Omaha  (USACE)  — The U.S. Army Corps of Engineers increased the releases from Pipestem Dam Friday to 800 cubic feet per second after evaluating channel conditions through the city of Jamestown..

Additional precipitation continues to increase reservoir runoff forecasts.  The Corps is planning to step up releases from Jamestown Dam from 600 cfs to a total of 1,000 cfs by Monday.  Jamestown is making the necessary preparations for this increase and downstream channel capacity will continue to be closely monitored.

Basin conditions will be continuously evaluated and adjustments to the releases will be made as needed.  High river flows continue downstream of Jamestown into South Dakota on the James River, and conditions on the entire James River basin are considered in determining project releases.  The target date for evacuation of flood control storage from Pipestem and Jamestown reservoirs is November 1.

The Corps of Engineers is coordinating with the Bureau of Reclamation and the City of Jamestown.  Combined releases could increase if basin conditions warrant.

MLB PLAYOFFS-ALCS

HOUSTON (AP) _ It took 11 innings, but the Houston Astros were able to even the American League Championship Series at a game apiece.

Carlos Correa (koh-RAY’-ah) delivered a walk-off, solo homer off J.A. Happ in the 11th inning to give the Astros a 3-2 triumph over the New York Yankees. It was just Houston’s second hit since George Springer tied the game with a solo blast in the fifth inning off Adam Ottavino (ah-tah-VEE’-noh).

Correa also opened the scoring with an RBI double in the second inning off Yankees starter James Paxton, who lasted just 2 1/3 innings. The lead held up until Justin Verlander surrendered his first hit of the night, a two-run homer by Aaron Judge in the fourth.

Dead-ball October

ST. LOUIS (AP) _ Cardinals manager Mike Shildt and St. Louis’ analytics department are wondering what happened to the juiced baseball.

Shildt says the team’s front office has found the ball is flying 4 ½ fewer feet on average in the postseason, raising more questions about the makeup of the baseballs after hitters clubbed a record 6,776 home runs in the regular season — a rise attributed to unusually far-flying balls.

The numbers don’t leave much doubt, says data journalist Rob Arthur. He was among the first to suggest tweaks to the ball may have caused home runs to spike as early as 2015, and he thinks something is off with this year’s October model, too. Arthur published a story Thursday at Baseball Prospectus showing projected home runs were down 50% through Wednesday’s games compared to what would have been expected in the 2019 scoring environment.

Major League Baseball released a statement Thursday claiming the balls haven’t changed since the regular season.

In world and national news…

BEIRUT (AP) — The Kremlin says Russia and Turkey have been in close contact about the Turkish offensive in northern Syria.

Kremlin spokesman Dmitry Peskov told reporters Monday that Russian and Turkish officials have remained in close contact.

Moscow has taken a careful stance on the Turkish operation, emphasizing the need to respect Syria’s territorial integrity but also noting Turkey’s right to secure its border.

Turkish President Recep Tayyip Erdogan called Russian President Vladimir Putin just before launching the attack Thursday.

Asked if there is a danger of a clash between Russian and Turkish forces in Syria, Peskov said “we don’t want to even think about that,” adding that there is a link between the two militaries to prevent any incidents. He wouldn’t comment on the Syrian army’s move north against Turkish forces.

WASHINGTON (AP) — The United States appears to be heading toward a full military withdrawal from Syria amid growing chaos , cries of betrayal and signs that Turkey’s invasion could fuel a broader war.

Defense Secretary Mark Esper said Sunday that President Donald Trump had directed U.S. troops in northern Syria to begin pulling out “as safely and quickly as possible.” He did not say Trump ordered troops to leave Syria, but that seemed like the next step in a combat zone growing more unstable by the hour.

Esper, interviewed on two TV news shows, said the administration was considering its options.

WASHINGTON (AP) — A U.S. ambassador is expected to tell Congress that his text message reassuring another envoy that there was no quid pro quo in their interactions with Ukraine was based solely on what President Donald Trump told him. That’s according to a person familiar with his coming testimony in the impeachment probe.

Gordon Sondland, Trump’s hand-picked ambassador to the European Union, is among administration officials being subpoenaed to appear on Capitol Hill this week against the wishes of the White House. It’s the latest test between the legislative and executive branches of government, as the impeachment inquiry by House Democrats deepens.

On Monday, the House panels leading the investigation expect to hear from Fiona Hill, a former top Russia expert at the National Security Council.

TOKYO (AP) — Rescue crew are digging through mudslides and searching near flooded rivers for missing people after a typhoon caused serious damage in central and northern Japan, leaving as many as 35 people dead.

Typhoon Hagibis, which hit Japan’s main island on Saturday, unleashed torrents of rain and strong winds that left thousands of homes flooded, damaged or without power. Kyodo News service reported Monday the typhoon killed 35 people, and 17 people were missing.

Authorities warned of more mudslides with rain forecast for the area.

Some muddy waters in streets, fields and residential areas had subsided. But many places remained flooded.

People who lined up for morning soup at evacuation shelters expressed worries about the homes they had left behind.

FORT WORTH, Texas (AP) — An attorney for the family of a 28-year-old black woman who was killed by police inside her Texas home says the white officer who shot her didn’t have time to perceive a threat.

Lee Merritt made the comments after police released a statement saying officers responding to a request for a welfare check early Saturday saw someone near a window inside the home and fired a single shot after “perceiving a threat.” Atatiana Jefferson was killed.

Body camera video shows two officers searching the home from the outside with flashlights before one shouts, “Put your hands up, show me your hands.” One shot is then fired through a window.

Jefferson’s family says Jefferson was watching her nephew at the time and they don’t understand why police would have shot her.
