Valley City  (CSi) The National Weather Service (NWS) has upgraded their flood projections for Valley City and the Sheyenne River.

The NWS predicts that as early as Friday this week Valley City will hit just under 18 feet flood stage.  After discussions with Scott Tichy, Lead Park Ranger for the Army Corps of Engineers at Lake Ashtabula, city staff, and the Mayor, city officials on Monday said  pending rainfall amounts and  where the rain will fall, the city should wait until today to react to the news from the NWS.  After everyone has a better understanding on how much water the Sheyenne River system has received adjustments to the flood plan to protect the city for the new flood gage estimates will be made.

Jamestown  (CSi) The Jamestown  City Sewer Department would like to remind residents to run sump pump water into the storm drain system by placing sump pump hoses out to the curb.

As of Monday, the City of Jamestown is experiencing high volumes of water being pumped through the sewer system.

Residents in the valley and lower lying areas of the City should plug sewer drains in the basement level of homes and businesses.

The City of Jamestown Municipal Code states as follows:
Sec. 30-36. – Draining rain, surface or ground water into sewers prohibited.
No person shall permit rain, surface or ground waters to be carried into the sewer system.
Rain water leaders shall not be connected with or run into the sewer system.
(b) Drain tile, sump pumps or other systems designed to eliminate the accumulation of seepage or other ground waters shall not be connected with or run into the sewer system.
(Ord. No. 1080, 9-6-94).

 

Jamestown  (CSi)   The City of Jamestown issued a news release Saturday afternoon, saying the goal of filling and placing sandbags was met.  The news release stated:

“Today, Saturday, October 19, 2019, the City of Jamestown has reached its goal with sandbags and placement of sandbags.  Sandbag Central will be closed tomorrow (Sunday) and will not re-open until further notice.

The City of Jamestown would like to sincerely thank the volunteers for all the hard work and effort it took to reach our goal!”

The sandbag placement was a race before the rain is forecasted to start Sunday ans continue most of Monday.

The city previously said 60,000 sandbags was the goal for filling  and more bags are to be made for reserve purposes if more are needed.

Also the U.S. Army Corps of Engineers said the water releases from Jamestown and Pipestem Reservoirs  will be ramped up  this week on an incremental basis until the combined releases reached 2400 by Saturday October 26, 2019.

 

Omaha  (USACE, Oct 17, 2019)  – The U.S. Army Corps of Engineers is increasing releases from Jamestown and Pipestem Dams to a total combined release of 2,400 cubic feet per second (cfs) by Saturday, October 26.  Releases will be slowly increased to allow for monitoring of downstream channel conditions.

FARGO, N.D. – Gov. Doug Burgum Monday morning signed an executive order declaring a statewide flood emergency, paving the way for requests for federal assistance to help North Dakotans deal with significant flooding impacts caused by heavy fall rains and a historic October blizzard.

Gov. Doug Burgum, Agriculture Commissioner Doug Goehring and other state officials will meet with local officials and community members on Monday, Oct. 21, in Fargo, Grand Forks and Jamestown and hold a townhall meeting in Fessenden to hear about the impacts of North Dakota’s unusually wet fall and last weekend’s record-breaking early snowstorm and to discuss the state’s response efforts.  A quorum of commission members may be present and may discuss County-related business.

In Jamestown

A meeting with local government officials and other stakeholders, at 2:15 to 4:15 p.m. Monday, Oct. 21 at the Jamestown Civic Center.

Burgum and Goehring will visit with farmers and ranchers to get a better understanding of the impacts being felt during this harvest season and discuss measures North Dakota is taking to help ease the strain of those economic and emotional hardships.

Jamestown  (Arts Center)  The Jamestown Arts Center reports that the North Dakota Governor’s Photo Contest recognizes one of their favorite local Photographers, with congratulations going out to Lisa Lang.

Lisa was a contest winner in the North Dakota Governor’s photo contest for her picture of Elia at The Hansen Arts Park in the “Fun with Family and Friends” section. She also received an honorable mention in the “Communities and Events” section for her photo of the Fort Seward Wagon Train.

The Arts Center points out that Lisa is a beloved photographer for many around town, a long-time supporter of The Arts Center, a contributor to the Buffalo City Photography Club, and much more. AND she will be teaching an Arts After School session here this coming Spring.

Jamestown  NDFUI)  (Fargo, N.D.) – Video Arts Studios received the 2019 Upper Midwest Emmy Ⓡ Award for a Farmers Union Insurance Image Campaign at the 20th Anniversary Gala held on Oct. 5 at Mystic Center in Prior Lake, Minn.

The campaign included two 30-second spots called “Beat Up Old Cap” and “Every Town is a Sports Town.” The award-winning commercials can be seen on statewide television broadcasts as well as local markets.

Kevin Ressler, chief sales, marketing and brand officer for Farmers Union Insurance, said the Emmy was an honor and displays the excellence of service offered. “We were humbled our commercials were nominated for an Upper Midwest Emmy and actually receiving this award shows that everybody’s hard work pays off,” Ressler said. “The commercials display exactly what we’re proud of and invest in, paired with the professional, creative work that Video Arts Studios
exemplifies. Our commercials were judged against regional markets including Minneapolis.”

The Emmy Award included Jim Kirwan as writer/producer, Marty Halgrimson as director of photography, Scott Tostenrud as editor, Anthony Chaput as co-writer, Mark Huesman as co-producer, and Harley Danielson of Danielson & Associates, Inc., as co-producer.

FARGO, N.D. (AP) — Several Kurdish Americans and others took to the streets of downtown Fargo waving signs and flags to protest attacks by Turkey that were ignited by President Donald Trump’s decision to pull out of Syria.

Protest organizer Kawar Karok tells KVRR-TV that Saturday’s demonstration was meant to draw attention “to the fact that our people are still being slaughtered, our kids are being massacred, and nothing has changed.” He says Kurdish fighters who worked alongside Americans to battle ISIS terrorists are being left in the cold.

Fargo native Shakar Abdulla says “little kids and wives and families” are being killed by a dictator and that goes against American values. He says it’s time to end the senseless violence.

Karok says his community has “very president people” and there will likely be more protests until something is done.

 

 

BISMARCK, N.D. (AP) — An attorney for the Army Corps of Engineers is asking a judge to sign off on the Corps’ conclusion that the Dakota Access oil pipeline doesn’t harm American Indian tribes.

The Corps wants U.S. District Judge James Boasberg to rule in favor of its August 2018 finding that no more environmental study is needed on the $3.8 billion pipeline. The pipeline has been moving North Dakota oil through South Dakota and Iowa to Illinois for more than two years.

The Standing Rock Sioux want the pipeline shut down and more study done. The tribe fears an oil spill could contaminate the Missouri River.

The Bismarck Tribune reports that a Justice Department attorney argues that the Corps “carefully and reasonably considered the environmental impacts” before it permitted the pipeline.

Pipeline developer Texas-based Energy Transfer says the line is safe.

Sioux City, Iowa  (GPAC) – Morningside totaled 98 points and is the preseason coaches’ selection to win the 2019-20 Great Plains Athletic Conference (GPAC) Men’s Basketball Championship.

The Mustangs tallied nine first place votes. Dakota Wesleyan, with 91 points and the final two first place votes, is picked second. Jamestown was third in the balloting with 78.

GPAC Women’s Preseason Basketball Poll

Concordia totaled 121 points in the preseason coaches’ poll and is picked to win the 2019-20 Great Plains Athletic Conference (GPAC) Women’s Basketball Championship. The Bulldogs tallied all eleven (11) possible first place votes while Dordt was picked second with 107 points and the final first place vote. Dakota Wesleyan was tabbed third with 105 points in the balloting.

SIOUX FALLS, S.D. (AP) — ESPN’s (CSI 14)  popular Saturday morning college football show is coming to South Dakota for the FCS rivalry game between defending national champion North Dakota State and perennial challenger South Dakota State.

The Argus Leader reports that “College GameDay” host Reece Davis posted on Twitter Sunday afternoon that the show will broadcast from Bookings this Saturday before the top-ranked Bison play the No. 3 Jackrabbits at Dana J. Dykehouse Stadium.

The show began travelling to campus sites in 1993 and usually broadcasts from a major FBS game. However, it has set up twice in downtown Fargo, North Dakota, for Bison home games in 2013 and 2014.

The 7-0 Bison have won seven of the last eight national titles. The Jackrabbits are 6-1 after losing their season opener to unbeaten FBS team Minnesota.

UNDATED (AP) _  The Vikings won their third in a row by getting four touchdowns passes from Kirk Cousins in a 42-30 win over the Lions. Cousins led the 5-2 Vikings on four straight touchdown drives and finished 24 of 34 for a season-high 337 yards. Matthew Stafford threw all four of his scoring strikes to Marvin Jones, but Detroit dropped its third in a row since a 2-0-1 start.

Aaron Rodgers and the Green Bay Packers are atop the NFC North at 6-1 following their best offensive display under rookie head coach Matt LaFleur.

Rodgers threw for 429 yards and accounted for six touchdowns as the Packers overwhelmed the Raiders, 42-24. Rodgers had five passing TDs and completed 25 of 31 passes to eight different targets before finishing with the first perfect passer rating of his career. He also had a touchdown run for the Packers, who have scored at least 30 points in each of their last five games versus Oakland.

Derek Carr finished 22-for-28 for 293 yards, two touchdowns and two costly turnovers for the 3-3 Raiders.

_ The Saints are 5-0 without injured starting QB Drew Brees (breez) after Teddy Bridgewater threw for 281 yards and two touchdowns in their 36-25 victory against the Bears in Chicago. Michael Thomas had nine receptions for 131 yards, and Latavius Murray ran for 119 yards and two touchdowns to help New Orleans move to 6-1. Chicago quarterback Mitchell Trubisky finished 34 of 54 with 251 yards and two late touchdowns in his first appearance since injuring a shoulder against Minnesota on Sept. 29. The Bears fell to 3-3.

_ The Cowboys have regained sole possession of the NFC East lead at 4-3 by routing the second-place Eagles, 37-10. Ezekiel Elliott rumbled for 111 yards and a touchdown, while Dak Prescott threw for a TD and ran for a score to help Dallas stop a three-game losing streak. Brett Maher drilled a 63-yard field goal as the first half expired to give the Cowboys a 27-7 lead, one week after becoming the first kicker in league history with two kicks of at least 62 yards.

Elsewhere during Week 7 of the NFL’s 100th season:

_ The 49ers slogged through a 9-0 win at Washington as Robbie Gould hit field goals of 28, 22 and 29 yards. A steady rain and whipping winds helped to limit Jimmy Garoppolo to 12 of 21 passing for 151 yards, but the 49ers held the Redskins to 181 total yards. San Francisco is 6-0 for the third time in franchise history, and first since 1990.

_ Jared Goff threw for two touchdowns and ran for another in the Rams’ 37-10 rout of the Falcons. Aaron Donald was credited with a sack, forced fumble and recovery on a play that caused Atlanta quarterback Matt Ryan to leave the game for good with an ankle injury midway through the fourth quarter. The 4-3 Rams halted a three-game losing streak and dropped the Falcons to 1-6.

_ The Bills dodged a bullet and improved to 5-1 by erasing a five-point, fourth-quarter deficit in a 31-21 triumph over the winless Dolphins. Josh Allen passed for 202 yards and a pair of fourth-quarter TDs that followed Miami turnovers. Micah Hyde returned an onside kick for a touchdown after the Dolphins pulled within 24-21 with 1:45 remaining. Miami is 0-7.

_ Lamar Jackson ran for 116 yards and a touchdown while also making key throws when necessary in leading the Ravens past the Seahawks, 30-16. The second-year quarterback ran for an eight-yard touchdown late in the third quarter on fourth-and-2 to give the 5-2 Ravens the lead. Russell Wilson was 20 of 41 passing for 241 yards and an eight-yard TD in the first quarter to Tyler Lockett. Seattle slipped to 5-2.

_ Jacoby Brissett (brih-SEHT’) threw a career-high four touchdown passes before Darius Leonard’s late interception sealed the Colts’ 30-23 victory against the Texans. Brissett was 26 of 39 with 326 yards to help the 4-2 Colts withstand just 62 yards rushing. DeShaun Watson was 23 of 34 with 308 yards, one touchdown and two interceptions in Houston’s first loss in three games.

_ The Cardinals are a .500 team at 3-3-1 after Chase Edmonds rushed for career highs of 126 yards and three touchdowns in a 27-21 verdict over the Giants. Chandler Jones recorded four of Arizona’s eight sacks and forced a fumble as the Cardinals pressured rookie quarterback Daniel Jones most of the afternoon. Saquon (SAY’-kwahn) Barkley carried 18 times for 72 yards and a touchdown in his first action since missing 3 ½ games with a high ankle sprain. The Giants fell to 2-5 with their third straight loss.

_ Jurrell Casey recovered a fumble by Melvin Gordon at the goal line with 15 seconds left to preserve the Titans’ 23-20 win over the Chargers. The Chargers thought they had scored the go-ahead touchdown not once but twice in the final 44 seconds only to lose both on review by the replay official. Ryan Tannehill was 23 of 29 for 312 yards and two touchdowns in his first start since the Titans benched Marcus Mariota (mar-ee-OH’-tah).

_ Gardner Minshew threw a short scoring pass that put the Jaguars ahead 17-10 early in the fourth quarter of a 27-17 victory over the winless Bengals. Yannick Ngakoue (yah-NEEK’ en-GAH’-kway) returned an interception 23 yards to clinch the win as Jacksonville left Cincinnati with an 0-7 record for the first time in 11 years. The Bengals managed only 33 yards rushing, all by quarterback Andy Dalton.

Hamlin wins in Kansas to stay in title hunt

KANSAS CITY, Kan. (AP) _ Denny Hamlin has won a chaotic NASCAR Cup Series elimination race at Kansas Speedway by holding off Chase Elliott on a second overtime restart to pick up some extra playoff points.

Elliott managed to finish second and advanced to the round of eight on points when Brad Keselowski got boxed in on the restart and lost too many spots.

Kyle Busch wound up third, followed by Kurt Busch and William Byron. But the key was Keselowski, who dropped from 13th to 19th on the restart and out of the next round of the playoffs.

COLLEGE FOOTBALL-ALABAMA-TAGOVAILOA

Tua to miss Razorbacks game

TUSCALOOSA, Ala. (AP) _ Alabama quarterback Tua Tagovailoa (TOO’-uh tuhng-oh-vy-LOH’-ah) is going to miss Saturday’s game against Arkansas after undergoing a procedure on his high right ankle sprain.

Crimson Tide coach Nick Saban says Tagovailoa suffered the same injury in the SEC title game last season, but to the other ankle. The Heisman Trophy candidate and last year’s runner-up was hurt in the second quarter of Alabama’s 35-13 win over Tennessee on Saturday.

Ohio State jumps Clemson to 3rd; Wisconsin falls

UNDATED (AP) _ Clemson continues to get little respect from AP football poll voters, falling one spot for the third straight week despite running the nation’s longest winning streak to 22 games.

This time it’s Ohio State moving ahead of the Tigers and into third following their 52-3 win at Northwestern on Friday. Clemson did its part with a 45-10 laugher at Louisville.

Top-ranked Alabama picked up 24 first-place votes, No. 2 LSU collected 16, the Buckeyes claimed 13 and the defending-champion Tigers grabbed nine.

Oklahoma is fifth, followed by Penn State, Florida, Notre Dame, Auburn and Georgia. Wisconsin slid from sixth to 13th with Saturday’s 24-23 loss at Illinois.

Iowa State and Wake Forest cracked the poll, and Appalachian State climbed to 21st after winning its first ever game as a ranked team.

UNDATED (AP) _  Zach Parise (pah-REE’-say) scored the go-ahead goal midway through the third period of the Wild’s 4-3 decision over the Canadiens. Jason Zucker, Marcus Foligno and Brad Hunt also scored for Minnesota as the Wild won for just the second time in eight games.

The Vancouver Canucks got off to a strong start in Manhattan this afternoon to win for the fifth time in their last six games.

The Canucks scored three times against Henrik Lundqvist in the first period before holding off the New York Rangers, 3-2. Bo Horvat put Vancouver ahead to stay with a power-play goal and Jay Beagle made it 3-0 with a short-handed tally.

Brock Boeser (BEH’-sur) also scored and Elias Pettersson had two assists to back Jacob Markstrom, who turned back 38 shots.

The Rangers dropped their fourth in a row despite goals from Jesper Fast (fahst) and Artemi Panarin (ahr-TEH’-mee pah-NAH’-rihn).

Elsewhere on NHL ice:

_ The Capitals blew a two-goal lead before Tom Wilson scored with 8:13 remaining to lead a 5-3 win against the Blackhawks in Chicago. T.J. Oshie, Nic Dowd and Alex Ovechkin (oh-VECH’-kin) also scored against Corey Crawford, Lars Eller added an empty-netter and Braden Holtby turned back 41 shots for Washington.

 

_ Kyle Connor and Patrik Laine (LY’-nay) provided shootout goals and the Jets ended a three-game skid by downing the Oilers, 1-0. Connor Hellebuyck (HEH’-leh-buhk) made 28 saves for his first shutout of the season.

Justin Thomas wins 11th PGA Tour event, 2nd in South Korea

JEJU ISLAND, South Korea (AP) — Justin Thomas earned his 11th PGA Tour victory and his second in South Korea in three years with a final-round 5-under 67 in the CJ Cup.

He finished two strokes in front of South Korean-born New Zealander Danny Lee.

Thomas finished with a 72-hole total of 20-under 268 at Nine Bridges.

Kang wins LPGA Shanghai

SHANGHAI (AP) _ American Danielle Kang shot a bogey-free 2 under 70 and won the Buick LPGA Shanghai for the second consecutive year with a tournament-record 16-under par 272. The 27-year-old American began the day one stroke behind compatriot Jessica Korda, who shot a final-round 72 to finish second at 15 under.

Liu Yu of China shot a 7-under 65 to surge into a three-way tie for third with Japan’s Nasa Hataoka and LPGA rookie Kristen Gillman at minus-13.

PGA TOUR CHAMPIONS-RAIN

Final round postponed

RICHMOND, Va. (AP) _ The final round of the Dominion Energy Charity Classic had to be pushed back to Monday due to heavy rain in the Richmond, Virginia, area.

Scott Parel and Tommy Tolles share the lead at 12 under par, with Colin Montgomerie one shot back.

It’s the first of three tournaments in the Tour Champions’ Charles Schwab Cup playoffs and will trim the field to 54 players for next weekend’s event.

ANTWERP, Belgium (AP) _ Andy Murray has won his first ATP tour final since having hip surgery in January for an injury that left him contemplating retirement at one point.

Murray rallied to beat fellow three-time Grand Slam champion Stan Wawrinka (vah-VRINK’-ah) 3-6, 6-4, 6-4 in the European Open final.

It was Murray’s first ATP tour final since March 2017.

Umpire Cooper dies

UNDATED (AP) _ Major league umpire Eric Cooper has died at 52 after having a blood clot.

Cooper became a regular big league ump in 1999 and worked the AL Division series between the Yankees and Twins two weeks ago. He had knee surgery earlier in the week and was recuperating at his father’s home in Iowa.

Commissioner Rob Manfred announced Cooper’s death Sunday.

WASHINGTON (AP) — For Mick Mulvaney, the hits just keep on coming.

First, President Donald Trump’s acting chief of staff stirred up a tempest by acknowledging that the administration had held up aid to Ukraine in part to prod that country to investigate Democrats and the 2016 elections. Then Mulvaney went on television Sunday to defend his boss in effusive terms — and ended up making a new problematic comment.

Explaining why Trump had tried to steer an international summit to one of the president’s own properties before giving up on the idea, Mulvaney said Trump “still considers himself to be in the hospitality business.” That did nothing to allay concerns that the president has used his office to enrich his business interests.

 

ABOARD A U.S. MILITARY AIRCRAFT (AP) — Defense Secretary Mark Esper says that under current plans all U.S. troops leaving Syria will go to western Iraq and the military will continue to conduct operations against the Islamic State group to prevent its resurgence.

Speaking to reporters traveling with him to the Middle East, Esper did not rule out the idea that U.S. forces would conduct counterterrorism missions from Iraq into Syria. But he said those details will be worked out over time. He left Washington Saturday.

His comments were the first to specifically lay out where American troops will go as they leave Syria and what the counter-IS fight could look like.

 

MIDWAY ATOLL, Northwestern Hawaiian Islands (AP) — Researchers say a shipwreck from the World War II Battle of Midway that was spotted on the floor of the Pacific Ocean is the flagship Japanese aircraft carrier Akagi.

Vulcan Inc.’s director of undersea operations Rob Kraft and Naval History and Heritage Command historian Frank Thompson reviewed high frequency sonar images of the warship Sunday and say that it’s dimensions and location mean it has to be the carrier Akagi.

The crew of the research vessel Petrel confirmed the discovery of another Japanese carrier, the Kaga, on Friday.

The Akagi was found in the Papahanaumokuakea Marine National Monument resting in nearly 18,000 feet (5,490 meters) of water more than 1,300 miles (2,090 kilometers) northwest of Pearl Harbor.

Historians consider the 1942 Battle of Midway a pivotal win for the U.S. in the Pacific.

 

CARLSBAD, Calif. (AP) — A pioneer in marketing CBD as a health product has acknowledged selling large quantities of synthetic marijuana which was secretly added to vapes, sickening dozens of people.

Janell Thompson helped popularize CBD, the cannabis extract that isn’t supposed to get users high.

CBD products from a Southern California company Thompson co-founded were in Oscar nominee gift bags in 2014. Federal prosecutors say that’s also when she started selling synthetic marijuana, known as spice or K2.

Thompson pleaded guilty last month to allegations of supplying synthetic marijuana nationwide.

Vapes spiked with the street drug poisoned more than 40 people in North Carolina, including around military bases. Prosecutors also tied Thompson to a product called Yolo!, which sickened at least 33 people in Utah.

Thompson didn’t respond to requests for comment.
