…SNOW MELT TO CONTINUE ACROSS THE JAMES RIVER VALLEY…

High temperatures in the upper 30s to the lower 40s are forecast
across the James River Valley Tuesday and Wednesday, warming into
the 50s Thursday and Friday. While soils are saturated, they are
not frozen. Some uncertainty remains as to how much snow melt
will be able to infiltrate into the wet soils, and how much
runoff will reach rivers and streams.

Those across the James River Valley should expect river and
stream rises through the week. The potential for reaching
flood stage will be highly dependent on how fast the snow melts,
and how much water is able to infiltrate into the ground.
Overland flooding is also possible, especially in areas of poor

Jamestown  (CSi)  The Jamestown City Council met in Special Session Monday evening at City Hall, to discuss action relative to anticipated reservoir releases.  All members were present.

Deputy City Auditor Jay Sveum was subbing for City Administrator, Sarah Helleckson.

Before the meeting, Mayor Dwaine Heinrich said, during recent conference calls, the city has been in communications with The U.S. Bureau of Reclamation, The U.S. Army Corps of Engineers, the State Department of Emergency Service the State of South Dakota, the City of LaMoure, and Interstate Engineering.

He added that engineers are working on flood mitigation measures, saying volunteers will be needed for possible sandbagging, and dikeing, for the safety of the public, preserve  property, and city infrastructure.

He said traffic flows would likely be affected.

He said a fall flood event allows easier access to the river, than in the spring, when the frozen ground creates sloppy, muddy conditions.

He said as of Monday the combined releases from Jamestown and Pipestem Dams were at 1800 cfs. Jamestown Dam is releasing 1000 cubic feet per second (cfs) and Pipestem Dam is releasing 800 cfs

At the Meeting, The City Council unanimously passed a Resolution to ratify the Mayor’s Emergency Declaration and extend the declaration and agree to be the designated project sponsor for the duration of the (possible) flood event.

Heinrich said a Public meeting will be held this week, with various agencies with additional planning and mitigation information.

CSiNewsNow.Com was informed that expected at that meeting Wednesday October 16, at 5:30-p.m., in the City Hall, lower level meeting room, is representatives from the U.S. Army Corps of Engineers from Omaha, The National Weather Service, and the city’s engineering firm, Interstate Engineering, along with Stutsman County Emergency Management.   More official information on the notification of the meeting is forthcoming.

Jamestown  (CSi)  Since mid-September, both Pipestem and Jamestown Reservoirs have experienced a high volume of water entering the system from multiple precipitation events occurring in the upper drainage basins of both river systems.  Because of this, the Corps of Engineers has slowly been ramping up releases from both dams.  As of Monday, Jamestown Dam is releasing 1000 cubic feet per second (cfs) and Pipestem Dam is releasing 800 cfs for a combined flow of 1800 cfs.

Because of the high releases, and with the possibility of even higher releases, Mayor Dwaine Heinrich issued an Emergency Declaration Monday at a special City Council meeting.

A Public Information Meeting has been scheduled for 5:30 p.m., Wednesday October 16 in the lower level meeting room at Jamestown City Hall.  The purpose of the meeting will be to discuss the high volume of water coming into both Pipestem and Jamestown Reservoirs and the need to release it before freeze-up.

Organizations that will be represented at the meeting include the U.S. Army Corps of Engineers, National Weather Service, City of Jamestown and Stutsman County Emergency Management.  The public is invited to attend.

 

Valley City  (CSi)  Minimal flooding may occur in Valley City, as storm sewer drains were closed Sunday to draw down Lake Ashtabula.  Scott Tichy, Park Ranger at Lake Ashtabula says, the action may cause some minimal flooding in Valley City, includin City Park, and Chatauqua Park.

Authorities are to start making storage space from the water in the upper basin, stemming from recent significant rainfall and snow melt from last weekends, wet snow.

Tichy says  the river height should be  less than 13 feet in Valley City, adding most of the levies in Valley City are built to 20-21 feet.

On Monday morning the release at Bald Hill Dam was Stepped up from 2400 cfs to 2800 cfs, with possible peak inflows of close to 5000 cfs.

It hope the peak discharge rate can be held to 3000 to 3100 cfs.

The lake level will likely go up to almost four feet above the normal pool level.

Tichy adds, that anyone with boat docks still on the lake should take them off, now.

Jamestown (JRMC)  — The group consists of mostly men, however, women’s health is one of their top priorities.  Each year, the 32 members of the Jamestown Rural Fire Department work together to show support for women’s health causes. One of the most public is leading the walkers at the annual Running of the Pink event in June.

This year, the department is taking women’s health another step forward by selling t-shirts to benefit cancer care at Jamestown Regional Medical Center. The department announced their fundraiser at JRMC Thursday.

JRFD Captain, Paul Bensch says, “This is important to us because fire departments around the country support women’s health efforts each year.  It’s important to me, personally, because my wife, Janis, has battled cancer since 2008.”

In any given year, 30 percent of women over 40 in Stutsman County are not up to date on their mammograms. That’s more than 1,300 women in Stutsman County alone.

Jamestown   (Kiwanis)  After exceeding its fundraising goal, one service club is asking the community for volunteers.

Tim Perkins, Kiwanis Against Hunger co-chair, says, the Jamestown Kiwanis club surpassed its fundraising goal and raised more than $17,000 for its annual meal-packing event. Kiwanis Against Hunger is set for 9 a.m. to noon Saturday, Oct. 26. With the help of 250 volunteers, the club will package 64,000 meals for hungry families in North Dakota and Moorhead, Minn. Each meal costs 25 cents and includes rice, soy, dried vegetables and flavoring.  He adds, “Because we exceeded our goal, we’re going to pack 64,000 meals instead of 60,000.  We always hear from food pantries about how popular these meals are and how quickly they leave the shelves. We’re glad Kiwanis can provide an extra 4,000 meals.”

Any additional dollars raised will help the 2020 Kiwanis Against Hunger meal-packing event, he said. In eight years, the 45 or so members of Jamestown Kiwanis have raised $276,000 and packed 1.2 million meals.

Angela Martini, Kiwanis Against Hunger co-chair, saysm “About one-third of North Dakota students rely on free and reduced lunches at school.  Kids need Kiwanis more than ever to help with these efforts.”

To pack the meals, Kiwanis is counting on 250 volunteers. Volunteers between ages 8 and 108 are welcome to scoop, pour, weigh and assemble meals at Stutsman Harley-Davidson on Oct. 26.

Martini says, “Whether its youth groups, service clubs or sports teams, we welcome volunteers of all walks of life.”

Kiwanis is a service club dedicated to improving the world, one child and one community at a time. New members are always welcome.

BISMARCK, N.D. (AP) — The North Dakota auditor says the Commerce Department broke state law on bidding contracts for the state’s new “Be Legendary” logo.

State Auditor Joshua Gallion released the audit Monday.

The logo sparked criticism earlier this year when the contract for it was awarded to a Minnesota firm headed by a woman who once worked for Gov. Doug Burgum’s old Fargo software business.

The company was awarded the $9,500 job without competition because it came in below the $10,000 threshold required for additional bids.

Gallion says the audit of the agency found another contract related to the logo, bringing its total cost to more than $87,000.

The Commerce Department says it did nothing wrong.

 

 

WAHPETON, N.D. (AP) — Police in Wahpeton are investigating after a man was attacked with a bayonet.

Police Chief Scott Thorsteinson says 31-year-old Byron Vann of Henryetta, Oklahoma, has been charged with attempted murder.

KFGO-AM reports that Vann was arrested Friday night after he returned to the scene while officers were still there.

Thorsteinson says the victim, a 30-year-old Fargo man, underwent surgery at St. Francis Medical Center in Breckenridge to repair “two significant neck wounds.” He was released from the hospital the following day.

Vann was in the Richland County jail. A court official said no attorney had yet been appointed for him Monday.

 

BISMARCK, N.D. (AP) — A state audit shows the North Dakota Public Service Commission had a 17-month bonding lapse, which left the agency vulnerable to potential theft.

State Auditor Josh Gallion says state law requires agencies to maintain a bond that essentially acts as insurance should an employee embezzle or commit theft, while the legal case against the worker makes its way through the court.

The Bismarck Tribune says the auditor isn’t aware of any unlawful activity that happened during the gap in bond coverage from January 2018 through May 2019.

The PSC regulates utilities, telecommunications, railroads and oil pipelines.

Nats continue sounds of silence from Cards bats in taking 3-0 lead

UNDATED (AP) _ The National League Championship Series could end as soon as Tuesday evening.

The Nationals have grabbed a three-games-to-none lead with another stifling pitching performance in an 8-1 thrashing of the St. Louis Cardinals. Stephen Strasburg provided the latest gem by a Nats starter, striking out 12 and allowing an unearned run and seven hits over seven innings. Strasburg’s performance leaves Washington starters with an ERA of zero over 21 2/3 innings in the series. He also lowered his career postseason ERA to 1.10 over 41 innings.

Howie Kendrick doubled three times and had three RBIs for the Nationals, who are one win away from the first National League pennant in franchise history. Kendrick doubled home a pair to cap a four-run third and added an RBI double in the fifth.

Ryan Zimmerman added to the Nationals’ 11-hit attack with an RBI double and a run-scoring single. Victor Robles homered in the sixth inning after missing Washington’s previous five games with a hamstring injury.

The Cardinals’ lone run came when outfielder Juan Soto misplayed Paul DeJong’s (deh-YUHNZ’) single, allowing Jose Martinez to score from second.

Losing pitcher Jack Flaherty was tagged for four runs and five hits over five innings.

The Nationals have more runs in the series than the Cardinals have hits. Washington has outscored St. Louis, 13-2 while limiting the Redbirds to 11 hits.

Patrick Corbin will try to close out the pennant for the Nationals Tuesday against Dakota Hudson.

Yanks hope to have Stanton back Tuesday

NEW YORK (AP) _ Yankees slugger Giancarlo Stanton is trying to heal up a strained right quad that kept him out of the starting lineup for Game 2 of the AL Championship Series in Houston.

The teams are tied 1-all, and manager Aaron Boone is hopeful Stanton can recover in time to start Game 3 Tuesday afternoon at Yankee Stadium. Stanton was injured running out an infield single in the second inning of Game 1 but remained in the game and homered off Zack Greinke (GREHN’-kee) in a 7-0 victory.

Meanwhile, the Yankees and Astros plan all-bullpen games from the start in Game 4. Houston manager AJ Hinch anticipates rookie right-hander José Urquidy (ur-KEE’-dee) will pitch at some point in Game 4 but preferred to call it “a bullpen day.” Yanks skipper Aaron Boone says he can see regular-season starter J.A. Happ in his mix of Wednesday hurlers.

Packers win with last-second kick

GREEN BAY, Wis. (AP) _ The Green Bay Packers remain atop the NFC North after engineering a pair of scoring drives over the last 9 ½ minutes against Detroit on Monday.

Mason Crosby capped the Packers’ comeback from a nine-point, fourth-quarter deficit by drilling a 23-yard field goal as time expired to give his team a 23-22 win over the Lions. Green Bay was able to march toward the Detroit goal in the final two minutes after Lions lineman Trey Flowers was called for a questionable hands-to-the-face penalty for the second time in the half. Replays showed Flowers’ hands on the neck or shoulder of a Packers lineman.

The Lions led 22-13 until Aaron Rodgers hit Allen Lazard for a 35-yard scoring pass with 8:03 remaining. Rodgers was 24 of 39 for 283 yards and two touchdowns as the 5-1 Packers dropped the Lions to 2-2-1.

Jamaal Williams finished with 104 yards on 14 carries for Green Bay, which captured its first win in five tries against its NFC North rival.

Matt Prater (PRAY’-tur) nailed five field goals for Detroit, including kicks of 54, 51 and 41 yards.

Lions quarterback Matthew Stafford was sacked three times while completing 18 of his 32 throws for 265 yards.

Leonard to return to Colts practice

UNDATED (AP) _ All-Pro linebacker Darius Leonard has completed his first full practice in nearly three weeks and is expected to play Sunday against Houston.

Leonard missed Indy’s previous two games with a concussion and used social media to announce last Wednesday he had been cleared through the concussion protocol. The Colts (3-2) had a bye last weekend.

_ The Patriots have placed fullback Jakob Johnson on injured reserve with a shoulder injury. Johnson was injured during New England’s 35-14 win over the Giants on Thursday. The 24-year-old appeared in four games with three starts.

_ Bears guard Kyle Long has been placed on injured reserve and will miss the rest of the season, his fourth straight year on IR. Coach Matt Nagy says defensive end Akiem Hicks will be out for an indefinite period and could also wind up on IR. Quarterback Mitchell Trubisky threw for the first time since injuring his left shoulder on Sept. 29.

NHL…

UNDATED (AP) _ The Wild picked up their first win of the season as Alex Stalock (STAY’-lahk) made 26 saves in a 2-0 shutout of the Senators. Neither team scored until Victor Rask beat Craig Anderson midway through the third period. Zach Parise (pah-REE’-say) added an empty-net goal to seal the win after the Senators failed to take advantage of their fifth power play.

 The Boston Bruins are 5-1-0 after David Pastrnak (PAHS’-tur-nahk) set a career high for goals in a game.

Pastrnak provided the Bruins goals in a 4-2 win over the Ducks. He completed his fifth career hat trick early in the third period before netting his fourth of the afternoon 2:14 later.

Jaroslav Halak (YAH’-roh-slahv hah-LAHK’) stopped 30 shots and Brad Marchand added two assists for the defending Eastern Conference champs.

Meanwhile, the defending Stanley Cup champs suffered a stunning loss as the Islanders erased a 2-0 deficit in the last 5 ½ minutes of regulation before beating the Blues, 3-2 on a goal by Devon Toews (tayvz) 1:13 into overtime. Mat Barzal tied the score with 26.5 seconds left in the third period before setting up the game-winner.

Brock Nelson began New York’s comeback after Vladimir Tarasenko put St. Louis ahead, 2-0 early in the third.

_ The Oilers had opened the season with five straight comeback wins before Patrick Kane and Alexander Nylander (Nee’-lan-dur) beat Mike Smith in the Blackhawks’ 3-1 victory against Edmonton. Corey Crawford stopped 27 shots and blanked the high-scoring Oilers until James Neal notched his league-leading eighth goal on a power-play with 2:11 remaining. Brandon Saad (sahd) added an empty-netter with 32.7 seconds left to secure Chicago’s first win of the season.

_ Nazem Kadri (NA’-zehm KA’-dree) collected a goal and two assists while the Avalanche scored four times in the first 9 ½ minutes of a 6-3 rout of the Capitals. Mikko Rantanen (MEE’-koh RAN’-toh-nehn) also finished with a goal and two assists as Colorado improved to 5-0. Washington netminder Braden Holtby was pulled after allowing goals on the first three shots he faced.

_ Carter Hutton turned back 25 shots in his first shutout of the season as the Sabres downed the Stars, 4-0 to improve to 5-0-1. Buffalo rookie forward Victor Olofsson set an NHL record by becoming the first player to score his first seven career goals on the power play. Sam Reinhart, Jeff Skinner and Marcus Johansson had the other goals for the Sabres, who have earned points in their opening six games for the first time since the 2008-09 season.

_ The Devils fell to 0-4-2 by wasting a three-goal lead in a 6-4 loss to the Panthers. Mackenzie Weegar scored the tying goal and set up Noel Acciari for the go-ahead tally. Brett Connolly scored twice to help Florida halt a three-game losing streak.

Devellano recovering from brain surgery

DETROIT (AP) _ Detroit Red Wings senior vice president Jim Devellano underwent surgery Monday to remove a non-cancerous brain tumor.

The Red Wings say the surgery was successful, adding Devellano is resting comfortably is expected to have a full and speedy recovery.

The 76-year-old executive is in his 38th season with the franchise and 53rd season in the NHL. Devellano was an original scout with the St. Louis Blues and was the Islanders’ assistant GM when the team began a string of four straight Stanley Cups. The Wings have captured four Stanley Cups since Devellano joined the team as general manager in 1982.

Blaney wins at Talladega

TALLADEGA, Ala. (AP) _ Ryan Blaney has become the second driver to secure a spot on the third round of NASCAR’s Cup playoffs by holding off Ryan Newman at Talladega Superspeedway.

Blaney earned his first win of the season by beating Newman in a door-to-door race to the finish line. Blaney was the leader on a restart with two laps remaining, but he fell behind Newman before receiving a push from fellow Ford driver Aric Almirola. It was the sixth-smallest margin of victory ever at the 50-year-old track.

Blaney joins Kyle Larson in the round of eight, with six spots sill available.

Denny Hamlin was third, followed by Almirola and Michael McDowell as Ford took four of the top five spots.

Roger Federer says he plans to play at 2020 Tokyo Olympics

TOKYO (AP) _ Roger Federer says he plans to play at the 2020 Tokyo Olympics.

The four-time Olympian, says “at the end of the day my heart decided I would love to play at the Olympic Games again.”

Federer will turn 39 shortly after the Olympic tournament. He had previously planned his schedule up to Wimbledon, which ends two weeks before the Tokyo Games. He will need a wild-card exemption because he has not played Davis Cup games to be eligible.

In world and national news…

CEYLANPINAR, Turkey (AP) — German Chancellor Angela Merkel has renewed a call for Turkey to end its offensive in northern Syria, which she says is harming the fight against the Islamic State group.

Merkel already urged a halt to the military operation in a weekend conversation with Turkey’s president. On Tuesday, she said it should be ended “because it is visibly causing a lot of human suffering and also is bringing a lot of uncertainty with a view to the fight against IS.”

She spoke alongside visiting Norwegian Prime Minister Erna Solberg, who echoed the call for “Turkey to immediately cease the operation and to respect international law.”

Solberg noted that her country has suspended sales of military equipment to NATO ally Turkey, but she added: “I think it’s better to have Turkey inside NATO than outside NATO.” She said it’s best to have Turkey in “our family,” but “we cannot behave as if this had not happened.”

 

WASHINGTON (AP) — President Donald Trump says he is fully prepared to destroy Turkey’s economy if its leaders continue what he calls “this dangerous and destructive path” in Syria.

On Monday, Trump announced a halt to negotiations on a $100 billion trade deal with Turkey. Other sanctions include raising steel tariffs back up to 50% and actions against three senior Turkish officials and Turkey’s defense and energy ministries.

The U.S. is calling on Turkey to stop its invasion of Syria and declare a cease-fire in the assault that began after Trump announced he was moving U.S. troops out of the way.

Trump is sending Vice President Mike Pence and national security adviser Robert O’Brien to Ankara as soon as possible in an attempt to begin negotiations with Kurdish forces in Syria.

 

FORT WORTH, Texas (AP) — Fort Worth police are telling a grieving public that “we feel and understand your anger,” after a white officer was charged with murder for shooting a black woman through a window of her home.

Aaron Dean was jailed Monday evening on $200,000 bond. He also resigned from the police department, and the chief said he would have been fired if he didn’t quit.

Atatiana Jefferson was shot to death Saturday by Dean, who was responding to a report of an open door.

Sgt. Chris Daniels read a statement Monday night after Dean’s arrest in which he pledged that the department’s major case and internal affairs units would ensure “no stone is left unturned” in the search for answers.

Earlier, an attorney for Jefferson’s family asked why Dean wasn’t in handcuffs.

 

WESTERVILLE, Ohio (AP) — Just a month has passed since the last presidential debate, but the state of the Democrats’ 2020 race has shifted.

The political world is suddenly consumed by an escalating impeachment inquiry, one of the leading Democratic presidential hopefuls, Bernie Sanders, is recovering from a heart attack, and Joe Biden is no longer the only front-runner, thanks to a rising Elizabeth Warren.

Those evolving story lines and other issues will play out on national television Tuesday night during a debate in Ohio.

The dozen Democrats seeking the party’s nomination to challenge President Donald Trump’s reelection are gathering in the wake of Trump’s abandonment of Syrian Kurds to a Turkish invasion. Whether the invasion of Syria or other issues get much attention is an open question given the crowded stage.

 

WASHINGTON (AP) — A former White House adviser on Russia has told House impeachment investigators that she had strongly and repeatedly objected to the ouster of the U.S. ambassador to Ukraine, Marie Yovanovitch.

A person familiar with Monday’s behind-closed-doors testimony of Fiona Hill described her testimony to The Associated Press.

Yovanovitch herself testified last week that President Donald Trump pressured the State Department to fire her.

Hill testified for more than 10 hours Monday in the Democratic inquiry. At issue are Trump’s pleas to Ukrainian officials for investigations into political rival Joe Biden’s family and into the country’s involvement in the 2016 presidential election.

Five more private interviews are scheduled this week, mostly with State Department officials, though it’s unclear if all will appear after Trump declared he wouldn’t cooperate with the probe.
