On Sunday, a broad area of precipitation will develop.
The southern and eastern portions of the area have the greatest chances for seeing rainfall. A little snow may mix in in the early morning and overnight, but accumulations will be limited.
On Monday, most of the precipitation from this system should be
off to the east, with a little possibly lingering over central
North Dakota. Gusty winds are expected primarily over eastern
portions of the area.
The next system dives into the plains towards the middle of the
week but still a lot of question as to which areas my be affected
by this.

For the James River Basin including LaMoure…Minor flooding is
forecast.
. The James River continues its rise in the LaMoure area. Water
levels should peak from late Sunday through late Tuesday before
beginning a steady fall later in the week. Incoming rain on
Sunday and Monday is more likely to lengthen the period of high
water rather than substantially adding to the overall peak.

Valley City Friday Morning..
The U.S Army Corps of Engineers on Friday (Oct 18,2019) upped the Baldhill Dam release another 400 cfs, raising the Sheyenne River level through Valley City, by one foot to around 15 feet, which is minor flood stage.
Scott Tichy at Baldhill Dam reports that the plan is to hold the present updated release through this coming weekend, with an eye on the Sunday and Monday rain event amounts.

General Update:
Protecting to 16’ with 2 feet of freeboard. Public seeing water in basements. NOAA projections to just under 15’ but based on correspondence with Corp protecting to 16’. Schelkoph expects lower local inflows are lessening from the snow event. Projections for lake inflows over the next 2-3 weeks: Army Corp predicts lake to be within 1’ of capacity.
Contractors: No contractors to be hired at this point. Can be re-evaluated after rainfall this weekend. Working to identify available contractors/equipment should they be needed (only if needed projection changes to 16’ flood prep.). Hatcher inquired if farmers able to help with trucks & pay loaders. Andersen stated needs licensed & insured trucks. Andersen expects between 15-20 trucks and drivers available.

18 pumps have been placed to move storm sewer system to river. If there is water on street, please contact VCPW or 911 emergency.

• Chautauqua Blvd/Monte Johnson location – will take to 18’ (to ensure 2’ of freeboard). Clay is being installed now.

• Bullpen opening – shot at 17.5’. Heath recommend plug hole at opening. One/two loads of clay needed.

• Interstate ROW ditch by Woodland Park– A lot of water indicated. In past, this had been county area to maintain. A pump will be placed.

• Burchill on Riverview Drive – Ground opening for cement is at 16’. Steel gate is installed to elevation to 19’. No threat to rest of neighborhood, No review of structural integrity.
• Woodland Park & Morehouse Home – The cutout to river has been reviewed, and good to 20’. City is installing a pump to reduce the water level along Interstate and Woodland Park.

BISMARCK, N.D. (AP/CSi) — Gov. Doug Burgum, Agriculture Commissioner Doug Goehring and other state officials will meet with local officials and community members on Monday, Oct. 21, in Fargo, Grand Forks and Jamestown and hold a townhall meeting in Fessenden to hear about the impacts of North Dakota’s unusually wet fall and last weekend’s record-breaking early snowstorm and to discuss the state’s response efforts.
In Jamestown
A meeting with local government officials and other stakeholders, at 2:15 to 4:15 p.m. Monday, Oct. 21 at the Jamestown Civic Center.
Burgum and Goehring will visit with farmers and ranchers to get a better understanding of the impacts being felt during this harvest season and discuss measures North Dakota is taking to help ease the strain of those economic and emotional hardships. Burgum said Friday he will ask for federal help in dealing with the widespread flooding that occurred in the aftermath of heavy snow that fell last week.
The storm dropped more than 2 feet (600 centimeters) of snow in central and eastern parts of the state, closed major highways, canceled school, snarled air traffic, caused power outages and flattened unharvested crops across central and eastern North Dakota.
Widespread flooding has occurred as the snow melts. Seven counties — Barnes, Cavalier, Grand Forks, LaMoure, Stutsman, Traill and Walsh — and the cities of Jamestown, LaMoure and Valley City issued flood emergency declarations.
Burgum’s spokesman Mike Nowatzki said more cities and counties are expected to be added to the list.
Losses are still being assessed. Burgum and North Dakota Agriculture Commissioner Doug Goehring are scheduled to meet with officials, community members, farmers and ranchers next week in Fargo, Grand Forks, Jamestown and Fessenden to learn more about the impact of the storm.
Once an assessment is complete, the governor is expected to declare an emergency for affected areas, Nowatzki said, which is a step toward pursuing a presidential disaster declaration that could pave the way for federal aid.
“Everything is pointing in that direction,” Nowatzki said.
A separate request also would be forwarded to the U.S. Department of Agriculture for a secretarial disaster designation that would be aimed at helping farmers and ranchers, he said.
Jamestown (Arts Center) The Jamestown Arts Center reports that the North Dakota Governor’s Photo Contest recognizes one of their favorite local Photographers, with congratulations going out to Lisa Lang.
Lisa was a contest winner in the North Dakota Governor’s photo contest for her picture of Elia at The Hansen Arts Park in the “Fun with Family and Friends” section. She also received an honorable mention in the “Communities and Events” section for her photo of the Fort Seward Wagon Train.
The Arts Center points out that Lisa is a beloved photographer for many around town, a long-time supporter of The Arts Center, a contributor to the Buffalo City Photography Club, and much more. AND she will be teaching an Arts After School session here this coming Spring.

Jamestown NDFUI) (Fargo, N.D.) – Video Arts Studios received the 2019 Upper Midwest Emmy Ⓡ Award for a Farmers Union Insurance Image Campaign at the 20th Anniversary Gala held on Oct. 5 at Mystic Center in Prior Lake, Minn.
The campaign included two 30-second spots called “Beat Up Old Cap” and “Every Town is a Sports Town.” The award-winning commercials can be seen on statewide television broadcasts as well as local markets.
Kevin Ressler, chief sales, marketing and brand officer for Farmers Union Insurance, said the Emmy was an honor and displays the excellence of service offered. “We were humbled our commercials were nominated for an Upper Midwest Emmy and actually receiving this award shows that everybody’s hard work pays off,” Ressler said. “The commercials display exactly what we’re proud of and invest in, paired with the professional, creative work that Video Arts Studios
exemplifies. Our commercials were judged against regional markets including Minneapolis.”

Bismarck (NDHP) The North Dakota Highway Patrol reports that Highway 200 is now open from Bowdon to US 52. Flood waters have receded in this area. Motorists are advised to check the North Dakota Travel Information map prior to traveling in this area to see if conditions change.
BISMARCK, N.D. (AP) — A Wyoming company is seeking permits and landowner permission to expand its pipeline network to carry crude from that state and North Dakota to a hub in Oklahoma.
The Bismarck Tribune reports Casper-based Bridger Pipeline LLC launched a website this week with information for landowners and others.
The proposed Bridger Expansion project included two separate oil pipelines. One straddles North Dakota and Montana and another is in Wyoming.
The 137-mile North Dakota-Montana “South Bend” line will carry up to 150,000 barrels of oil per day from in McKenzie County in North Dakota to Baker, Montana.
The 191-mile Wyoming “Equality” will transport up to 200,000 barrels of oil per day from Hulett to Guernsey, Wyoming.
The company says it hopes to have both lines in service by late 2021.
BISMARCK, N.D. (AP) — Law enforcement officers say they’ve intercepted a supply of oxycodone headed for the Berthold Indian Reservation.
Police arrested two men Wednesday in Bismarck during a traffic stop said they had more than 200 oxycodone pills in their possession. Authorities say each pill can sell for $80 on the reservation.
Thirty-two-year-old Michael Ellington and 31-year-old Byron Cooper made initial appearances in South Central District Court on charges of possession with intent to deliver and conspiracy to deliver drugs. The Bismarck Tribune says bail has been set at $250,000 each.
They were being held in the Burleigh Morton Detention Center. Court documents do not list defense attorneys.
FARGO, N.D. (AP) — Police are investigating the discovery of a body near a Fargo hospital.
KFGO reports authorities say the body was found Thursday evening between a fence and Dike East park in a low spot filled with water. First responders used generator-powered pumps to remove water and gain access to the body near Prairie St. John’s Hospital.
No other details were released.
FARGO, N.D. (AP) — Many farmers in the Midwest and South whose planting this year was besieged by wet weather are getting a reprieve, though a few Northern states have seen their harvest prospects go from bad to worse.
Minnesota and the Dakotas have seen snow and rain in recent weeks that have hampered an already difficult harvest. But much of the Corn Belt has somewhat recovered from heavy rains in the spring and summer, with experts predicting good yields from what did get planted. Still, it’s a far from a stellar year for most farmers.
Steve Nicholson, a grains and oilseeds analyst with Rabobank in St. Louis, says that even though many farmers are still struggling, he believes the markets would be a lot more unsettled if a total disaster was looming.
Nicholson calls some dire predictions “a bit overblown.”

Sioux City, Iowa (GPAC) – Morningside totaled 98 points and is the preseason coaches’ selection to win the 2019-20 Great Plains Athletic Conference (GPAC) Men’s Basketball Championship.
The Mustangs tallied nine first place votes. Dakota Wesleyan, with 91 points and the final two first place votes, is picked second. Jamestown was third in the balloting with 78.

Concordia totaled 121 points in the preseason coaches’ poll and is picked to win the 2019-20 Great Plains Athletic Conference (GPAC) Women’s Basketball Championship. The Bulldogs tallied all eleven (11) possible first place votes while Dordt was picked second with 107 points and the final first place vote. WASHINGTON (AP) — The shifting White House explanations for President Donald Trump’s decision to withhold military aid from Ukraine are drawing alarm from Republicans.
Republican Rep. Francis Rooney of Florida tells reporters that he and others are concerned about remarks from the acting White House chief of staff, Mick Mulvaney. At a Thursday news conference, Mulvaney essentially acknowledged a quid pro quo with Ukraine that Trump has long denied.
The comments undermined the White House defense in the impeachment probe.
House GOP leader Kevin McCarthy says Mulvaney clarified later that there was no quid pro quo. But Rooney says Mulvaney’s comments cannot simply undone by a follow-up statement.
In remarks at the White House, Trump stood by Mulvaney.
ANKARA, Turkey (AP) — President Donald Trump says Turkish President Recep Tayyip Erdogan is offering assurances that the cease-fire he agreed to has not already broken down.
Trump says on Twitter on Friday that Erdogan told him that “there was minor sniper and mortar fire that was quickly eliminated” and that he “very much wants the cease-fire, or pause, to work.”
An Associated Press journalist and activists in the region witnessed Turkish shelling and other activity in and around Ras al-Ayn on Friday morning.
Trump also says he has “just been notified that some European Nations are now willing, for the first time, to take the (Islamic State group) Fighters that came from their nations” as he has demanded.
The White House did not immediately respond to questions about which countries he’d heard from and exactly what they had agreed to.
LONDON (AP) — Irish Prime Minister Leo Varadkar has applied more pressure to British lawmakers to pass Boris Johnson’s new Brexit deal, saying there is no guarantee European Union leaders would grant a further extension to the Oct. 31 deadline for Britain to leave the bloc.
Speaking after an EU summit in Brussels, Varadkar said that if the U.K. were to ask for more time, which could happen if British lawmakers reject Johnson’s deal on Saturday, then European Council President Donald Tusk would put the request to all 27 EU leaders.
Varadkar says, “bear in mind that request would have to be agreed unanimously by all 27 leaders, so I don’t think MPs voting tomorrow should make the assumption there would be unanimity for an extension.”
CULIACAN, Mexico (AP) — Mexican officials say eight people were killed in gunbattles in the Sinaloa state capital of Culiacan in what is being described as a failed operation to detain the son of convicted Sinaloa cartel boss Joaquín “El Chapo” Guzmán.
Federal security officials said in a news conference Friday that those killed include one civilian, one member of the National Guard, one prisoner and five attackers.
CAPE CANAVERAL, Fla. (AP) — The world’s first female spacewalking team is making history high above Earth.
NASA astronauts Christina Koch and Jessica Meir exited the International Space Station on Friday, the first time in a half-century of spacewalking that a woman floated out without a male crewmate. Their job is to fix a broken part of the station’s solar power network.
America’s first female spacewalker from 35 years ago, Kathy Sullivan, is delighted. She says it’s good to finally have enough women in the astronaut corps and trained for spacewalking for this to happen.
NASA originally wanted to conduct an all-female spacewalk last spring, but did not have enough medium-size suits ready to go.
