homage to Robert Mugabe, the longtime former leader of Zimbabwe who died on Friday.

Kabila said: “The entire continent has just lost one of the great panafricanists, the lineage of the heroes of the struggle for independence.”

Congo and Zimbabwe once enjoyed very close ties, and Mugabe provided critical military support to the government of Kabila’s father, Laurent Kabila, in 1998, when Rwandan troops were at the doorstep of Congo’s capital Kinshasa.

In his statement, Kabila said: “We will forever remember the worthy son of Africa, who flew to the rescue of our country, then a victim of external aggression.”
